The mere word "bureaucracy" brings to mind images of endless lines, piles of paperwork, and frustrating battles over rules and red tape. But some bureaucracies are clearly more efficient and responsive than others. Why? In Teaching, Tasks, and Trust, distinguished political scientists John Brehm and Scott Gates show that a good part of the answer may be found in the roles that middle managers play in teaching and supporting the front-line employees who make a bureaucracy work. Brehm and Gates employ a range of sophisticated modeling and statistical methods in their analysis of employees in federal agencies, police departments, and social service centers. Looking directly at what front-line workers say about their supervisors, they find that employees who feel they have received adequate training have a clearer understanding of the agency's mission, which leads to improved efficiency within their departments. Quality training translates to trust – employees who feel supported and well-trained for the job are more likely to trust their supervisors than those who report being subject to constant monitoring and a strict hierarchy. Managers who "stand up" for employees—to media, government, and other agency officials—are particularly effective in cultivating the trust of their workers. And trust, the authors find, motivates superior job performance and commitment to the agency's mission. Employees who trust their supervisors report that they work harder, put in longer hours, and are less likely to break rules. The authors extend these findings to show that once supervisors grain trust, they enjoy greater latitude in influencing how employees allocate their time while working. Brehm and Gates show how these three executive roles are interrelated—training and protection for employees gives rise to trust, which provides supervisors with the leverage to stimulate improved performance among their workers. This new model—which frames supervisors as teachers and protectors instead of taskmasters—has widespread implications for training a new generation of leaders and creating more efficient organizations. Bureaucracies are notorious for inefficiency, but mid-level supervisors, who are often regarded as powerless, retain tremendous power to build a more productive workforce. In 1996, President Bill Clinton hailed the "end of welfare as we know it" when he signed the Personal Responsibility and Work Opportunity Act. The law effectively transformed the nation's welfare system from an entitlement to a work-based one, instituting new time limits on welfare payments and restrictions on public assistance for legal immigrants. In They Say Cutback, We Say Fight Back, Ellen Reese offers a timely review of welfare reform and its controversial design, now sorely tested in the aftermath of the Great Recession. The book also chronicles the largely untold story of a new grassroots coalition that opposed the law and continues to challenge and reshape its legacy. While most accounts of welfare policy highlight themes of race, class and gender, They Say Cutback examines how welfare recipients and their allies contested welfare reform from the bottom-up. Using in-depth case studies of campaigns in Wisconsin and California, Reese argues that a crucial phase in policymaking unfolded after the bill's passage. As counties and states set out to redesign their welfare programs, activists scored significant victories by lobbying officials at different levels of American government through media outreach, protests and organizing. Such efforts tended to enjoy more success when based on broad coalitions that cut across race and class, drawing together a shifting alliance of immigrants, public sector unions, feminists, and the poor. The book tracks the tensions and strategies of this unwieldy group brought together inadvertently by their opposition to four major aspects of welfare reform: immigrants' benefits, welfare-to-work policies, privatization of welfare agencies, and child care services. Success in scoring reversals was uneven and subject to local demographic, political and institutional factors. In California, for example, workfare policies created a large and concentrated pool of new workers that public sector unions could organize in campaigns to change policies. In Wisconsin, by contrast, such workers were scattered and largely placed in private sector jobs, leaving unions at a disadvantage. Large Latino and Asian immigrant populations in California successfully lobbied to restore access to public assistance programs, while mobilization in Wisconsin remained more limited. On the other hand, the unionization of child care providers succeeded in Wisconsin – but failed in California – because of contrasting gubernatorial politics. With vivid descriptions of the new players and alliances in each of these campaigns, Reese paints a nuanced and complex portrait of the modern American welfare state. At a time when more than 40 million Americans live in poverty, They Say Cutback offers a sobering assessment of the nation's safety net. But at its most basic level, immigration is a process that affects people and their identities in deeply personal ways. In To Be an Immigrant, social psychologist Kay Deaux explores the role of both social conditions and individual capacities in determining how well immigrants adapt to life in their new homelands, and makes a strong case for the relevance of social psychology in immigration studies. To Be an Immigrant looks at how immigrants are defined, shaped, and challenged by the cultural environment they encounter in their new country and offers an integrated psychological framework for studying the immigrant experience. Deaux argues that in addition to looking at macro-level factors like public policies and social conditions and micro-level issues like individual choices, immigration scholars should also study influences that occur on an intermediate level, such as interpersonal encounters. Each of these three levels of analysis is essential to understanding how immigrants adapt to a new homeland and form distinct identities. As a case study for her framework, Deaux examines West Indians, exploring their perceptions of the stereotypes they face in the United States and their feelings of connection to their new home. Though race plays a limited role in the West Indies, it becomes more relevant to migrants once they arrive in the United States, where they are primarily identified by others as black, rather than Guyanese or Jamaican. Deaux's research adds to a growing literature in social psychology on stereotype threat, which suggests that negative stereotypes about one's group can hinder an individual's performance. She finds that immigrants who have been in the United States longer and identify themselves as African American suffer from the negative effects of stereotype threat more than recent immigrants. More than a discrete event, immigration can be understood as a life-long process that continues to affect people well after they have migrated. To Be an Immigrant takes a novel approach to the study of immigration, looking at how societal influences help shape immigrants and their understanding of who they are.

The belief that with hard work and determination, all children have the opportunity to succeed in life is a cherished part of the American Dream. Yet, increased inequality in America has made that dream more difficult for many to obtain. In Too Many Children Left Behind, an international team of social scientists assesses how social mobility varies in the United States compared with Australia, Canada, and the United Kingdom. Bruce Bradbury, Miles Corak, Jane Waldfogel, and Elizabeth Washbrook show that the academic achievement gap between disadvantaged American children and their more advantaged peers is far greater than in other wealthy countries, with serious consequences for their future life outcomes. With education the key to expanding opportunities for those born into low socioeconomic status families, Too Many Children Left Behind helps us better understand educational disparities and how to reduce them.

Analyzing data on 8,000 school children in the United States, the authors demonstrate that disadvantages that begin early in life have long lasting effects on academic performance. The social inequalities that children experience before they start school contribute to a large gap in test scores between low- and high-SES students later in life. Many children from low-SES backgrounds lack critical resources, including books, high-quality child care, and other goods and services that foster the stimulating environment necessary for cognitive development. The authors find that not only is a child’s academic success deeply tied to his or her family background, but that this class-based achievement gap does not narrow as the child proceeds through school.

The authors compare test score gaps from the United States with those from three other countries and find smaller achievement gaps and greater social mobility in all three, particularly in Canada. The wider availability of public resources for disadvantaged children in those countries facilitates the early child development that is fundamental for academic success. All three countries provide stronger social services than the United States, including universal health insurance, universal preschool, paid parental leave, and other supports. The authors conclude that the United States could narrow its achievement gap by adopting public policies that expand support for children in the form of tax credits, parenting programs, and pre-K.

With economic inequalities limiting the futures of millions of children, Too Many Children Left Behind is a timely study that uses global evidence to show how the United States can do more to level the playing field.

This timely and important book articulates clearly, and in nontechnical language, the recent changes that many have sensed in the American legal system but that few have discussed in so powerful and sensible a way. What does it mean to "trust?" What makes us feel secure enough to place our confidence—even at times our welfare—in the hands of other people? Is it possible to "trust" an institution? What exactly do people mean when they claim to "distrust" their governments? As difficult as it may be to define, trust is essential to the formation and maintenance of a civil society. In Trust and Trustworthiness political scientist Russell Hardin addresses the standard theories of trust and articulates his own new and compelling idea: that much of what we call trust can be best described as "encapsulated interest." Research into the roles of trust in our society has offered a broad range of often conflicting theories. Some theorists maintain that trust is a social virtue that cannot be reduced to strategic self-interest; others claim that trusting another person is ultimately a rational calculation based on information about that person and his or her incentives and motivations. Hardin argues that we place our trust in persons whom we believe to have strong reasons to act in our best interests. He claims that we are correct when we assume that the main incentive of those whom we trust is to maintain a relationship with us—whether it be for reasons of economic benefit or for love and friendship. Hardin articulates his theory using examples from a broad array of personal and social relationships, paying particular attention to explanations of the development of trusting relationships. He also examines trustworthiness and seeks to understand why people may behave in ways that violate their own self-interest in order to honor commitments they have made to others. Most Americans agree on the necessity of education reform, but there is little consensus about how this goal might be achieved. The rhetoric of standards and vouchers has occupied center stage, polarizing public opinion and affording little room for reflection on the intangible conditions that make for good schools. Trust in Schools engages this debate with a compelling examination of the importance of social relationships in the successful implementation of school reform. Over the course of three years, Bryk and Schneider, together with a diverse team of other researchers and school practitioners, studied reform in twelve Chicago elementary schools. Each school was undergoing extensive reorganization in response to the Chicago School Reform Act of 1988, which called for greater involvement of parents and local community leaders in their neighborhood schools. Drawing on years longitudinal survey and achievement data, as well as in-depth interviews with principals, teachers, parents, and local community leaders, the authors develop a thorough account of how effective social relationships—which they term relational trust—can serve as a prime resource for school improvement. Using case studies of the network of relationships that make up the school community, Bryk and Schneider examine how the myriad social exchanges that make up daily life in a school community generate, or fail to generate, a successful educational environment. The personal dynamics among teachers, students, and their parents, for example, influence whether students regularly attend school and sustain their efforts in the difficult task of learning. In schools characterized by high relational trust, educators were more likely to experiment with new practices and work together with parents to advance improvements. As a result, these schools were also more likely to demonstrate marked gains in student learning. In contrast, schools with weak trust relations saw virtually no improvement in their reading or mathematics scores. Trust in Schools demonstrates convincingly that the quality of social relationships operating in and around schools is central to their functioning, and strongly predicts positive student outcomes. This book offer insights into how trust can be built and sustained in school communities, and identifies some features of public school systems that can impede such development. Bryk and Schneider show how a broad base of trust across a school community can provide a critical resource as education professional and parents embark on major school reforms. Likewise, new immigrants are often able to draw heavily upon the trust of prior arrivals—frequently kin—to obtain work and start-up capital. Trust in Society explains how trust is fostered among members of voluntary associations—such as soccer clubs, choirs, and church groups—and asks whether this trust spills over into other civic activities of wider benefit to society. The book also scrutinizes the relationship between trust and formal regulatory institutions, such as the law, that either substitute for trust when it is absent, or protect people from the worst consequences of trust when it is misplaced. Moreover, psychological research reveals how compliance with the law depends more on public trust in the motives of the police and courts than on fear of punishment. The contributors to this volume demonstrate the growing analytical sophistication of trust research and its wide-ranging explanatory power. Public opinion polls suggest that American's trust in the police and courts is declining. The same polls also reveal a disturbing racial divide, with minorities expressing greater levels of distrust than whites. Practices such as racial profiling, zero-tolerance and three-strikes laws, the use of excessive force, and harsh punishments for minor drug crimes all contribute to perceptions of injustice. In Trust in the Law, psychologists Tom R. Tyler and Yuen J. Huo present a compelling argument that effective law enforcement requires the active engagement and participation of the communities it serves, and argue for a cooperative approach to law enforcement that appeals to people's sense of fair play, even if the outcomes are not always those with which they agree. Based on a wide-ranging survey of citizens who had recent contact with the police or courts in Oakland and Los Angeles, Trust in the Law examines the sources of people's favorable and unfavorable reactions to their encounters with legal authorities. Tyler and Huo address the issue from a variety of angles: the psychology of decision acceptance, the importance of individual personal experiences, and the role of ethnic group identification. They find that people react primarily to whether or not they are treated with dignity and respect, and the degree to which they feel they have been treated fairly helps to shape their acceptance of the legal process. Their findings show significantly less willingness on the part of minority group members who feel they have been treated unfairly to trust the motives to subsequent legal decisions of law enforcement authorities. Since most people in the study generalize from their personal experiences with individual police officers and judges, Tyler and Huo suggest that gaining maximum cooperation and consent of the public depends upon fair and transparent decision-making and treatment on the part of law enforcement officers. Tyler and Huo conclude that the best way to encourage compliance with the law is for legal authorities to implement programs that foster a sense of personal involvement and responsibility. For example, community policing programs, in which the local population is actively engaged in monitoring its own neighborhood, have been shown to be an effective tool in improving police-community relationships. Cooperation between legal authorities and community members is a much discussed but often elusive goal. Trust in the Law shows that legal authorities can behave in ways that encourage the voluntary acceptance of their directives, while also building trust and confidence in the overall legitimacy of the police and courts.
