The perceived shortage of cybersecurity professionals working on national security may endanger the nation’s networks and be a disadvantage in cyberspace conflict. RAND examined the cybersecurity labor market, especially in regard to national defense. Analysis suggests market forces and government programs will draw more workers into the profession in time, and steps taken today would not bear fruit for another five to ten years.

This report documents research focused on helping the Department of Defense build a more-systematic approach to hazing prevention and response. The report documents theory and research on the root causes of hazing and findings and recommendations regarding how best to define hazing, practices to prevent and respond to incidents of hazing, and how the armed forces can improve the tracking of hazing incidents.

In this report, the authors use the Wounded Warrior Project’s 2013 survey of its members (alumni) to understand the physical, mental, and economic challenges that Wounded Warriors face. The researchers find that at least half of alumni reported dealing with mental health conditions such as depression and posttraumatic stress disorder, and many of these alumni reported difficulties or delays in seeking mental health care, or not doing so at all.

The Wounded Warrior Project has developed programs to help care for injured service members and veterans. This report describes how project alumnus respondents are faring in domains related to mental health and resiliency, physical health, and employment and finances.

This report discusses the results of occupation surveys administered to soldiers in selected Army military occupational specialties (MOSs) to assess the level and importance of the knowledge, skills, and abilities needed in these MOSs and to develop better crosswalks between military and civilian occupations. The report identifies both a broader range of military-civilian occupation matches and higher-quality matches than existing crosswalks.

Little has been reported about “military caregivers”—the population of those who care for wounded, ill, and injured military personnel and veterans. This report summarizes the results of a study designed to describe the magnitude of military caregiving in the United States today, as well as to identify gaps in the array of programs, policies, and initiatives designed to support military caregivers.

Hispanics are less represented in the U.S. Department of Defense (DoD) civilian workforce than in the federal civilian workforce and the civilian labor force. This report assesses what factors might account for Hispanic underrepresentation in DoD. It includes assessments of trends in Hispanic employment and analyses of job applicant data. It also presents findings from interviews with representatives of DoD and of Hispanic-serving institutions.

The sharing of intelligence and law enforcement information is a central part of U.S. domestic security efforts, yet there are concerns about the effectiveness of information-sharing and fusion activities and their value relative to the public funds invested in them. This report lays out the challenges of evaluating information-sharing efforts that seek to achieve multiple goals simultaneously; reviews past evaluations of information-sharing programs; and lays out a path to improving the evaluation of such efforts.

This report assesses the effectiveness of correctional education programs for both incarcerated adults and juveniles and the cost-effectiveness of adult correctional education. It also provides results of a survey of U.S. state correctional education directors that give an up-to-date picture of what correctional education looks like today. Finally, the authors offer recommendations for improving the field of correctional education moving forward.

This report identifies potential mechanisms through which the Affordable Care Act (ACA) might affect liability claim costs and develops rough estimates of the size and direction of expected impacts as of 2016. Overall, effects of the ACA appear likely to be small relative to aggregate auto, workers’ compensation, and medical malpractice insurer payouts, but some states and insurance lines may experience cost changes as high as 5 percent or more.
