The American commitment to international human rights emerged in the 1970s not as a logical outgrowth of American idealism but as a surprising response to national trauma, as Barbara Keys shows in this provocative history. Reclaiming American Virtue situates this novel enthusiasm as a reaction to the profound challenge of the Vietnam War and its tumultuous aftermath. Instead of looking inward for renewal, Americans on the right and the left alike looked outward for ways to restore America’s moral leadership.
Conservatives took up the language of Soviet dissidents to resuscitate a Cold War narrative that pitted a virtuous United States against the evils of communism. Liberals sought moral cleansing by dissociating the United States from foreign malefactors, spotlighting abuses such as torture in Chile, South Korea, and other right-wing allies. When Jimmy Carter in 1977 made human rights a central tenet of American foreign policy, his administration struggled to reconcile these conflicting visions.
Yet liberals and conservatives both saw human rights as a way of moving from guilt to pride. Less a critique of American power than a rehabilitation of it, human rights functioned for Americans as a sleight of hand that occluded from view much of America’s recent past and confined the lessons of Vietnam to narrow parameters. It would be a small step from world’s judge to world’s policeman, and American intervention in the name of human rights would be a cause both liberals and conservatives could embrace.
Gupta conducted ethnographic research among officials charged with coordinating development programs in rural Uttar Pradesh. Drawing on that research, he offers insightful analyses of corruption; the significance of writing and written records; and governmentality, or the expansion of bureaucracies. Those analyses underlie his argument that care is arbitrary in its consequences, and that arbitrariness is systematically produced by the very mechanisms that are meant to ameliorate social suffering. What must be explained is not only why government programs aimed at providing nutrition, employment, housing, healthcare, and education to poor people do not succeed in their objectives, but also why, when they do succeed, they do so unevenly and erratically.

Mary Lois Walker Morris was a Mormon woman who challenged both American ideas about marriage and the U.S. legal system. Before the Manifesto provides a glimpse into her world as the polygamous wife of a prominent Salt Lake City businessman, during a time of great transition in Utah. This account of her life as a convert, milliner, active community member, mother, and wife begins in England, where her family joined the Mormon church, details her journey across the plains, and describes life in Utah in the 1880s. Her experiences were unusual as, following her first husband's deathbed request, she married his brother as a plural wife in the Old Testament tradition of levirate marriage.
Mary Morris's memoir frames her 1879 to 1887 diary with both reflections on earlier years and passages that parallel entries in the day book, giving readers a better understanding of how she retrospectively saw her life. The thoroughly annotated diary offers the daily experience of a woman who kept a largely self-sufficient household, had a wide social network, ran her own business, wrote poetry, and was intellectually curious. The years of "the Raid" (federal prosecution of polygamists) led Mary and Elias Morris to hide their marriage on "the underground," and her to perjury during Elias's trial for unlawful cohabitation. The book ends with Mary Lois's arrival at the Salt Lake Depot after three years in exile in Mexico with a polygamist colony.
In Rendition to Torture, Alan W. Clarke explains how the United States adopted torture as a matter of official policy; how and why it turned to extraordinary rendition as a way to outsource more extreme, mutilating forms of torture; and outlines the steps the United States took to hide its abuses. Many adverse consequences attended American use of torture. False information gleaned from torture was used to justify the Iraq war, adding potency to the charge that the war was illegal under international law. Moreover, European nations and Canada aided, abetted, and became thoroughly enmeshed in U.S.-led torture and renditions, thereby spreading both the problem and the blame for this practice. Clarke offers an extended critique of these activities, placing them in historical and legal context as well as in transnational and comparative perspective.

In Ireland, 2018, a constitutional ban that equated the life of a woman to the life of a fertilized embryo was overturned and abortion was finally legalized. This victory for the Irish feminist movement set the country alight with euphoria. But the celebrations were short-lived - the new legislation turned out to be one of the most conservative in Europe. By focusing on telling aspects of the immigration debate, Camiscioli reveals how racial hierarchies were constructed, how gender figured in their creation, and how only white Europeans were cast as assimilable. Delving into pronatalist politics, she describes how potential immigrants were ranked according to their imagined capacity to adapt to the workplace and family life in France. She traces the links between racialized categories and concerns about industrial skills and output, and she examines medico-hygienic texts on interracial sex, connecting those to the crusade against prostitution and the related campaign to abolish “white slavery,” the alleged entrapment of (white) women for sale into prostitution abroad. Camiscioli also explores the debate surrounding the 1927 law that first made it possible for French women who married foreigners to keep their French nationality. She concludes by linking the Third Republic’s impulse to create racial hierarchies to the emergence of the Vichy regime.
Conventional engineering solutions to problems of flooding and erosion are extremely destructive to natural environments. States are increasingly important players in the current efforts to reform U.S. health care, as the federal government withdraws from this responsibility. Robert B. Hackey analyzes the varied routes states have taken in reformulating health care policy and provides a road map of what specific strategies work and why.
In this comparative case study, Hackey focuses on four states—Massachusetts, New Hampshire, New York and Rhode Island—that have had markedly different experiences with regulating health care over the past two decades. Hackey's detailed comparisons show how the states' policies changed over time, moving from regulatory to market-oriented solutions, and examines which policy programs appear best poised to meet the future.

In recent years, almost daily media attention has been focused on the plight of the homeless in cities across the United States. Drawing upon experiences in the U.S. and Europe, John Gilderbloom and Richard Appelbaum challenge conventional assumptions concerning the operation of housing markets and provide policy alternatives directed at the needs of low- and moderate-income families. Rethinking Rental Housing is a ground-breaking analysis that shows the value of applying a broad sociological approach to urban problems, one that takes into account the basic economic, social, and political dimensions of the urban housing crisis.
Gilderbloom and Appelbaum predict that this crisis will worsen in the 1990s and argue that a "supply and demand" approach will not work in this case because housing markets are not competitive. They propose that the most effective approach to affordable housing is to provide non-market alternatives fashioned after European housing programs, particularly the Swedish model.
An important feature of this book is the discussion of tenant movements that have tried to implement community values in opposition to values of development and landlord capital. One of the very few publications on rental housing, it is unique in applying a sociological framework to the study of this topic.
In a fervent appeal for clearer thinking on social issues, Christopher Jencks reexamines the way Americans think about race, poverty, crime, heredity, welfare, and the underclass. Arguing that neither liberal nor conservative ideas about these issues withstand close scrutiny, he calls for less emphasis on political principles and more attention to specific programs. Jencks describes how welfare policy was dominated in the early 1980s by conservatives who promoted ideas that justified cutting back sharply on the social programs of Lyndon Johnson's Great Society. They believed that a period of sustained economic growth, with low taxes and free markets, would do more to help poor people than coddling them with government assistance.
Despite the economic expansion of the later Reagan years, however, the problems of persistent poverty grew even more serious. The liberals took the initiative in the late 1980s, but their proposals failed to win broad popular support. With clarity and a gift for apt analogy, Jencks analyzes influential books on such subjects as affirmative action (Thomas Sowell), the “safety net” (Charles Murray), the effects of heredity on learning and propensity to commit crime (James Q. Wilson and Richard Herrnstein), ghetto culture and the underclass (William J. Wilson). His intention throughout is “to unbundle the empirical and moral assumptions that traditional ideologies tie together, making the reader's picture of the world more complicated”—in other words, to force us (readers and policymakers) to look at the way various remedial plans actually succeed or fail.
For example, he believes that until we transform AFDC so that it reinforces rather than subverts American ideals about work and marriage, efforts to build a humane welfare state will never succeed. Other prescriptions, initially surprising and sometimes shocking, show demonstrable good sense once they are examined. As the author says, “If this book encourages readers to think about social policy more concretely, it will have served its primary purpose.”
A bold history of the rise of central banks, showing how institutions designed to steady the ship of global finance have instead become as destabilizing as they are dominant.
While central banks have gained remarkable influence over the past fifty years, promising more stability, global finance has gone from crisis to crisis. How do we explain this development? Drawing on original sources ignored in previous research, The Rise of Central Banks offers a groundbreaking account of the origins and consequences of central banks’ increasing clout over economic policy.
Many commentators argue that ideas drove change, indicating a shift in the 1970s from Keynesianism to monetarism, concerned with controlling inflation. Others point to the stagflation crises, which put capitalists and workers at loggerheads. Capitalists won, the story goes, then pushed deregulation and disinflation by redistributing power from elected governments to markets and central banks. Both approaches are helpful, but they share a weakness. Abstracting from the evolving practices of central banking, they provide inaccurate accounts of recent policy changes and fail to explain how we arrived at the current era of easy money and excessive finance.
By comparing developments in the United States, the United Kingdom, Germany, and Switzerland, Leon Wansleben finds that central bankers’ own policy innovations were an important ingredient of change. These innovations allowed central bankers to use privileged relationships with expanding financial markets to govern the economy. But by relying on markets, central banks fostered excessive credit growth and cultivated an unsustainable version of capitalism. Through extensive archival work and numerous interviews, Wansleben sheds new light on the agency of bureaucrats and calls upon society and elected leaders to direct these actors’ efforts to more progressive goals.
O’Neill focuses on the creation of flood control programs along the lower Mississippi River and the Sacramento River, the first two rivers to receive federal flood control aid. She describes how, in the early to mid-nineteenth century, planters, shippers, and merchants from both regions campaigned for federal assistance with flood control efforts. She explains how the federal government was slowly and reluctantly drawn into water management to the extent that, over time, nearly every river in the United States was reengineered. Her narrative culminates in the passage of the national Flood Control Act of 1936, which empowered the Army Corps of Engineers to build projects for all navigable rivers in conjunction with local authorities, effectively ending nationwide, comprehensive planning for the protection of water resources.
Roads to Power tells the story of how Britain built the first nation connected by infrastructure, how a libertarian revolution destroyed a national economy, and how technology caused strangers to stop speaking.
In early eighteenth-century Britain, nothing but dirt track ran between most towns. By 1848 the primitive roads were transformed into a network of highways connecting every village and island in the nation—and also dividing them in unforeseen ways. The highway network led to contests for control over everything from road management to market access. Peripheries like the Highlands demanded that centralized government pay for roads they could not afford, while English counties wanted to be spared the cost of underwriting roads to Scotland. The new network also transformed social relationships. Although travelers moved along the same routes, they occupied increasingly isolated spheres. The roads were the product of a new form of government, the infrastructure state, marked by the unprecedented control bureaucrats wielded over decisions relating to everyday life.
Does information really work to unite strangers? Do markets unite nations and peoples in common interests? There are lessons here for all who would end poverty or design their markets around the principle of participation. Guldi draws direct connections between traditional infrastructure and the contemporary collapse of the American Rust Belt, the decline of American infrastructure, the digital divide, and net neutrality. In the modern world, infrastructure is our principal tool for forging new communities, but it cannot outlast the control of governance by visionaries.
