Can we fight poverty and inequality while protecting the environment? The challenges are obvious. To rise out of poverty is to consume more resources, almost by definition. And many measures to combat pollution lead to job losses and higher prices that mainly hurt the poor. In Unsustainable Inequalities, economist Lucas Chancel confronts these difficulties head-on, arguing that the goals of social justice and a greener world can be compatible, but that progress requires substantial changes in public policy.
Chancel begins by reviewing the problems. Human actions have put the natural world under unprecedented pressure. The poor are least to blame but suffer the most—forced to live with pollutants that the polluters themselves pay to avoid. But Chancel shows that policy pioneers worldwide are charting a way forward. Building on their success, governments and other large-scale organizations must start by doing much more simply to measure and map environmental inequalities. We need to break down the walls between traditional social policy and environmental protection—making sure, for example, that the poor benefit most from carbon taxes. And we need much better coordination between the center, where policies are set, and local authorities on the front lines of deprivation and contamination.

Most accounts of our contemporary global crises such as climate change, or the threat of terrorism, focus on one area, or another, to the exclusion of others. Nafeez Mosaddeq Ahmed argues that the unwillingness of experts to look outside their own fields explains why there is so much disagreement and misunderstanding about particular crises. This book attempts to investigate all of these crises, not as isolated events, but as trends and processes that belong to a single global system. We are therefore not dealing with a 'clash of civilisations', as Huntington argued. Rather, we are dealing with a fundamental crisis of civilisation itself.

Analyzing the political culture of the Andean republics of Peru, Bolivia, and Ecuador and of the United States, Fredrick Pike finds in their relationships deep divergencies in values and goals. Andeans, he shows, have traditionally viewed with suspicion the tenets associated with liberal democracy, secularism, and individualistic capitalism. In a detailed study of Andean politics, economics, social classes, and cultural patterns in the nineteenth and twentieth centuries, Pike determines that revolutionary ideology often merely masked the ambitions of aspiring elites anxious to retain the traditional order but wishing to wrest its advantages from incumbent elites. He shows the appeal of Marxism and of recent external-domination, internal-dependency theories, as well as the basic conservatism of land-reform programs and approaches to the "Indian problem."
Pike also speculates on whether an "iron law of dependency" is involved in Andean relations with the United States. He discusses the role of multinational corporations and the increasing "privatization of dependency." In the emerging postmodern era, Pike suggests, the values of Western-style modernity are even less viable in Andean America and indeed may not be able to survive in the United States.
Portuguese and Brazilian slave-traders shipped at least four million slaves to Brazil—in contrast to the five hundred thousand slaves that English vessels brought to the Americas. Controlling the vast number of slaves in Brazil became of primary importance. The Unpast: Elite Violence and Social Control in Brazil, 1954–2000 documents the ways in which the brutal methods used on plantations led directly to the phenomenon of Brazilian death squads.
The Unpast examines how and why, after the abolition of slavery, elites in Brazil imported new methods of killing, torturing, or disfiguring dissidents and the poor to maintain dominance. Bringing a critical-historical analysis to events following the 1954 suicide of President Getúlio Vargas, R. S. Rose takes the reader along a fifty-year path that helped to shape a nation’s morals. He covers the misunderstood presidency of João Goulart; the overthrow of his government by a U.S.-assisted military; the appalling dictatorship that followed; the efforts to rid the countryside of troublemakers; and the ongoing attempt to cleanse the urban environment of the needy, an endeavor that produced 32,675 victims in just two Brazilian states between 1954 and 2000.

In 1911, Joseph Bailie, a professor at Nanjing University, often took his Chinese students to tour Nanjing's shantytowns. One student, the son of a district magistrate, followed Bailie from hut to hut one rainy day, and was grateful that Bailie opened his eyes to the poverty in his own city.
However, twenty years later, when M. R. Schafer, another Nanjing University professor, showed his students a film that included his own photographs of the poor quarters of Nanjing, his students were so upset that they demanded his expulsion from China.
Zwia Lipkin explores the reasons for these starkly different reactions. Nanjing in the 1910s was a quiet city compared to 1930s Nanjing, which was by that time the national capital. Nanjing had become a symbol of national authority, aiming not only to become a model of modernization for the rest of China, but also to surpass Paris, London, and Washington. Underlying all of Nanjing's policies was a concern for the capital's image and looks—offensive people were allowed to exist as long as they remained invisible.

In Until Choice Do Us Part, Clare Virginia Eby offers a new account of marriage as it appeared in fiction, journalism, legal decisions, scholarly work, and private correspondence at the turn into the twentieth century. She begins with reformers like sexologist Havelock Ellis, anthropologist Elsie Clews Parsons, and feminist Charlotte Perkins Gilman, who argued that spouses should be “class equals” joined by private affection, not public sanction. Then Eby guides us through the stories of three literary couples—Upton and Meta Fuller Sinclair, Theodore and Sara White Dreiser, and Neith Boyce and Hutchins Hapgood—who sought to reform marriage in their lives and in their writings, with mixed results. While contemporary scholarship tends to highlight and recover women who most resemble academic feminists in their uses of propositional rhetoric, Jason Barrett-Fox uses what he terms a medio-materialist historiography to emphasize the different kinds of political and ontological gender-power that emerged from the inscriptional strategies these women employed to navigate and critique male gatekeepers––from movie stars to directors to editors to abusive husbands.
In recasting the work of West, Loos, and Haldeman-Julius in this way, Barrett-Fox reveals the material and ontological ramifications of their forms of invention, particularly their ability to tell trauma in ways that reach beyond their time to raise the consciousness of audiences unavailable to them in their lifetimes. Untimely Women thus accomplishes important historical and rhetorical work that not only brings together feminist historiography, rhetorical materialism, and posthumanism but also redefines what counts as feminist rhetoric.Uncertain Powers is an original and much-needed analysis of female leadership in medieval Japan. In challenging current scholarship by exploring the important political and economic roles of twelfth- and thirteenth-century Japanese royal women, Sachiko Kawai questions the traditional view of the era as one dominated by male retired monarchs and a warrior government. Instead the author populates it with royal wives and daughters who held the title of premier royal lady (nyoin) and owned extensive estates across the Japanese archipelago. Nyoin, whose power varied according to marital status, networks, and age, used their wealth and human networks to build temples and organize their entourages as salons to assert religious, cultural, and political influence. Confronted with social factors and gender disparities, they were motivated to develop coping strategies, the workings of which Kawai masterfully teases out from the abundant primary sources.
Uncertain Powers presents a nuanced and groundbreaking study of the relationship between a nyoin’s authority (her acknowledged rights) and her actual power (the ability to enforce those rights), demonstrating how, as members of political factions, as landlords, and as religious and cultural patrons, nyoin struggled to transform authority into power by means of cooperation, persuasion, compromise, and coercion.
In this provocative book, esteemed scholar Barbara Tomlinson asserts that intersectionality—the idea that categories such as gender, race, and class create overlapping systemsof oppression—is consistently misinterpreted in feminist argument. Despite becoming a central theme in feminist scholarship and activism, Tomlinson believes dominant feminism has failed to fully understand the concept.
Undermining Intersectionality reveals that this apparent paradox is the result of the disturbing racial politics underlying more than two decades of widely-cited critiques of intersectionality produced by prominent white feminist scholars who have been insufficiently attentive to racial dynamics. As such, feminist critiques of intersectionality repeatedly reinforce racial hierarchies, undermining academic feminism’s supposed commitment to social justice. Tomlinson offers a persuasive analysis of the rhetorics and conventions of argument used in these critiques to demonstrate their systematic reliance on “powerblind” discursive practices.

“What the women I write about have in common is that they are all rebels with a cause, and I see myself represented in their mirror,” asserts Alicia Gaspar de Alba. Looking back across a career in which she has written novels, poems, and scholarly works about Sor Juana Inés de la Cruz, la Malinche, Coyolxauhqui, the murdered women of Juárez, the Salem witches, and Chicana lesbian feminists, Gaspar de Alba realized that what links these historically and socially diverse figures is that they all fall into the category of “bad women,” as defined by their place, culture, and time, and all have been punished as well as remembered for rebelling against the “frames” imposed on them by capitalist patriarchal discourses.
In [Un]Framing the “Bad Woman,” Gaspar de Alba revisits and expands several of her published articles and presents three new essays to analyze how specific brown/female bodies have been framed by racial, social, cultural, sexual, national/regional, historical, and religious discourses of identity—as well as how Chicanas can be liberated from these frames. Employing interdisciplinary methodologies of activist scholarship that draw from art, literature, history, politics, popular culture, and feminist theory, she shows how the “bad women” who interest her are transgressive bodies that refuse to cooperate with patriarchal dictates about what constitutes a “good woman” and that queer/alter the male-centric and heteronormative history, politics, and consciousness of Chicano/Mexicano culture. By “unframing” these bad women and rewriting their stories within a revolutionary frame, Gaspar de Alba offers her compañeras and fellow luchadoras empowering models of struggle, resistance, and rebirth.
For millennia, the city stood out against the landscape, walled and compact. This concept of the city was long accepted as adequate for characterizing the urban experience. However, the nature of the city, both real and imagined, has always been more permeable than this model reveals.
The essays in Urban Imaginaries respond to this condition by focusing on how social and physical space is conceived as both indefinite and singular. They emphasize the ways this space is shared and thus made into urban culture. For over a century, dark visions of moral collapse and social disintegration in American cities spurred an anxious middle class to search for ways to restore order. In this important book, Paul Boyer explores the links between the urban reforms of the Progressive era and the long efforts of prior generations to tame the cities. He integrates the ideologies of urban crusades with an examination of the careers and the mentalities of a group of vigorous activists, including Lyman Beecher; the pioneers of the tract societies and Sunday schools; Charles Loring Brace of the Children's Aid Society; Josephine Shaw Lowell of the Charity Organization movement; the father of American playgrounds, Joseph Lee; and the eloquent city planner Daniel Hudson Burnham.
Boyer describes the early attempts of Jacksonian evangelicals to recreate in the city the social equivalent of the morally homogeneous village; he also discusses later strategies that tried to exert a moral influence on urban immigrant families by voluntarist effort, including, for instance, the Charity Organizations' "friendly visitors." By the 1890s there had developed two sharply divergent trends in thinking about urban planning and social control: the bleak assessment that led to coercive strategies and the hopeful evaluation that emphasized the importance of environmental betterment as a means of urban moral control.
In this major new work of urban geography, Allan Pred interprets the process by which major cities grew and the entire city-system of the United States developed during the antebellum decades. The book focuses on the availability and distribution of crucial economic information. For as cities developed, this information helped determine the new urban areas in which business opportunities could be exploited and productive innovations implemented.
Pred places this original approach to urbanization in the context of earlier, more conventional studies, and he supports his view by a wealth of evidence regarding the flow of commodities between major cities. He also draws on an analysis of newspaper circulation, postal services, business travel, and telegraph usage. Pred's book goes far beyond the usual “biographies” of individual cities or the specialized studies of urban life. It offers a large and fascinating view of the way an entire city-system was put together and made to function. Indeed, by providing the first full account of these two decades of American urbanization, Pred has supplied a vital and hitherto missing link in the history of the United States.
This book analyzes how information circulated before the telegraph. Using newspapers and their contents, postal services, the volume of commodity trade, and travel patterns to analyze information circulation, Allan Pred provides a cogent and complete description of interrelationships among the large cities during the period from 1790 to 1840. His principal concern, however, is with general urban-growth and locational processes. Developments between 1790 and 1840 are studied in order to understand the growth process of all systems of cities, both past and present.
Allan Pred has developed a multiple-loop feedback model to describe the process by which a few cities established their long-term dominance, or high rank, during the early growth of particular urban systems and subsystems. The model includes non-local multiplier effects generated by local urban growth, allows interurban trade and information flows mutually to reinforce one another, and permits “spatially biased” information circulation to influence where business opportunities are exploited and how economic innovations are diffused. Several interurban innovation diffusion processes are examined to confirm the validity of certain aspects of the model.
Examples of both hierarchical and non-hierarchical diffusion processes are given, including the spread of the Bank Panic of 1837, daily newspapers, and steam engines. Much information is presented in the form of clear and illuminating tables, figures, and maps. This study, by historical perspective on social change and deeper insight into the importance of information circulation in urban growth, should be immensely valuable to current regional and locational planning.
American ruins have become increasingly prominent, whether in discussions of “urban blight” and home foreclosures, in commemorations of 9/11, or in postapocalyptic movies. In this highly original book, Nick Yablon argues that the association between American cities and ruins dates back to a much earlier period in the nation’s history. Recovering numerous scenes of urban desolation—from failed banks, abandoned towns, and dilapidated tenements to the crumbling skyscrapers and bridges envisioned in science fiction and cartoons—Untimely Ruins challenges the myth that ruins were absent or insignificant objects in nineteenth-century America.

Much research on the city in developing societies has focused mainly on one of three areas—planning, demography, or economics—and has emphasized either power elites or the masses, but not both. The published literature on Latin America has reflected these interests and has so far failed to provide a comprehensive view of Latin American urbanization. Urban Latin America is an attempt to integrate research on Latin American social organization within a single theoretical framework: development as fundamentally a political problem. Alejandro Portes and John Walton have included material on both elites and marginal populations and on the three major areas of research in order to formulate and address some of the key questions about the structure of urban politics in Latin America.
Following an introduction that delineates the scope of Latin American urban studies, Portes discusses the Latin American city as a creation of European colonialism. He goes on to examine political behavior among the poor, with central reference to system support and countersystem potential. Walton provides material for a comparative study of four cities: Monterrey and Guadalajara in Mexico and Medellín and Cali in Colombia. He also summarizes a large number of urban elite studies and develops a theoretical interpretation of their collective results, based on class structure and vertical integration. Material in each chapter is cross-referenced to other chapters, and the authors have used a common methodological approach in synthesizing and interpreting the research literature. In the final chapter they generalize current findings, elaborating on the interface between elite and mass politics in the urban situation. They make some observations on approaching changes and pinpoint possible research strategies for the future.
Today a majority of Indigenous peoples live in urban areas: they are builders and cleaners, teachers and lawyers, market women and masons, living in towns and cities surrounded by the people and pollution that characterize life for most individuals in the twenty-first century. Despite this basic fact, the vast majority of studies on Indigenous peoples concentrate solely on rural Indigenous populations.
Aiming to highlight these often-overlooked communities, this is the first book to look at urban Indigenous peoples globally and present the urban Indigenous experience—not as the exception but as the norm. The contributing essays draw on a wide range of disciplines, including sociology, anthropology, architecture, land economy, and area studies, and are written by both Indigenous and non-Indigenous scholars. The analysis looks at Indigenous people across the world and draws on examples not usually considered within the study of indigeneity, such as Fiji, Japan, and Russia.
Indigeneity is often seen as being “authentic” when it is practiced in remote rural areas, but these essays show that a vigorous, vibrant, and meaningful indigeneity can be created in urban spaces too. The book challenges many of the imaginaries and tropes of what constitutes “the Indigenous” and offers perspectives and tools to understand a contemporary Indigenous urban reality. Urban Infrastructures creates space for an encounter between historians, humanists, and social scientists who seek new methodological approaches to the history of urban infrastructure. It draws on recent work across history, anthropology, science and technology studies, geography, resilience/sustainability, and other disciplines to explore the social effects of infrastructure. The volume rejects narrow conceptions of infrastructure history as only the history of public works, and instead expands the definition to all business enterprises and public bodies that provide the goods and services essential for the day-to-day lives of most people. Essays examine traditional artifacts such as roads, highways, and waterworks, as well as nontraditional topics like regimes of heating and cooling, the processing and distribution of food, and even the metaphysics of electromagnetic infrastructure. Contributors reveal both the material grounding of urban social relations and the social life of material infrastructure. In the end, they show that infrastructure profoundly reshapes urban life even as residents fight to reshape infrastructure to their own ends.

Urban Rivers examines urban interventions on rivers through politics, economics, sanitation systems, technology, and societies; how rivers affected urbanization spatially, in infrastructure, territorial disputes, and in floodplains, and via their changing ecologies. Providing case studies from Vienna to Manitoba, the chapters assemble geographers and historians in a comparative survey of how cities and rivers interacted from the seventeenth century to the present.
Rising cities and industries were great agents of social and ecological changes, particularly during the nineteenth century, when mass populations and their effluents were introduced to river environments. Accumulated pollution and disease mandated the transfer of wastes away from population centers. In many cases, potable water for cities now had to be drawn from distant sites. These developments required significant infrastructural improvements, creating social conflicts over land jurisdiction and affecting the lives and livelihood of nonurban populations. The effective reach of cities extended and urban space was remade. By the mid-twentieth century, new technologies and specialists emerged to combat the effects of industrialization. Gradually, the health of urban rivers improved.
From protoindustrial fisheries, mills, and transportation networks, through industrial hydroelectric plants and sewage systems, to postindustrial reclamation and recreational use, Urban Rivers documents how Western societies dealt with the needs of mass populations while maintaining the viability of their natural resources. The lessons drawn from this study will be particularly relevant to today's emerging urban economies situated along rivers and waterways.
This unique contribution to social and urban history describes the struggle of prosperous German bourgeois leaders to bring order to their rapidly growing cities during the tumultuous age of industrial expansion in the decades before World War I. Brian Ladd sets the emerging theory and practice of city planning in the context of debates about the nature of the modern city and the possibility of improving society by regulating its physical environment. A unique more-than-capitalist take on urban dynamics
Vigilante action. Renegades. Human intrigue and the future at stake in New York City. In Urbanism without Guarantees, Christian M. Anderson offers a new perspective on urban dynamics and urban structural inequality based on an intimate ethnography of on-the-ground gentrification.
The book is centered on ethnographic work undertaken on a single street in Clinton/Hell’s Kitchen in New York City—once a site of disinvestment, but now rapidly gentrifying. Anderson examines the everyday strategies of residents to preserve the quality of life of their neighborhood and to define and maintain their values of urban living—from picking up litter and reporting minor concerns on the 311 hotline to hiring a private security firm to monitor the local public park. Anderson demonstrates how processes such as investment and gentrification are constructed out of the collective actions of ordinary people, and challenges prevalent understandings of how place-based civic actions connect with dominant forms of political economy and repressive governance in urban space.
Examining how residents are pulled into these systems of gentrification, Anderson proposes new ways to think and act critically and organize for transformation of a place—in actions that local residents can start to do wherever they are.

The process has important and deleterious consequences for a range of urban issues, including the weakening of public finance and school integration. The explanation centers on the independent effect of urban infrastructure, specifically sewers, roads, waterworks, gas, and electricity networks. The book argues that the development of such infrastructure in the late nineteenth century not only permitted cities to expand by annexing adjacent municipalities, but also further enhanced the ability of these suburban entities to remain or break away and form independent municipalities. The process was crucial in creating a proliferation of municipalities within metropolitan regions.
The book thus shows that the roots of the urban crisis can be found in the interplay between technology, politics, and public works in the American city.

Why, Diane Davis asks, has Mexico City, once known as the city of palaces, turned into a sea of people, poverty, and pollution? Through historical analysis of Mexico City, Davis identifies political actors responsible for the uncontrolled industrialization of Mexico's economic and social center, its capital city. The competing social and economic demand of the working poor and middle classes and the desires of Mexico's ruling Partido Revolucionario Institutional (PRI) have led to gravely diminished services, exorbitant infrastructural expenditures, and counter-productive use of geographic space. Though Mexico City's urban transport system has evolved over the past seven decades from trolley to bus to METRO (subway), it fails to meet the needs of the population, despite its costliness, and is indicative of the city's disastrous and ill-directed overdevelopment. Los Angeles's experience in managing urban growth and change

Such was the massive and pitiless industrialization of the nation after the Civil War that Josephine Shaw Lowell (1843-1905) recoiled and sought a new way to approach poverty. She rationalized charity toward hapless families and children in ways that established social responsibility for the welfare of the poor. This introduction of "scientific" methods in social work bridged two great eras of social reform, creating a civic maternalism only denied in law in 1996.
A Brahmin, member of an illustrious family, sister of the martyred Robert Gould Shaw, who led his proud black troops against Fort Wagner, and, later, a war widow, Lowell constantly responded to changing ideological and economic conditions affecting the poor. From an emphasis on the regeneration of the individual, she soon showed an appreciation of the importance of social conditions.
This book challenges all previous interpretations of Lowell as a "genteel" reformer mostly interested in social control of the underclass. Rather, her aim was to cure pauperism, and her strategies eventually led her to support higher wages and full employment.
Self-help groups have encountered fierce criticism as places where individuals join to share personal problems and to engage in therapeutic intervention without the aid of skilled professionals. These groups have flourished since the 1970s and continue to serve more people than professional therapy.
Yet these groups have been criticized as fostering a culture of whiners and victims, and not using professional help as needed. Thomasina Jo Borkman debunks this commonly held assessment, and also examines the reasons for these groups’ enduring popularity since the 1960s—more people attend these meetings (word?) than see professional therapists. What accounts for their success and popularity?
Understanding Self-Help / Mutual-Aid Groups is the first book to describe three stages of individual and group evolution that is part of this organization’s very structure; it also reconceptualizes participants’ interactions with professionals. The group as a whole, Borkman posits, draws on the life experiences of its membes to foster nurturing, support, and transformation through a “circle of sharing.” Groups create more positive and less stigmatizing “meaning perspectives” of the members’ problems than is available from professionals or lay folk culture.
The poignant saga of Guatemala’s adoption industry: an international marketplace for children, built on a foundation of inequality, war, and Indigenous dispossession.
In 2009 Dolores Preat went to a small Maya town in Guatemala to find her birth mother. At the address retrieved from her adoption file, she was told that her supposed mother, one Rosario Colop Chim, never gave up a child for adoption—but in 1984 a girl across the street was abducted. At that house, Preat met a woman who strongly resembled her. Colop Chim, it turned out, was not Preat’s mother at all, but a jaladora—a baby broker.
Some 40,000 children, many Indigenous, were kidnapped or otherwise coercively parted from families scarred by Guatemala’s civil war or made desperate by unrelenting poverty. Amid the US-backed army’s genocide against Indigenous Maya, children were wrested from their villages and put up for adoption illegally, mostly in the United States. During the war’s second decade, adoption was privatized, overseen by lawyers who made good money matching children to overseas families. Private adoptions skyrocketed to the point where tiny Guatemala overtook giants like China and Russia as a “sender” state. Drawing on government archives, oral histories, and a rare cache of adoption files opened briefly for war crimes investigations, Rachel Nolan explores the human toll of an international industry that thrives on exploitation.
Would-be parents in rich countries have fostered a commercial market for children from poor countries, with Guatemala becoming the most extreme case. Until I Find You reckons with the hard truths of a practice that builds loving families in the Global North out of economic exploitation, endemic violence, and dislocation in the Global South.
The baby abandoned on the doorstep is a phenomenon that has virtually disappeared from our experience, but in the early modern world, unwanted children were a very real problem for parents, government officials, and society. The Unwanted Child skillfully recreates sixteenth-century Nuremberg to explore what befell abandoned, neglected, abused, or delinquent children in this critical period.
Joel F. Harrington tackles this question by focusing on the stories of five individuals. Thomas Walz tells the story of Bill Sackter, a man who spent nearly half a century in a Minnesota mental institution and emerged to blossom into a most unlikely celebrity. Bill Sackter was committed to the Faribault State Hospital at the age of seven, there to remain until he was in his fifties. At the time of his commitment, Bill’s father had recently died; thus his sole contact with his family came through rare letters from his mother.
Some years after his discharge from Faribault as a result of the movement to deinstitutionalize the mentally ill in the 1960s, Bill enjoyed a serendipitous encounter with a young college student and part-time musician, Barry Morrow. Bill became part of the Morrow family and a regular in Morrow’s music group. When Morrow accepted a job at the School of Social Work at the University of Iowa, Bill followed him to Iowa City and was put in charge of a small coffee service.
Bill became an important part of the University of Iowa community, and Wild Bill’s Coffeeshop developed into an institution. A cheerful man of great good will who was a harmonica virtuoso, Bill began to inspire affectionate legends, and his life as a celebrity began in earnest. He was named Iowa’s Handicapped Person of the Year in 1977, and two television movies were made about his life—Bill, which earned Emmy awards for cowriter Barry Morrow and Mickey Rooney (as Bill) in 1981, and Bill on His Own in 1983. Years later, Morrow would earn an Oscar for his script of Rain Man.
Through vignettes ranging from hilarious to near tragic. Walz reveals a remarkable human being. An account of Bill's life in an institution is necessarily part of the story, but there is much more: Bill’s role in helping a young child recover from a coma, his menagerie of friends, his love for a pet parakeet, his late-life Bar Mitzvah, his failure as a woodworker, his success as Santa, and his dignified death at the age of seventy.
