Diversity and the Dilemmas of Collective Action

Ethnically homogenous communities often do a better job than diverse communities of producing public goods such as satisfactory schools and health care, adequate sanitation, and low levels of crime. Coethnicity reports the results of a landmark study that aimed to find out why diversity has this cooperation-undermining effect. The study, conducted in a neighborhood of Kampala, Uganda, notable for both its high levels of diversity and low levels of public goods provision, hones in on the mechanisms that might account for the difficulties diverse societies often face in trying to act collectively. The Mulago-Kyebando Community Study uses behavioral games to explore how the ethnicity of the person with whom one is interacting shapes social behavior. Hundreds of local participants interacted with various partners in laboratory games simulating real-life decisions involving the allocation of money and the completion of joint tasks. Many of the subsequent findings debunk long-standing explanations for diversity's adverse effects. Contrary to the prevalent notion that shared preferences facilitate ethnic collective action, differences in goals and priorities among participants were not found to be structured along ethnic lines. Nor was there evidence that subjects favored the welfare of their coethnics over that of non-coethnics. When given the opportunity to act altruistically, individuals did not choose to benefit coethnics disproportionately when their actions were anonymous. Yet when anonymity was removed, subjects behaved very differently. With their actions publicly observed, subjects gave significantly more to coethnics, expected their partners to reciprocate, and expected that they would be sanctioned for a failure to cooperate. This effect was most pronounced among individuals who were otherwise least likely to cooperate. These results suggest that what may look like ethnic favoritism is, in fact, a set of reciprocity norms—stronger among coethnics than among non-coethnics—that make it possible for members of more homogeneous communities to take risks, invest, and cooperate without the fear of getting cheated. Such norms may be more subject to change than deeply held ethnic antipathies—a powerful finding for policymakers seeking to design social institutions in diverse societies. Research on ethnic diversity typically draws on either experimental research or field work. Coethnicity does both. Over the last four decades, immigration from the Caribbean and sub-Saharan Africa to the U. S. has increased rapidly. In several states, African immigrants are now major drivers of growth in the black population. While social scientists and commentators have noted that these black immigrants’ social and economic outcomes often differ from those of their native-born counterparts, few studies have carefully analyzed the mechanisms that produce these disparities. In Immigration and the Remaking of Black America, sociologist and demographer Tod Hamilton shows how immigration is reshaping black America. He weaves together interdisciplinary scholarship with new data to enhance our understanding of the causes of socioeconomic stratification among both the native-born and newcomers.
 
Hamilton demonstrates that immigration from the Caribbean and sub-Saharan Africa is driven by selective migration, meaning that newcomers from these countries tend to have higher educational attainment than those who stay behind. As a result, they arrive in the U.S. with some advantages over native-born blacks, and, in some cases, over whites. He also shows the importance of historical context: prior to the Civil Rights Movement, black immigrants’ socioeconomic outcomes resembled native-born blacks’ much more closely, regardless of their educational attainment in their country of origin. Today, however, certain groups of black immigrants have better outcomes than native-born black Americans—such as lower unemployment rates and higher rates of homeownership—in part because they immigrated at a time of expanding opportunities for minorities and women in general. Hamilton further finds that rates of marriage and labor force participation among native-born blacks that move away from their birth states resemble those of many black immigrants, suggesting that some disparities within the black population stem from processes associated with migration, rather than from nativity alone.
 
Hamilton argues that failing to account for this diversity among the black population can lead to incorrect estimates of the social progress made by black Americans and the persistence of racism and discrimination. He calls for future research on racial inequality to disaggregate different black populations. By richly detailing the changing nature of black America, Immigration and the Remaking of Black America helps scholars and policymakers to better understand the complexity of racial disparities in the twenty-first century.

With recent immigration at a near record high, many observers fear that African Americans, particularly those in low skill jobs, are increasingly losing out to immigrants in the American labor market. Help or Hindrance? probes the foundation of these concerns with the first comprehensive investigation into the effects of immigration on African Americans. With detailed economic analysis of African American job prospects, benefits, and working conditions, Help or Hindrance? demonstrates that although immigration does not appear to have affected the actual employment rate of blacks, it has contributed slightly to the widening gap between the annual earnings of black and white males. The growing number of immigrants living and working in America has become a controversial topic from classrooms to corporations and from kitchen tables to Capitol Hill. Many native-born Americans fear that competition from new arrivals will undermine the economic standing of low-skilled American workers, and that immigrants may not successfully integrate into the U.S. economy. In Color Lines, Country Lines, sociologist Lingxin Hao argues that the current influx of immigrants is changing America's class structure, but not in the ways commonly believed. Drawing on twenty years of national survey data, Color Lines, Country Lines investigates how immigrants are faring as they try to accumulate enough wealth to join the American middle class, and how, in the process, they are transforming historic links between race and socioeconomic status. Hao finds that disparities in wealth among immigrants are large and growing, including disparities among immigrants of the same race or ethnicity. Cuban immigrants have made substantially more progress than arrivals from the Dominican Republic, Chinese immigrants have had more success than Vietnamese or Korean immigrants, and Jamaicans have fared better than Haitians and immigrants from sub-Saharan Africa. Indeed, many of these immigrant groups have acquired more wealth than native-born Americans of the same race or ethnicity. Hao traces these diverging paths to differences in the political and educational systems of the immigrants' home countries, as well as to preferential treatment of some groups by U.S. immigration authorities and the U.S. labor market. As a result, individuals' country of origin increasingly matters more than their race in determining their prospects for acquiring wealth. In a novel analysis, Hao predicts that as large numbers of immigrants arrive in the United States every year, the variation in wealth within racial groups will continue to grow, reducing wealth inequalities between racial groups. If upward mobility remains restricted to only some groups, then the old divisions of wealth by race will gradually become secondary to new disparities based on country of origin. However, if the labor market and the government are receptive to all immigrant groups, then the assimilation of immigrants into the middle class will help diminish wealth inequality in society as a whole. Immigrants' assimilation into the American mainstream and the impact of immigration on the American economy are inextricably linked, and each issue can only be understood in light of the other. Color Lines, Country Lines shows why some immigrant groups are struggling to get by while others have managed to achieve the American dream and reveals the surprising ways in which immigration is reshaping American society.

If trust is sometimes the rational response in interpersonal relations, then it can also be rational to distrust. Indeed, distrust is the preferred response when it protects against harm—as when parents do not entrust the safety of their child to a disreputable caretaker. Liberal political theory was largely founded on distrust of government, and the assumption that government cannot and should not be trusted led the framers of the U.S. constitution to establish a set of institutions explicitly designed to limit government power. With contributions from political science, anthropology, economics, psychology, and philosophy, Distrust examines the complex workings of trust and distrust in personal relationships, groups, and international settings. Edna Ullman-Margalit succinctly defines distrust as the negation of trust, and examines the neutral state between the two responses in interpersonal relations. As Margalit points out, people typically defer judgment—while remaining mildly wary of another's intentions—until specific grounds for trust or distrust become evident. In relations between nations, misplaced trust can lead to grievous harm, so nations may be inclined to act as though they distrust other nations more than they actually do. Editor Russell Hardin observes that the United States and the former Soviet Union secured a kind of institutionalized distrust—through the development of the nuclear deterrent system—that stabilized the relationship between the two countries for four decades. In another realm where distrust plays a prominent role, Margaret Levi, Matthew Moe, and Theresa Buckley show that since the National Labor Relations Board has not been able to overcome distrust between labor unions and employers, it strives to equalize the power held by each group in negotiations. Recapitulating liberal concerns about state power, Patrick Troy argues that citizen distrust keeps government regulation under scrutiny and is more beneficial to the public than unconditional trust. Despite the diversity of contexts examined, the contributors reach remarkably similar conclusions about the important role of trust and distrust in relations between individuals, nations, and citizens and their governments. What does it mean to "trust?" What makes us feel secure enough to place our confidence—even at times our welfare—in the hands of other people? Is it possible to "trust" an institution? What exactly do people mean when they claim to "distrust" their governments? As difficult as it may be to define, trust is essential to the formation and maintenance of a civil society. In Trust and Trustworthiness political scientist Russell Hardin addresses the standard theories of trust and articulates his own new and compelling idea: that much of what we call trust can be best described as "encapsulated interest." Research into the roles of trust in our society has offered a broad range of often conflicting theories. Some theorists maintain that trust is a social virtue that cannot be reduced to strategic self-interest; others claim that trusting another person is ultimately a rational calculation based on information about that person and his or her incentives and motivations. Hardin argues that we place our trust in persons whom we believe to have strong reasons to act in our best interests. He claims that we are correct when we assume that the main incentive of those whom we trust is to maintain a relationship with us—whether it be for reasons of economic benefit or for love and friendship. Hardin articulates his theory using examples from a broad array of personal and social relationships, paying particular attention to explanations of the development of trusting relationships. He also examines trustworthiness and seeks to understand why people may behave in ways that violate their own self-interest in order to honor commitments they have made to others. The incarceration rate in the United States is the highest of any developed nation, with a prison population of approximately 2.3 million in 2016. Over 700,000 prisoners are released each year, and most face significant educational, economic, and social disadvantages. In After Prison, sociologist David Harding and criminologist Heather Harris provide a comprehensive account of young men’s experiences of reentry and reintegration in the era of mass incarceration. They focus on the unique challenges faced by 1,300 black and white youth aged 18 to 25 who were released from Michigan prisons in 2003, investigating the lives of those who achieved some measure of success after leaving prison as well as those who struggled with the challenges of creating new lives for themselves.

The transition to young adulthood typically includes school completion, full-time employment, leaving the childhood home, marriage, and childbearing, events that are disrupted by incarceration. While one quarter of the young men who participated in the study successfully transitioned into adulthood—achieving employment and residential independence and avoiding arrest and incarceration—the same number of young men remained deeply involved with the criminal justice system, spending on average four out of the seven years after their initial release re-incarcerated. Not surprisingly, whites are more likely to experience success after prison. The authors attribute this racial disparity to the increased stigma of criminal records for blacks, racial discrimination, and differing levels of social network support that connect whites to higher quality jobs. Black men earn less than white men, are more concentrated in industries characterized by low wages and job insecurity, and are less likely to remain employed once they have a job.

   The authors demonstrate that families, social networks, neighborhoods, and labor market, educational, and criminal justice institutions can have a profound impact on young people’s lives. Their research indicates that residential stability is key to the transition to adulthood. Harding and Harris make the case for helping families, municipalities, and non-profit organizations provide formerly incarcerated young people access to long-term supportive housing and public housing. A remarkably large number of men in this study eventually enrolled in college, reflecting the growing recognition of college as a gateway to living wage work. But the young men in the study spent only brief spells in college, and the majority failed to earn degrees. They were most likely to enroll in community colleges, trade schools, and for-profit institutions, suggesting that interventions focused on these kinds of schools are more likely to be effective. The authors suggest that, in addition to helping students find employment, educational institutions can aid reentry efforts for the formerly incarcerated by providing supports like childcare and paid apprenticeships.

            After Prison offers a set of targeted policy interventions to improve these young people’s chances: lifting restrictions on federal financial aid for education, encouraging criminal record sealing and expungement, and reducing the use of incarceration in response to technical parole violations. This book will be an important contribution to the fields of scholarly work on the criminal justice system and disconnected youth.

Hardy and Hazelrigg strip away the ideological baggage to explicate the basic terms and concepts needed to understand the predicament of Social Security. They compare the cases for privatizing Social Security and for preserving the program in its current form with adjustments to taxes and benefits, and they examine the different economic projections assumed by proponents of each approach. In pursuit of its privatization agenda, Hardy and Hazelrigg argue, the Bush administration has misled the public on an issue that was already widely misunderstood. The authors show how privatization proponents have relied on dubious assumptions about future rates of return to stock market investments and about the average citizen's ability to make informed investment decisions. In addition, the administration has painted the real but manageable shortfalls in Social Security revenue as a fiscal crisis. Projections of Social Security revenues and benefits by the Social Security Administration have treated revenues as fixed, when in fact they are determined by choices made by Congress. Ultimately, as Hardy and Hazelrigg point out, the clash over Social Security is about more than technical fiscal issues: it is part of the larger culture wars and the ideological struggle over what kind of social responsibilities and rights American citizens should have. This rancorous partisan wrangling, the alarmist talk about a "crisis" in Social Security, and the outright deception employed in this debate have all undermined the trust between citizens and government that is needed to restore the solvency of Social Security for future generations of retirees. Drawing together economic analyses, public opinion data, and historical narratives, Pension Puzzles is a lucid and engaging guide to the major proposals for Social Security reform. Over seven million Americans are either incarcerated, on probation, or on parole, with their criminal records often following them for life and affecting access to higher education, jobs, and housing. Court-ordered monetary sanctions that compel criminal defendants to pay fines, fees, surcharges, and restitution further inhibit their ability to reenter society. In A Pound of Flesh, sociologist Alexes Harris analyzes the rise of monetary sanctions in the criminal justice system and shows how they permanently penalize and marginalize the poor. She exposes the damaging effects of a little-understood component of criminal sentencing and shows how it further perpetuates racial and economic inequality.

Harris draws from extensive sentencing data, legal documents, observations of court hearings, and interviews with defendants, judges, prosecutors, and other court officials. She documents how low-income defendants are affected by monetary sanctions, which include fees for public defenders and a variety of processing charges. Until these debts are paid in full, individuals remain under judicial supervision, subject to court summons, warrants, and jail stays. As a result of interest and surcharges that accumulate on unpaid financial penalties, these monetary sanctions often become insurmountable legal debts which many offenders carry for the remainder of their lives. Harris finds that such fiscal sentences, which are imposed disproportionately on low-income minorities, help create a permanent economic underclass and deepen social stratification.

A Pound of Flesh delves into the court practices of five counties in Washington State to illustrate the ways in which subjective sentencing shapes the practice of monetary sanctions. Judges and court clerks hold a considerable degree of discretion in the sentencing and monitoring of monetary sanctions and rely on individual values—such as personal responsibility, meritocracy, and paternalism—to determine how much and when offenders should pay. Harris shows that monetary sanctions are imposed at different rates across jurisdictions, with little or no state government oversight. Local officials’ reliance on their own values and beliefs can also push offenders further into debt—for example, when judges charge defendants who lack the means to pay their fines with contempt of court and penalize them with additional fines or jail time.

A Pound of Flesh provides a timely examination of how monetary sanctions permanently bind poor offenders to the judicial system. Harris concludes that in letting monetary sanctions go unchecked, we have created a two-tiered legal system that imposes additional burdens on already-marginalized groups.

While undocumented immigration is controversial, the general public is largely unfamiliar with the particulars of immigration policy. Given that public opinion on the topic is malleable, to what extent do mass media shape the public debate on immigration? In Framing Immigrants, political scientists Chris Haynes, Jennifer Merolla, and Karthick Ramakrishnan explore how conservative, liberal, and mainstream news outlets frame and discuss undocumented immigrants. Drawing from original voter surveys, they show that how the media frames immigration has significant consequences for public opinion and has implications for the passage of new immigration policies.
 
The authors analyze media coverage of several key immigration policy issues—including mass deportations, comprehensive immigration reform, and measures focused on immigrant children, such as the DREAM Act—to chart how news sources across the ideological spectrum produce specific “frames” for the immigration debate. In the past few years, liberal and mainstream outlets have tended to frame immigrants lacking legal status as “undocumented” (rather than “illegal”) and to approach the topic of legalization through human-interest stories, often mentioning children. Conservative outlets, on the other hand, tend to discuss legalization using impersonal statistics and invoking the rule of law. Yet, regardless of the media’s ideological positions, the authors’ surveys show that “negative” frames more strongly influence public support for different immigration policies than do positive frames. For instance, survey participants who were exposed to language portraying immigrants as law-breakers seeking “amnesty” tended to oppose legalization measures. At the same time, support for legalization was higher when participants were exposed to language referring to immigrants living in the United States for a decade or more.
 
Framing Immigrants shows that despite heated debates on immigration across the political aisle, the general public has yet to form a consistent position on undocumented immigrants. By analyzing how the media influences public opinion, this book provides a valuable resource for immigration advocates, policymakers, and researchers.

Social norms are rules that prescribe what people should and should not do given their social surroundings and circumstances. Norms instruct people to keep their promises, to drive on the right, or to abide by the golden rule. They are useful explanatory tools, employed to analyze phenomena as grand as international diplomacy and as mundane as the rules of the road. But our knowledge of norms is scattered across disciplines and research traditions, with no clear consensus on how the term should be used. Research on norms has focused on the content and the consequences of norms, without paying enough attention to their causes. Social Norms reaches across the disciplines of sociology, economics, game theory, and legal studies to provide a well-integrated theoretical and empirical account of how norms emerge, change, persist, or die out. Social Norms opens with a critical review of the many outstanding issues in the research on norms: When are norms simply devices to ease cooperation, and when do they carry intrinsic moral weight? Do norms evolve gradually over time or spring up spontaneously as circumstances change? The volume then turns to case studies on the birth and death of norms in a variety of contexts, from protest movements, to marriage, to mushroom collecting. The authors detail the concrete social processes, such as repeated interactions, social learning, threats and sanctions, that produce, sustain, and enforce norms. One case study explains how it can become normative for citizens to participate in political protests in times of social upheaval. Another case study examines how the norm of objectivity in American journalism emerged: Did it arise by consensus as the professional creed of the press corps, or was it imposed upon journalists by their employers? A third case study examines the emergence of the norm of national self-determination: has it diffused as an element of global culture, or was it imposed by the actions of powerful states? The book concludes with an examination of what we know of norm emergence, highlighting areas of agreement and points of contradiction between the disciplines. Norms may be useful in explaining other phenomena in society, but until we have a coherent theory of their origins we have not truly explained norms themselves. Social Norms moves us closer to a true understanding of this ubiquitous feature of social life.

Immigration studies have increasingly focused on how immigrant adaptation to their new homelands is influenced by the social structures in the sending society, particularly its economy. Less scholarly research has focused on the ways that the cultural make-up of immigrant homelands influences their adaptation to life in a new country. In Ethnic Origins, Jeremy Hein investigates the role of religion, family, and other cultural factors on immigrant incorporation into American society by comparing the experiences of two little-known immigrant groups living in four different American cities not commonly regarded as immigrant gateways. Ethnic Origins provides an in-depth look at Hmong and Khmer refugees—people who left Asia as a result of failed U.S. foreign policy in their countries. These groups share low socio-economic status, but are vastly different in their norms, values, and histories. Hein compares their experience in two small towns—Rochester, Minnesota and Eau Claire, Wisconsin—and in two big cities—Chicago and Milwaukee—and examines how each group adjusted to these different settings. The two groups encountered both community hospitality and narrow-minded hatred in the small towns, contrasting sharply with the cold anonymity of the urban pecking order in the larger cities. Hein finds that for each group, their ethnic background was more important in shaping adaptation patterns than the place in which they settled. Hein shows how, in both the cities and towns, the Hmong's sharply drawn ethnic boundaries and minority status in their native land left them with less affinity for U.S. citizenship or "Asian American" panethnicity than the Khmer, whose ethnic boundary is more porous. Their differing ethnic backgrounds also influenced their reactions to prejudice and discrimination. The Hmong, with a strong group identity, perceived greater social inequality and supported collective political action to redress wrongs more than the individualistic Khmer, who tended to view personal hardship as a solitary misfortune, rather than part of a larger-scale injustice. Examining two unique immigrant groups in communities where immigrants have not traditionally settled, Ethnic Origins vividly illustrates the factors that shape immigrants' response to American society and suggests a need to refine prevailing theories of immigration. Hein's book is at once a novel look at a little-known segment of America's melting pot and a significant contribution to research on Asian immigration to the United States. Work first. That is the core idea behind the 1996 welfare reform legislation. It sounds appealing, but according to Making the Work-Based Safety Net Work Better, it collides with an exceptionally difficult reality. The degree to which work provides a way out of poverty depends greatly on the ability of low-skilled people to maintain stable employment and make progress toward an income that provides an adequate standard of living. This forward-looking volume examines eight areas of the safety net where families are falling through and describes how current policies and institutions could evolve to enhance the self-sufficiency of low-income families. David Neumark analyzes a range of labor market policies and finds overwhelming evidence that the minimum wage is ineffective in promoting self-sufficiency. Neumark suggests the Earned Income Tax Credit is a much more promising policy to boost employment among single mothers and family incomes. Greg Duncan, Lisa Gennetian, and Pamela Morris find no evidence that encouraging parents to work leads to better parenting, improved psychological health, or more positive role models for children. Instead, the connection between parental work and child achievement is linked to parents' improved access to quality child care. Rebecca Blank and Brian Kovak document an alarming increase in the number of single mothers who receive neither wages nor public assistance and who are significantly more likely to suffer from medical problems of their own or of a child. Time caps and work hour requirements embedded in benefits policies leave some mothers unable to work and ineligible for cash benefits. Marcia Meyers and Janet Gornick identify another gap: low-income families tend to lose financial support and health coverage long before they earn enough to access employer-based benefits and tax provisions. They propose building "institutional bridges" that minimize discontinuities associated with changes in employment, earnings, or family structure. Steven Raphael addresses a particularly troubling weakness of the work-based safety net—its inadequate provision for the large number of individuals who are or were incarcerated in the United States. He offers tractable suggestions for policy changes that could ease their transition back into non-institutionalized society and the labor market. Making the Work-Based Safety Net Work Better shows that the "work first" approach alone isn't working and suggests specific ways the social welfare system might be modified to produce greater gains for vulnerable families.

What determines the systematic allocation of status, power, and economic reward among lawyers?  What kind of social structure organizes lawyers' roles in the bar and in the larger community? As Heinz and Laumann convincingly demonstrate, the legal profession is stratified primarily by the character of the clients served, not by the type of legal service rendered.  In fact, the distinction between corporate and individual clients divides the bar into two remarkably separate hemispheres.  Using data from extensive personal interviews with nearly 800 Chicago lawyers, the authors show that lawyers who serve one type of client seldom serve the other.  Furthermore, lawyers' political, ethno-religious, and social ties are very likely to correspond to those of their client types.  Greater deference is consistently shown to corporate lawyers, who seem to acquire power by association with their powerful clients. Heinz and Laumann also discover that these two "hemispheres" of the legal profession are not effectively integrated by intraprofessional organizations such as the bar, courts, or law schools.  The fact that the bar is structured primarily along extraprofessional lines raises intriguing questions about the law and the nature of professionalism, questions addressed in a provocative and far-ranging final chapter. This volume, published jointly with the American Bar Foundation, offers a uniquely sophisticated and comprehensive analysis of lawyers' professional lives.  It will be of exceptional importance to sociologists and others interested in the legal profession, in the general study of professions, and in social stratification and the distribution of power.

The front-page story, based on research findings released by the American Federation of Teachers (AFT), sparked an explosive debate over the effectiveness of charter schools. In the ensuing drama, reputable scholars from both ends of the political spectrum launched charges and counter-charges over the research methodology and the implications of the data. Henig uses this political tug-of-war to illustrate broader problems relating to social science: of what relevance is supposedly non-partisan research when findings are wielded as political weapons on both sides of the debate? In the case of charter schools, Henig shows that despite the political posturing in public forums, many researchers have since revised their stances according to accumulating new evidence and have begun to find common ground. Over time, those who favored charter schools were willing to admit that in many instances charter schools are no better than traditional schools. And many who were initially alarmed by the potentially destructive consequences of school choice admitted that their fears were overblown. The core problem, Henig concludes, has less to do with research itself than with the way it is often sensationalized or misrepresented in public discourse. Despite considerable frustration over the politicization of research, until now there has been no systematic analysis of the problem. Spin Cycle provides an engaging narrative and instructive guide with far-reaching implications for the way research is presented to the public. Ultimately, Henig argues, we can do a better job of bringing research to bear on the task of social betterment.

Bureaucracy, confusing paperwork, and complex regulations—or what public policy scholars Pamela Herd and Donald Moynihan call administrative burdens—often introduce delay and frustration into our experiences with government agencies. Administrative burdens diminish the effectiveness of public programs and can even block individuals from fundamental rights like voting. In AdministrativeBurden, Herd and Moynihan document that the administrative burdens citizens regularly encounter in their interactions with the state are not simply unintended byproducts of governance, but the result of deliberate policy choices. Because burdens affect people’s perceptions of government and often perpetuate long-standing inequalities, understanding why administrative burdens exist and how they can be reduced is essential for maintaining a healthy public sector.
 
Through in-depth case studies of federal programs and controversial legislation, the authors show that administrative burdens are the nuts-and-bolts of policy design. Regarding controversial issues such as voter enfranchisement or abortion rights, lawmakers often use administrative burdens to limit access to rights or services they oppose. For instance, legislators have implemented administrative burdens such as complicated registration requirements and strict voter-identification laws to suppress turnout of African American voters. Similarly, the right to an abortion is legally protected, but many states require women seeking abortions to comply with burdens such as mandatory waiting periods, ultrasounds, and scripted counseling. As Herd and Moynihan demonstrate, administrative burdens often disproportionately affect the disadvantaged who lack the resources to deal with the financial and psychological costs of navigating these obstacles.
 
However, policymakers have sometimes reduced administrative burdens or shifted them away from citizens and onto the government. One example is Social Security, which early administrators of the program implemented in the 1930s with the goal of minimizing burdens for beneficiaries. As a result, the take-up rate is about 100 percent because the Social Security Administration keeps track of peoples’ earnings for them, automatically calculates benefits and eligibility, and simply requires an easy online enrollment or visiting one of 1,200 field offices. Making more programs and public services operate this efficiently, the authors argue, requires adoption of a nonpartisan, evidence-based metric for determining when and how to institute administrative burdens, with a bias toward reducing them. By ensuring that the public’s interaction with government is no more onerous than it need be, policymakers and administrators can reduce inequality, boost civic engagement, and build an efficient state that works for all citizens.

As working wives and single mothers increasingly replace the traditional homemaker, children spend greater portions of time in educational and daycare facilities outside the home, and those with single mothers stand the greatest chance of being welfare dependent. Wider changes in society have created even greater stress for children in certain groups as they age: out-of-wedlock births are on the rise for white teenagers, half of all Hispanic youths never graduate high school, and violence accounts for nearly 90 per cent of all black teenage deaths. American democracy relies on an accurate census to fairly allocate political representation and billions of dollars in federal funds. Declining participation in previous censuses and a general waning of civic engagement in society raised the possibility that the 2000 count would miss many Americans—disproportionately ethnic and racial minorities—depriving them of their share of influence in American society and yielding an unfair distribution of federal resources. Faced with this possibility, the Census Bureau launched a massive mobilization campaign to encourage Americans to complete and return their census forms. In The Hard Count, former Census Bureau director Kenneth Prewitt, D. Sunshine Hillygus, Norman H. Nie, and Heili Pals present a rigorous evaluation of this campaign. Can a busy, mobile, disengaged public be motivatived to participate in this civic activity? Using a rich set of data and drawing on theories of civic mobilization, political persuasion, and media effects, the authors assess the factors that influenced participation in the 2000 census.. The Hard Count profiles a watershed moment in the history of the American census. As the mobilization campaign was underway, political opposition to the census sprang up, citing privacy issues and seeking to limit the kind of data the census could collect. Hillygus, Nie, Prewitt, and Pals analyze the competing effects of the mobilization campaign and the privacy controversy on public attitudes and cooperation with the census. Using an internet based survey, the authors tracked a representative sample of Americans over time to gauge changes in census attitudes, privacy concerns, and their eventual decision whether or not to return their census form. The study uniquely captures the public's exposure to census advertising, community mobilization, and news stories, and was designed so people could view video clips and photos of actual campaign advertisements on their sets in their homes. The authors find that the Census Bureau campaign did in fact raise awareness of the census and census participation. The mobilization campaign was especially effective at increasing participation among groups historically undercounted by the census. They also find that census participation would have been higher if not for the privacy controversy, which discouraged many people from cooperating with the census and led others to omit information from their census form. The findings of The Hard Count have important policy implications for future census counts and offer theoretical insights regarding the influence of mobilization campaigns on civic participation. The goal of full and equal cooperation with the decennial census and other government surveys is an important national priority. The Hard Count shows that a mobilization campaign can dramatically increase voluntary participation in the decennial headcount and identifies emerging social and political challenges that may threaten future census counts and contribute to the growing fragility of our national statistical system.. Today, over 75 percent of high school seniors aspire to graduate from college. However, only one-third of Americans hold a bachelor’s degree, and college graduation rates vary significantly by race/ethnicity and parental socioeconomic status. If most young adults aspire to obtain a college degree, why are these disparities so great? In From High School to College, Charles Hirschman analyzes the period between leaving high school and completing college for nearly 10,000 public and private school students across the Pacific Northwest.

Hirschman finds that although there are few gender, racial, or immigration-related disparities in students’ aspirations to attend and complete college, certain groups succeed at the highest rates. For example, he finds that women achieve better high school grades and report receiving more support and encouragement from family, peers, and educators. They tend to outperform men in terms of preparing for college, enrolling in college within a year of finishing high school, and completing a degree. Similarly, second-generation immigrants are better prepared for college than first-generation immigrants, in part because they do not have to face language barriers or learn how to navigate the American educational system.

Hirschman also documents that racial disparities in college graduation rates remain stark. In his sample, 35 percent of white students graduated from college within seven years of completing high school, compared to only 19 percent of black students and 18 percent of Hispanic students. Students’ socioeconomic origins—including parental education and employment, home ownership, and family structure—account for most of the college graduation gap between disadvantaged minorities and white students. Further, while a few Asian ethnic groups have achieved college completion rates on par with whites, such as Chinese and Koreans, others, whose socioeconomic origins more resemble those of black and Hispanic students, such as Filipinos and Cambodians, also lag behind in preparedness, enrollment, and graduation from college.

With a growing number of young adults seeking college degrees, understanding the barriers that different students encounter provides vital information for social scientists and educators. From High School to College illuminates how gender, immigration, and ethnicity influence the path to college graduation.

Not surprisingly, Hogan finds that couples who are together when their child is born have a higher likelihood of divorcing than other parents do. The potential for financial insecurity contributes to this anxiety, especially as many parents must strike a careful balance between employment and caregiving. Mothers are less likely to have paid employment, and the financial burden on single parents can be devastating. One-third of children with disabilities live in single-parent households, and nearly 30 percent of families raising a child with a disability live in poverty. Because of the high levels of stress these families incur, support networks are crucial. Grandparents are often a source of support. Siblings can also assist with personal care and, consequently, tend to develop more helpful attitudes, be more inclusive of others, and be more tolerant. But these siblings are at risk for their own health problems: they are three times more likely to experience poor health than children in homes where there is no child with a disability. Yet this book also shows that raising a child with a disability includes unexpected rewards—the families tend to be closer, and they engage in more shared activities such as games, television, and meals. Family Consequences of Children's Disabilities offers access to a world many never see or prefer to ignore. The book provides vital information on effective treatment, rehabilitation, and enablement to medical professionals, educators, social workers, and lawmakers. For example, tests may influence who gets a job or who is selected to attend a college or graduate school. But not everyone has agreed that tests are a good thing. Over the past twenty years a wave of complaints has led to congressional hearings, court cases, and formal grievances before state and federal commissions. Holmen and Docter have analyzed these complaints and criticisms not only by considering the tests themselves but through examining the ways tests are used as elements in assessment systems. The applications of tests in clinical and counseling work, in educational achievement testing, and in personnel selection is discussed and evaluated. While the least amount of testing is in the personnel selections area, this is where the most complaints are found. Educational achievement testing has by far the largest testing programs and a wide range of criticisms has been voiced concerning this kind of assessment. Testing in connection with clinical and counseling work has generated the least public concern. An extensive analysis is given of the organizations which comprise the testing industry, including the various developers and publishers of tests and also test scoring organizations. The users of tests are considered from the standpoint of their professional training and also in terms of how their organizations influence technical standards of test development.

Drawn from asurvey of over 3,000 employers in four major metropolitan areas—Los Angeles, Boston, Atlanta, and Detroit—this volume provides a wealth of data on what jobs are available to the less-educated, in what industries, what skills they require, where they are located, what they pay, and how they are filled. The evidence points to a dramatic surge in suburban, white-collar jobs. The manufacturing industry—once a steady employer of blue-collar workers—has been eclipsed by the expanding retail trade and service industries, where the vast majority of jobs are in clerical, managerial, or sales positions. Since manufacturing establishments have been the most likely employers to move from the central cities to the suburbs, the shortage of jobs for low-skill urban workers is particularly acute. In the central cities, the problem is compounded and available jobs remain vacant because employers increasingly require greater cognitive and social skills as well as specific job-related experience. Holzer reveals the extent to which minorities are routinely excluded by employer recruitment and screening practices that rely heavily on testing, informal referrals, and stable work histories. The inaccessible location and discriminatory hiring patterns of suburban employers further limit the hiring of black males in particular, while earnings, especially for minority females, remain low. Proponents of welfare reform often assume that stricter work requirements and shorter eligibility periods will effectively channel welfare recipients toward steady employment and off federal subsidies. What Employers Want directly challenges this premise and demonstrates that only concerted efforts to close the gap between urban employers and inner city residents can produce healthy levels of employment in the nation's cities. Professor Holzer outlines the measures that will benecessary—targeted education and training programs, improved transportation and job placement, heightened enforcement of antidiscrimination laws, and aggressive job creation strategies. Where Are All the Good Jobs Going? addresses the most pressing questions for today's workers: whether the U.S. labor market can still produce jobs with good pay and benefits for the majority of workers and whether these jobs can remain stable over time. What constitutes a "good" job, who gets them, and are they becoming more or less secure? Where Are All the Good Jobs Going? examines U.S. job quality and volatility from the perspectives of both workers and employers. The authors analyze the Longitudinal Employer Household Dynamics (LEHD) data compiled by the U.S. Census Bureau, and the book covers data for twelve states during twelve years, 1992–2003, resulting in an unprecedented examination of workers and firms in several industries over time. Counter to conventional wisdom, the authors find that good jobs are not disappearing, but their character and location have changed. The market produces fewer good jobs in manufacturing and more in professional services and finance. Not surprisingly, the best jobs with the highest pay still go to the most educated workers. The most vulnerable workers—older, low-income, and low-skilled—work in the most insecure environments where they can be easily downsized or displaced by a fickle labor market. A higher federal minimum wage and increased unionization can contribute to the creation of well paying jobs. So can economic strategies that help smaller metropolitan areas support new businesses. These efforts, however, must function in tandem with policies that prepare workers for available positions, such as improving general educational attainment and providing career education. Where Are All the Good Jobs Going? makes clear that future policies will need to address not only how to produce good jobs but how to produce good workers. This cohesive study takes the necessary first steps with a sensible approach to the needs of workers and the firms that hire them.

The Affordable Care Act (ACA), the sweeping health care reform enacted by the Obama Administration in 2010, continues to be a contentious policy at the center of highly polarized political debates. Both before and after the law’s passage, political elites on both sides of the issue attempted to sway public opinion through two traditional approaches: messaging and policymaking itself.  They operated under the assumption that the public’s personal experiences toward the law would make them more favorable. Yet these tried-and-true methods have had limited influence on public attitudes toward the ACA. Public opinion towards the ACA remained stable from 2010 to 2016, with more Americans opposing the law than supporting it. It was only after Donald Trump was elected in 2016 and the prospect of the law being repealed became a reality that public opinion swung in favor of the ACA. If traditional methods of influencing public opinion had little impact on attitudes towards the ACA, what did? In Stable Condition, political scientist Daniel J. Hopkins draws on survey data from 2009 to 2020 to assess how a variety of factors such as personal experience, political messaging, and partisanship did or did not affect public opinion on the ACA.
 
Hopkins finds that although personal experience with the ACA’s Medicaid expansion increased favorability among low-income Americans, it did not have a broader overall impact on public opinion. Personal experience with the Health Insurance Marketplace did not increase wider support for the ACA either. Due to the complex nature of the law, users of the Marketplace often did not realize they were benefiting from the ACA. Therefore, perceptions of the Marketplace were shaped by high-profile issues with the enrollment website and opposition to the individual mandate. These experiences ultimately offset one another, resulting in little discernable change in public opinion overall. Hopkins argues that political polarization was also responsible for elite’s limited influence and that public opinion on the ACA was largely determined by partisanship and political affiliation. Americans quickly aligned with their party’s stance on the law and were resistant to changing their beliefs despite the efforts of political elites. 
 
Stable Condition is an illuminating examination of the limits of elites’ influence and the forces that shaped public opinion about the Affordable Care Act.

How is it possible that the United States, which spends more than any other nation on health care and insurance, now has a population markedly less healthy than those of many other nations? Sociologist and public health expert James S. House analyzes this paradoxical crisis, offering surprising new explanations for how and why the United States has fallen into this trap. In Beyond Obamacare, House shows that health care reforms, including the Affordable Care Act, cannot resolve this crisis because they do not focus on the underlying causes for the nation’s poor health outcomes, which are largely social, economic, environmental, psychological, and behavioral. House demonstrates that the problems of our broken health care and insurance system are interconnected with our large and growing social disparities in education, income, and other conditions of life and work, and calls for a complete reorientation of how we think about health. He concludes that we need to move away from our misguided and almost exclusive focus on biomedical determinants of health, and to place more emphasis on addressing social, economic, and other inequalities. House’s review of the evidence suggests that the landmark Affordable Care Act of 2010, and even universal access to health care, are likely to yield only marginal improvements in population health or in reducing health care expenditures. In order to rein in spending and improve population health, we need to refocus health policy from the supply side—which makes more and presumably better health care available to more citizens—to the demand side—which would improve population health though means other than health care and insurance, thereby reducing need and spending for health care. House shows how policies that provide expanded educational opportunities, more and better jobs and income, reduced racial-ethnic discrimination and segregation, and improved neighborhood quality enhance population health and quality of life as well as help curb health spending. He recommends redirecting funds from inefficient supply-side health care measures toward broader social initiatives focused on education, income support, civil rights, housing and neighborhoods, and other reforms, which can be paid for from savings in expenditures for health care and insurance. A provocative reconceptualization of health in America, Beyond Obamacare looks past partisan debates to show how cost-efficient and effective health policies begin with more comprehensive social policy reforms.

Over the last forty years, U.S. workers have faced stagnant or falling wages, growing wage inequality, and an increasing incidence of low and poverty-wage jobs. Young workers who lack advanced degrees and workers of color have been the hardest hit. In this issue of RSF, edited by economist David R. Howell and sociologist Arne L. Kalleberg, an interdisciplinary group of contributors analyze the state of job quality, especially for low-wage workers and those in nonstandard work arrangements. Howell and Kalleberg’s introductory article suggests that leading explanations for worsening job quality can be organized into three broad views of the labor market: a competitive market model; a contested markets model, where wage-setting takes place in firms that operate in imperfect markets and where employers have substantial bargaining power; and social-institutional approaches that underscore the importance of social, political, and structural forces.

As a result of technological changes and outsourcing, unpredictable and uncertain work schedules are now widespread. Contributors Cathy Yang Liu and Luísa Nazareno demonstrate that workers in nonstandard employment arrangements earn less and work fewer hours than full-time workers. Susan Lambert, Julia Henly, and Jaesung Kim demonstrate that in addition to the financial insecurity caused by precarious work schedules, those who experience shortfalls in hours are increasingly distrustful of societal institutions. Other contributors examine job quality for women and people of color. David S. Pedulla and Katariina Mueller-Gastell study the rates at which various groups of workers apply for nonstandard jobs, and find that black and Hispanic workers are overrepresented in such positions. Michael Schultz examines mobility out of low-wage work and finds that women and nonwhites are the most entrenched in such jobs. He shows that there is greater mobility out of low-wage work where unions foster the use of job ladders and pay scales.

The issue recommends a slate of policies for creating better jobs, including increasing the federal minimum wage; strengthening collective and individual bargaining, especially through unions; and widening access to health insurance, paid sick and family leave, and childcare. In the absence of family-friendly policies at the federal level, sociologists Rachel Dwyer and Erik Olin Wright propose investments in the “social and solidarity” economy, including NGOs, nonprofit organizations, social enterprises, and worker cooperatives.

Given the centrality of work to human welfare, enhancing the quality of jobs is of urgent concern to workers, employers, and society at large. This issue of RSF helps us better understand the reasons for and consequences of declining job quality and suggests policies that would protect the most vulnerable workers.
