In April 1955, twenty-nine countries from Africa, Asia, and the Middle East came together for a diplomatic conference in Bandung, Indonesia, intending to define the direction of the postcolonial world. Representing approximately two-thirds of the world’s population, the Bandung conference occurred during a key moment of transition in the mid-twentieth century—amid the global wave of decolonization that took place after the Second World War and the nascent establishment of a new cold war world order in its wake. Participants such as Jawaharlal Nehru of India, Gamal Abdel Nasser of Egypt, Zhou Enlai of China, and Ahmed Sukarno of Indonesia seized this occasion to attempt the creation of a political alternative to the dual threats of Western neocolonialism and the cold war interventionism of the United States and the Soviet Union.

Making History Matter explores the role history and historians played in imperial Japan’s nation and empire building from the 1890s to the 1930s. As ideological architects of this process, leading historians wrote and rewrote narratives that justified the expanding realm. Learning from their Prussian counterparts, they highlighted their empiricist methodology and their scholarly standpoint, to authenticate their perspective and to distinguish themselves from competing discourses. Simultaneously, historians affirmed imperial myths that helped bolster statist authoritarianism domestically and aggressive expansionism abroad. In so doing, they aligned politically with illiberal national leaders who provided funding and other support necessary to nurture the modern discipline of history. By the 1930s, the field was thriving and historians were crucial actors in nationwide commemorations and historical enterprises.
Through a close reading of vast, multilingual sources, with a focus on Kuroita Katsumi, Yoshikawa argues that scholarship and politics were inseparable as Japan’s historical profession developed. In the process of making history matter, historians constructed a national past to counter growing interwar liberalism. This outlook—which continues as the historical perspective that the Liberal Democratic Party leadership embraces—ultimately justified the Japanese aggressions during the Asia-Pacific Wars.
The Making of China’s Post Office traces the origins and early development of the country’s modern postal system. The conventional argument is that China borrowed its economic system and development strategy wholesale from the Soviet Union in the 1950s. Manga from the Floating World is the first full-length study in English of the kibyōshi, a genre of woodblock-printed comic book widely read in late-eighteenth-century Japan. By combining analysis of the socioeconomic and historical milieus in which the genre was produced and consumed with three annotated translations of works by major author-artist Santō Kyōden (1761–1816) that closely reproduce the experience of encountering the originals, Adam Kern offers a sustained close reading of the vibrant popular imagination of the mid-Edo period. The kibyōshi, Kern argues, became an influential form of political satire that seemed poised to transform the uniquely Edoesque brand of urban commoner culture into something more, perhaps even a national culture, until the shogunal government intervened.

This study aims to engage the textual realities of medieval literature by shedding light on the material lives of poems during the Tang, from their initial oral or written instantiation through their often lengthy and twisted paths of circulation. Tang poems exist today in stable written forms assumed to reflect their creators’ original intent. Yet Tang poetic culture was based on hand-copied manuscripts and oral performance. We have almost no access to this poetry as it was experienced by contemporaries. This is no trivial matter, the author argues. If we do not understand how Tang people composed, experienced, and transmitted this poetry, we miss something fundamental about the roles of memory and copying in the circulation of poetry as well as readers’ dynamic participation in the creation of texts.
We learn something different about poems when we examine them, not as literary works transcending any particular physical form, but as objects with distinct physical attributes, visual and sonic. The attitudes of the Tang audience toward the stability of texts matter as well. Understanding Tang poetry requires acknowledging that Tang literary culture accepted the conscious revision of these works by authors, readers, and transmitters.

The Chinese Communist state, however, seems to have become increasingly adept at responding to challenges ranging from leadership succession and popular unrest to administrative reorganization, legal institutionalization, and global economic integration. What political techniques and procedures have Chinese policymakers employed to manage the unsettling impact of the fastest sustained economic expansion in world history?
As the authors of these essays demonstrate, China’s political system allows for more diverse and flexible input than would be predicted from its formal structures. Many contemporary methods of governance have their roots in techniques of policy generation and implementation dating to the revolution and early PRC—techniques that emphasize continual experimentation. China’s long revolution had given rise to this guerrilla-style decisionmaking as a way of dealing creatively with pervasive uncertainty. The Cultural Revolution was a watershed event in the history of the People’s Republic of China, the defining decade of half a century of communist rule. Before 1966, China was a typical communist state, with a command economy and a powerful party able to keep the population under control. But during the Cultural Revolution, in a move unprecedented in any communist country, Mao unleashed the Red Guards against the party. Tens of thousands of officials were humiliated, tortured, and even killed. Order had to be restored by the military, whose methods were often equally brutal.

Majumdar examines three broad developments related to the modernity of arranged marriage: the growth of a marriage market, concomitant debates about consumption and vulgarity in the conduct of weddings, and the legal regulation of family property and marriages. Pressures of population growth, rapid urbanization, industrialization, and stress on natural resources provide new challenges to the Asian Development Bank as it strives to set forth environmental issues as an important element of sustainable economic development in the Asian and Pacific region. While the Bank can provide policy and technical guidance, the governments themselves must take the lead in providing the resources and policies needed to address effectively the rapidly changing environmental condition. How we measure the effectiveness of governmental performance in meeting the environmental challenge in Asia and the Pacific is the subject of this book.
By drawing on experiences in six Asian and Pacific countries, the authors have developed a series of methodological tools to assist others in assessing the environmental quality of air, water, soil, and biological diversity in developing countries. Credit for the swift unification of Japan following the 1868 overthrow of the Tokugawa shogunate is usually given to the national leaders who instigated the coup and formed the new Meiji government. But is brilliant leadership at the top sufficient to explain how regional separatist tendencies and loyalties to the old lords were overcome in the formation of a nationally unified state? On the contrary, argues James C. Baxter. Though plans were drawn up by policy makers in Tokyo, the efforts of citizens all over the country were required to implement these plans and create a sense of national identity among local populations.
Drawing on extensive archival resources, Baxter describes the transformation of the Tokugawa domain of Kaga into the Meiji prefecture of Ishikawa. The result is a richly detailed study that helps explain how Japan achieved national unity without the bloody struggles that have often accompanied modernization and nation-building.
The Meiroku Zasshi is recognized as the single most important source for thought during the Japanese enlightenment that followed the Mei Restoration of 1868. The men who wrote for the Meiroku Zasshi (Meiroku refers to the sixth year of Meiji, that is, 1873, and zasshi means magazine) were the encyclopedists of the Meiji enlightenment. Trained as Western experts during the reopening of the country after 1853, they introduced mid-nineteenth-century European and American culture to Japan. The forty-three issues of the magazine represent a broad sampling of the way in which this culture was presented. The influence of the Meiroku Zasshi on the nation builders of Meiji Japan was second to that of the writings of the great enlightener, Fukuzawa Yukichi. This crucial work in Japanese cultural history is now accessible to readers in a precise, beautifully rendered translation by William R. Braisted.
In the magazine’s pages, the Meirokusha writers expressed their views on such concerns of the period as a popularly elected assembly, the separation of church and state, the status of women, economic policy, chemistry, language reform, and the nature of knowledge. Their prose style reflected their modernity—terse, dignified, less artificial than the traditional literary modes. They also translated articles from languages other than Dutch (until that time the only Western language known to Japanese scholars).
Nowhere else can one find gathered together such representative writings by the leading intellectuals of the day, many of them former samurai, who fused their country’s tradition of practical studies with the humane and useful knowledge of the West. Complete with Braisted’s highly informative introduction, this full translation of the Meiroku Zasshi suggests why Japan’s modern experience has been unique.
The Japanese Army committed numerous atrocities during its pitiless campaigns in China from 1931 to 1945. When the Chinese emerged victorious with the Allies at the end of World War II, many seemed ready to exact retribution for these crimes. Rather than resort to violence, however, they chose to deal with their former enemy through legal and diplomatic means. Focusing on the trials of, and policies toward, Japanese war criminals in the postwar period, Men to Devils, Devils to Men analyzes the complex political maneuvering between China and Japan that shaped East Asian realpolitik during the Cold War.
Barak Kushner examines how factions of Nationalists and Communists within China structured the war crimes trials in ways meant to strengthen their competing claims to political rule. On the international stage, both China and Japan propagandized the tribunals, promoting or blocking them for their own advantage. Both nations vied to prove their justness to the world: competing groups in China by emphasizing their magnanimous policy toward the Japanese; Japan by openly cooperating with postwar democratization initiatives. At home, however, Japan allowed the legitimacy of the war crimes trials to be questioned in intense debates that became a formidable force in postwar Japanese politics.
In uncovering the different ways the pursuit of justice for Japanese war crimes influenced Sino-Japanese relations in the postwar years, Men to Devils, Devils to Men reveals a Cold War dynamic that still roils East Asian relations today.
The Chinese garden has been explored from a variety of angles. Much has been written about its structural features as well as its cosmological, religious, philosophical, moral, aesthetic, and economic underpinnings. This book deals with the poetic configurations of the private garden in cities from the ninth to the eleventh century in relation to the development of the private sphere in Chinese literati culture. It focuses on the ways in which the new values and rhetoric associated with gardens and the objects found in them helped shape the processes of self-cultivation and self-imaging among the literati, as they searched for alternatives to conventional values at a time when traditional political, moral, and aesthetic norms were increasingly judged inapplicable or inadequate.
The garden was also an artifact and a locus for material culture and social competition. Focusing on a series of anecdotes about private transactions involving objects in gardens, the author dissects the intricate nexus between the exchange of poetry and the poetry of exchange. In tracing the development of the private urban garden through the writings of Bai Juyi, Su Shi, Sima Guang, and their contemporaries, the author argues that this private space figured increasingly as a place of disengagement for those out of political power and hence was increasingly invaded by political forces.

The book critically investigates the perception that, due to the influence of Confucianism, Chinese culture has systematically devalued military matters. There was nothing inherently pacifist about the Chinese governments’ views of war, and pragmatic approaches—even aggressive and expansionist projects—often prevailed.
Though it has changed in form, a military elite has existed in China from the beginning of its history, and military service included a large proportion of the population at any given time. Popular literature praised the martial ethos of fighting men. Civil officials attended constantly to military matters on the administrative and financial ends. The seven military classics produced in antiquity continued to be read even into the modern period.
These original essays explore the ways in which intellectual, civilian, and literary elements helped shape the nature of military institutions, theory, and the culture of war. This important contribution bridges two literatures, military and cultural, that seldom appear together in the study of China, and deepens our understanding of war and society in Chinese history.
Millenarianism—the belief in the coming of an ideal society—provided nineteenth century Vietnamese peasants with a total, holistic solution to the hardships of their frontier environment. It gave religious meaning to their sufferings and promised them salvation and rebirth in a world made perfect through cataclysmic change. Transcending the conventional tendency to view millenarian movements merely as forms of protest, the author weaves together the temporal, spatial, and mythic patterns of Vietnamese millenarianism to recreate the moral and religious universe of its followers.
Hue-Tam Ho Tai traces the impact of millenarianism on Vietnamese society as its believers strove for salvation through both piety and violence. She shows how the dream of a perfect world helped the twentieth century Hoa Hao sect build a huge peasant following and how its apocalyptic vision of change eventually drove the sect into conflict with Communist revolutionaries.
Nearly forty years after the outbreak of the “Minamata Disease,” it remains one of the most horrific examples of environmental poisoning. Based on primary documents and interviews, this book describes three rounds of responses to this incidence of mercury poisoning, focusing on the efforts of its victims and their supporters, particularly the activities of grassroots movements and popular campaigns, to secure redress.

He recounts Lafcadio Hearn’s fourteen years in Japan. Rosenstone recreates the sights and textures of Meiji Japan, but Mirror in the Shrine brings to the reader much more than a traditional rendering. Rather, through the use of some of the techniques of modernist writing, the book provides a multi-voiced narrative in which the words of the present and the past interact to present a fresh view of historical reality. While charting the common stages of these three Americans’ acculturation—growing to like the food, the architecture, the spareness, the mysterious etiquette—the work also highlights the challenges that Japan issues to American culture, in this century as well as in the last: Is it possible to find human fulfillment within the confines of a hierarchical, even repressive, social order? Is it possible for our culture to find a place of importance for such qualities as harmony, aesthetics, morals, manners?
This is a book for anyone who is at all interested in Japan or in the meeting of East and West. The “old Japan hand” will reexperience the freshness of an early love; the newcomer will find it equally evocative and fascinating.
In the annals of Vietnam War history, no figure has been more controversial than Ngo Dinh Diem. During the 1950s, U.S. leaders hailed Diem as “the miracle man of Southeast Asia” and funneled huge amounts of aid to his South Vietnamese government. But in 1963 Diem was ousted and assassinated in a coup endorsed by President John F. Kennedy. Diem’s alliance with Washington has long been seen as a Cold War relationship gone bad, undone either by American arrogance or by Diem’s stubbornness. In Misalliance, Edward Miller provides a convincing new explanation for Diem’s downfall and the larger tragedy of South Vietnam.
For Diem and U.S. leaders, Miller argues, the alliance was more than just a joint effort to contain communism. It was also a means for each side to pursue its plans for nation building in South Vietnam. During the 1920s the Soviet Union made a determined effort to stimulate revolution in China, sending several scores of military and political advisers there, as well as arms and money to influence political developments. This was revolutionary Russia’s first large-scale intervention in the affairs of a foreign country and, although it ended in failure, the story of these missionaries of revolution—sojourners in a bewildering environment, ultimately disillusioned—constitutes an engrossing chapter, authoritatively told, on this little-known enterprise.
The usual secrecy surrounding Soviet foreign intervention was broken when the Chinese government seized a mass of documents in a raid on the Soviet military headquarters in Peking in 1927, thus revealing the details of Russia’s first extensive effort to promote revolution abroad. Missionaries of Revolution weaves together information gleaned from the secret documents—instructions, reports, minutes, letters, resolutions—with contemporary historical materials.
The author reveals the human side—the dangers, frustrations, illnesses, and bafflements faced by the Russian men and women working for Lenin and Stalin in China, based upon diaries, letters, and reminiscences of participants. For more than a century missionaries were the main contact points between the Chinese and American peoples. Often frustrated in saving Chinese souls, they nevertheless founded hospitals and colleges, and meanwhile on the American scene they helped form the image of China.
This volume offers views of missionary roles in the United States and in China. Early American Protestant missions moved on from the Near East to the Far East. The second great surge of American missionary expansion in the 1880s was signaled by the formation of more business-like mission boards, by the Student Volunteer Movement to recruit liberal arts college graduates for evangelism abroad, and by the Layman's Movement to back them up. During the same period in China, missionary journalism was reaching a new Chinese-Christian community, and missionary educational and medical work was building modern institutions of social value for Chinese communities. A few "Christian reformers" emerged in China's treaty ports, and by the end of the century there was a missionary contribution to the reform movement in general.
By the 1920s missionary and Chinese Christian educators were collaborating in Christian colleges like Yenching University, only to meet eventual disaster as the Nationalist revolution and Japan's invasion precipitated the great Chinese Communist-led revolution of the 1940s and after. American missions contributed fundamentally both to the revolutionary changes in China and to the American public response to them, although their impact on American policy s less clear.
Fourteen contributors studying both sides of the missionary effort, in China and in America, present case studies that suggest conclusions and themes for research.
During the first half of the twentieth century, representatives of the French colonial health services actively strove to expand the practice of Western medicine in the frontier colony of Cambodia. But as the French physicians ventured beyond their colonial enclaves, they found themselves negotiating with the plurality of Cambodian cultural practices relating to health and disease. These negotiations were marked by some success, a great deal of misunderstanding, and much failure.
Bringing together colorful historical vignettes, social and anthropological theory, and quantitative analyses, Mixed Medicines examines these interactions between the Khmer, Cham, and Vietnamese of Cambodia and the French, documenting the differences in their understandings of medicine and revealing the unexpected transformations that occurred during this period—for both the French and the indigenous population.
