Odd Tribes challenges theories of whiteness and critical race studies by examining the tangles of privilege, debasement, power, and stigma that constitute white identity. Considering the relation of phantasmatic cultural forms such as the racial stereotype “white trash” to the actual social conditions of poor whites, John Hartigan Jr. generates new insights into the ways that race, class, and gender are fundamentally interconnected. By tracing the historical interplay of stereotypes, popular cultural representations, and the social sciences’ objectifications of poverty, Hartigan demonstrates how constructions of whiteness continually depend on the vigilant maintenance of class and gender decorums.

Odd Tribes engages debates in history, anthropology, sociology, and cultural studies over how race matters. Hartigan tracks the spread of “white trash” from an epithet used only in the South prior to the Civil War to one invoked throughout the country by the early twentieth century. He also recounts how the cultural figure of “white trash” influenced academic and popular writings on the urban poor from the 1880s through the 1990s. Hartigan’s critical reading of the historical uses of degrading images of poor whites to ratify lines of color in this country culminates in an analysis of how contemporary performers such as Eminem and Roseanne Barr challenge stereotypical representations of “white trash” by claiming the identity as their own. Odd Tribes presents a compelling vision of what cultural studies can be when diverse research methodologies and conceptual frameworks are brought to bear on pressing social issues.

We find there an entire world of unregulated, unreported, and untaxed work, a system of living off the books that is daily life in the ghetto. From women who clean houses and prepare lunches for the local hospital to small-scale entrepreneurs like the mechanic who works in an alley; from the preacher who provides mediation services to the salon owner who rents her store out for gambling parties; and from street vendors hawking socks and incense to the drug dealing and extortion of the local gang, we come to see how these activities form the backbone of the ghetto economy.

What emerges are the innumerable ways that these men and women, immersed in their shadowy economic pursuits, are connected to and reliant upon one another. The underground economy, as Venkatesh’s subtle storytelling reveals, functions as an intricate web, and in the strength of its strands lie the fates of many Maquis Park residents. The result is a dramatic narrative of individuals at work, and a rich portrait of a community. But while excavating the efforts of men and women to generate a basic livelihood for themselves and their families, Off the Books offers a devastating critique of the entrenched poverty that we so often ignore in America, and reveals how the underground economy is an inevitable response to the ghetto’s appalling isolation from the rest of the country.

In Overseers of the Poor, John Gilliom confronts the everyday politics of surveillance by exploring the worlds and words of those who know it best-the watched. Arguing that the current public conversation about surveillance and privacy rights is rife with political and conceptual failings, Gilliom goes beyond the critics and analysts to add fresh voices, insights, and perspectives.

This powerful book lets us in on the conversations of low-income mothers from Appalachian Ohio as they talk about the welfare bureaucracy and its remarkably advanced surveillance system. In their struggle to care for their families, these women are monitored and assessed through a vast network of supercomputers, caseworkers, fraud control agents, and even grocers and neighbors.

In-depth interviews show that these women focus less on the right to privacy than on a critique of surveillance that lays bare the personal and political conflicts with which they live. And, while they have little interest in conventional forms of politics, we see widespread patterns of everyday resistance as they subvert the surveillance regime when they feel it prevents them from being good parents. Ultimately, Overseers of the Poor demonstrates the need to reconceive not just our understanding of the surveillance-privacy debate but also the broader realms of language, participation, and the politics of rights.

We all know that our lives are being watched more than ever before. As we struggle to understand and confront this new order, Gilliom argues, we need to spend less time talking about privacy rights, legislatures, and courts of law and more time talking about power, domination, and the ongoing struggles of everyday people.
