Despite the scope of the threat they pose to Mexico’s security, violent drug-trafficking organizations are not well understood, and optimal strategies to combat them have not been identified. While there is no perfectly analogous case from history, Mexico stands to benefit from historical lessons and efforts that were correlated with improvement in countries facing similar challenges related to violence and corruption.

With the establishment of U.S. Cyber Command, the cyber force is gaining visibility and authority, but challenges remain, particularly in the areas of acquisition and personnel recruitment and career progression. A review of commonalities, similarities, and differences between the still-nascent U.S. cyber force and early U.S. special operations forces, conducted in 2010, offers salient lessons for the future direction of U.S. cyber forces.

On September 11, 2001, the United States was without a plan for military operations in Afghanistan. One was quickly created by the Defense Department and operations began October 7. The Taliban was toppled in less than two months. This report describes preparations at CENTCOM and elsewhere, Army operations and support activities, building a coalition, and civil-military operations in Afghanistan from October 2001 through June 2002.

U.S. Air Force (USAF) global posture—its overseas forces, facilities, and arrangements with partner nations—faces a variety of fiscal, political, and military challenges. This report seeks to identify why the USAF needs a global posture, where it needs basing and access, the types of security partnerships that minimize peacetime access risk, and the amount of forward presence that the USAF requires.

This report examines the prospects for stabilization in Mali following the political and military crisis that began in 2012. To this end, it examines Mali’s peace settlements since the early 1990s to identify flaws and successes. The report also explores whether Mali’s neighbor Niger owes its current stability to a more favorable context, shrewd policies, or sheer luck, and whether it might offer a model of resilience for Mali.

This report examines potential transformations that could alter Russia’s current cooperative stance in the Arctic. It analyzes current security challenges related to climate and geography, economy, territorial claims, and military power, suggests some ways in which these could undermine Arctic cooperation, and offers recommendations for the U.S. government to manage the risks to cooperation.
