The success of counterterrorism finance strategies in reducing terrorist access to official currencies has raised concerns that terrorist organizations might increase their use of such digital cryptocurrencies as Bitcoin to support their activities. RAND researchers thus consider the needs of terrorist groups and the advantages and disadvantages of the cryptocurrency technologies available to them.

On September 11, 2001, the United States was without a plan for military operations in Afghanistan. One was quickly created by the Defense Department and operations began October 7. The Taliban was toppled in less than two months. This report describes preparations at CENTCOM and elsewhere, Army operations and support activities, building a coalition, and civil-military operations in Afghanistan from October 2001 through June 2002.

The illicit antiquities market is fueled by a well-documented rise in looting at archaeological sites and a fear that the proceeds of such looting may be financing terrorism or rogue states. In this report, the authors compile evidence from numerous open sources to outline the major policy-relevant characteristics of that market and to propose the way forward for developing policies intended to disrupt illicit networks.

The Islamic State of Iraq and the Levant (ISIL) has recently been more successful than al Qaeda in gaining U.S. terrorist recruits. The authors undertake a demographic profile of individuals drawn to foreign terrorist organizations and find that the affiliates average terrorists recruited by ISIL is younger, less educated, and more likely to be African American/black or Caucasian/white and a U.S.-born citizen.

Political and civil discourse in the United States is characterized by “Truth Decay,” defined as increasing disagreement about facts, a blurring of the line between opinion and fact, an increase in the relative volume of opinion compared with fact, and lowered trust in formerly respected sources of factual information. This report explores the causes and wide-ranging consequences of Truth Decay and proposes strategies for further action.
