The increased use of direct democracy has resulted in the adoption of term limits, major reconstruction of fiscal policy, and many other changes in both statutory and constitutional law. Individual chapters address these changes within a range of contexts--electoral, political, partisan, and institutional--as well as their ramifications. Contributors also address the possible impacts of these changes on the state in the future, concluding that the current state of affairs is fated to be short-lived.

In the 1890s, once-heavily courted corporations had become, in the eyes of many, outside "money interests" or "beasts" that exploited the wealth of the sparsely settled area. Arizona's anticorporate reformers condemned the giant corporations for mistreating workers, farmers, ranchers, and small-business people and for corrupting the political system. Using extensive empirical studies of the candidates, the media, and the voters, Bruce Buchanan, executive director of the Markle Commission on the Media and the Electorate, traces the roots of popular dissatisfaction with the 1988 election. Buchanan argues that the campaign drifted too far from popular ideals of how democratic processes ought to work—that the substitution of negative advertising and quickie “sound bites” for reasoned debate on national problems and issues alienated much of the electorate, causing the lowest voter turnout in sixty-four years.
Negative campaigning, however, cannot bear the full blame for the 1988 election. While the Markle Commission offers specific recommendations for improvements in candidate and media performance, the great need, says Buchanan, is for voters to reclaim the electoral process, to insist that candidates and the media give enough information about positions and programs for voters to make informed choices. Voters need to be educated out of the idea that democratic elections and representative government can somehow occur without the participation of ordinary citizens.
At a time when the American democratic process is being used as a model by newly independent nations around the world, it is particularly appropriate to ask how well it works at home. Electing a President does just that.

Although merit system selection and management of public personnel is thought of as the standard for good governance, public employees frequently are appointed by political officials rather than being members of a career civil service. In fact, there has been an increase in the level of patronage appointments and politicization of public administration over the past several decades as political leaders attempt to impose their control over the public bureaucracy. Although widespread, patronage appointments in the public sector are particularly important in Latin America, where there is a tradition of extensive patronage. The Politics of Patronage Appointments in Latin American Central Administrations seeks to understand the motivations of patrons when they make appointments, the roles appointees play, the skills required to play these roles, and what accounts for different modalities of patronage. It moves beyond the conventional condemnation of patronage to examine the multiple uses of political appointments, which can be crucial for obtaining the services of highly qualified individuals who otherwise might not be willing to work in the public sector.
First published in English in 1990 as Latin American Politics: A Theoretical Framework, a translation of Torcuato S. Di Tella's original Sociología de los procesos políticos, this new edition also focuses on the prerequisites for democracy in any society and on the role of the popular classes in social change. Di Tella draws on the work of Montesquieu, Burke, Tocqueville, Marx, Weber, and Durkheim in formulating his explanatory theories. These theories are then tested against crucial events in Latin American history—from the rebellions of the eighteenth century to the caudillos of the nineteenth century and the militarism of the twentieth century.
This edition is more attuned to an English-speaking audience, with a new chapter addressing the historical process in Argentina from the 1930s to 2000. Latin American Politics is written in a style easily accessible to the general reader or student, while its emphasis on the growth of democracy in Latin America makes it particularly timely.
