The Chinese Communist welfare state was established with the goal of eradicating income inequality. But paradoxically, it actually widened the income gap, undermining one of the most important objectives of Mao Zedong’s revolution. Nara Dillon traces the origins of the Chinese welfare state from the 1940s through the 1960s, when such inequalities emerged and were institutionalized, to uncover the reasons why the state failed to achieve this goal.
Using newly available archival sources, Dillon focuses on the contradictory role played by labor in the development of the Chinese welfare state. At first, the mobilization of labor helped found a welfare state, but soon labor’s privileges turned into obstacles to the expansion of welfare to cover more of the poor. Under the tight economic constraints of the time, small, temporary differences evolved into large, entrenched inequalities. Placing these developments in the context of the globalization of the welfare state, Dillon focuses on the mismatch between welfare policies originally designed for European economies and the very different conditions found in revolutionary China. Because most developing countries faced similar constraints, the Chinese case provides insight into the development of narrow, unequal welfare states across much of the developing world in the postwar period.

The past becomes readable when we can tell stories and make arguments about it. When we can tell more than one story or make divergent arguments, the readability of the past then becomes an issue. Therein lies the beginning of history, the sense of inquiry that heightens our awareness of interpretation. How do interpretive structures develop and disintegrate? What are the possibilities and limits of historical knowledge?
This book explores these issues through a study of the Zuozhuan, a foundational text in the Chinese tradition, whose rhetorical and analytical self-consciousness reveals much about the contending ways of thought unfolding during the period of the text's formation (ca. 4th c. BCE). But in what sense is this vast collection of narratives and speeches covering the period from 722 to 468 BCE "historical"? If one can speak of an emergent sense of history in this text, Wai-yee Li argues, it lies precisely at the intersection of varying conceptions of interpretation and rhetoric brought to bear on the past, within a larger context of competing solutions to the instability and disintegration represented through the events of the 255 years covered by the Zuozhuan. Even as its accounts of proliferating disorder and disintegration challenge the boundaries of readability, the deliberations on the rules of reading in the Zuozhuan probe the dimensions of historical self-consciousness.

Phu Rieng was one of many French rubber plantations in colonial Vietnam; Tran Tu Binh was one of 17,606 laborers brought to work there in 1927, and his memoir is a straightforward, emotionally searing account of how one Vietnamese youth became involved in revolutionary politics. The connection between this early experience and later activities of the author becomes clear as we learn that Tran Tu Binh survived imprisonment on Con Son island to help engineer the general uprising in Hanoi in 1945.
The Red Earth is the first of dozens of such works by veterans of the 1924–45 struggle in Vietnam to be published in English translation. It is important reading for all those interested in the many-faceted history of modern Vietnam and of communism in the non-Western world.
Red Silk is a history of China’s Yangzi Delta silk industry during the wars, crises, and revolutions of the mid-twentieth century. Based on extensive research in Chinese archives and focused on the 1950s, the book compares two very different groups of silk workers and their experiences in the revolution. Male silk weavers in Shanghai factories enjoyed close ties to the Communist party-state and benefited greatly from socialist policies after 1949. In contrast, workers in silk thread mills, or filatures, were mostly young women who lacked powerful organizations or ties to the revolutionary regime. For many filature workers, working conditions changed little after 1949 and politicized production campaigns added a new burden within the brutal and oppressive factory regime in place since the nineteenth century.
Both groups of workers and their employers had to adapt to rapidly changing circumstances. Their actions—protests, petitions, bribery, tax evasion—compelled the party-state to adjust its policies, producing new challenges. The results, though initially positive for many, were ultimately disastrous. By the end of the 1950s, there was widespread conflict and deprivation among silk workers and, despite its impressive recovery under Communist rule, the industry faced a crisis worse than war and revolution.
Gupta conducted ethnographic research among officials charged with coordinating development programs in rural Uttar Pradesh. Drawing on that research, he offers insightful analyses of corruption; the significance of writing and written records; and governmentality, or the expansion of bureaucracies. Those analyses underlie his argument that care is arbitrary in its consequences, and that arbitrariness is systematically produced by the very mechanisms that are meant to ameliorate social suffering. What must be explained is not only why government programs aimed at providing nutrition, employment, housing, healthcare, and education to poor people do not succeed in their objectives, but also why, when they do succeed, they do so unevenly and erratically.
Reflecting the Past is the first English-language study to address the role of historiography in medieval Japan, an age at the time widely believed to be one of irreversible decline. Drawing on a decade of research, including work with medieval manuscripts, it analyzes a set of texts—eight Mirrors—that recount the past in an effort to order the world around them. They confront rebellions, civil war, “China,” attempted invasions, and even the fracturing of the court into two lines. To interrogate the significance for medieval writers of narrating such pasts as a Mirror, Erin Brightwell traces a series of innovations across these and related texts that emerge in the face of disorder. In so doing, she uncovers how a dynamic web of evolving concepts of time, place, language use, and cosmological forces was deployed to order the past in an age of unprecedented social movement and upheaval.
Despite the Mirrors’ common concerns and commitments, traditional linguistic and disciplinary boundaries have downplayed or obscured their significance for medieval thinkers. Through their treatment here as a multilingual, multi-structured genre, the Mirrors are revealed, however, as the dominant mode for reading and writing the past over almost three centuries of Japanese history.

Authors Richard Moorsteen and Morton Abramowitz propose an innovative plan for improving U.S.–China relations. Dealing effectively with China requires both a long-term perspective and an approach that faces up to fundamental issues, going beyond “atmospherics” and gestures.
Yet such a goal must be achieved within the prevailing uncertainty about China’s intentions. It must be sought through an evolving process of exploratory steps that would enable policymakers to discover more about Chinese responses and to incorporate this knowledge into future policy: (1) a policy of “one China but not now” that could gradually move us toward Peking’s preferred “one China”; (2) a U.S. position on Chinese representation in the United Nations that would allow us to acquiesce in Peking’s admission; (3) quiet but explicit encouragement to both Bangkok and Peking for a modest improvement in relations between them; (4) an effort to convey U.S. views (and to explore Peking’s) on nuclear non-proliferation in Asia; (5) an approach to offset Chinese fears about the U.S.–Soviet Strategic Arms Limitation Talks.

Ezra F. Vogel (July 11, 1930–December 20, 2020) was one of America’s foremost experts on Asia, mastering the Japanese and Chinese languages and contributing important scholarly works on both countries, and on their relationships with each other and with the world. Starting from modest roots in an immigrant family in a small town in Ohio, he came to Harvard in 1953 to train as a sociologist. He then shifted his focus to Asia, spending almost the entirety of his life at Harvard.
Vogel had a dramatic impact around the world, not only through his scholarship and the students he trained, but also through his friendship and mentoring of journalists, diplomats, business executives, and foreign leaders as well as through his public policy advice and devotion to institution building, at Harvard as well as nationally and internationally. Active until the end, his sudden death provoked outpourings of gratitude and grief from countless people whose lives he had affected. The present volume, containing fond reminiscences from 155 diverse individuals, conveys what was so extraordinary about the character and life of Ezra Vogel.
Remembering Paradise studies three major eighteenth-century nativist scholars in Japan: Kada no Azumamaro, Kamo no Mabuchi, and the celebrated Motoori Norinaga. Peter Nosco demonstrates that these scholars, frequently depicted as the formulators of rabid xenophobia, were intellectuals engaged in a quest for meaning, wholeness, and solace in what they perceived to be disordered times. He traces the emergence and development of their philosophies, identifying elements of continuity into the eighteenth century from the singular Confucian-nativist discourse of the seventeenth century. He also describes the rupture between nativism and Confucianism at the start of the eighteenth century and the quest for ancient, distinctly Japanese values.
The emphasis on patriotism and nostalgia in the works of these three scholars may have relevance to the kind of nationalism emerging in Japan in the 1980s, manifested in a renewed interest in visiting one's home place and in the history and culture of the seventeenth through mid-nineteenth centuries. The current fusion of nationalism and nostalgia can perhaps be better understood through Nosco's analysis of comparable sentiments that were important in earlier times.
A rare and remarkable example of Indo-Persian autobiography by the poet Mir Taqi Mir.
Mir Muhammad Taqi Mir (1723–1810) is the author of six collections of Urdu poetry and widely regarded as the finest ghazal poet in that language. However, he also wrote one volume of verse and three prose works in Persian, including Zikr-e Mir, or Remembrances, a rare and remarkable example of Indo-Persian autobiography.
Remembrances recounts Mir’s ancestry, his father’s spiritual quest, and his own struggles to find education and patronage both in his native Agra and in Delhi. While the work may offer few glimpses into the author’s private life or professional literary activity, it presents a vivid picture of political events and intrigues between 1760 and 1789, when north India witnessed extensive warfare.
The Persian text, presented here in the Naskh script, includes all the author’s additions and alterations properly identified and chronologically arranged, along with a newly revised English translation. Mir concludes his autobiography with a series of jokes and witty anecdotes, some of them quite risqué, that are printed here for the first time.
Resistance on the National Stage analyzes the ways in which, between 1985 and 1998, modern theater pracxadtitioners in Indonesia contributed to a rising movement of social protest against the long-governing New Order regime of President Suharto. It examines the work of an array of theater groups and networks from Jakarta, Bandung, and Yogyakarta that pioneered new forms of theater-making and new themes that were often presented more directly and critically than previous groups had dared to do.
Michael H. Bodden looks at a wide range of case studies to show how theater contributed to and helped build the opposition. He also looks at how specific combinations of social groups created tensions and gave modern theater a special role in bridging social gaps and creating social networks that expanded the reach of the prodemocracy movement. Theater workers constructed new social networks by involving peasants, Muslim youth, industrial workers, and lower-middle-class slum dwellers in theater productions about their own lives. Such networking and resistance established theater as one significant arena in which the groundwork for the ouster of Suharto in May 1998, and the succeeding Reform era, was laid.
Resistance on the National Stage will have broad appeal, not only for scholars of contemporary Indonesian culture and theater, but also for those interested in Indonesian history and politics, as well as scholars of postcolonial theater and culture.

Under what conditions is a newly democratic government likely to increase transparency, accountability, and responsiveness to its citizens? What incentives might there be for bureaucrats, including those appointed by a previously authoritarian government, to carry out the wishes of an emerging democratic regime? Responsive Democracy addresses an important problem in democratic transition and consolidation: the ability of the chief executive to control the state bureaucracy.
Using three well-chosen case studies---the Philippines, South Korea, and Taiwan---Jeeyang Rhee Baum explores the causes and consequences of codifying rules and procedures in a newly democratic government. In the Philippines, a president facing opposition has the option of appointing and dismissing officials at will and, therefore, has no need for administrative procedure acts. However, in South Korea and Taiwan, presidents employ such legislation to rein in recalcitrant government agencies, and, as a consequence, increase transparency, accountability, and responsiveness. Moreover, as Baum demonstrates by drawing upon surveys conducted both before and after implementation, administrative procedural reforms in South Korea and Taiwan improved public confidence in and attitudes toward democratic institutions.

In late 1930, on a secluded mountain overlooking the rural paddy fields of British Burma, a peasant leader named Saya San crowned himself King and inaugurated a series of uprisings that would later erupt into one of the largest anti-colonial rebellions in Southeast Asian history. Considered an imposter by the British, a hero by nationalists, and a prophet-king by area-studies specialists, Saya San came to embody traditional Southeast Asia’s encounter with European colonialism in his attempt to resurrect the lost throne of Burma.
The Return of the Galon King analyzes the legal origins of the Saya San story and reconsiders the facts upon which the basic narrative and interpretations of the rebellion are based. Aung-Thwin reveals how counter-insurgency law produced and criminalized Burmese culture, contributing to the way peasant resistance was recorded in the archives and understood by Southeast Asian scholars.
This interdisciplinary study reveals how colonial anthropologists, lawyers, and scholar-administrators produced interpretations of Burmese culture that influenced contemporary notions of Southeast Asian resistance and protest. It provides a fascinating case study of how history is treated by the law, how history emerges in legal decisions, and how the authority of the past is used to validate legal findings.
In October 1973 a mass movement forced Thailand’s prime minister to step down and leave the country, ending nearly forty years of dictatorship. Three years later, in a brutal reassertion of authoritarian rule, Thai state and para-state forces quashed a demonstration at Thammasat University in Bangkok. In Revolution Interrupted, Tyrell Haberkorn focuses on this period when political activism briefly opened up the possibility for meaningful social change. Tenant farmers and their student allies fomented revolution, she shows, not by picking up guns but by invoking laws—laws that the Thai state ultimately proved unwilling to enforce.
In choosing the law as their tool to fight unjust tenancy practices, farmers and students departed from the tactics of their ancestors and from the insurgent methods of the Communist Party of Thailand. To first imagine and then create a more just future, they drew on their own lived experience and the writings of Thai Marxian radicals of an earlier generation, as well as New Left, socialist, and other progressive thinkers from around the world. Yet their efforts were quickly met with harassment, intimidation, and assassinations of farmer leaders. More than thirty years later, the assassins remain unnamed.
Drawing on hundreds of newspaper articles, cremation volumes, activist and state documents, and oral histories, Haberkorn reveals the ways in which the established order was undone and then reconsolidated. Examining this turbulent period through a new optic—interrupted revolution—she shows how the still unnameable violence continues to constrict political opportunity and to silence dissent in present-day Thailand.
Richard Halliburton (1900–1939), considered the world’s first celebrity travel writer, swam the length of the Panama Canal, recreated Ulysses’ voyages in the Mediterranean, crossed the Alps on an elephant, flew around the world in a biplane, and descended into the Mayan Well of Death, all the while chronicling his own adventures. Several books treat his life and travels, yet no book has addressed in detail Halliburton’s most ambitious expedition: an attempt to sail across the Pacific Ocean in a Chinese junk.
Set against the backdrop of a China devastated by invading Japanese armies and the storm clouds of world war gathering in Europe, Halliburton and a crew of fourteen set out to build and sail the Sea Dragon—a junk or ancient sailing ship—from Hong Kong to San Francisco for the Golden Gate International Exposition. After battling through crew conflicts and frequent delays, the Sea Dragon set sail on March 4, 1939. Three weeks after embarking, the ship encountered a typhoon and disappeared without a trace.
Richly enhanced with historic photographs, Richard Halliburton and the Voyage of the Sea Dragon follows the dramatic arc of this ill-fated expedition in fine detail. Gerry Max artfully unpacks the tensions between Halliburton and his captain, John Wenlock Welch (owing much to Welch’s homophobia and Halliburton’s unconcealed homosexuality). And while Max naturally explores the trials and tribulations of preparing, constructing, and finally launching the Sea Dragon, he also punctuates the story with the invasion of China by the Japanese, as Halliburton and his letters home reveal an excellent wartime reporter. Max mines these documents, many of which have only recently come to light, as well as additional letters from Halliburton and his crew to family and friends, photographs, films, and tape recordings, to paint an intricate portrait of Halliburton’s final expedition from inception to tragic end.
What India’s founders derived from Western political traditions as they struggled to free their country from colonial rule is widely understood. Less well-known is how India’s own rich knowledge traditions of two and a half thousand years influenced these men as they set about constructing a nation in the wake of the Raj. In Righteous Republic, Ananya Vajpeyi furnishes this missing account, a ground-breaking assessment of modern Indian political thought.
Taking five of the most important founding figures—Mohandas Gandhi, Rabindranath Tagore, Abanindranath Tagore, Jawaharlal Nehru, and B. R. Ambedkar—Vajpeyi looks at how each of them turned to classical texts in order to fashion an original sense of Indian selfhood. The diverse sources in which these leaders and thinkers immersed themselves included Buddhist literature, the Bhagavad Gita, Sanskrit poetry, the edicts of Emperor Ashoka, and the artistic and architectural achievements of the Mughal Empire. India’s founders went to these sources not to recuperate old philosophical frameworks but to invent new ones. In Righteous Republic, a portrait emerges of a group of innovative, synthetic, and cosmopolitan thinkers who succeeded in braiding together two Indian knowledge traditions, the one political and concerned with social questions, the other religious and oriented toward transcendence.
Within their vast intellectual, aesthetic, and moral inheritance, the founders searched for different aspects of the self that would allow India to come into its own as a modern nation-state. The new republic they envisaged would embody both India’s struggle for sovereignty and its quest for the self.
Rise of a Japanese Chinatown is the first English-language monograph on the history of a Chinese immigrant community in Japan. It focuses on the transformations of that population in the Japanese port city of Yokohama from the Sino-Japanese War of 1894–1895 to the normalization of Sino-Japanese ties in 1972 and beyond. Eric C. Han narrates the paradoxical story of how, during periods of war and peace, Chinese immigrants found an enduring place within a monoethnic state.
This study makes a significant contribution to scholarship on the construction of Chinese and Japanese identities and on Chinese migration and settlement. Using local newspapers, Chinese and Japanese government records, memoirs, and conversations with Yokohama residents, it retells the familiar story of Chinese nation building in the context of Sino-Japanese relations. But it builds on existing works by directing attention as well to non-elite Yokohama Chinese, those who sheltered revolutionary activists and served as an audience for their nationalist messages. Han also highlights contradictions between national and local identifications of these Chinese, who self-identified as Yokohama-ites (hamakko) without claiming Japaneseness or denying their Chineseness. Their historical role in Yokohama’s richly diverse cosmopolitan past can offer insight into a future, more inclusive Japan.
As the rest of the world worries about what a future might look like under Chinese supremacy, Edward Luttwak worries about China’s own future prospects. Applying the logic of strategy for which he is well known, Luttwak argues that the most populous nation on Earth—and its second largest economy—may be headed for a fall.
For any country whose rising strength cannot go unnoticed, the universal logic of strategy allows only military or economic growth. But China is pursuing both goals simultaneously. Its military buildup and assertive foreign policy have already stirred up resistance among its neighbors, just three of whom—India, Japan, and Vietnam—together exceed China in population and wealth. Unless China’s leaders check their own ambitions, a host of countries, which are already forming tacit military coalitions, will start to impose economic restrictions as well.
Chinese leaders will find it difficult to choose between pursuing economic prosperity and increasing China’s military strength. Such a change would be hard to explain to public opinion. Moreover, Chinese leaders would have to end their reliance on ancient strategic texts such as Sun Tzu’s Art of War. While these guides might have helped in diplomatic and military conflicts within China itself, their tactics—such as deliberately provoking crises to force negotiations—turned China’s neighbors into foes. To avoid arousing the world’s enmity further, Luttwak advises, Chinese leaders would be wise to pursue a more sustainable course of economic growth combined with increasing military and diplomatic restraint.
