The ancient Romans' story down to 264 B.C. can be made credible by stripping away their later myths and inventions to show how their national character shaped their destiny.
After many generations of scholarly study, consensus is clear: the account in writers like Livy is not to be trusted because their aims were different from ours in history-writing. They wanted their work to be both improving and diverting. It should grow out of the real past, yes, but if that reality couldn't be recovered, or was uncertain, their art did not forbid invention. It more than tolerated dramatic incidents, passions, heroes, heroines, and villains. If, however, all this resulting ancient fiction and adornment are pruned away, a national character can be seen in the remaining bits and pieces of credible information, to explain the familiar story at least in its outlines.
To doubt the written sources has long been acceptable, but this or that detail or narrative section must always be left for salvage by special pleading. To press home the logic of doubt is new. To reach beyond the written sources for a better support in excavated evidence is no novelty; but it is a novelty, to find in archeology the principal substance of the narrative—which is the choice in this book. To use this in turn for the discovery of an ethnic personality, a Roman national character, is key and also novel.
What is repeatedly illustrated and emphasized here is the distance traveled by the art or craft of understanding the past—"history" in that sense—over the course of the last couple of centuries. The art cannot be learned, because it cannot be found, through studying Livy and Company. Readers who care about either of the two disciplines contrasted, Classics and History, may find this argument of interest.

This book presents a picture of the history of Italy between 400 and 1000, probably the six centuries least known in all Italian history. Early medieval Italy was the victim of many invasions and had a long succession of different Germanic rulers: Ostrogoths, Lombards, Franks, Germans, as well as the provincial administrations of the various Byzantine enclaves in Italy. Despite this, the structures of the Italian state persisted with considerable uniformity from the sixth to the ninth and tenth centuries, when they began to break apart under the pressure of other social forces. The real variations of early medieval Italian history came not in the histories of the Italian states, but in the different developments of the Italian regions, with all their contrasts---between city and country, mountain and plain, agriculture and pastoralism, landlord and tenant: regions kept apart by the difficult communications of a fairly mountainous country. In the end the Italian state could not hold the disparate forces together and Italy sprang apart.
Chris Wickham chronicles these developments, describing political, economic, and social history as well as the regional history of southern Italy before showing how these forces combined as the state collapsed in the tenth century. This is the first time that the years between the Roman Empire and the rise of the Communes as a whole have been presented in the English language, making this book invaluable reading for all students of medieval Europe.
Why, and in what ways, did late medieval and early modern English people write about themselves, and what was their understanding of how "selves" were made and discussed? This collection goes to the heart of current debate about literature and autobiography, addressing the contentious issues of what is meant by early modern autobiographical writing, how it was done, and what was understood by self-representation in a society whose groupings were both elaborate and highly regulated. Early Modern Autobiography considers the many ways in which autobiographical selves emerged from the late medieval period through the seventeenth century, with the aim of understanding the interaction between those individuals’ lives and their worlds, the ways in which they could be recorded, and the contexts in which they are read. In the United States, preschool education is characterized by the dominance of a variegated private sector and patchy, uncoordinated oversight of the public sector. Tracing the history of the American debate over preschool education, Andrew Karch argues that the current state of decentralization and fragmentation is the consequence of a chain of reactions and counterreactions to policy decisions dating from the late 1960s and early 1970s, when preschool advocates did not achieve their vision for a comprehensive national program but did manage to foster initiatives at both the state and national levels. Over time, beneficiaries of these initiatives and officials with jurisdiction over preschool education have become ardent defenders of the status quo. Today, advocates of greater government involvement must take on a diverse and entrenched set of constituencies resistant to policy change.

East Asian literatures are famous for celebrating the beauties of nature and depicting people as intimately connected with the natural world. But in fact, because the region has a long history of transforming and exploiting nature, much of the fiction and poetry in the Chinese, Japanese, and Korean languages portrays people as damaging everything from small woodlands to the entire planet. These texts seldom talk about environmental crises straightforwardly. Instead, like much creative writing on degraded ecosystems, they highlight what Karen Laura Thornber calls ecoambiguity—the complex, contradictory interactions between people and the nonhuman environment.
Ecoambiguity is the first book in any language to analyze Chinese, Japanese, Korean, and Taiwanese literary treatments of damaged ecosystems. Thornber closely examines East Asian creative portrayals of inconsistent human attitudes, behaviors, and information concerning the environment and takes up texts by East Asians who have been translated and celebrated around the world, including Gao Xingjian, Ishimure Michiko, Jiang Rong, and Ko Un, as well as fiction and poetry by authors little known even in their homelands. Ecology and the Sacred commemorates and advances the anthropology of Roy A. (Skip) Rappaport. Economics as a Social Science is a highly readable critique of economic theory, based on a wide range of research, that endeavors to restore economics to its proper role as a social science. Contrary to conventional economic theory, which assumes that people have no free will, this book instead bases economics on the realistic assumption that human beings can choose; that we are complex beings affected by emotion, custom, habit, and reason; and that our behavior varies with circumstances and times. It embraces the findings of history, psychology, and other social sciences and the insights from great literature on human behavior as opposed to the rigidity set by mathematical axioms that define how economics is understood and practiced today.
Andrew M. Kamarck demonstrates that only rough accuracy is attainable in economic measurement, and that understanding an economy requires knowledge from other disciplines. The canonical hypotheses of economics (perfect rationality, self-interest, equilibrium) are shown to be inadequate (and in the case of "equilibrium" to be counterproductive to understanding the forces that dominate the economy), and more satisfactory assumptions provided. The market is shown to work imperfectly and to require appropriate institutions to perform its function reasonably well. Further, Kamarck argues that self-interest does not always lead to helping the general interest.

In recent years, a number of classical scholars have turned their attention to prostitution in the ancient world. Close examination of the social and legal position of Roman meretrices and Greek hetairai have enriched our understanding of ancient sexual relationships and the status of women in these societies. These studies have focused, however, almost exclusively on the legal and literary evidence.
McGinn approaches the issues from a new direction, by studying the physical venues that existed for the sale of sex, in the context of the Roman economy. Combining textual and material evidence, he provides a detailed study of Roman brothels and other venues of venal sex (from imperial palaces and privates houses to taverns, circuses, and back alleys) focusing on their forms, functions, and urban locations.

From the founding of China's first modern school system in the late Qing dynasty through the republican era to the latest educational developments in the People's Republic of China, this book seeks to understand how developments in education contributed to, and were in turn influenced by, cultural patterns and the ongoing search for identity by individuals, collectivities, and states. Its sixteen contributors explore three themes that have enlivened China studies in recent years: sino-foreign interactions, state-society relations, and gender representation and identification.

Effeminism charts the flows of colonial desire in the works of British writers in India. The Single Transferable Vote, or STV, is often seen in very positive terms by electoral reformers, yet relatively little is known about its actual workings beyond one or two specific settings. This book gathers leading experts on STV from around the world to discuss the examples they know best, and represents the first systematic cross-national study of STV. Furthermore, the contributors collectively build an understanding of electoral systems as institutions embedded within a wider social and political context, and begins to explain the gap between analytical models and the actual practice of elections in Australia, Ireland, and Malta. Rather than seeing electoral institutions in purely mechanical terms, the collection of essays in this volume shows that the effects of electoral system may be contingent rather than automatic. On the basis of solid empirical evidence, the volume argues that the same political system can, in fact, have quite different effects under different conditions.

In recent years there has been a marked resurgence of interest in the effects of electoral laws on important aspects of politics such as party competition. In this volume, a distinguished group of scholars looks at the impact of one set of electoral rules--the single non-transferable vote--on electoral competition in Japan, Korea and Taiwan. Under this plan citizens are allowed one vote even though there is more than one seat to be filled. In comparative studies of the adoption and rejection of the single nontransferable vote and the consequences of its use across different settings, the contributors explore the differences in the operation and effects of the application of the same rule in different countries. Arguing that any single feature of a political system is embedded in a political structure and cannot be understood in isolation, the authors demonstrate how the same rule can have different consequences depending on the context in which it operates. Electoral Democracy pushes the boundaries of our current understanding of democratic politics and government. David Mayhew’s 1974 thesis on the “electoral connection” and its impact on legislative behavior is the theoretical foundation for research on the modern U.S. Congress. Mayhew contends that once in office, legislators pursue the actions that put them in the best position for reelection. Carson and Sievert examine how electoral incentives shaped legislative behavior throughout the nineteenth century by looking at patterns of turnover in Congress; the renomination of candidates; the roles of parties in recruiting candidates and their broader effects on candidate competition; and, finally by examining legislators’ accountability. The results have wide-ranging implications for the evolution of Congress and the development of legislative institutions over time.
When and why do democratic political actors change the electoral rules, particularly regarding who is included in a country’s political representation? The incidences of these major electoral reforms have been on the rise since 1980.
Electoral Reform and the Fate of New Democracies argues that elite inexperience may constrain self-interest and lead elites to undertake incremental approaches to reform, aiding the process of democratic consolidation. Using a multimethods approach, the book examines three consecutive periods of reform in Indonesia, the world’s largest Muslim majority country and third largest democracy, between 1999 and 2014. Each case study provides an in-depth process tracing of the negotiations leading to new reforms, including key actors in the legislature, domestic civil society, international experts, and government bureaucrats. A series of counterfactual analyses assess the impact the reforms had on actual election outcomes, versus the possible alternative outcomes of different reform options discussed during negotiations. With a comparative analysis of nine cases of iterated reform processes in other new democracies, the book confirms the lessons from the Indonesian case and highlights key lessons for scholars and electoral engineers.
Voters simultaneously choose among candidates running for different offices, with different terms, and occupying different places in the Constitutional order. Conventional wisdom holds that these overlapping institutional differences make comparative electoral research difficult, if not impossible. Paul Gronke's path-breaking study compares electoral contexts, campaigns, and voter decision-making in House and Senate elections. Gronke's book offers new insights into how differences--and similarities--across offices structure American elections.
Congressional elections research holds that Senate races are more competitive than House contests because states are more heterogeneous, or because candidates are more prominent and raise more money, or because voters have fundamentally different expectations. Because House and Senate contests are seldom compared, we have little empirical evidence to test the various hypotheses about how voters make choices for different offices. Gronke finds that the similarities between House and Senate elections are much greater than previously thought and that voters make their decisions in both races on the same bases.
Gronke first looks at differences in congressional districts and states, showing that context does not really help us understand why Senate elections feature better candidates, higher spending, and closer outcomes. Next, he turns to campaigns. Surprisingly, over a turbulent twenty-year period, House and Senate candidacies have retained the same competitive dynamics.
Gronke also considers voting behavior in House and Senate elections. Focusing on the 1988 and 1990 elections, he argues that voters do not distinguish between institutions, applying fundamentally the same decision rule, regardless of the office being contested. Gronke closes by considering the implications of his results for the way we relate settings, electoral dynamics, and institutional arrangements.

Great legal decisions often result from the heroic actions of average citizens. Ellery’s Protest is the story of how one student’s objection to mandatory school prayer and Bible reading led to one of the most controversial court cases of the twentieth century—and a decision that still reverberates in the battle over the role of religion in public life.
Abington School District v. Schempp began its journey through the nation’s courts in 1956, when sixteen-year-old Ellery Schempp protested his public school’s compulsory prayer and Bible-reading period by reading silently from the Koran. Ejected from class for his actions, Schempp sued the school district. The Supreme Court’s decision in his favor was one of the most important rulings on religious freedom in our nation’s history. It prompted a conservative backlash that continues to this day, in the skirmishes over school prayer, the teaching of creationism and intelligent design, and the recitation of the Pledge of Allegiance with the phrase “under God.”
Author Stephen D. Solomon tells the fascinating personal and legal drama of the Schempp case: the family’s struggle against the ugly reactions of neighbors, and the impassioned courtroom clashes as brilliant lawyers on both sides argued about the meaning of religious freedom. But Schempp was not the only case challenging religious exercises in the schools at the time, and Ellery’s Protest describes the race to the Supreme Court among the attorneys for four such cases, including one involving the colorful atheist Madalyn Murray.
Solomon also explores the political, cultural, and religious roots of the controversy. Contrary to popular belief, liberal justices did not kick God out of the public schools. Bitter conflict over school Bible reading had long divided Protestants and Catholics in the United States. Eventually, it was the American people themselves who removed most religious exercises from public education as a more religiously diverse nation chose tolerance over sectarianism. Ellery’s Protest offers a vivid account of the case that embodied this change, and a reminder that conservative justices of the 1950s and 60s not only signed on to the Schempp decision, but strongly endorsed the separation of church and state.
The story of the African American contributions to the symphonic jazz vogue of the 1920s through the 1940s.
During the early decades of the twentieth century symphonic jazz involved an expansive family of music that emulated, paralleled, and intersected the jazz tradition. Though now largely forgotten, symphonic jazz was both a popular music---arranging tradition and a repertory of hybrid concert works, both of which reveled in the mildly irreverent interbreeding of white and black and high and low music. While the roots of symphonic jazz can be traced to certain black ragtime orchestras of the teens, the idiom came to maturation in the music of 1920s white dance bands.
Through a close examination of the music of Duke Ellington and James P. Johnson, Ellington Uptown uncovers compositions that have usually fallen in the cracks between concert music, jazz, and popular music. It also places the concert works of these two iconic figures in context through an investigation both of related compositions by black and white peers and of symphonic jazz---style arrangements from a diverse number of early sound films, Broadway musicals, Harlem nightclub floor shows, and select interwar radio programs.
Both Ellington and Johnson were part of a close-knit community of several generations of Harlem musicians. Older figures like Will Marion Cook, Will Vodery, W. C. Handy, and James Reese Europe were the generation of black musicians that initially broke New York entertainment's racial barriers in the first two decades of the century. By the 1920s, Cook, Vodery, and Handy had become mentors to Harlem's younger musicians. This generational connection is a key for understanding Johnson’s and Ellington's ambitions to use the success of Harlem's white-oriented entertainment trade as a springboard for establishing a black concert music tradition based on Harlem jazz and popular music.

Elly Peterson was one of the highest ranking women in the Republican Party. In 1964 she ran for a Michigan seat in the U.S. Senate and became the first woman to serve as chair of the Michigan Republican Party. During the 1960s she grew disenchanted with the increasing conservatism of her party, united with other feminists to push for the Equal Rights Amendment and reproductive choice, battled Phyllis Schlafly to prevent her from gaining control of the National Federation of Republican Women, and became an independent.
Elly Peterson's story is a missing chapter in the political history of Michigan, as well as the United States. Embodied Reckonings examines the political and cultural aspects of contemporary performances that have grappled with the history of the “comfort women,” the Japanese military’s euphemism for the sexual enslavement of girls and young women—mostly Korean—in the years before and during World War II. Long silent, in the early 1990s these women and their supporters initiated varied performance practices—protests, tribunals, theater, and memorial-building projects—to demand justice for those affected by state-sponsored acts of violence. The book provides a critical framework for understanding how actions designed to bring about redress can move from the political and legal aspects of this concept to its cultural and social possibilities.
Based on extensive archival and ethnographic research, the study argues for the central role of performance in how Korean survivors, activists, and artists have redressed the histories—and erasures—of this sexual violence. In 1901, George Ward, a lynching victim, was attacked, murdered, and dismembered by a mob of white men, women, and children. As his lifeless body burned in a fire, enterprising white youth cut off his toes and, later, his fingers and sold them as souvenirs. In Embodying Black Experience, Harvey Young masterfully blends biography, archival history, performance theory, and phenomenology to relay the experiences of black men and women who, like Ward, were profoundly affected by the spectacular intrusion of racial violence within their lives. Embroidering the Scarlet A traces the evolution of the “fallen woman” from the earliest novels to recent representations in fiction and film, including The Scarlet Letter, The Sound and the Fury, The Color Purple, and Love Medicine, and the films Juno and Mother and Child. Interweaving her own experience as a pregnant teen forced to surrender her daughter and pledge secrecy for decades, Ellerby interrogates “out-of-wedlock” motherhood, mapping the ways archetypal scarlet women and their children have been exiled as social pariahs, pardoned as blameless pawns, and transformed into empowered women. Drawing on narrative, feminist, and autobiographical theory, the book examines the ways that the texts have affirmed, subverted, or challenged dominant thinking and the prevailing moral standards as they have shifted over time. The Emigrants is an elaborately conceived novel, dense with dynamic characters and evocative details. First published in 1954, it focuses initially on the emigrant journey, then on the settling-in process. The journey by sea and subsequent attempts at resettlement provide the fictional framework for Lamming's exploration of the alienation and displacement caused by colonialism.
This is the epic journey of a group of West Indians who emigrate to Great Britain in the 1950s in search of educational opportunities unattainable at home. Seeking to redefine themselves in the "mother country," an idealized landscape that they have been taught to revere, the emigrants settle uncomfortably in England's industrial cities. Within two years, ghettoization is firmly in place. The emigrants discover the meaning of their marginality in the British Empire in an environment that is unexpectedly hostile and strange. For some, alienation prompts a new sense of community, a new sense of identity as West Indians. For others, alienation leads to a crisis of confrontation with the law and fugitive status.
There is a wealth of information here about the genesis of the black British community and about the cultural differences between the black British and West Indian/Caribbean.
Emily Dickinson's Open Folios: Scenes of Reading, Surfaces of Writing is a fine facsimile edition and aesthetic exploration of a group of forty late drafts and fragments hitherto known as the "Lord letters." The drafts are presented in facsimile form on high-quality paper alongside typed transcriptions that reproduce as fully as possible the shock of script and startling array of visual details inscribed on the surfaces of the manuscripts.
Werner argues that a redefinition of the editorial enterprise is needed to approach the revelations of these writings-- the details that have been all but erased by editorial interventions and print conventions in the twentieth century. Paradoxically, "un-editing" them allows an exploration of the relationship between medium and messages. Werner's commentary forsakes the claims to comprehensiveness generally associated with scholarly narrative in favor of a series of speculative and fragmentary "close-ups"--a portrait in pieces. Finally, she proposes the acts of both reading and writing as visual poems.

Focusing on representational approaches to emotion during the years of American literary realism’s dominance and in the works of such authors as Edith Wharton, Alice Dunbar-Nelson, W. D. Howells, Charles Chesnutt, and others, Emotional Reinventions: Realist-Era Representations Beyond Sympathy contends that emotional representations were central to the self-conscious construction of high realism (in the mid-1880s) and to the interrogation of its boundaries. Based on realist-era authors’ rejection of “sentimentalism” and its reduction of emotional diversity (a tendency to stress what Karen Sanchez-Eppler has described as sentimental fiction’s investment in “overcoming difference”), Melanie Dawson argues that realist-era investments in emotional detail were designed to confront differences of class, gender, race, and circumstance directly. She explores the ways in which representational practices that approximate scientific methods often led away from scientific theories and rejected rigid attempts at creating emotional taxonomies. She argues that ultimately realist-era authors demonstrated a new investment in individuated emotional histories and experiences that sought to honor all affective experiences on their own terms.
This literary-historical study seeks to dismantle the prevailing notion that Germany, in the period following the Second World War, exhibited an “inability to mourn,” arguing that in fact this period experienced a surge of affect. Anna Parkinson examines the emotions explicitly manifested or addressed in a variety of German cultural artifacts, while also identifying previously unacknowledged (and undertheorized) affective structures implicitly at work during the country’s national crisis. Much of the scholarship in the expanding field of affect theory distrusts Freudian psychoanalysis, which does not differentiate between emotion and affect.
One of the book’s major contributions is that it offers an analytical distinction between emotion and affect, finding a compelling way to talk about affect and emotion that is informed by affect theory but that integrates psychoanalysis. The study draws on the psychoanalytic writings of Freud, Margarete and Alexander Mitscherlich, and André Green, while engaging with interdisciplinary theorists of affect including Barbara Rosenwein, Lauren Berlant, Ann Cvetkovich, and Eve Kosofsky Sedgwick among many others.

By the early nineteenth century, imperial commodities had become commonplace in middle-class English homes. Such Indian goods as tea, textiles, and gemstones led double lives, functioning at once as exotic foreign artifacts and as markers of proper Englishness. The Empire Inside: Indian Commodities in Victorian Domestic Novels reveals how Indian imports encapsulated new ideas about both the home and the world in Victorian literature and culture. In novels by Charlotte Brontë, Charles Dickens, and Anthony Trollope, the regularity with which Indian commodities appear bespeaks their burgeoning importance both ideologically and commercially. Such domestic details as the drinking of tea and the giving of shawls as gifts point us toward suppressed connections between the feminized realm of private life and the militarized realm of foreign commerce.
Tracing the history of Indian imports yields a record of the struggles for territory and political power that marked the coming-into-being of British India; reading the novels of the period for the ways in which they infuse meaning into these imports demonstrates how imperialism was written into the fabric of everyday life in nineteenth-century England. Situated at the intersection of Victorian studies, material cultural studies, gender studies, and British Empire studies, The Empire Inside is written for academics, graduate students, and advanced undergraduates in all of these fields.

Until the New Deal, most groups seeking protection from imports were successful in obtaining relief from Congress. In general the cost of paying the tariffs for consumers was less than the cost of mounting collective action to stop the tariffs. In 1934, with the passage of the Reciprocal Trade Agreements Act, all of this changed. The six decades that followed have produced a remarkable liberalization of trade policy in the United States. This occurred despite the fact that domestic politics, according to some of the best developed theories, should have prevented this liberalization.
Michael Gilligan argues that liberalization has succeeded because it has been reciprocal with liberalization in other countries. Our trade barriers have been reduced as an explicit quid pro quo for reduction of trade barriers in other countries. Reciprocity, Gilligan argues, gives exporters the incentive to support free trade policies because it gives them a clear gain from free trade and thus enables the exporters to overcome collective action problems. The lobbying by exporters, balancing the interests of groups seeking protection, changes the preferences of political leaders in favor of more liberalization.
Gilligan tests his theory in a detailed exploration of the history of American trade policy and in a quantitative analysis showing increases in the demand for liberalization as the result of reciprocity in trade legislation from 1890 to the present. This book should appeal to political scientists, economists, and those who want to understand the political underpinnings of American trade policy.

Entrepreneurial Seoulite might be read as a memoir on Hongdae based on the author’s observations as a member of South Korea’s Generation X. During the 1990’s, Hongdae became widely known as a cool place associated with discourses on alternative music, independent labels, and club culture. Today, Hongdae is well known for its youth culture and nightlife, as well as its gentrification.
Recent research on Korean culture approaches the K-wave phenomenon from the perspectives of cultural consumption, media analysis, and cultural management and policy. Meanwhile, studies on Seoul have centered on its transformation as a global, creative city. Rather than examining the K-wave or the city itself, this book explores the experience of living through the city-in-transition, focusing on the relationship between “the ideology that justified engagement in capitalism” and the “subjectification process.” The book aims to understand the project to institutionalize a cultural district in Hongdae as a demonstration of the coevolution of ideologies and citizenship in a society undergoing rapid liberalization—politically, culturally, and economically.
A cultural turn took place in Korea during the 1990s, amid the economic prosperity driven by state-led industrialization and the collapse of the military dictatorship due to democratization movements. Cultural critiques, emerging as an alternative to social movements, proliferated to assert the freedom and autonomy of individuals against regulatory systems and institutions. The nation was hit by the Asian financial crisis in 1997, and witnessed massive economic restructuring including layoffs, stakeouts, and a prevalence of contingent employment. As a result, the entire nation had to find new engines of economic growth while experiencing a creative destruction. At the center of this national transformation, Seoul has sought to recreate itself from a mega city to a global city, equipped with cutting-edge knowledge industries and infrastructures.
By juxtaposing the cultural turn and cultural/creative city-making, Entrepreneurial Seoulite interrogates the formation of new citizen subjectivity, namely the enterprising self, in post-Fordist Seoul. What kinds of logic guide individuals in the engagement of new urban realities in rapidly liberalized Seoul—culturally and economically? In order to explore this query, Mihye Cho draws on Weber’s concept of “the spirit of capitalism” on the formation of a new economic agency focusing on the re-configuration of meanings, and seeks to capture a transformative moment detailing when and how capitalism requests a different spirit and lifestyle of its participants. Likewise, this book approaches the enterprising self as the new spirit of post-Fordist Seoul and explores the ways in which people in Seoul internalize and negotiate this new enterprising self.

The birth of cinema coincides with the beginnings of U.S. expansion overseas, and the classic Hollywood era coincides with the rise of the United States as a global superpower. In Envisioning Asia, Jeanette Roan argues that throughout this period, the cinema's function as a form of virtual travel, coupled with its purported "authenticity," served to advance America's shifting interests in Asia. Its ability to fulfill this imperial role depended, however, not only on the cinematic representations themselves but on the marketing of the films' production histories---and, in particular, their use of Asian locations. Roan demonstrates this point in relation to a wide range of productions, offering an engaging and useful survey of a largely neglected body of film. Envisioning Socialism examines television and the power it exercised to define the East Germans’ view of socialism during the first decades of the German Democratic Republic. In the first book in English to examine this topic, Heather L. Gumbert traces how television became a medium prized for its communicative and entertainment value. She explores the difficulties GDR authorities had defining and executing a clear vision of the society they hoped to establish, and she explains how television helped to stabilize GDR society in a way that ultimately worked against the utopian vision the authorities thought they were cultivating.
Gumbert challenges those who would dismiss East German television as a tool of repression that couldn’t compete with the West or capture the imagination of East Germans. Instead, she shows how, by the early 1960s, television was a model of the kind of socialist realist art that could appeal to authorities and audiences. Ultimately, this socialist vision was overcome by the challenges that the international market in media products and technologies posed to nation-building in the postwar period.
A history of ideas and perceptions examining both real and mediated historical conditions, Envisioning Socialism considers television as a technology, an institution, and a medium of social relations and cultural knowledge. Epiphanius of Cyprus offers the first complete biography in English of Epiphanius, lead bishop of Cyprus in the late fourth century CE and author of the Panarion, a massive encyclopedia of heresies. Imagining himself a defender of orthodoxy, he became an active heresy-hunter, involving himself in the most significant theological and ecclesiastical debates of his day.
Young Richard Kim studies the bishop as a historical person and a self-constructed persona, as mediated within the pages of the Panarion. Kim’s “micro-readings” of the Panarion present a close look at autobiographical anecdotes, situated in historical contexts, that profoundly shaped both Epiphanius’ character and how he wanted his readers to perceive him. “Macro-readings” examine portions of the Panarion that reflected how Epiphanius imagined his world, characterized by an orthodoxy that had existed since Creation and was preserved through the generations. In the final chapter, Kim considers Epiphanius’ life after the publication of the Panarion and how he spent years “living” the pages of his heresiology.
Kim brings a more balanced perspective to a controversial figure, recognizing shortcomings but also understanding them in light of Epiphanius’ own world. The bishop appears not as a buffoon, but as someone who knew how to use the power of the rhetoric of orthodoxy to augment his own authority. Quintessentially late antique, he embodied the contentious transition from the classical past to the medieval and Byzantine worlds.

ESC is a work of experimental audio-based scholarship combining sound studies, radio history, and environmental criticism. Until recently, much of the research on political participation has resisted the idea that Latino voters rely on ethnic cues. The discussion has become increasingly salient as political strategists have learned to define individual voting blocs and mobilize them in support of a candidate. Nourished by the debate over immigration, the search for the Latino voter has now blossomed into a national political obsession.
Against this background, Matt A. Barreto assays the influence of ethnic identification on Latinos' voting behavior. Barreto asks whether the presence of co-ethnic candidates actually does mobilize Latino voters in support of these candidates. His analysis of in-depth candidate interviews, public opinion surveys, official election results, and statistics finds that it does. The Holocaust is considered a singularly atrocious event in human history, and many people have studied its causes. Yet few questions have been asked about the ways in which West Germans have "forgotten," unlearned, or reconstructed the racial beliefs at the core of the Nazi state in order to build a democratic society. Rather than weakening the forces of nationalism among member states, the expanding power of the European Union actually fosters conditions favorable to regionalist movements within traditional nation-states. Using a cross-national, quantitative study of the advent of regionalist political parties and their success in national parliamentary elections since the 1960s, along with a detailed case study of the fortunes of the pro-independence Scottish National Party, Seth K. Jolly demonstrates that supranational integration and subnational fragmentation are not merely coincidental but related in a theoretical and predictable way.
At the core of his argument, Jolly posits the Viability Theory: the theory that the EU makes smaller states more viable and more politically attractive by diminishing the relative economic and political advantages of larger-sized states. European integration allows regionalist groups to make credible claims that they do not need the state to survive because their regions are part of the EU, which provides access to markets, financial institutions, foreign policy, and other benefits. Ultimately, Jolly emphasizes, scholars and policy-makers must recognize that the benefits of European integration come with the challenge of increased regionalist mobilization that has the potential to reshape the national boundaries of Europe.

The Evolution of Agrarian Institutions studies the unexpectedly slow and uneven growth of private agriculture in postsocialist East-Central Europe. Comparing developments in Hungary and Bulgaria, Mieke Meurs offers an explanation for this slow growth and examines its implications for efficiency and income distribution in postsocialist agriculture.
With the collapse of the state socialist regimes in East-Central Europe, it was widely expected that collectivized agriculture would quickly be remade in the glowing image of China--a patchwork of small, privately run farms yielding rapid increases in output and incomes. However, the European experience has been quite different; while socialist collective farms have disappeared, collective forms of organization have persisted, and private farming has been slow to emerge. Meurs argues that an understanding of the causes of the slow emergence of private farming is essential to effective policy intervention in agriculture. This book contributes to such an understanding through analyzing variations in farm organization and rural market development and comparing agricultural restructuring in Hungary and Bulgaria.

The institutional development of American legislatures, beginning with the first colonial assembly of 1619, has been marked by continuity as well as change. Peverill Squire draws upon a wealth of primary sources to document this institutional history. Beginning with the ways in which colonial assemblies followed the precedents of British institutions, Squire traces the fundamental ways they evolved to become distinct. He next charts the formation of the first state legislatures and the Constitutional Congress, describes the creation of territorial and new state legislatures, and examines the institutionalization of state legislatures in the nineteenth century and their professionalization since 1900.
With his conclusion, Squire discusses the historical trajectory of American legislatures and suggests how they might further develop over the coming decades. Whereas a large body of scholarly literature exists on German antisemitism in general, pre-Nazi histories of violence against Jews in the nineteenth and twentieth centuries have been widely neglected. This coherent and well-focused collection of essays is the first comprehensive work in any language dealing with antisemitic pogroms in modern German history from the Hep Hep riots of 1819 to the Reichskristallnacht.
In the Western mind, outbursts of collective violence against Jews have been largely identified with Tzarist Russia and the medieval crusade massacres. However, by narrating pogroms as archaic, historians have overlooked their significance to the development of modern antisemitism in Germany and Europe as well as the reasons for its continued presence in the contemporary world. The evidence presented in this volume suggests that acts of exclusionary violence were not dead-end streets of futile protest. Rather, they were rehearsals for new kinds of destruction.

Exclusive Revolutionaries traces the development of German liberal and later nationalist political culture in imperial Austria from the revolutions of 1848 to the outbreak of World War I. Drawing on archival research from several regions of the former Habsburg Monarchy, Pieter M. Judson provides a clear, chronological political narrative that demonstrates the continuing influence of liberal ideas and values well after the defeat of liberal political parties.
In the mid-1800s, Judson argues, German liberal activists built an effective political movement whose ideology was rooted in its members' social experience in voluntary associations. The liberals were committed to the creation of a market economy based on personal property rights, to a society based on the values of individual self-improvement and personal respectability, and to a fundamental distinction between active and passive citizenship. They were determined to achieve a harmonious community of free peoples, in which personal enlightenment would bring an end to the divisive influence of localism, ethnicity, religion, and feudal social hierarchy.
Yet after 1880, as newer, more radical mass political movements threatened their political fortunes, the liberals forged a German nationalist politics based increasingly on ethnic identity. Their emphasis on national identity became a way for former liberals to hold together an increasingly diverse coalition of German speakers who had little in common outside of their shared language. Only "Germanness" bridged the dangerous gulf between social classes. This nationalism helped the liberals to compete for power in the multinational, multicultural Austrian Empire down to 1914, but it left a legacy of nationalist extremism and tolerance of anti-Semitism that continues to influence political cultures in the former lands of the Habsburg Monarchy today.
