An original reconstruction of how the debates over peoplehood defined Indian anticolonial thought, and a bold new framework for theorizing the global career of democracy.
Indians, their former British rulers asserted, were unfit to rule themselves. Behind this assertion lay a foundational claim about the absence of peoplehood in India. The purported “backwardness” of Indians as a people led to a democratic legitimation of empire, justifying self-government at home and imperial rule in the colonies.
In response, Indian anticolonial thinkers launched a searching critique of the modern ideal of peoplehood. Waiting for the People is the first account of Indian answers to the question of peoplehood in political theory. From Surendranath Banerjea and Radhakamal Mukerjee to Mohandas Gandhi and Jawaharlal Nehru, Indian political thinkers passionately explored the fraught theoretical space between sovereignty and government. In different ways, Indian anticolonial thinkers worked to address the developmental assumptions built into the modern problem of peoplehood, scrutinizing contemporary European definitions of “the people” and the assumption that a unified peoplehood was a prerequisite for self-government. Nazmul Sultan demonstrates how the anticolonial reckoning with the ideal of popular sovereignty fostered novel insights into the globalization of democracy and ultimately drove India’s twentieth-century political transformation.
Waiting for the People excavates, at once, the alternative forms and trajectories proposed for India’s path to popular sovereignty and the intellectual choices that laid the foundation for postcolonial democracy. In so doing, it uncovers largely unheralded Indian contributions to democratic theory at large. India’s effort to reconfigure the relationship between popular sovereignty and self-government proves a key event in the global history of political thought, one from which a great deal remains to be learned.

The Second World War brought unprecedented pressures to bear on Britain’s empire, which then included colonial Northern Rhodesia. Through new archival materials and oral histories, War and Society in Colonial Zambia tells—from an African perspective—the story of how the colony organized its human and natural resources on behalf of the imperial government.
Alfred Tembo first examines government propaganda and recruitment of personnel for the Northern Rhodesia Regiment, which served in East Africa, Palestine, Ceylon, Burma, and India. Later, Zambia’s economic contribution to the Allied war effort would foreground the central importance of the colony’s mining industry as well as its role as supplier of rubber and beeswax following the fall of the Southeast Asian colonies to the Japanese in early 1942. Finally, Tembo presents archival and oral evidence about life on the home front, including the social impact of wartime commodity shortages, difficulties posed by incoming Polish refugees, and the more interventionist forms of colonial governance that these circumstances engendered.

Countries around the world struggle to achieve sustainable futures. Assa Doron and Robin Jeffrey argue that in India the removal of waste and efforts to reuse it also lay waste to the lives of human beings. At the bottom of the pyramid, people who work with waste are injured and stigmatized as they deal with sewage, toxic chemicals, and rotting garbage.
Terrifying events, such as atmospheric pollution and childhood stunting, that touch even the wealthy and powerful may lead to substantial changes in practices and attitudes toward sanitation. And innovative technology along with more effective local government may bring about limited improvements. But if a clean new India is to emerge as a model for other parts of the world, a “binding morality” that reaches beyond the current environmental crisis will be required. Empathy for marginalized underclasses—Dalits, poor Muslims, landless migrants—who live, almost invisibly, amid waste produced predominantly for the comfort of the better-off will be the critical element in India’s relationship with waste. Solutions will arise at the intersection of the traditional and the cutting edge, policy and practice, science and spirituality.
Since the late 1940s, a violent African criminal society known as the Marashea has operated in and around South Africa’s gold mining areas. With thousands of members involved in drug smuggling, extortion, and kidnapping, the Marashea was more influential in the day-to-day lives of many black South Africans under apartheid than were agents of the state. These gangs remain active in South Africa.
In We Are Fighting the World: A History of the Marashea Gangs in South Africa, 1947–1999, Gary Kynoch points to the combination of coercive force and administrative weakness that characterized the apartheid state. As long as crime and violence were contained within black townships and did not threaten adjacent white areas, township residents were largely left to fend for themselves. The Marashea’s ability to prosper during the apartheid era and its involvement in political conflict led directly to the violent crime epidemic that today plagues South Africa.

Where the Roads All End tells the remarkable story of an American family’s eight anthropological expeditions to the remote Kalahari Desert in South-West Africa (Namibia) during the 1950s. Raytheon co-founder Laurence Marshall, his wife Lorna, and children John and Elizabeth recorded the lives of some of the last remaining hunter-gatherers, the so-called Bushmen, in what is now recognized as one of the most important ventures in the anthropology of Africa. Largely self-taught as ethnographers, the family supplemented their research with motion picture film and still photography to create an unparalleled archive that documents the Ju/’hoansi and the /Gwi just as they were being settled by the government onto a “Bushman Preserve.” The Marshalls’ films and publications popularized a strong counternarrative to existing negative stereotypes of the “Bushman” and revitalized academic studies of these southern African hunter-gatherers.

This book tells the story of how the transition to democracy in South Africa enfranchised blacks politically but without raising most of them from poverty. It shows in detail how the continuing strength of the white establishment forces the leaders of the African National Congress (ANC) to compromise plans for full political and economic transformation. Deferring the economic transformation, the new dispensation nurtures a small black elite. The new elite absorbs the economic interests of the established white elites while continuing to share racial identities with the majority of their countrymen, muffling the divisions between rich whites and poor blacks, thus ensuring political stability in the new South Africa.
Although democratic South Africa is officially "non-racial," the book shows that racial solidarities continue to play a role in the country's political economy. Ironically, racial identities, which ultimately proved the undoing of apartheid, have come to the rescue of contemporary democratic capitalism. The author explains how and why racial solidarities are being revamped, focusing particularly on the role of black economic empowerment, the black bourgeoisie, and how calls to represent the identities of black South Africans are having the effect of substituting the racial interests of black elites for the economic interests of the black poor.
A unique guide to Florida's frontier history along Indian River.
The Winter Sailor is a historical adventure that details the yearly winter travels of Francis R. Stebbins to Florida's Indian River. Stebbins, a writer from Michigan, visited Florida in March of 1878 and became entranced by its pristine beauty. Subsequently, Stebbins and his traveling companions made annual visits to Indian River—until 1888 when tragedy struck and ended Stebbins' yearly journeys.
Being an observant traveler, Stebbins began a series of descriptive articles for his hometown newspaper that chronicled his journeys to the Indian River area. Stebbins's articles tell of his own personal experiences during his leisurely visits, which included such activities as hunting and fishing, studying the natural surroundings, and excavating Indian mounds. What Stebbins enjoyed most was sailing down the river interviewing townspeople and examining local attractions as he went. His articles also detail the lifestyle of the region, food, fashion, industry, history, environment, and changes that occurred over time. Stebbins's articles not only entertained and informed but also became a travelogue for his readers. He inspired northern travelers to go south and visit Florida, which contributed to the beginnings of large-scale tourism in the region.
The Winter Sailor combines Stebbins's 49 articles along with three by his companions, to provide an enjoyable, historical guide. Unique among 19th-century travelogues, this fascinating look into Florida's past documents a decade of change to the Indian River wilderness and becomes Stebbins's gift to the present.
Using history, literature, participant observation, and interviews, Carolyn Martin Shaw surveys Zimbabwean feminisms from the colonial era to today. She examines how actions as clearly disparate as baking scones for self-protection, carrying guns in the liberation, and feeling morally superior to men represent sources of female empowerment. She also presents the ways women across Zimbabwean society--rural and urban, professional and domestic--accommodated or confronted post-independence setbacks. Finally, Shaw offers perspectives on the ways contemporary Zimbabwean women depart from the prevailing view that feminism is a Western imposition having little to do with African women.

The transition to democracy in South Africa was one of the defining events in twentieth-century political history. The South African women’s movement is one of the most celebrated on the African continent. Shireen Hassim examines interactions between the two as she explores the gendered nature of liberation and regime change. Her work reveals how women’s political organizations both shaped and were shaped by the broader democratic movement.
