Metropolitan Belgrade presents a sociocultural history of the city as an entertainment mecca during the 1920s and 1930s. It unearths the ordinary and extraordinary leisure activities that captured the attention of urban residents and considers the broader role of popular culture in interwar society.

As the capital of the newly unified Yugoslavia, Belgrade became increasingly linked to transnational networks after World War I, as jazz, film, and cabaret streamed into the city from abroad during the early 1920s. Belgrade’s middle class residents readily consumed foreign popular culture as a symbol of their participation in European metropolitan modernity. The pleasures they derived from entertainment, however, stood at odds with their civic duty of promoting highbrow culture and nurturing the Serbian nation within the Yugoslav state.

Ultimately, middle-class Belgraders learned to reconcile their leisured indulgences by defining them as bourgeois refinement. But as they endowed foreign entertainment with higher cultural value, they marginalized Yugoslav performers and their lower-class patrons from urban life. Metropolitan Belgrade tells the story of the Europeanization of the capital’s middle class and how it led to spatial segregation, cultural stratification, and the destruction of the Yugoslav entertainment industry during the interwar years.

Scientists have used models for hundreds of years as a means of describing phenomena and as a basis for further analogy. In Scientific Models in Philosophy of Science, Daniela Bailer-Jones assembles an original and comprehensive philosophical analysis of how models have been used and interpreted in both historical and contemporary contexts.

Bailer-Jones delineates the many forms models can take (ranging from equations to animals; from physical objects to theoretical constructs), and how they are put to use.  She examines early mechanical models employed by nineteenth-century physicists such as Kelvin and Maxwell, describes their roots in the mathematical principles of Newton and others, and compares them to contemporary mechanistic approaches. Bailer-Jones then views the use of analogy in the late nineteenth century as a means of understanding models and to link different branches of science. She reveals how analogies can also be models themselves, or can help to create them.

The first half of the twentieth century saw little mention of models in the literature of logical empiricism. Focusing primarily on theory, logical empiricists believed that models were of temporary importance, flawed, and awaiting correction. The later contesting of logical empiricism, particularly the hypothetico-deductive account of theories, by philosophers such as Mary Hesse, sparked a renewed interest in the importance of models during the 1950s that continues to this day.

Bailer-Jones analyzes subsequent propositions of: models as metaphors; Kuhn's concept of a paradigm; the Semantic View of theories; and the case study approaches of Cartwright and Morrison, among others. She then engages current debates on topics such as phenomena versus data, the distinctions between models and theories, the concepts of representation and realism, and the discerning of falsities in models.

The events of September 11, 2001, combined with a pattern of increased crime and violence in the 1980s and mid-1990s in the Americas, has crystallized the need to reform government policies and police procedures to combat these threats.  Public Security and Police Reform in the Americas examines the problems of security and how they are addressed in Latin America and the United States.  Bailey and Dammert detail the wide variation in police tactics and efforts by individual nations to assess their effectiveness and ethical accountability.  Policies on this issue can take the form of authoritarianism, which threatens the democratic process itself, or can, instead, work to “demilitarize” the police force. Bailey and Dammert argue that although attempts to apply generic models such as the successful “zero tolerance” created in the United States to the emerging democracies of Latin America—where institutional and economic instabilities exist—may be inappropriate, it is both possible and profitable to consider these issues from a common framework across national boundaries.  Public Security and Police Reform in the Americas lays the foundation for a greater understanding of policies between nations by examining their successes and failures and opens a dialogue about the common goal of public security.

The United States–Mexico border zone is one of the busiest and most dangerous in the world. NAFTA and rapid industrialization on the Mexican side have brought trade, travel, migration, and consequently, organized crime and corruption to the region on an unprecedented scale. Until recently, crime at the border was viewed as a local law enforcement problem with drug trafficking—a matter of  “beefing” up police and “hardening” the border. At the turn of the century, that limited perception has changed.
 
The range of criminal activity at the border now extends beyond drugs to include smuggling of arms, people, vehicles, financial instruments, environmentally dangerous substances, endangered species, and archeological objects. Such widespread trafficking involves complex, high-level criminal-political alliances that local lawenforcement alone can’t address. Researchers of the region, as well as officials from both capitals, now see the border as a set of systemic problems that threaten the economic, political, and social health of their countries as a whole.

Organized Crime and Democratic Governability brings together scholars and specialists, including current and former government officials, from both sides of the border to trace the history and define the reality of this situation. Their diverse perspectives place the issue of organized crime in historical, political, economic, and cultural contexts unattainable by single-author studies. Contributors examine broad issues related to the political systems of both countries, as well as the specific actors—crime gangs, government officials, prosecutors, police, and the military—involved in the ongoing drama of the border. Editors Bailey and Godson provide an interpretive frame, a “continuum of governability,” that will guide researchers and policymakers toward defining goals and solutions to the complex problem that, along with a border, the United States and Mexico now share.

This book tells the story of river boating in the West before the invention of the steamboat. In a deft combination of thorough research and interesting narrative, Baldwin recreates life on the keelboats and flatboats that plied the Ohio, Mississippi, and other rivers from revolutionary days until about 1820. No one knows who put the first keel along the bottom of one big, clumsy river craft used by the pioneers. but the change made the boats far easier to manage, and travel in both directions became practical all the way to New Orleans.

Baldwin examines the many types of craft in use, the different methods of locomotion, and the art of navigation on uncharted rivers full of hidden obstacles. But he never loses sight of the picturesque aspects of his subject, especially the boatmen themselves-a tribe of rugged and fearless men whose colorful lives are described in great detail.

The Keelboat Age on Western Waters is a segment cut from the history of the frontier, showing the overwhelming importance of river transportation in the development of the West. The rivers were great arteries, carrying a restless people into a new land. The keelboatman and his craft did much to build a nation.

The 161 letters in this volume encompass a period of dramatic change for the young John Tyndall, who would become one of Victorian Britain’s most famous physicists. They begin in September 1843, in the midst of a fiery public conflict with the Ordnance Survey of England, and end in December 1849 with him as a doctoral student of mathematics and experimental science at the University of Marburg, Germany. In between, Tyndall was fired from his position in the Ordnance Survey, worked as a railway surveyor at the height of British railway mania, read the works of Ralph Waldo Emerson, Thomas Carlyle, and Lord Byron, taught mathematics, and seriously contemplated emigration to the thriving new city of Cincinnati, Ohio. He began lasting friendships with Thomas Archer Hirst and Edward Frankland, who, along with Tyndall, would eventually become influential figures in nineteenth-century science. The letters also allude to some of the most important events of the 1840s. Documenting a period of political agitation, professional uncertainty, and personal transformation, this volume traces the events that led to Tyndall’s decision to devote himself to natural philosophy.

More than 250 years separate the publication of Baruch Spinoza’s Ethics and Ludwig Wittgenstein’s Tractatus Logico-Philosophicus. Both are considered monumental philosophical treatises, produced during markedly different times in human history, and notoriously challenging to interpret. In Peeling Potatoes or Grinding Lenses, Aristides Baltas contends that these works bear a striking similarity based on the idea of “radical immanence.” Each purports to understand the world, thought, and language from the inside and in a way leading to the dissolution of all philosophy. In that guise, both offer a powerful argument against fundamentalism of all sorts and kinds.

To Spinoza, God is just Nature. God is not above or separate from the world, humanity, or mere objects for, as Nature, He inheres in everything. To Wittgenstein, logic is not above or separate from language, thought, and the world. The hardness of the logical “must” inheres in states of affairs, facts, thoughts, and linguistic acts.  Outside there are no truths or sense—only nonsense.

Through close readings of the texts based on lessons drawn from radical paradigm change in science, Baltas finds in both works a single-minded purpose, implacable reasoning, and an austerity of style that are rare in the history of philosophy. He analyzes the structure and content of each treatise, the authors’ intentions, the limitations and possibilities afforded by scientific discovery in their respective eras, their radical opposition to prevailing philosophical views, and draws out the particulars, as well as the implications, of the arresting match between the two.

Chatham Village, located in the heart of Pittsburgh, is an urban oasis that combines Georgian colonial revival architecture with generous greenspaces, recreation facilities, surrounding woodlands, and many other elements that make living there a unique experience. Founded in 1932, it has gained international recognition as an outstanding example of the American Garden City planning movement and was named a National Historic Landmark in 2005.
      Chatham Village was the brainchild of Charles F. Lewis, then director of the Buhl Foundation, a Pittsburgh-based charitable trust. Lewis sought an alternative to the substandard housing that plagued low-income families in the city. He hired the New York–based team of Clarence S. Stein and Henry Wright, followers of Ebenezer Howard’s utopian Garden City movement, which sought to combine the best of urban and suburban living environments by connecting individuals to each other and to nature.
      Angelique Bamberg provides the first book-length study of Chatham Village, in which she establishes its historical significance to urban planning and reveals the complex development process, social significance, and breakthrough construction and landscaping techniques that shaped this idyllic community. She also relates the design of Chatham Village to the work of other pioneers in urban planning, including Frederick Law Olmsted Sr., landscape architect John Nolen, and the Regional Planning Association of America, and considers the different ways that Chatham Village and the later New Urbanist movement address a common set of issues. Above all, Bamberg finds that Chatham Village’s continued viability and vibrance confirms its distinction as a model for planned housing and urban-based community living.

In The Globalization of Wheat, Marci R. Baranski explores Norman Borlaug’s complicated legacy as godfather of the Green Revolution. Winner of the Nobel Peace Prize in 1970 for his role in fighting global hunger, Borlaug, an American agricultural scientist and plant breeder who worked for the Rockefeller Foundation, left a legacy that divides opinions even today. His high-yielding dwarf wheat varieties, known as miracle seeds, effectively doubled and tripled crop yields across the globe, from Kenya to India and Argentina to Mexico due to their wide adaptation. But these modern seeds also required expensive chemical fertilizers and irrigation, both of which were only available to wealthier farmers. Baranski argues that Borlaug’s new technologies ultimately privileged wealthier farmers, despite assurances to politicians that these new crops would thrive in diverse geographies and benefit all farmers. As large-scale monocultures replaced traditional farming practices, these changes were codified into the Indian wheat research system, thus limiting attention to traditional practices and marginal environments. In the shadow of this legacy, and in the face of accelerating climate change, Baranski brings new light to Borlaug’s role in a controversial concept in agricultural science.

This book is a fascinating re-creation of the lives of women in the time of great social change that followed the end of the French and Indian War in  western Pennsylvania.  Many decades passed before a desolate and violent frontier was transformed into a stable region of farms and towns.  Keeping House: Women’s Lives in Western Pennsylvania, 1790-1850  tells how the daughters, wives, and mothers who crossed the Allegheny Mountains responded and adapted to unaccustomed physical and psychological hardships as they established lives for themselves and their families in their new homes.

Intrigued by late eighteenth and early nineteenth-century manuscript cookbooks in the collection of the Historical Society of Western Pennsylvania, Virginia Bartlett wanted to find out more about women living in the region during that period.  Quoting from journals, letters, cookbooks, travelers’ accounts - approving and critical - memoirs, documents, and newspapers, she offers us voices of women and men commenting seriously and humorously on what was going on around them.

The text is well-illustrated with contemporaneous art-- engravings, apaintings, drawings, and cartoons.  Of special interest are color and black-and-white photographs of furnishings, housewares, clothing, and portraits from the collections of the Historical Society of Western Pennsylvania.

This is not a sentimental account.  Bartlett makes clear how little say women had about their lives and how little protection they could expect from the law, especially on matters relating to property.  Their world was one of marked contrasts: life in a log cabin with bare necessities and elegant dinners in the homes of Pittsburgh’s military and entrepreneurial elite; rural women in homespun and affluent Pittsburgh ladies in imported fashions.  When the book begins, families are living in fear of Indian attacks; as it ends, the word “shawling” has come into use as the polite term for pregnancy, referring to women’s attempt to hide their condition with cleverly draped shawls.  The menacing frontier has given way to American-style gentility.

An introduction by Jack D. Warren, University of Virginia, sets the scene with a discussion of the early peopling of the region and places the book within the context of women’s studies.

Václav Havel (1936–2011), the famous Czech dissident, intellectual, and playwright, was there when a half million people came to Wenceslas Square to demand an end to Communism in 1989. Many came to hear him call for a free Czechoslovakia, for democratic elections, and a return to Europe. The demonstrators roared when he spoke. “Havel to the castle,” they chanted— meaning Havel for president. And a few weeks later, Havel became a most unusual president. Havel traveled a dark road that, ironically, provided the experiences he needed to reconnect not only to his own “ground of being” but to the traditions of civic society. This biography is the story of Havel’s inward journey in his underground years and thus the story of how Havel, the outsider, became the ultimate insider as president of the nation.

In this intimate and sweeping portrayal of Havel, David Barton reveals the eccentricities of the last president of Czechoslovakia, and the first president of the Czech Republic.

This sixth volume of Tyndall's correspondence contains 302 letters covering a period of twenty-eight months (1856-1859). It begins shortly after Tyndall returned from his first glacier research in the Alps and follows him as he experimented and lectured on physics in central London at the Royal Institution of Great Britain (RI), visited friends, joined London’s fashionable social circles, published and reviewed scientific articles, corresponded with fellow men of science on a wide range of topics, and developed his theories about the structure and movement of glaciers. Importantly, volume 6 includes Tyndall’s major expeditions to the Alps and also documents some of his most dangerous mountaineering exploits. In letters to his closest friends, Tyndall captured the excitement and achievement of his expeditions. By the end of the period, his is increasingly respected as a scientist in the wider academic world.

The first study to offer a multifaceted account of Eurasianism in the twentieth century and to touch on the movement's intellectual entanglements with history, politics, literature, or geography, this book also explores Eurasianism's influences beyond Russia.
            The Eurasianists blended their search for a primordial essence of Russian culture with radicalism of Europe's interwar period. In reaction to the devastation and dislocation of the wars and revolutions, they celebrated the Orthodox Church and the Asian connections of Russian culture, while rejecting Western individualism and democracy. The movement sought to articulate a non-European, non-Western modernity, and to underscore Russia's role in the colonial world. As the authors demonstrate, Eurasianism was akin to many fascist movements in interwar Europe, and became one of the sources of the rhetoric of nationalist mobilization in Vladimir Putin's Russia. This book presents the rich history of the concept of Eurasianism, and how it developed over time to achieve its present form.

The 1980s and ‘90s saw Latin American governments recognizing the property rights of Indigenous and Afro-descendent communities as part of a broader territorial policy shift. But the resulting reforms were not applied consistently, more often extending neoliberal governance  than recognizing Indigenous Peoples’ rights. In Negotiating Autonomy, Kelly Bauer explores the inconsistencies by which the Chilean government transfers land in response to Mapuche territorial demands. Interviews with community and government leaders, statistical analysis of an original dataset of Mapuche mobilization and land transfers, and analysis of policy documents reveals that many assumptions about post-dictatorship Chilean politics as technocratic and depoliticized do not apply to Indigenous policy. Rather, state officials often work to preserve the hegemony of political and economic elites in the region, effectively protecting existing market interests over efforts to extend the neoliberal project to the governance of Mapuche territorial demands. In addition to complicating understandings of Chilean governance, these hidden patterns of policy implementation reveal the numerous ways these governance strategies threaten the recognition of Indigenous rights and create limited space for communities to negotiate autonomy.

Planning emerged from the concerns of progressive reformers and businessmen over the social and physical problems of the city. In the Steel City enlightened planners such as Frederick Law Olmsted, Jr., and Frederick Bigger pioneered the practical approach to reordering the chaotic urban-industrial landscape. In the face of obstacles that included the embedded tradition of privatism, rugged topography, inherited built environment, and chronic political fragmentation, they established a tradition of modern planning in Pittsburgh.

Over the years a mélange of other distinguished local and national figures joined in the planning dialogue, among them the park founder Edward Bigelow, political bosses Christopher Magee and William Flinn, mayors George Guthrie and William Magee, industrialists Andrew Carnegie and Howard Heinz, financier Richard King Mellon, and planning luminaries Charles Mulford Robinson, Frederick Law Olmsted Jr., Harland Bartholomew, Robert Moses, and Pittsburgh’s Frederick Bigger. The famed alliance of Richard King Mellon and Mayor David Lawrence, which heralded the Renaissance, owed a great debt to Pittsburgh’s prior planning experience.

John Bauman and Edward Muller recount the city’s long tradition of public/private partnerships as an important factor in the pursuit of orderly and stable urban growth. Before Renaissance provides insights into the major themes, benchmarks, successes, and limitations that marked the formative days of urban planning. It defines Pittsburgh’s key role in the vanguard of the national movement and reveals the individuals and processes that impacted the physical shape and form of a city for generations to come.

Citing thinkers from antiquity to the present, Beale provides an in-depth study of linguistic theory, development, and practice. He views the historic division between the schools of symmetry and asymmetry (a belief that language developed as a structure independent of human experience), as built into the character of language itself, and as an impediment to literary humanism (the combined study of language, rhetoric, and literature to improve the competence and character of the individual).

In his analysis, Beale outlines and critiques traditional claims of symmetry, then offers new avenues of approach to the subject. In doing so, he examines how important issues of human culture and consciousness have parallels in processes of language; how linguistic patterns relate to pervasive human problems; how language is an active participant in the expression, performance, and construction of reality; the concepts of designating versus naming; figurative language as a process of reenvisioning reality; and the linking of style to virtue by the ancients.

Beale concludes that both asymmetrical and symmetrical elements exist in language, each with their own relevance, and that they are complementary, rather than opposing philosophies. The basic intuitions of symmetry that relate language to life are powerful and important to all of English studies. Combined with a love for the workings, sounds, and structures of language, Beale says, an understanding of symmetry can help guide the pursuit of literary humanism.

In Jan Beatty’s fourth collection, The Switching/Yard, she takes us through the ravaged landscape of the American West. In unflinching lines of burning lyric and relentless narrative, she forges the constructed body into movement. What is still stereotyped as the romantic journey—now becomes as scarred as the Rust Belt. What lives in our collective unconscious as the Golden West becomes almost surreal, as these poems snap that vision in half with extended description of ghost explorers.

We see the open truck cab, the farm workers on the corner waiting for pick-up; we see the speaker returning west to find the long-abandoned story of the birthfather. There is no stable landscape here except the horizontal action of moving through. Landscape becomes story. In this extended tale of the idea of family, we find stand-ins for the father in the form of a hit man, Jim Morrison, and ultimately the unyielding road takes the place of the body. The Switching/Yard is at once the horizontal world of the birth table where babies are switched, the complex yard of the body where gender routinely shifts and switches, and the actual switching yard of the trains that run the inevitable tracks of this book.

Geoffrey Becker’s Dangerous Men was selected by Charles Baxter as the winner of the fifteenth annual Drue Heinz Literature Prize.  His manuscript was selected from nearly three hundred submitted by published writers.

In these tightly drafted stories, Becker creates a wide variety of distinct voices, peculiar characters, and odd stettings, with tantalizing emphasis on lonliness, loss, and the ever-present struggle to find one’s place in the world.  “It was wrong to think that our presence would linger on, though it was to this notion that I realized I’d been grasping all along,” the music-student narrator of “Dangerous Men” says after an evening involving drugs, a fight, and a car accident, “the idea that in some way we were etching ourselves onto the air, leaving shadows that would remain forever.”

Many of the pieces incorporate music into the storyline.  Music is a gathering point in his characters’ misfit lives.  In “Magister Ludi,” a seventeen-year-old girl meets up with an older local guitarist whom her younger brother has invited over to their house when their parents are gone, and plays him for her own ends: “She makes Riggy drive right through the center of town, hoping that someone will see them - one of her friends, or one of her parents’ friends even, it doesn’t matter.  She just likes the idea of being spotted in this beat-up car alongside someone so disreputable.”

In “Erin and Malcom,” a bass player with an injured hand who still lives with his estranged wife, a singer, and her pet ferret, finds out how out of tune his life really is: “Something has gone wrong - he could see it in the way she looked at him over her morning bowl of cereal, and the way she didn’t as she peeled herself out of her Lycra pants and leopard shirts at night.”

Yet , even when the music seems quiet, there are tales of choice and happenstance.  “El Diablo de La Cienega,” set in New Mexico, is about a boy who accepts the challenge of a mysterious figure to a game of basketball, for very high stakes indeed.  Charles Baxter - one of America’s great story writers - calls the story “a small masterpiece.  It has formal perfection, like a folktale.  I thought it was wonderful.”

With leaps from the funny to the sad and the revelatory, these amazing stories explore dreams and longing with remarkable insight and imagination.  These are stories you will not forget.

Ecologies interlace, as when a troubled family “sacrifices one member,/ as plants surrender leaves in times of drought.” Becker responds with rage and wit to corporate excess and intractable geo-politics. Love and friendship empower in wry narratives, though time “mows” down our days, though we may never escape “original cruelties.” Tragedies permeating our enmeshed, global identities haunt the book: the massacre of gay youth in Orlando; the terrors facing Cambodian teenagers working fishing boats. Organized around the long meditations, other poems show Becker's dexterity with formal verse (sestina, sonnet, tercets) and her imaginative engagements with free verse.

The Horse Fair takes its name from Bonheur's monumental painting and serves as the vehicle through which Becker explores anti-Semitism, cross-dressing, and Bonheur's lifelong relationships with women. The novel begins in the mid-1880s with the naive blundering career of Djuro Kracha. It tracks his arrival from the old country as he walked from New York to White Haven, his later migration to the steel mills of Braddock, Pennsylvania, and his eventual downfall through foolish financial speculations and an extramarital affair. The second generation is represented by Kracha’s daughter, Mary, who married Mike Dobrejcak, a steel worker. Their decent lives, made desperate by the inhuman working conditions of the mills, were held together by the warm bonds of their family life, and Mike’s political idealism set an example for the children. Dobie Dobrejcak, the third generation, came of age in the 1920s determined not to be sacrificed to the mills. His involvement in the successful unionization of the steel industry climaxed a half-century struggle to establish economic justice for the workers.

Out of This Furnace is a document of ethnic heritage and of a violent and cruel period in our history, but it is also a superb story. The writing is strong and forthright, and the novel builds constantly to its triumphantly human conclusion.

Monterrey is Mexico’s second most important industrial city, emerging in this era of free trade as a cornerstone of Mexico’s economic development.  But development has been uneven and has taken a toll: As recently as the early 1980s, nearly a quarter of the city’s almost three million inhabitants did not have running water in their homes.  At the same time, heavy industry - especially steel, iron, chemical, and paper works - were major users of water in their production processes.

Extensive industrialization coupled with a lack of infrastructure development astonishing in a major industrial city raises serious questions about the process of planning urban services in Mexico.  Bennett uses the water crisis of the 1980s as a lens through which to reveal this planning process and the provision of public services in Monterrey.  She finds three groups who were central to the evolution of the city’s water system: federal and state government leaders, the regional private sector elite (the Grupo Monterrey), and women living in the low-income neighborhoods of the city.

Bennett unravels the politics of water in Monterrey by following three threads of inquiry.  First, she examines the water services themselves - what was built, when, why, and who paid for them.  She then reveals the response of poor women to the water crisis, analyzing who participated in protests, the strategies they used, and how the government responded.  And, finally, she considers the dynamics of planning water services for the private sector and the government in investment and management.  In the end, Monterrey’s water services improved because power relations shifted and because poor women in Monterrey used protests to make national news out of the city’s water crisis.

The Politics of Water makes a significant contribution to the emerging scholarship on regional politics in Mexico and to a deeper understanding of the Monterrey region in particular.  Until recently, most scholarly writing on Mexico spoke of the national political system as a monolithic whole.  Scholars such as Vivienne Bennett are now recognizing the power of local citizens and the significant differences among regions when it comes to politics, policy  making, and governmental investment decisions.

Bentancor points to the underlying principles of scholasticism, particularly in the work of Thomas Aquinas, as the basis of the instrumentalist conception of matter and enslavement, despite the inherent contradictions to moral principles. Bentancor grounds this metaphysical framework in a close reading of sixteenth-century debates on Spanish sovereignty in the Americas and treatises on natural history and mining by theologians, humanists, missionaries, mine owners, jurists, and colonial officials. To Bentancor, their presuppositions were a major turning point for colonial expansion and paved the way to global mercantilism.

In the Gathering Woods contains a cast of characters who hail from the same Italian ancestors, but whose stories come at us unbounded by time and space. The book opens early in the twentieth century, with a narrator’s boyhood recollections of gathering mushrooms with his grandfather—a narrator who seems still haunted by a terrifying local legend that tormented him as a boy. We skip backward to a young shepherd-artist in the Apennine mountains in the 1500s, who yearns to be discovered, as Giotto was. Later, a preverbal baby accumulates bits of the conversation carried on by adults at the table above her head; a neurologist from Chicago returns to the Apennines to deposit shards of glass at a grave.

Whether they speak in the lost dialect of an immigrant, of infancy, or of an adolescent girl’s school lessons, these stories call up fragments of language in a struggle to understand and attempt to console through the act of reassembling. The language of these stories is both lyrical and comic, providing insight through the details of Bernardi’s writing.

Faced with strong opposition from business lobbies, proponents of leaves in the late 1980s and early 1990s had to balance their desire to pass the policy they wanted against the desire to pass a policy at all.

In this lucid and timely book, Anya Bernstein analyzes how this "moderation dilemma" played out at the federal level and in four states. In so doing, she develops a new model of policy innovation based on the debate between the ideologically committed who want all or nothing (and often get nothing) and compromisers who will settle for less (and often get a lot less). Hers is a unique perspective on one of the few major policy innovations of the 1990s, and on the contentious issue of the role of the state in American family life.

Based on interviews with activists, legislators, staff members, and observers, The Moderation Dilemma uncovers the process by which advocates for family and medical leave determined what they would propose, chose their strategies, lobbied, and bargained. Bernstein found that groups were successful when they had access to
substantial resources, were willing to frame their proposals in culturally appropriate ways, and “fit” their strategies to the political context. In the case of family and medical leave, this meant co-opting the tactics of the new right and framing family leave as family values, as well as making significant compromises. But not all groups were willing to make these compromises. The fact that the laws mandating family and medical leaves cover barely half the population, and are unpaid, raises questions about the costs and benefits of moderation.

Bernstein also takes a fresh look at women’s movement groups in the 1990s. She compares those who have learned to work within the political system (insiders) with those that still focus on challenging it (outsiders). The women’s groups that led the fight to pass family and medical leave had to rethink their goals as supporters both of equality for women and of accommodation for women’s role as mothers. The Moderation Dilemma examines that transition and its debates, as well as the implications for the women’s movement as a whole.

Students and professionals in political science, sociology, and organizational theory will want to read The Moderation Dilemma, as will anyone concerned with the behavior of interest groups and social movements.

Food policy and practices varied widely in Nicaragua during the last decades of the twentieth century. In the 1970s and ‘80s, food scarcity contributed to the demise of the Somoza dictatorship and the Sandinista revolution. Although faced with widespread scarcity and political restrictions, Nicaraguan consumers still carved out spaces for defining their food choices. Despite economic crises, rationing, and war limiting peoples’ food selection, consumers responded with improvisation in daily cooking practices and organizing food exchanges through three distinct periods. First, the Somoza dictatorship (1936–1979) promoted culture and food practices from the United States, which was an option only for a minority of citizens. Second, the 1979 Sandinista revolution tried to steer Nicaraguans away from mass consumption by introducing an austere, frugal consumption that favored local products. Third, the transition to democracy between 1988 and 1993, marked by extreme scarcity and economic crisis, witnessed the re-introduction of market mechanisms, mass advertising, and imported goods. Despite the erosion of food policy during transition, the Nicaraguan revolution contributed to recognizing food security as a basic right and the rise of peasant movements for food sovereignty.

Through her extensive fieldwork and firsthand experience, Judith Beyer reveals how Kyrgyz in Talas province negotiate proper behavior and regulate disputes by invoking custom, known to the locals as salt. While salt is presented as age-old tradition, its invocation is shown to be a highly developed and flexible rhetorical strategy that people adapt in order to meet the challenges of contemporary political, legal, economic, and religious environments. Officially, codified state law should take precedence when it comes to dispute resolution, yet the unwritten laws of salt and the increasing importance of Islamic law provide the standards for ordering everyday life. As Beyer further demonstrates, interpretations of both Islamic and state law are also intrinsically linked to salt.
            By interweaving case studies on kinship, legal negotiations, festive events, mourning rituals, and political and business dealings, Beyer shows how salt is the binding element in rural Kyrgyz social life and how it is used to explain and negotiate moral behavior and to postulate communal identity. In this way, salt provides a time-tested, sustainable source of authentication that defies changes in government and the shifting tides of religious movements.

In 1930 ,  seventeen-year-old Dorothy Bird from Victoria, British Columbia, was  sent to study dance at the Cornish School in Seattle.  There she was  totally captivated by Martha Graham, who, at the end of summer, invited  Dorothy to study with her at the Neighborhood Playhouse in New York  City.  Dorothy debuted with the Graham Group in 1931 in Primitive Mysteries, and was a company member and Graham’s demonstrator until 1937.  Bird’s Eye View   is a warm and human story that chronicles the early development of  modern dance from a dancer’s perspective.  Dorothy Bird was the only dancer of her time to work with all the major  choreographers in concert and on Broadway: George Balanchine, Agnes de  Mille, Doris Humphrey, Helen Tamiris, Anna Sokolow, Herbert Ross, Jose  Limon, and Jerome Robbins, among others.  She recounts fascinating  theater experiences with such luminaries as Orson Welles, Gertrude  Lawrence, Carol Channing, Danny Kaye, and Elia Kazan.  Dorothy shares  her methods and experiences as a teacher for Balanchine and her  twenty-five-year tenure at the Neighborhood Playhouse to highlight her  philosophy of “giving back” to the next generation of performers.  Of all the artists Dorothy Bird worked with, Martha Graham figures most  strongly in the book and in her life.  Her narrative about Graham’s  early creative process is a valuable addition to the literature, as is  the story of her personal involvement with Graham.  The reader gains an  intimate  insight into the love and fear instilled by Graham in her  followers.

This collection of essays traces the attempts of one writing teacher to understand theoretically -  and to respond pedagogically - to what happens when students from diverse backgrounds learn to use language in college.

Bizzell begins from the assumption that democratic education requires us to attempt to educate all students, including those whose social or ethnic backgrounds may have offered them little experience with academic discourse.  Over the ten-year period chronicled in these essays, she has seen herself primarily as an advocate for such students, sometimes called  “basic writers.”

Bizzell’s views on education for “critical consciousness,” widely discussed in the writing field, are represented in most of the essays in this volume.  But in the last few chapters, and in the intellectual autobiography written as the introduction to the volume, she calls her previous work into question on the grounds that her self-appointment as an advocate for basic writers may have been presumptous, and her hopes for the politically liberating effects of academic discourse misplaced.  She concludes by calling for a theory of discourse that acknowledges the need to argue for values and pedagogy that can assist these arguements to proceed more inclusively than ever before.

The essays in this volume constitute the main body of work in which Bizzell developed her influential and often cited ideas.  Organized chronologically, they  present a picture of how she has grappled with major issues in composition studies over the past decade.  In the process, she sketches a trajectory for the development of composition studies as an academic discipline.

In doing so, Blais assesses the merits and limitations of the rational choice model in explaining voter behavior. The past few decades have witnessed a rise in the popularity of the rational choice model in accounting for voter turnout, and more recently a groundswell of outspoken opposition to rational choice theory.

Blais tackles this controversial subject in an engaging and personal way, bringing together the opposing theories and literatures, and offering convincing tests of these different viewpoints. Most important, he handles the discussion in a clear and balanced manner. Using new data sets from many countries, Blais concludes that while rational choice is an important tool—even when it doesn’t work—its empirical contribution to understanding why people vote is quite limited.

Whether one supports rational choice theory or opposes it, Blais’s evenhanded and timely analysis will certainly be of interest, and is well-suited for advanced undergraduate and graduate-level classes.

The Vigorous Core of Our Nationality explores conceptualizations of regional identity and a distinct population group known as nordestinos in northeastern Brazil during a crucial historical period. Beginning with the abolition of slavery and ending with the demise of the Estado Novo under Getúlio Vargas, Stanley E. Blake offers original perspectives on the paradoxical concept of the nordestino and the importance of these debates to the process of state and nation building.
      Since colonial times, the Northeast has been an agricultural region based primarily on sugar production. The area’s population was composed of former slaves and free men of African descent, indigenous Indians, European whites, and mulattos. The image of the nordestino was, for many years, linked with the predominant ethnic group in the region, the Afro-Brazilian. For political reasons, however, the conception of the nordestino later changed to more closely resemble white Europeans.
      Blake delves deeply into local archives and determines that politicians, intellectuals, and other urban professionals formulated identities based on theories of science, biomedicine, race, and social Darwinism. While these ideas served political, social, and economic agendas, they also inspired debates over social justice and led to reforms for both the region and the people. Additionally, Blake shows how debates over northeastern identity and the concept of the nordestino shaped similar arguments about Brazilian national identity and “true” Brazilian people.

Following the creation of the viceroyalty of Río de la Plata in 1776, the elites of Buenos Aires, Córdoba, and Montevideo turned time and again to the Spanish crown for intercession, mediation, and support to maintain their privileged position during the tumultuous years before the May Revolution of 1810. Their loyalty was in part a result of the social status, political opportunities, and economic benefits that produced their privileged style of life. But of greater importance were the various internal and external factors that threatened their privileges, including inter-group rivalries, the presence of subversive ideas linked to the French Revolution, growing numbers of black slaves who engaged in various forms of resistance, indigenous groups who blocked the exploitation of the viceroyalty’s resources, Portuguese interlopers, and British imperial ambitions that culminated with the invasions of the viceroyalty in 1806 and 1807. To retain their privileges and their tenuous hold over the region, the viceroyalty’s urban elites looked to Spain for help, ensuring their continuing loyalty to the Spanish crown in increasingly troubling times.

They formed organizations, actively participated in the nation’s political life, engaged in industrial agitation—all revealing a growing class consciousness and an ability to compel both employers and governments to respond to their demands.  Blanchard’s analysis and insights into the economic factors underlying Peru’s labor unrest also extends to labor developments and the modernization process throughout Latin America.

During the wars for independence in Spanish South America (1808-1826), thousands of slaves enlisted under the promise of personal freedom and, in some cases, freedom for other family members. Blacks were recruited by opposing sides in these conflicts and their loyalties rested with whomever they believed would emerge victorious. The prospect of freedom was worth risking one's life for, and wars against Spain presented unprecedented opportunities to attain it.

Much hedging over the slavery issue continued, however, even after the patriots came to power. The prospect of abolition threatened existing political, economic, and social structures, and the new leaders would not encroach upon what were still considered the property rights of powerful slave owners. The patriots attacked the institution of slavery in their rhetoric, yet maintained the status quo in the new nations. It was not until a generation later that slavery would be declared illegal in all of Spain's former mainland colonies.

Through extensive archival research, Blanchard assembles an accessible, comprehensive, and broadly based study to investigate this issue from the perspectives of Royalists, patriots, and slaves. He examines the wartime political, ideological, and social dynamics that led to slave recruitment, and the subsequent repercussions in the immediate postindependence era. Under the Flags of Freedom sheds new light on the vital contribution of slaves to the wars for Latin American independence, which, up until now, has been largely ignored in the histories and collective memories of these nations.
