Progressive former governor James Stephen Hogg moved his business headquarters to Houston in 1905. For seven decades, his children Will, Ima, and Mike Hogg used their political ties, social position, and family fortune to improve the lives of fellow Houstonians.
As civic activists, they espoused contested causes like city planning and mental health care. As volunteers, they inspired others to support social service, educational, and cultural programs. As philanthropic entrepreneurs, they built institutions that have long outlived them: the Houston Symphony, the Museum of Fine Arts, Memorial Park, and the Hogg Foundation. The Hoggs had a vision of Houston as a great city—a place that supports access to parklands, music, and art; nurtures knowledge of the "American heritage which unites us"; and provides social service and mental health care assistance. This vision links them to generations of American idealists who advanced a moral response to change.

Jacob Riis’s pioneering work of photojournalism takes its title from Rabelais’s Pantagruel: “One half of the world knoweth not how the other half liveth; considering that no one has yet written of that Country.” An anatomy of New York City’s slums in the 1880s, it vividly brought home to its first readers through the powerful combination of text and images the squalid living conditions of “the other half,” who might well have inhabited another country. The book pricked the conscience of its readers and raised the tenement into a symbol of intransigent social difference. As Alan Trachtenberg makes clear in his introduction, it is a book that still speaks powerfully to us today of social injustice.

Inspired by their Progressive Era faith in social science solutions to society’s problems, the residents of Hull-House collaborated on this work of sociology based on their experiences as residents of Chicago’s Near West Side. The contributors to this book believed that an enlightened citizenry could be mobilized for reform, and that by publishing maps with explicit information about the wages and conditions of the working poor in Chicago’s Nineteenth Ward they would educate the public and inspire reforms.
In addition to Jane Addams’s own prefatory note and paper on the role of social settlements in the labor movement, contributors provided detailed, real-world analyses of the Chicago Jewish ghetto, garment workers and the sweatshops, child labor, immigrant neighborhoods in the vicinity of Hull-House, and local charities. This edition also contains eight color reproductions of the original Hull-House neighborhood maps. Similar movements are building to acknowledge other genocides that have long remained out of sight in the media, such as those against the Circassians, Greeks, Assyrians, the indigenous peoples in the Americas and Australia, and the violence that was the precursor to and the aftermath of the Holocaust.

Girls in gangs are usually treated as objects of public criticism and rejection. Seldom are they viewed as objects worthy of understanding and even more rarely are they allowed to be active subjects who craft their own public persona—which is what makes this work unique. In this book, Marie "Keta" Miranda presents the results of an ethnographic collaboration with Chicana gang members, in which they contest popular and academic representations of Chicana/o youth and also construct their own narratives of self identity through a documentary film, It's a Homie Thang!
In telling the story of her research in the Fruitvale community of Oakland, California, Miranda honestly reveals how even a sympathetic ethnographer from the same ethnic group can objectify the subjects of her study. She recounts how her project evolved into a study of representation and its effects in the public sphere as the young women spoke out about how public images of their lives rarely come close to the reality. As Miranda describes how she listened to the gang members and collaborated in the production of their documentary, she sheds new light on the politics of representation and ethnography, on how inner city adolescent Chicanas present themselves to various publics, and on how Chicana gangs actually function.
On October 17, 1902, in Nacogdoches, Texas, a black man named James Buchanan was tried without representation, condemned, and executed for the murder of a white family—all in the course of three hours. Two white men played pivotal roles in these events: Bill Haltom, a leading local Democrat and the editor of the Nacogdoches Sentinel, who condemned lynching but defended lynch mobs, and A. J. Spradley, a Populist sheriff who, with the aid of hundreds of state militiamen, barely managed to keep the mob from burning Buchanan alive, only to escort him to the gallows following his abbreviated trial. Each man's story serves to illuminate a part of the path that led to the terrible parody of justice which lies at the heart of A Hanging in Nacogdoches.
The turn of the twentieth century was a time of dramatic change for the people of East Texas. Frightened by the Populist Party's attempts to unite poor blacks and whites in a struggle for economic justice, white Democrats defended their power base by exploiting racial tensions in a battle that ultimately resulted in the complete disenfranchisement of the black population of East Texas. In telling the story of a single lynching, Gary Borders dramatically illustrates the way politics and race combined to bring horrific violence to small southern towns like Nacogdoches.
In 1806 an anxious crowd of thousands descended upon Lenox, Massachusetts, for the public hanging of Ephraim Wheeler, condemned for the rape of his thirteen-year-old daughter, Betsy. In The History of the Death Penalty in Colorado, noted death penalty scholar Michael Radelet chronicles the details of each capital punishment trial and execution that has taken place in Colorado since 1859. For more than 150 years, Coloradans have been deeply divided about the death penalty, with regular questions about whether it should be expanded, restricted, or eliminated. It has twice been abolished, but both times state lawmakers reinstated the contentious punitive measure. Utah, now one of the most conservative states, has a long tradition of left-wing radicalism. Early Mormon settlers set a precedent with the United Order and other experiments with a socialistic economy. The tradition continued into the more recent past with New Left, anti-apartheid, and other radicals. Throughout, Utah radicalism usually reflected national and international developments. Recounting its long history, McCormick and Sillito focus especially on the Socialist Party of America, which reached a peak of political influence in the first two decades of the twentieth century—in Utah and across the nation.
At least 115 Socialists in over two dozen Utah towns and cities were elected to office in that period, and on seven occasions they controlled governments of five different municipalities. According to a commonplace narrative, the rise of modern political thought in the West resulted from secularization—the exclusion of religious arguments from political discourse. But in this pathbreaking work, Eric Nelson argues that this familiar story is wrong. Instead, he contends, political thought in early-modern Europe became less, not more, secular with time, and it was the Christian encounter with Hebrew sources that provoked this radical transformation.
During the sixteenth and seventeenth centuries, Christian scholars began to regard the Hebrew Bible as a political constitution designed by God for the children of Israel. Newly available rabbinic materials became authoritative guides to the institutions and practices of the perfect republic. This thinking resulted in a sweeping reorientation of political commitments. In the book’s central chapters, Nelson identifies three transformative claims introduced into European political theory by the Hebrew revival: the argument that republics are the only legitimate regimes; the idea that the state should coercively maintain an egalitarian distribution of property; and the belief that a godly republic would tolerate religious diversity. One major consequence of Nelson’s work is that the revolutionary politics of John Milton, James Harrington, and Thomas Hobbes appear in a brand-new light.

What does human dignity mean and what role should it play in guiding the mission of international institutions? In recent decades, global institutions have proliferated—from intergovernmental organizations to hybrid partnerships. The specific missions of these institutions are varied, but is there a common animating principle to inform their goals? Presented as an integrated, thematic analysis that transcends individual contributions, Human Dignity and the Future of Global Institutions argues that the concept of human dignity can serve as this principle.
Human dignity consists of the agency of individuals to apply their gifts to thrive, and requires social recognition of each person's inherent value and claim to equal access to opportunity. Contributors examine how traditional and emerging institutions are already advancing human dignity, and then identify strategies to make human dignity more central to the work of global institutions. They explore traditional state-created entities, as well as emergent, hybrid institutions and faith-based organizations. Concluding with a final section that lays out a path for a cross-cultural dialogue on human dignity, the book offers a framework to successfully achieve the transformation of global politics into service of the individual.
Engaging critical human rights studies from an interdisciplinary arts and humanities perspective, Human Rights on the Move addresses a range of human rights violations in contemporary society, including the carceral systems that prevent movement, the gendered and racial restrictions placed on movement, the lack of access that assures movement only for those who have the ability to move, and the histories of movements such as settler colonialism. The approaches to human rights in this wide-ranging collection are also “on the move,” emphasizing a nimble, cross-disciplinary approach that considers the intersection of politics, culture, and the arts.
Contributing artists, activists, and scholars expose the fundamental paradox of human rights (namely that nation-states are violators and guarantors of rights) while also showing how people facing violence and persecution move with the hope of more livable and equitable futures. The assembled scholarly essays, interviews, and creative pieces demonstrate the importance of a more relational and contextual understanding of human rights—one that can destabilize current definitions and open space for new formulations.

We often speak of the dignity owed to a person. And dignity is a word that regularly appears in political speeches. Charters are promulgated in its name, and appeals to it are made when people all over the world struggle to achieve their rights. But what exactly is dignity? When one person physically assaults another, we feel the wrong demands immediate condemnation and legal sanction. Whereas when one person humiliates or thoughtlessly makes use of another, we recognize the wrong and hope for a remedy, but the social response is less clear. The injury itself may be hard to quantify.
Given our concern with human dignity, it is odd that it has received comparatively little scrutiny. Here, George Kateb asks what human dignity is and why it matters for the claim to rights. He proposes that dignity is an “existential” value that pertains to the identity of a person as a human being. To injure or even to try to efface someone’s dignity is to treat that person as not human or less than human—as a thing or instrument or subhuman creature. Kateb does not limit the notion of dignity to individuals but extends it to the human species. The dignity of the human species rests on our uniqueness among all other species. In the book’s concluding section, he argues that despite the ravages we have inflicted on it, nature would be worse off without humanity. The supremely fitting task of humanity can be seen as a “stewardship” of nature. This secular defense of human dignity—the first book-length attempt of its kind—crowns the career of a distinguished political thinker.

But the history of human rights—and their abuses—is also a richly illustrated one. Following this picture trail, Human Rights In Camera takes an innovative approach by examining the visual images that have accompanied human rights struggles and the passionate responses people have had to them.
This book champions social movements as one of the most influential agents that shape our conceptions of human rights.
Stammers argues that human rights cannot be properly understood outside of the context of social movement struggles. He explains how much of the literature on human rights has systematically obscured this link, consequently distorting our understandings of human rights.
Stammers identifies the contours of a new framework through which human rights can be understood. He suggests that what he calls the 'paradox of institutionalisation' can only be addressed through a recognition of the importance of human rights arising out of grassroots activism, and through processes of institutional democratisation.
Democracy—its aspirations, its dangers—is what, most fundamentally, our Constitution is about. The question, Richard Parker argues in this powerful book, is how to imagine our democracy. Provocative in style and substance, this manifesto challenges orthodoxies of constitutional legal studies, particularly the idea that constitutionalism and populist democracy stand opposed. Parker presents a populist argument. He contends that the mission of constitutional law should be to promote, not limit, the expression of ordinary political energy—thus to extend, rather than constrain, majority rule.
At the root of the matter, Parker finds a question of “sensibility”—assumptions and attitudes about the political energy of ordinary people. He approaches this sensibility in a novel way, through a work of fiction about politics, Thomas Mann’s Mario and the Magician. Offering two “takes” on the story, Parker shows how it evokes—and elucidates—our deepest, most problematic attitudes about popular political energy in our own democracy. He goes on to elaborate these attitudes within our practice of constitutional argument. This is a book about the people, and for the people, a reimagination of constitutional law’s populist potential. It will disorient—then reorient—the thinking of everyone who is concerned about democracy and the Constitution.
How Information Matters examines the ways a network of state and local governments and nonprofit organizations can enhance the capacity for successful policy change by public administrators. Hale examines drug courts, programs that typify the highly networked, collaborative environment of public administrators today. These “special dockets” implement justice but also drug treatment, case management, drug testing, and incentive programs for non-violent offenders in lieu of jail time. In a study that spans more than two decades, Hale shows ways organizations within the network act to champion, challenge, and support policy innovations over time. Her description of interactions between courts, administrative agencies, and national organizations highlight the evolution of collaborative governance in the state and local arena, with vignettes that share specific experiences across six states (Alabama, Florida, Georgia, Indiana, Missouri, and Tennessee) and ways that they acquired knowledge from the network to make decisions.
How Information Matters offers valuable insight into successful ways for collaboration and capacity building. It will be of special interest to public administrators or policymakers who wish to identify ways to improve their own programs’ performance.
Every time control of the U.S. presidency is passed from one party to another, the entire top layer of the executive branch changes. Thousands of men and women take down their pictures, pack up their desks, and move back into private life, just as others dust off their pictures and move in. The U.S. stands alone in this respect. Nearly every other advanced democracy is managed-save for elected officials and a few top aides-by an elite cadre of top civil servants selected by highly competitive examinations.
Hudleston and Boyer tell the story of U.S. efforts to develop higher civil service, beginning with the Eisenhower administration and culminating in the passage of the Civil Service Reform Act of 1978. Arguing that the highly-politicized U.S. system simply hasn't worked, they examine why and how reform efforts have failed and offer a series of recommendations for the future.
Although partisan polarization gets much of the attention in political science scholarship about Congress, members of Congress represent diverse communities around the country. Home Field Advantage demonstrates the importance of this understudied element of American congressional elections and representation in the modern era: the local, place-based roots that members of Congress have in their home districts. Charles Hunt argues that legislators’ local roots in their district have a significant and independent impact on their campaigns, election outcomes, and more broadly on the relationship between members of the U.S. House of Representatives and their constituents. Drawing on original data, his research reveals that there is considerable variation in election outcomes, performance relative to presidential candidates, campaign spending, and constituent communication styles that are not fully explained by partisanship, incumbency, or other well-established theories of American political representation. Rather, many of these differences are the result of the depth of a legislator’s local roots in their district that predate their time in Congress. Hunt lays out a detailed “Theory of Local Roots” and their influence in congressional representation, demonstrating this influence empirically using multiple original measures of local roots over a full cross-section of legislators and a significant period of time.
