But the president quickly faced skepticism from supporters and fierce opposition from Republicans, who scored sweeping wins in the 2010 midterm election. Here, noted political scientist Theda Skocpol surveys the political landscape and explores its most consequential questions: What happened to Obama’s “new New Deal”? Why have his achievements enraged opponents more than they have satisfied supporters? How has the Tea Party’s ascendance reshaped American politics?

Skocpol’s compelling account rises above conventional wisdom and overwrought rhetoric. The Obama administration’s response to the recession produced bold initiatives—health care reform, changes in college loans, financial regulation—that promise security and opportunity. But these reforms are complex and will take years to implement. Potential beneficiaries do not readily understand them, yet the reforms alarm powerful interests and political enemies, creating the volatile mix of confusion and fear from which Tea Party forces erupted. Skocpol dissects the popular and elite components of the Tea Party reaction that has boosted the Republican Party while pushing it far to the right at a critical juncture for U.S. politics and governance.

Skocpol’s analysis is accompanied by contributions from two fellow scholars and a former congressman. At this moment of economic uncertainty and extreme polarization, as voters prepare to render another verdict on Obama’s historic presidency, Skocpol and her respondents help us to understand its triumphs and setbacks and see where we might be headed next.

Democrats and Republicans are fighting a parliamentary war in the Senate to steer the future of the country. James Wallner presents a bargaining model of procedural change to explain the persistence of the filibuster in this polarized environment, focusing on the dynamics responsible for contested procedural change. Wallner’s model explains why Senate majorities have historically tolerated the filibuster, even when it has defeated their agendas, despite having the power to eliminate it. The U.S. Supreme Court, with its controlled, highly institutionalized decision-making practices, provides an ideal environment for studying coalition formation. The process begins during the oral argument stage, which provides the justices with their first opportunity to hear one another's attitudes and concerns specific to a case. This information gathering allows them eventually to form a coalition.

In order to uncover the workings of this process, the authors analyze oral argument transcripts from every case decided from 1998 through 2007 as well as the complete collection of notes kept during oral arguments by Justice Lewis F. Powell and Justice Harry A. Blackmun. Both justices clearly monitored their fellow justices' participation in the discussion and used their observations to craft opinions their colleagues would be likely to support. This study represents a major step forward in the understanding of coalition formation, which is a crucial aspect of many areas of political debate and decision making.

Adopted in 1868, the Fourteenth Amendment profoundly changed the Constitution, giving the federal judiciary and Congress new powers to protect the fundamental rights of individuals from being violated by the states. Yet, the Supreme Court has long misunderstood or ignored the original meaning of its key Section I clauses.

Barnett and Bernick contend that the Fourteenth Amendment must be understood as the culmination of decades of debate about the meaning of the antebellum Constitution. In the course of this debate, antislavery advocates advanced arguments informed by natural rights, the Declaration of Independence, and the common law, as well as what is today called public-meaning originalism.

The authors show how these arguments and the principles of the Declaration in particular eventually came to modify the Constitution. They also propose workable doctrines for implementing the amendment’s key provisions covering the privileges and immunities of citizenship, due process, and equal protection under the law.

Our Common Bonds
shows that—although there is no silver bullet that will eradicate partisan animosity—there are concrete interventions that can reduce it. Matthew Levendusky argues that partisan animosity stems in part from partisans’ misperceptions of one another. Democrats and Republicans think they have nothing in common, but this is not true. Drawing on survey and experimental evidence, the book shows that it is possible to help partisans reframe the lens through which they evaluate the out-party by priming commonalities—specifically, shared identities outside of politics, cross-party friendships, and common issue positions and values identified through civil cross-party dialogue.  Doing so lessons partisan animosity, and it can even reduce ideological polarization. The book discusses what these findings mean for real-world efforts to bridge the partisan divide.

Feared by conservatives and embraced by liberals when he entered the White House, Barack Obama has since been battered by criticism from both sides. In Out of Many, One, Ruth O’Brien explains why. We are accustomed to seeing politicians supporting either a minimalist state characterized by unfettered capitalism and individual rights or a relatively strong welfare state and regulatory capitalism. Obama, O’Brien argues, represents the values of a lesser-known third tradition in American political thought that defies the usual left-right categorization.

Bearing traces of Baruch Spinoza, John Dewey, and Saul Alinsky, Obama’s progressivism embraces the ideas of mutual reliance and collective responsibility, and adopts an interconnected view of the individual and the state. So, while Obama might emphasize difference, he rejects identity politics, which can create permanent minorities and diminish individual agency. Analyzing Obama’s major legislative victories—financial regulation, health care, and the stimulus package—O’Brien shows how they reflect a stakeholder society that neither regulates in the manner of the New Deal nor deregulates. Instead, Obama focuses on negotiated rule making and allows executive branch agencies to fill in the details when dealing with a deadlocked Congress. Similarly, his commitment to difference and his resistance to universal mandates underlies his reluctance to advocate for human rights as much as many on the Democratic left had hoped.

By establishing Obama within the context of a much longer and broader political tradition, this book sheds critical light on both the political and philosophical underpinnings of his presidency and a fundamental shift in American political thought.

In the run-up to the 2003 invasion of Iraq, a fair number of Americans thought the idea was crazy. Now everyone, except a few die-hards, thinks it was. So what was going through the minds of the talented and experienced men and women who planned and initiated the war? What were their assumptions? Overreach aims to recover those presuppositions.

Michael MacDonald examines the standard hypotheses for the decision to attack, showing them to be either wrong or of secondary importance: the personality of President George W. Bush, including his relationship with his father; Republican electoral considerations; the oil lobby; the Israeli lobby. He also undermines the argument that the war failed because of the Bush administration’s incompetence.

The more fundamental reasons for the Iraq War and its failure, MacDonald argues, are located in basic axioms of American foreign policy, which equate America’s ideals with its interests (distorting both in the process) and project those ideals as universally applicable. Believing that democratic principles would bring order to Iraq naturally and spontaneously, regardless of the region’s history and culture or what Iraqis themselves wanted, neoconservative thinkers, with support from many on the left, advocated breaking the back of state power under Saddam Hussein. They maintained that by bringing about radical regime change, the United States was promoting liberalism, capitalism, and democracy in Iraq. But what it did instead was unleash chaos.
