Comparing cases of intelligence failure with intelligence success, Dahl finds that the key to success is not more imagination or better analysis, but better acquisition of precise, tactical-level intelligence combined with the presence of decision makers who are willing to listen to and act on the warnings they receive from their intelligence staff.

If there is a "culture war" taking place in the United States, one of the most interesting, if under-the-radar, battlegrounds is in local school board elections. Rarely does the pitch of this battle reach national attention, as it did in Kansas when the state school board—led by several outspoken conservative Christians—voted to delete evolution from the state's science curriculum and its standardized tests in August 1999. That action rattled not only the educational and scientific communities, but concerned citizens around the nation as well.

While the movement of the Christian Right into national and state politics has been well documented, this is the first book to examine their impact on local school board politics. While the Kansas decision was short-lived, during the past decade in school districts around the country, conservative Christian majorities have voted to place limits on sex education, to restrict library books, to remove references to gays and lesbians in the classroom, and to promote American culture as superior to other cultures.

School Board Battles studies the motivation, strategies, and electoral success of Christian Right school board candidates. Based on interviews, and using an extensive national survey of candidates as well as case studies of two school districts in which conservative Christians ran and served on local boards, Melissa M. Deckman gives us a surprisingly complex picture of these candidates. She reveals weaker ties to national Christian Right organizations—and more similarities between these conservative candidates and their more secular counterparts than might be expected.

Deckman examines important questions: Why do conservative Christians run for school boards? How much influence has the Christian Right actually had on school boards? The creation of rules that govern processes or behavior is essential to any organization, but these rules are often maligned for creating inefficiencies. This book provides the first comprehensive portrait of rules in public organizations and seeks to find the balance between rules that create red tape and rules that help public organizations function effectively, what the author calls “green tape.”

Drawing on a decade of original research and interdisciplinary scholarship, Leisha DeHart-Davis builds a framework of three perspectives on rules: the organizational perspective, which sees rules as a tool for achieving managerial goals and organizational functions; the individual perspective, which examines how rule design and implementation affect employees; and the behavioral perspective, which explores human responses to the intersection of the first two perspectives. Del Sarto examines the creation of Israel's neo-revisionist consensus about security threats and regional order, which took hold of Israeli politics and society after 2000 and persists today. The failed Oslo peace process and the trauma of the Second Palestinian Intifada triggered this shift to the right; conflicts with Hamas and Hezbollah and the inflammatory rhetoric of Iranian President Ahmadinejad additionally contributed to the creation of a general sense of being under siege. While Israel faces real security threats, Israeli governments have engaged in the politics of insecurity, promoting and amplifying a sense of besiegement. Lively political debate has been replaced by a general acceptance of the no-compromise approach to security and the Palestinians. The neo-revisionist right, represented by Benjamin Netanyahu and the Likud, has turned Israel away from the peace process and pushes maximalist territorial ambitions. But they have failed to offer a vision for an end to conflict, and there has been little debate about whether or not the hardline policies toward the region are counterproductive. Del Sarto explains this disappearance of dissent and examines the costs of Israel’s policies. She concludes that Israel’s feeling of being under siege has become entrenched, a two-state solution with the Palestinians is highly unlikely for the foreseeable future, and Israel’s international isolation is likely to increase. Del Sarto’s analysis of this tense political situation will interest scholars and students of the Israeli-Palestinian conflict, Middle East Studies, and International Relations.

How is moral theology related to pastoral theology? In this first English translation of Living the Truth, Klaus Demmer answers this question by offering a complete theory of action. Its crucial element is truthfulness, which Demmer claims is a basic attitude that must be translated concretely into our individual decisions. Demmer demonstrates that the demand for truthfulness offers a critical corrective to the usual praxis whereby ethical norms are formulated. This has significant consequences for every area of ethical directives, including questions about celibacy and partnerships.

Demmer moves away from the act-centered morality that dominates the neo-Scholastic manuals of moral theology. The case of the six Jesuits and two women murdered at Central American University (UCA) in San Salvador on November 16, 1989, has come to signify, by extension, a class-action suit on behalf of the 70,000 people tortured and executed over the course of a decade by the Salvadoran Armed Forces, with the complicity of the government. The identification of all those responsible for the Jesuit murders—the intellectual authors as well as the triggermen—would provide a first step toward purging and reforming a system that has made these kinds of crimes possible. This report by the Lawyers Committee for Human Rights, which served as legal counsel to the Jesuits since December 1989, documents the story of the Jesuit murders in the most comprehensive history and analysis to date.

Martha Doggett establishes the background leading up to the murders—the preceding years of human rights abuses and of political distortions promulgated about the Jesuits. She then sifts through the evidence of the crime, scrutinizes the subsequent efforts at cover-up, analyzes the process of the trial itself, and identifies the high-level officials thought to be ultimately responsible for ordering and concealing the truth about the murders. She concludes that a number ofcivilians as well as military paraticlipated and that the decision was made some time before the night of the actual murders. Drawing on primary and journalistic sources, investigative reports, U.S. and Salvadoran government documents, and interviews conducted by the Lawyers Committee for Human Rights and other organizations, Doggett traces the military's repeated obstruction of justice and the ambivalent responses by U.S. officials courting political expediency. She observes the effects of international protests (including the report by U.S. Congressman Joe Moakley) and outlines the limitations inherent in El Salvador's legal system.

Bringing the chronicle up to the present, this volume includes the first published English-language translation of the portion of the Truth Commission report dealing with the Jesuits' case, an analysis of the Truth Commission's conclusions, and reactions to the amnesty and release from prison of all persons convicted for the crime. Appendixes include chronologies of the case and of attacks on El Salvador's Jesuits; lists of the names of all the persons figuring in the case and profiles of the defendants; the report of the Lawyers Committee's trial observer; and a list of previous publications on the case by the Lawyers Committee and UCA, as well as reports of trial observers from other organizations.

Through the scandal in the Archdiocese of Boston as well as the earlier, if less well known but momentous, case in the Diocese of Nashville, Dokecki reports on and analyzes what is ultimately an abuse of power—not only by the clergy but by church officials. As distasteful as these instances may be, they are compelling reading, enlightened by the author's abilities to contextualize these events through the lenses of professional ethics, the human sciences, and ecclesiology. According to Dokecki, these and other instances of clergy sexual abuse reveal a systemic deficiency in the structure and the nature of the church itself, one that has prevented the church from adequately dealing with its own worst sins.

Dokecki may shine a spotlight into the church's dark corners—but he does so in the service of enlightenment, calling the church back toward the vision of Vatican II and the spirit of Pope John XXIII—toward a greater transparency, a more open and participatory governance in the church, and for a greatly expanded role for the people of God who make up the church. It is in this way, Dokecki believes, the church will be better able to keep the innocent children of the church safe from harm.

Examining the health care market in a historical framework, Drake analyzes the forces and events that have shaped American health care in the twentieth century and sheds new light on why and how our health care system has dampened competitive market forces and failed to provide sound value for much of our health care expenditures. He examines the roles that physicians, hospitals, insurance companies, businesses, individual consumers, and government legislation have played in creating a provider-dominated market in which the cost of care has been concealed from consumers. Comparing U.S. health care expenditures with those of other developed countries, he concludes that a significant part of our health care problem is the style of medicine practiced in the United States, which is much more specialized and high tech than in other developed nations.

Drake develops proposals for health care financing reform that consider the political and economic difficulties involved. He first examines the Clinton health care reform plan and makes specific recommendations for revisions that would improve its likelihood of controlling costs. He then offers an alternative proposal that would both maintain the principle of universal, noncancelable coverage and eliminate the flaws in the market for health care services by giving consumers a financial stake in cost containment.

Students of Spanish language and culture can now benefit from a text that provides them with an understanding of contemporary Spanish history and society while refining their knowledge of the language and expanding their vocabulary.

La España que sobrevive (originally published in Madrid in 1987) explores the aftermath of the Franco era in Spain. It presents an objective and nonpartisan, yet humorous and affectionate, view of the important aspects of contemporary Spanish history and society. Topics include the transition to democracy; regionalism and nationalism; key players in current affairs; important institutions such as the monarchy, military, and the church; sexual mores; culture; the media; and politicized approaches to Spanish history.

For this edition, William W. Cressey has edited Fernando Díaz-Plaja's text to make it accessible to English-speaking students at an advanced level of Spanish reading skills. Cressey has also added study aids to the book—vocabulary and footnotes, glosses on proper names, questions for discussion, notes on grammar and rhetoric, and exercises. The study aids are gradually phased out, so that the final chapter is presented as stand-alone reading without any supplementary materials.

Cressey's adaptation of Díaz-Plaja's highly respected work provides an alternative to literary sources for foreign language instruction—a new resource for teaching foreign languages across the curriculum and instruction through content. Bridging the gap between the fairly simple intermediate readers and texts written for adult native speakers, this book can serve as either a supplementary or main text in the advanced study of language or history, or in preparation for study abroad. La España que sobrevive is a practical tool for teaching not only the language but also the many facets of modern Spanish culture.
