Accountability is crucial to every successful democratic system. The failure to develop functioning mechanisms of accountability has undermined democratic consolidation worldwide. Reliable tools that hold officials accountable are essential for democratic governance; one of the key threats to accountability comes from corrupt practices, especially when they are integrated—or normalized—in the day-to-day activities of institutions. This book focuses on the experiences of contemporary Ukraine to evaluate the successes and failures of institutions, politicians, political parties, bureaucracies, and civil society. Yet, the topic is directly relevant to countries that have experienced democratic backsliding, and especially those countries that are at risk.

Normalizing Corruption addresses several interconnected questions: Under what circumstances do incumbents lose elections? How well do party organizations encourage cohesive behavior? Is executive authority responsive to inquiries from public organizations and other government institutions? How can citizens influence government actions? Do civil servants conduct their duties as impartial professionals, or are they beholden to other interests? The research builds upon extensive fieldwork, data collection, and data analysis that Erik S. Herron has conducted since 1999.

Unbroken Ties examines the relationship between the state and economic interest groups representing labor, capital, and agriculture in Ukraine. The author argues that the absence of "civil society" helps to explain why, in Ukraine, the much-anticipated transition to democracy and the market has not yet been achieved.
Since the collapse of communism in Eastern Europe and the former Soviet Union, there has been a spate of books--optimistic at first--highlighting the transitions to democracy in these countries and the leading role of "civil society" in pushing forward political and economic reform. This study explains why this transition did not take place as anticipated. In essence, organized labor in Ukraine is weak and has been co-opted by the state; in the meantime, leading groups of industrialists and agricultural collectives have strong political influence and shape policies in accordance with their interests. This is very similar to the situation in Russia.
In contrast to works that implicitly assume a pluralist model of development for state-society relations, Unbroken Ties employs corporatism as the basic organizing structure for the study of state-interest group relations in post-Soviet Ukraine. Finding that much of the Soviet "residue" still functions in Ukraine, it argues that a form of state corporatism, which envisions a major role for the state in structuring and controlling interest associations, captures much of the post-Soviet Ukrainian reality. Old groups persist and prosper due to a variety of ties with state elites, whereas new and independent groups find themselves marginalized.
This book will appeal to political scientists, economists, and sociologists studying the transformation of post-communist societies, as well as those interested in the broader, more comparative aspects of democratization and economic reform.

Vasili Rukhadze examines the factors that contributed to post-uprising leadership durability in the Ukraine, Kyrgyzstan, and Georgia in 2004–12, after these countries underwent their so-called “Color Revolutions.” Using structured, focused comparison and process tracing, he argues that the key independent variable influencing post-mobilization leadership durability is ruling coalition size and cohesion. He demonstrates that if the ruling coalitions are large and fragmented, as in the Ukraine and Kyrgyzstan, the coalitions disintegrate, thus facilitating the downfall of the governments. Alternatively, if the ruling coalition is small and cohesive, as in Georgia, the coalition maintains unity, hence helping the government to stay in power.

This study advances the debate on regime changes. By drawing a clear distinction between political leaderships that come to power as a result of popular uprisings and governments that take power through normal democratic processes, military coup, or any other means, the research offers one of the first studies on post-mobilization leadership. Rukhadze helps scholars differentiate between the factors that affect durability of post-uprising leadership from those factors that impact durability of all other political leadership, in turn equipping researchers with new tools to study power politics.

In The Regional Roots of Russia’s Political Regime, William M. Reisinger and Bryon J. Moraski examine Russian politics at the subnational level in order to discover why democracy failed to take root and how Putin’s authoritarian regime materialized. Since the national regime needed dominant victories in federal legislative and presidential elections, elections were critical to the resurgence of Russian authoritarianism. At the same time, victories without a traditional nationwide political party required that regional politicians help deliver votes. Putin employed a variety of resources to encourage the collaboration of regional leaders during federal elections and to sanction those who would or could not deliver these votes.

By analyzing successive federal elections, Reisinger and Moraski show that regions that led the way in delivering votes in Putin’s favor were those that had been both more independent and more authoritarian during the Yeltsin era. These authoritarian enclaves under Yeltsin became models of behavior in the Putin regime, which prized deferential election results. Other regions were quick to follow this lead, functioning during Putin’s ascendancy as “swing states.” Still, Russia’s regimes continued to exhibit regime diversity, with democratic enclaves resisting the push to become cogs in the Kremlin’s electoral authoritarian wheel.

While motivated by scholarly questions about authoritarianism, democracy, and the influence of subnational forces on national regime trajectories, Reisinger and Moraski also consider policy-relevant questions.

After the Deluge offers a new, provocative interpretation of Russia's struggle in the 1990s to construct a democratic system of government in the largest and most geographically divided country in the world. The Russian Federation that emerged from the Soviet Union faced dissolution as the leaders of Russia's constituent units in the early 1990s defied Moscow's authority, declared sovereign states on their territory, refused to remit taxes, and even adopted national constitutions, flags, and anthems.
Yet, by mid-decade, a fragile equilibrium had emerged out of the apparently chaotic brinkmanship of central and regional officials. Based on extensive statistical analysis of previously unpublished data as well as interviews with numerous central and regional policymakers, After the Deluge suggests an original and counterintuitive interpretation of this experience.
In most cases, confrontations between regions and Moscow constituted a functional kind of drama. Regional leaders signaled just how much they were willing to risk to secure particular benefits. With a policy of "selective fiscal appeasement," federal officials directed subsidies, tax breaks, and other benefits to the most protest-prone regions, which in turn engendered a shift in local public opinion. By buying off potential regional dissenters, Moscow halted what might have become an accelerating bandwagon.
Besides offering insight into Russia's emerging politics, After the Deluge suggests a range of parallels to other cases of territorially divided states and empires--from contemporary China to Ottoman Turkey. It should appeal to a broad audience of scholars in political science, economics, history, geography, and policy studies.

In this book, Vladimir Gel’man considers bad governance as a distinctive politico-economic order that is based on a set of formal and informal rules, norms, and practices quite different from those of good governance. Some countries are governed badly intentionally because the political leaders of these countries establish and maintain rules, norms, and practices that serve their own self-interests. Gel’man considers bad governance as a primarily agency-driven rather than structure-induced phenomenon. He addresses the issue of causes and mechanisms of bad governance in Russia and beyond from a different scholarly optics, which is based on a more general rationale of state-building, political regime dynamics, and policy-making. He argues that although these days, bad governance is almost universally perceived as an anomaly, at least in developed countries, in fact human history is largely a history of ineffective and corrupt governments, while the rule of law and decent state regulatory quality are relatively recent matters of modern history, when they emerged as side effects of state-building. Indeed, the picture is quite the opposite: bad governance is the norm, while good governance is an exception. The problem is that most rulers, especially if their time horizons are short and the external constraints on their behavior are not especially binding, tend to govern their domains in a predatory way because of the prevalence of short-term over long-term incentives. Contemporary Russia may be considered as a prime example of this phenomenon. Using an analysis of case studies of political and policy changes in Russia after the Soviet collapse, Gel’man discusses the logic of building and maintaining the politico-economic order of bad governance in Russia and paths of its possible transformation in a theoretical and comparative perspective.

Revolutionary Passage is a cultural, social, and political history of Russia during its critical period of transformation at the end of the twentieth century. Marc Garcelon traces the history of perestroika and the rise of Vladimir Putin, arguing that the pressure Mikhail Gorbachev's reforms put on the Soviet system gave birth to movements for democratic change. He also shows that the very political arrangements that prompted the fall of Communism also killed hopes for subsequent reform. At the turning point of this political revolution stood Democratic Russia, or DemRossiia, the principal organization of the Russian democratic movement that helped to dismantle the Soviet system and force the Soviet leadership to change course. However, as post-Soviet Russia committed itself to globalization and U.S.-style economic reforms, the country directed itself away from the Democratic reforms called for by organizations like DemRossiia, and such groups collapsed. Revolutionary Passage provides a close examination of the DemRossiia. Garcelon deftly illuminates the rise and decline of this organization, and how the processes of revolutionary change impacted both Russia and the world.

Can democratization be promoted by “getting the institutions right?”  In Unexpected Outcomes, Robert G. Moser offers a compelling analysis of the extent to which institutions can be engineered to promote desired political outcomes. The introduction of democracy in Eastern Europe and the former USSR has enabled scholars to bring new perspectives to the debate about electoral systems. Russia is arguably the most important of the postcommunist states and its mixed electoral system provides an interesting controlled experiment for testing the impact of different electoral systems.

Moser examines the effects of electoral systems on political parties and representation in Russia during the 1990s.  Moser’s study is not only a highly original contribution to our understanding of contemporary Russian politics, but also a significant step forward in the comparative study of electoral systems.  Through his comprehensive empirical analysis of Russian elections, Moser provides the most detailed examination of a mixed electoral system to date. This system was introduced in Russia to encourage party formation and benefit reformist parties allied with President Yeltsin.  However, the effects were contrary to what the creators of the system expected and also defied the most well-established hypotheses in electoral studies.  Parties proliferated under both the PR and plurality halves of the election and patterns of women and minority representation ran counter to prevailing theory and international experience.

With an epilogue that updates the study through the December 1999 elections, Unexpected Outcomes makes an important and timely contribution to the ongoing debate over the ability and inability of elites to fashion preferred political outcomes through institutional design.

Parliamentary democracy is the most common regime type in the contemporary political world, but the quality of governance depends on effective parliamentary oversight and strong political parties. Denmark, Finland, Iceland, Norway, and Sweden have traditionally been strongholds of parliamentary democracy. In recent years, however, critics have suggested that new challenges such as weakened popular attachment, the advent of cartel parties, the judicialization of politics, and European integration have threatened the institutions of parliamentary democracy in the Nordic region.

This volume examines these claims and their implications. The authors find that the Nordic states have moved away from their previous resemblance to a Westminster model toward a form of parliamentary democracy with more separation-of-powers features—a Madisonian model. These features are evident both in vertical power relations (e.g., relations with the European Union) and horizontal ones (e.g., increasingly independent courts and central banks). Yet these developments are far from uniform and demonstrate that there may be different responses to the political challenges faced by contemporary Western democracies.

In addition to revising our view of the interwar period and the building of European democracies, this book cuts against the grain of most current theorizing in political science by explicitly discussing when and how ideas influence political behavior. Even though German and Swedish Social Democrats belonged to the same transnational political movement and faced similar political and social conditions in their respective countries before and after World War I, they responded very differently to the challenges of democratization and the Great Depression--with crucial consequences for the fates of their countries and the world at large.

Explaining why these two social democratic parties acted so differently is the primary task of this book. Berman's answer is that they had very different ideas about politics and economics--what she calls their programmatic beliefs. The Swedish Social Democrats placed themselves at the forefront of the drive for democratization; a decade later they responded to the Depression with a bold new economic program and used it to build a long period of political hegemony. The German Social Democrats, on the other hand, had democracy thrust upon them and then dithered when faced with economic crisis; their haplessness cleared the way for a bolder and more skillful political actor--Adolf Hitler.

This provocative book will be of interest to anyone concerned with twentieth-century European history, the transition to democracy problem, or the role of ideas in politics.

The Swedish Social Democratic Party, the SAP, is the most successful social democratic party in the world.  It has led the government for most of the last six decades, participating either alone or as the dominant force in coalition government.  The SAP has also worked closely with trade unions that have organized nearly 85 percent of the labor force, the highest rate among the advanced industrial democracies.  Rarely has a political party been so dominant or so closely linked to labor movement.  Yet Sweden remains very much a capitolist society with economic and social power firmly in the hands of big capitol.

If one wants to know if politics, and most especially if reformist politics, matters - if, that is, political mobilization can change democratic capitolists societies - then Sweden under the Social Democrats is clearly one of the best empirical cases to study.

Bo Rothstein uses the Swedish experience to analyze the limits a social democratic government labors under and the possibilities it enjoys in using the state to implement large-scale social change.  He examines closely two SAP programs, one a success and the other a failure, that attempted to change social processes deeply embedded in capitolist society.  He ties the outcomes of these programs to the structure of the state and hypothesizes that the outcome depends, to a considerable extent, on how administrative apparatuses responsible for implementing each policy are organized.  Rothstein concludes that no matter how wisely a reformist policy is designed nor how strong the political party behind it, if the administrative arrangements are faulty, it will fail at the stage of implementation.

Rothstein convincingly demonstrates that the democratic capitolist countries of the world have important lessons to learn from the Swedish experience regarding the possibilities for political reform.  Political scientists and political reformers alike can learn much from Rothstein’s deep knowledge of Swedish government and his innovative model for analyzing political reform in social democratic societies.

Nineteenth-century Serbia was an economically and socially backward country with an urban population of approximately 3 percent and a literacy rate in the countryside of less than 10 percent. Still, during that century it created a functioning democracy with a constitution, independent courts, political parties, and civil liberties. The Serbian experience challenges the view that political structures fundamentally depend on socioeconomic ones, since Serbia created a modern political system without developing economically. Politics as Development analyzes one aspect of that process, the emergence of political parties in the 1870s and the 1880s, especially the creation of the Serbian Radical Party under the leadership of Nikola Pasic. By mobilizing the peasantry through organizing the countryside, the Radicals proved themselves the most original nineteenth-century Balkan political movement. Based on thorough research of primary documents, Stokes’s study supports the view that the state and its attending class constitute an independent variable in the developmental process.

This new paternalism may appear essentially authoritarian to Western eyes, but Pye maintains that it is a valid response to the people’s needs and will ensure community solidarity and strong group loyalties. He predicts that we are certain to see emerging from Asia’s accelerating transformation some new version of modern society that may avoid many of the forms of tension common to Western civilization but may also produce a whole new set of problems.

This book revitalizes Asian political studies on a plane that comprehends the large differences between Asia and the West and at the same time is sensitive to the subtle variations among the many Asian cultures. Its comparative perspective will provide indispensable insights to anyone who wishes to think more deeply about the modern Asian states.

The product of this effort, as it is encompassed in this volume, is not an attempt at the definitive study of any of the topics. It is rather a series of speculations on the directions feasible for the further study of the Southeast Asian past. As such, the answers proposed in these essays are really questions. Are the ideas presented here true within the specific historical contexts for which they have been developed? If so, can we use these ideas, or variations of them, to interpret the history of other parts of Southeast Asia? If not, what other ideas may be brought to bear on these situations in order to understand them? The ultimate aim of this volume is thus a challenge to the profession at large not only to criticize what we have done, but also to go beyond our postulations and create new ones. [xi]

Beyond Belief is a bold rethinking of the formation and consolidation of nation-state ideologies. Analyzing India during the first two decades following its foundation as a sovereign nation-state in 1947, Srirupa Roy explores how nationalists are turned into nationals, subjects into citizens, and the colonial state into a sovereign nation-state. Roy argues that the postcolonial nation-state is consolidated not, as many have asserted, by efforts to imagine a shared cultural community, but rather by the production of a recognizable and authoritative identity for the state. This project—of making the state the entity identified as the nation’s authoritative representative—emphasizes the natural cultural diversity of the nation and upholds the state as the sole unifier or manager of the “naturally” fragmented nation; the state is unified through diversity.

Roy considers several different ways that identification with the Indian nation-state was produced and consolidated during the 1950s and 1960s. She looks at how the Films Division of India, a state-owned documentary and newsreel production agency, allowed national audiences to “see the state”; how the “unity in diversity” formation of nationhood was reinforced in commemorations of India’s annual Republic Day; and how the government produced a policy discourse claiming that scientific development was the ultimate national need and the most pressing priority for the state to address. She also analyzes the fate of the steel towns—industrial townships built to house the workers of nationalized steel plants—which were upheld as the exemplary national spaces of the new India. By prioritizing the role of actual manifestations of and encounters with the state, Roy moves beyond theories of nationalism and state formation based on collective belief.

Bogaars wrote to his daughter with typical understatement, “I feature in it a bit.” Bogaars headed the special branch at the time of Operation Cold Store. He started the Singapore Armed Forces from scratch when he was Permanent Secretary of the Interior and Defence. He was the head of the civil service, involved in a dozen or so government-linked companies attempting to shore up the country’s infrastructure, and expand its business portfolio. He held the country’s purse strings when he moved into the finance ministry before his retirement at the age of fifty-five. His impressive resume belies a colorful, flamboyant character with a wicked sense of humor. Veteran Singaporean journalist Bertha Henson tells his story.

She shows how assembly, which ranges from sit-ins, hunger strikes, and demands for meetings with officials to massive general strikes and road and rail blockades, is fundamental to the functioning of democracy in India. These techniques are particularly useful for historically marginalized groups and others whose voices may not be easily heard. Moving beyond an exclusive focus on electoral processes, Mitchell argues that to understand democracy—both in India and beyond—we must also pay attention to what occurs between elections, thereby revising understanding of what is possible for democratic action around the world.

Indians, their former British rulers asserted, were unfit to rule themselves. Behind this assertion lay a foundational claim about the absence of peoplehood in India. The purported “backwardness” of Indians as a people led to a democratic legitimation of empire, justifying self-government at home and imperial rule in the colonies.

In response, Indian anticolonial thinkers launched a searching critique of the modern ideal of peoplehood. Waiting for the People is the first account of Indian answers to the question of peoplehood in political theory. From Surendranath Banerjea and Radhakamal Mukerjee to Mohandas Gandhi and Jawaharlal Nehru, Indian political thinkers passionately explored the fraught theoretical space between sovereignty and government. In different ways, Indian anticolonial thinkers worked to address the developmental assumptions built into the modern problem of peoplehood, scrutinizing contemporary European definitions of “the people” and the assumption that a unified peoplehood was a prerequisite for self-government. Nazmul Sultan demonstrates how the anticolonial reckoning with the ideal of popular sovereignty fostered novel insights into the globalization of democracy and ultimately drove India’s twentieth-century political transformation.

Waiting for the People excavates, at once, the alternative forms and trajectories proposed for India’s path to popular sovereignty and the intellectual choices that laid the foundation for postcolonial democracy. In so doing, it uncovers largely unheralded Indian contributions to democratic theory at large. India’s effort to reconfigure the relationship between popular sovereignty and self-government proves a key event in the global history of political thought, one from which a great deal remains to be learned.

The early optimism that a new India could be fashioned out of an unequal and diverse society led to a formally inclusive legal membership, an impulse to social and economic rights, and group-differentiated citizenship. Today, these policies to create a civic community of equals are losing support in a climate of social intolerance and weak solidarity. Once seen by Western political scientists as an anomaly, India today is a site where every major theoretical debate about citizenship is being enacted in practice, and one that no global discussion of the subject can afford to ignore.

India's party system has undergone a profound transformation over the last decade. The Congress Party, a catch-all party that brought independence in 1947 and governed India for much of the period since then, no longer dominates the electoral scene. Political parties which draw support from particular caste and religious groups are now more powerful than ever before. Democracy Without Associations explains why religious and caste-based political parties come to dominate the electoral landscape in 1990s India and why catch-all parties have declined. Arguing that political parties and state policy can make some social divisions more salient than others and also determine how these divisions affect the political system, the author offers an explanation for the relationship between electoral competition and the politicization of social differences in India. He notes that the relationship between social cleavages and the party system is not axiomatic and that political parties can influence the links they have to social cleavages. The argument developed for India is also used to account for emergence of class-based parties in Spain and the electoral success of a religious party in Algeria.
Democracy Without Associations will interest scholars and students of Indian politics, and party politics, as well as those interested in the impact of social divisions on the political system.

This conflict, she shows, defies explanations centering religious, caste, or ideological differences. It offers instead new ways of understanding how quotidian political competition can produce antagonistic majoritarian communities. Rival political parties mobilize practices of disbursing care and aggressive masculinity in their struggle for electoral and popular power, a process intensified by a criminal justice system that reproduces rather than mitigating violence. Chaturvedi traces these dynamics from the late colonial period to the early 2000s, illuminating the broader relationships between democratic life, divisiveness, and majoritarianism.

What is driving political extremism in Pakistan? In early 2011, the prominent Pakistani politician Salmaan Taseer was assassinated by a member of his own security team for insulting Islam by expressing views in support of the rights of women and religious minorities. Benazir Bhutto, the former prime minister, was killed by gunfire and explosive devices as she left a campaign event in December 2007; strong evidence links members of extremist organizations to her slaying.

These murders underscore the fact that religion, politics, and policy are inextricably linked in Pakistan. In this book, Haroon K. Ullah analyzes the origins, ideologies, bases of support, and electoral successes of the largest and most influential Islamic parties in Pakistan. Based on his extensive field work in Pakistan, he develops a new typology for understanding and comparing the discourses put forth by these parties in order to assess what drives them and what separates the moderate from the extreme. A better understanding of the range of parties is critical for knowing how the US and other Western nations can engage states where Islamic political parties hold both political and moral authority.

Pakistan’s current democratic transition will hinge on how well Islamic parties contribute to civilian rule, shun violence, and mobilize support for political reform. Ullah’s political-party typology may also shed light on the politics of other majority-Muslim democracies, such as Egypt and Tunisia, where Islamist political parties have recently won elections.

In A New Criminal Type in Jakarta, James T. Siegel studies the dependence of Indonesia’s post-1965 government on the ubiquitous presence of what he calls criminality, an ensemble of imagined forces within its society that is poised to tear it apart. Siegel, a foremost authority on Indonesia, interprets Suharto’s New Order—in powerful contrast to Sukarno’s Old Order—and shows a cultural and political life in Jakarta controlled by a repressive regime that has created new ideas among its population about crime, ghosts, fear, and national identity.
Examining the links between the concept of criminality and scandal, rumor, fear, and the state, Siegel analyzes daily life in Jakarta through the seemingly disparate but strongly connected elements of family life, gossip, and sensationalist journalism. He offers close analysis of the preoccupation with crime in Pos Kota (a newspaper directed toward the lower classes) and the middle-class magazine Tempo. Because criminal activity has been a sensationalized preoccupation in Jakarta’s news venues and among its people, criminality, according to Siegel, has pervaded the identities of its ordinary citizens. Siegel examines how and why the government, fearing revolution and in an attempt to assert power, has made criminality itself a disturbing rationalization for the spectacular massacre of the people it calls criminals—many of whom were never accused of particular crimes. A New Criminal Type in Jakarta reveals that Indonesians—once united by Sukarno’s revolutionary proclamations in the name of “the people”—are now, lacking any other unifying element, united through their identification with the criminal and through a “nationalization of death” that has emerged with Suharto’s strong counter-revolutionary measures.

How do politicians win elected office in Indonesia? To find out, research teams fanned out across the country prior to Indonesia’s 2014 legislative election to record campaign events, interview candidates and canvassers, and observe their interactions with voters. They found that at the grassroots political parties are less important than personal campaign teams and vote brokers who reach out to voters through a wide range of networks associated with religion, ethnicity, kinship, micro enterprises, sports clubs and voluntary groups of all sorts. Above all, candidates distribute patronage—cash, goods and other material benefits—to individual voters and to communities. Electoral Dynamics in Indonesia brings to light the scale and complexity of vote buying and the many uncertainties involved in this style of politics, providing an unusually intimate portrait of politics in a patronage-based system.

Most of the earlier studies on the Indonesian political party, Golkar, tend to view the organization solely as an electoral machine used by the military to legitimize its power. However, this study is different in that it considers Golkar less an electoral machine and more as a political organization which inherited the political traditions of the nominal Muslim parties and the Javanese governing elite pre-1965, before the inauguration of Indonesia’s New Order. Golkar, then, is seen in this book as nominal Islam with a military element that tends to differentiate it from previous political parties in the country.

Leo Suryadinata traces the birth, struggle, and emergence of this party so closely identified with Indonesia’s President Suharto. Yet, to claim that Suharto and the military dominate the party is to view Golkar superficially, for the party is also composed of factions of civil servants and the Minister of Security and Defense, as well as several other governmental agencies. A complex and well-detailed cultural history of Indonesia’s most powerful political party, this case study should have wider implications for the study of military behavior in the Third World.

This book tells the full story of this historic election (officially called the 14th Malaysian General Election or GE14), combining a sharp analysis of the voting data with consideration of the key issues, campaign strategies, and mobilization efforts that played out during the election period.
