Cutting deeply into the politics and personalities of three decades of party leadership, John B. Bader probes the strategies and evaluates the effectiveness of House and Senate leaders operating in a divided government, when Congress and the presidency are controlled by different political parties. He provides a historical context for analyzing the"Contract" and shows that aggressive agenda-setting has long been a regular feature of majority party leadership.

Bader interviewed more than seventy congressional leaders, staff members, party officials, and political consultants, including speakers Thomas "Tip" O'Neill and Jim Wright, for this book. He supplemented these interviews with research in largely unexplored archival materials such as press conference transcripts, notes from White House leadership meetings, and staff memoranda on strategy.

In an era of polarization, narrow party majorities, and increasing use of supermajority requirements in the Senate, policy entrepreneurs must find ways to reach across the aisle and build bipartisan coalitions in Congress. One such coalition-building strategy is the “politics of efficiency,” or reform that is aimed at eliminating waste from existing policies and programs. After all, reducing inefficiency promises to reduce costs without cutting benefits, which should appeal to members of both political parties, especially given tight budgetary constraints in Washington.

Dust-Up explores the most recent congressional efforts to reform asbestos litigation—a case in which the politics of efficiency played a central role and seemed likely to prevail. Yet, these efforts failed to produce a winning coalition, even though reform could have saved billions of dollars and provided quicker compensation to victims of asbestos-related diseases. Why? Bayer debunks the present direction of mainstream social ethical theory by advancing market systems themselves as a means toward promoting justice and meeting human needs.

Observing that the primary vehicle for Christian ethics since the New Deal has been the welfare state, Bayer argues instead that market systems can provide a basis for reconciling capitalism and Christianity in both theory and practice. Joseph Cardinal Bernardin of Chicago was for twenty years the most influential U.S. Catholic bishop; he was also a beloved public figure whose views commanded respect from Catholics and non-Catholics alike. This posthumous collection of a number of his major addresses on central moral issues in contemporary American life voices the causes that were closest to his heart: the sanctity and protection of all human life, the reshaping of American society and institutions for the benefit of the poorest, the preservation of peace in the pursuit of justice, and the growth of mutual understanding and harmony within the Church.

Even before the wreckage of a disaster is cleared, one question is foremost in the minds of the public: "What can be done to prevent this from happening again?" Today, news media and policymakers often invoke the "lessons of September 11" and the "lessons of Hurricane Katrina." Certainly, these unexpected events heightened awareness about problems that might have contributed to or worsened the disasters, particularly about gaps in preparation. Inquiries and investigations are made that claim that "lessons" were "learned" from a disaster, leading us to assume that we will be more ready the next time a similar threat looms, and that our government will put in place measures to protect us.

In Lessons of Disaster, Thomas Birkland takes a critical look at this assumption. We know that disasters play a role in setting policy agendas—in getting policymakers to think about problems—but does our government always take the next step and enact new legislation or regulations? To determine when and how a catastrophic event serves as a catalyst for true policy change, the author examines four categories of disasters: aviation security, homeland security, earthquakes, and hurricanes. He explores lessons learned from each, focusing on three types of policy change: change in the larger social construction of the issues surrounding the disaster; instrumental change, in which laws and regulations are made; and political change, in which alliances are created and shifted. Birkland argues that the type of disaster affects the types of lessons learned from it, and that certain conditions are necessary to translate awareness into new policy, including media attention, salience for a large portion of the public, the existence of advocacy groups for the issue, and the preexistence of policy ideas that can be drawn upon.

This timely study concludes with a discussion of the interplay of multiple disasters, focusing on the initial government response to Hurricane Katrina and the negative effect the September 11 catastrophe seems to have had on reaction to that tragedy.

Disasters like earthquakes are known as focusing events—sudden calamities that cause both citizens and policymakers to pay more attention to a public problem and often to press for solutions. This book, the first comprehensive analysis of these dramatic events, explains how and why some public disasters change political agendas and, ultimately, public policies.

Thomas A. Birkland explores important successes and failures in the policy process by analyzing the political outcomes of four types of events: earthquakes, hurricanes, oil spills, and nuclear accidents. Using this empirical data to go beyond an intuitive understanding of focusing events, he presents a theory of where and when these events will gain attention and how they trigger political reactions. Birkland concludes that different types of disasters result in different kinds of agenda politics. Public outrage over the highly visible damage caused by the Exxon Valdez oil spill, for example, ended a fourteen-year logjam holding back Congressional legislation to regulate oil spill cleanups. On the other hand, the intangible effects of Three Mile Island had less concrete results in a political arena that was already highly polarized.

Integrating a variety of theories on the policy process, including agenda setting, policy communities, advocacy coalitions, the political aspects of the news media, and the use of symbols in political debate, Birkland illuminates the dynamics of event-driven policy activity. As the first extensive study of its kind, this book offers new insights into the policy process.

In his 2006 State of the Union speech, President George W. Bush asked the U.S. Congress to prohibit the "most egregious abuses of medical research," such as the "creation of animal–human hybrids." The president's message echoed that of a 2004 report by the President's Council on Bioethics, which recommended that hybrid human–animal embryos be banned by Congress.

Discussions of early interspecies research, in which cells or DNA are interchanged between humans and nonhumans at early stages of development, can often devolve into sweeping statements, colorful imagery, and confusing policy. Although today's policy advisory groups are becoming more informed, debate is still limited by the interchangeable use of terms such as chimeras and hybrids, a tendency to treat all forms of interspecies alike, the failure to distinguish between laboratory research and procreation, and not enough serious policy justification. Andrea Bonnicksen seeks to understand reasons behind support of and disdain for interspecies research in such areas as chimerism, hybridization, interspecies nuclear transfer, cross-species embryo transfer, and transgenics. She highlights two claims critics make against early interspecies studies: that the research will violate human dignity and that it can lead to procreation. Are these claims sufficient to justify restrictive policy?

Bonnicksen carefully illustrates the challenges of making policy for sensitive and often sensationalized research—research that touches deep-seated values and that probes the boundary between human and nonhuman animals.

Terra Incognita derives from what—until now—has been the lack of substantial information about the amount and the diversity of urban vacant land. This book is based on an unprecedented survey sent to all U.S. towns with a population greater than 50,000, and contains data previously unavailable. Three cities were studied in greater depth for detailed case studies: the greater Phoenix and Seattle areas and Philadelphia-Camden. A number of other cities are cited frequently, including Boston, Chicago, Detroit, New York, Cleveland, Cincinnati, and Oklahoma City, among many others.

Identifying the fiscal, social, and development imperatives that drive the decisions local officials make about using vacant land, Bowman and Pagano pay particular attention to the varying dynamics of sales, property, and income taxes, and conclude with a model for making strategic decisions about land use based on a city's priorities.

Crowdsourcing is a term that was coined in 2006 to describe how the commercial sector was beginning to outsource problems or tasks to the public through an open call for solutions over the internet or social media. Crowdsourcing works to generate new ideas or develop innovative solutions to problems by drawing on the wisdom of the many rather than the few. US local government experimented with rudimentary crowdsourcing strategies as early as 1989, but in the last few years local, state, and federal government have increasingly turned to crowdsourcing to enhance citizen participation in problem solving, setting priorities, and decision making. While crowdsourcing in the public sector holds much promise and is part of a larger movement toward more citizen participation in democratic government, many challenges, especially legal and ethical issues, need to be addressed to successfully adapt it for use in the public sector.

Daren C. Brabham has been at the forefront of the academic study of crowdsourcing. This book includes extensive interviews with public and private sector managers who have used crowdsourcing. Brabham concludes with a list of the top ten best practices for public managers.

Modern farm policy emerged in the United States in 1862, leading to an industrialized agriculture that made the farm sector collectively more successful even as many individual farmers failed. Ever since, a healthy farm economy has been seen as the key to flourishing rural communities, and the problems of rural nonfarmers, former farmers, nonfarm residents, and unfarmed regions were ignored by policymakers.

In The Failure of National Rural Policy, William P. Browne blends history, politics, and economics to show that federal government emphasis on farm productivity has failed to meet broader rural needs and actually has increased rural poverty. He explains how strong public institutions, which developed agrarianism, led to narrowed concepts of the public interest. Reviewing past efforts to expand farm policy benefits to other rural residents, Browne documents the fragmentation of farm policy within the agricultural establishment as farm services grew, the evolution of political turf protection, and the resultant difficulties of rural advocacy. Arguing for an integrated theory of governing institutions and related political interests, he maintains that nonfarm rural society can make a realistic claim for public policy assistance.

How do we frame decisions to use or abstain from military force? Who should do the killing? Do we need new paradigms to guide the use of force? And what does “victory” mean in contemporary conflict? 

In many ways, these are timeless questions. But they should be revisited in light of changing circumstances in the twenty-first century. The post–Cold War, post-9/11 world is one of contested and fragmented sovereignty: contested because the norm of territorial integrity has shed some of its absolute nature, fragmented because some states do not control all of their territory and cannot defeat violent groups operating within their borders. Humanitarian intervention, preventive war, and just war are all framing mechanisms aimed at convincing domestic and international audiences to go to war—or not, as well as to decide who is justified in legally and ethically killing. The international group of scholars assembled in this book critically examine these frameworks to ask if they are flawed, and if so, how they can be improved. Finally, the volume contemplates what all the killing and dying is for if victory ultimately proves elusive.

Brustad has adopted an analytical approach that is both functional and descriptive, combining insights from discourse analysis, language typology, and pragmatics—the first time such an approach has been used in the study of spoken Arabic syntax. An appendix includes sample texts from her data.

Brustad's work provides the most nuanced description available to date of spoken Arabic syntax, widens the theoretical base of Arabic linguistics, and gives both scholars and students of Arabic tools for greater cross-dialect comprehension.

This second edition includes one DVD bound into the book that feature contextualized vocabulary, cultural background and illustrations, and new listening comprehension materials with each lesson. Newly recorded colloquial audio and video materials also accompany each lesson and continue the story of Maha and Khalid and their travels to Cairo with brief explanatory vocabulary and notes provided in the text. The appendices include grammatical reference charts, an Arabic-English glossary, and a grammar index. The materials cover approximately 150 contact hours of instruction, and students who complete Part Two should reach advanced proficiency.

Each lesson in Part Two centers on a text that deals with a social, historical, literary, or cultural issue. In addition to the main reading text, students will also find additional authentic texts for reading and listening comprehension, vocabulary and grammar exercises, close listening and speaking activities, and cultural background for the reading.

The revised and repackaged Part Two has been restructured to reflect pedagogical developments over the last eight years, updated with new authentic reading and listening texts, and expanded with new video materials. In addition to the speaking, listening, and writing skills emphasized throughout each lesson, more time and emphasis is placed on activating vocabulary and structure with new activities for inside and outside the classroom.
