Today the United States leads the world in incarceration rates. The country increasingly relies on the prison system as a “fix” for the regulation of societal issues. Captivity Beyond Prisons is the first full-length book to explicitly link prisons and incarceration to the criminalization of Latina (im)migrants.
Starting in the 1990s, the United States saw tremendous expansion in the number of imprisoned (im)migrants, specifically Latinas/os. Consequently, there was also an increase in the number of deportations. In addition to regulating society, prisons also serve as a reproductive control strategy, both in preventing female inmates from having children and by separating them from their families. With an eye to racialized and gendered technologies of power, Escobar argues that incarcerated Latinas are especially depicted as socially irrecuperable because they are not considered useful within the neoliberal labor market. This perception impacts how they are criminalized, which is not limited to incarceration but also extends to and affects Latina (im)migrants’ everyday lives. Escobar also explores the relationship between the immigrant rights movement and the prison abolition movement, scrutinizing a variety of social institutions working on solutions to social problems that lead to imprisonment.
Accessible to both academics and those in the justice and social service sectors, Escobar’s book pushes readers to consider how, even in radical spaces, unequal power relations can be reproduced by the very entities that attempt to undo them.
Most parents care deeply about their children. If that were enough, we would not see the inequalities we currently do in children’s opportunities and healthy development—children out of school, children laboring, children living in poverty. While the scale of the problems can seem overwhelming, history has shown that massive progress is possible on problems that once seemed unsolvable. Within the span of less than twenty-five years, the proportion of people living in extreme poverty has been cut in half, the number of children under age five that die each day has dropped by over 12,000, and the percentage of girls attending school has climbed from just three in four to over 90 percent.

In his 2006 State of the Union speech, President George W. Bush asked the U.S. Congress to prohibit the "most egregious abuses of medical research," such as the "creation of animal–human hybrids." The president's message echoed that of a 2004 report by the President's Council on Bioethics, which recommended that hybrid human–animal embryos be banned by Congress.
Discussions of early interspecies research, in which cells or DNA are interchanged between humans and nonhumans at early stages of development, can often devolve into sweeping statements, colorful imagery, and confusing policy. Although today's policy advisory groups are becoming more informed, debate is still limited by the interchangeable use of terms such as chimeras and hybrids, a tendency to treat all forms of interspecies alike, the failure to distinguish between laboratory research and procreation, and not enough serious policy justification. Andrea Bonnicksen seeks to understand reasons behind support of and disdain for interspecies research in such areas as chimerism, hybridization, interspecies nuclear transfer, cross-species embryo transfer, and transgenics. She highlights two claims critics make against early interspecies studies: that the research will violate human dignity and that it can lead to procreation. Are these claims sufficient to justify restrictive policy?
Bonnicksen carefully illustrates the challenges of making policy for sensitive and often sensationalized research—research that touches deep-seated values and that probes the boundary between human and nonhuman animals.
During China’s Cultural Revolution, Chairman Mao Zedong’s "rustication program" resettled 17 million urban youths, known as "sent downs," to the countryside for manual labor and socialist reeducation. This book, the most comprehensive study of the program to be published in either English or Chinese to date, examines the mechanisms and dynamics of state craft in China, from the rustication program’s inception in 1968 to its official termination in 1980 and actual completion in the 1990s.
Rustication, in the ideology of Mao's peasant-based revolution, formed a critical component of the Cultural Revolution's larger attack on bureaucrats, capitalists, the intelligentsia, and "degenerative" urban life. This book assesses the program’s origins, development, organization, implementation, performance, and public administrative consequences. It was the defining experience for many Chinese born between 1949 and 1962, and many of China's contemporary leaders went through the rustication program.
The author explains the lasting impact of the rustication program on China's contemporary administrative culture, for example, showing how and why bureaucracy persisted and even grew stronger during the wrenching chaos of the Cultural Revolution. She also focuses on the special difficulties female sent-downs faced in terms of work, pressures to marry local peasants, and sexual harassment, predation, and violence. The author’s parents were both sent downs, and she was able to interview over fifty former sent downs from around the country, something never previously accomplished.
China's Sent-Down Generation demonstrates the rustication program’s profound long-term consequences for China's bureaucracy, for the spread of corruption, and for the families traumatized by this authoritarian social experiment. Ever since Dolly, the Scottish lamb, tottered on wobbly legs into our consciousness-followed swiftly by other animals: first, mice; then pigs that may provide human transplants, and even an ordinary house cat-thoughts have flown to the cloning of human beings. Legislators rushed to propose a ban on a technique that remains highly hypothetical, although some independent researchers have announced their determination to pursue the possibilities. Political scientist and well-known expert on reproductive issues, Andrea L. Bonnicksen examines the political reaction to this new-born science and the efforts to construct cloning policy. For tens of thousands of Union veterans, Patrick Kelly argues, the Civil War never ended. Many Federal soldiers returned to civilian life battling the lifelong effects of combat wounds or wartime disease. Looking to the federal government for shelter and medical assistance, war-disabled Union veterans found help at the National Home for Disabled Volunteer Soldiers. Established by Congress only weeks prior to the Confederate surrender, this network of federal institutions had assisted nearly 100,000 Union veterans by 1900. The National Home is the direct forebear of the Veterans Administration hospital system, today the largest provider of health care in the United States.
Kelly places the origins of the National Home within the political culture of U.S. state formation. Aspiring immigrants to the United States make many separate border crossings in their quest to become Americans—in their home towns, ports of departure, U.S. border stations, and in American neighborhoods, courthouses, and schools. In a book of remarkable breadth, Dorothee Schneider covers both the immigrants’ experience of their passage from an old society to a new one and American policymakers’ debates over admission to the United States and citizenship. Bringing together the separate histories of Irish, English, German, Italian, Jewish, Chinese, Japanese, and Mexican immigrants, the book opens up a fresh view of immigrant aspirations and government responses.
Ingenuity and courage emerge repeatedly from these stories, as immigrants adapted their particular resources, especially social networks, to make migration and citizenship successful on their own terms. While officials argued over immigrants’ fitness for admission and citizenship, immigrant communities forced the government to alter the meaning of race, class, and gender as criteria for admission. Women in particular made a long transition from dependence on men to shapers of their own destinies.
Schneider aims to relate the immigrant experience as a totality across many borders. By including immigrant voices as well as U.S. policies and laws, she provides a truly transnational history that offers valuable perspectives on current debates over immigration.
When the Nazis assumed power in Germany in 1933, they wasted no time in implementing their radical policies, first by securing passage of the Law for the Prevention of Offspring with Hereditary Diseases. Among those designated by this law as “congenitally disabled” were deaf people. Horst Biesold’s newly translated book examines this neglected aspect of Nazi “racial hygiene” through interviews with more than 1,000 deaf survivors of this brutal law that authorized forced sterilizations, abortions, and eventually murder.
Crying Hands meticulously delineates the antecedents of Nazi eugenics, beginning with Social Darwinism (postulated in the mid-nineteenth century) and tracing the various sterilization laws later initiated throughout the world, including many passed and practiced in the United States. This exceptional scholarship is movingly paralleled by the human faces fixed to the numbing statistics, as in story after story those affected recount their irretrievable loss, pain, and misplaced shame imposed upon them by the Nazi regime. Through their stories, told to Biesold in German Sign Language, they have given voice to the countless others who died from the specious science practiced by the Third Reich. And now their own trials have finally been acknowledged.
Culling the Masses questions the widely held view that in the long run democracy and racism cannot coexist. David Scott FitzGerald and David Cook-Martín show that democracies were the first countries in the Americas to select immigrants by race, and undemocratic states the first to outlaw discrimination. Through analysis of legal records from twenty-two countries between 1790 and 2010, the authors present a history of the rise and fall of racial selection in the Western Hemisphere.
The United States led the way in using legal means to exclude “inferior” ethnic groups. Starting in 1790, Congress began passing nationality and immigration laws that prevented Africans and Asians from becoming citizens, on the grounds that they were inherently incapable of self-government. Similar policies were soon adopted by the self-governing colonies and dominions of the British Empire, eventually spreading across Latin America as well.
Undemocratic regimes in Chile, Uruguay, Paraguay, and Cuba reversed their discriminatory laws in the 1930s and 1940s, decades ahead of the United States and Canada. The conventional claim that racism and democracy are antithetical—because democracy depends on ideals of equality and fairness, which are incompatible with the notion of racial inferiority—cannot explain why liberal democracies were leaders in promoting racist policies and laggards in eliminating them. Ultimately, the authors argue, the changed racial geopolitics of World War II and the Cold War was necessary to convince North American countries to reform their immigration and citizenship laws.
Current accounts of China’s global rise emphasize economics and politics, largely neglecting the cultivation of China’s people. Susan Greenhalgh, one of the foremost authorities on China’s one-child policy, places the governance of population squarely at the heart of China’s ascent.
Focusing on the decade since 2000, and especially 2004–09, she argues that the vital politics of population has been central to the globalizing agenda of the reform state. By helping transform China’s rural masses into modern workers and citizens, by working to strengthen, techno-scientize, and legitimize the PRC regime, and by boosting China’s economic development and comprehensive national power, the governance of the population has been critically important to the rise of global China.
After decades of viewing population as a hindrance to modernization, China’s leaders are now equating it with human capital and redefining it as a positive factor in the nation’s transition to a knowledge-based economy. In encouraging “human development,” the regime is trying to induce people to become self-governing, self-enterprising persons who will advance their own health, education, and welfare for the benefit of the nation. From an object of coercive restriction by the state, population is being refigured as a field of self-cultivation by China’s people themselves.

Custodians of Place provides a new theoretical framework that accounts for how different types of cities arrive at decisions about residential growth and economic development. Lewis and Neiman surveyed officials in hundreds of California cities of all sizes and socioeconomic characteristics to account for differences in local development policies. This book shows city governments at the center of the action in shaping their destinies, frequently acting as far-sighted trustees of their communities.
They explain how city governments often can insulate themselves for the better from short-term political pressures and craft policy that builds on past growth experiences and future vision. Findings also include how conditions on the ground—local commute times, housing affordability, composition of the local labor force—play an important role in determining the approach a city takes toward growth and land use. What types of cities tend to aggressively pursue industrial or retail firms? What types of cities tend to favor housing over business development?
