More than a narrative of drug regulation, Temin’s book analyzes how doctors, lay people as consumers and patients, and government act and react in situations requiring medicines. Post-Communist tax reform, like institutional reform in other areas of the post-Communist transition, holds tremendous material consequences for different groups in society. Consequently, one would expect the allocation of resources and the distribution of the financial burden of that allocation to be highly sensitive to domestic politics. Indeed the political stakes should be especially high since post-Communist tax reform requires not merely a simple adjustment at the margin, but the fundamental reallocation of the responsibility for government revenue. In Eastern Europe, however, important areas of tax policy do not reflect traditional domestic variables (e.g., interest groups and partisanship) so much as the international imperatives associated with regional and global economic integration.
In Tax Politics in Eastern Europe, Hilary Appel analyzes the domestic and international factors that drive tax policy. She begins with a review of the greatest challenges in the initial creation of the capitalist tax systems in former Communist states and then turns to the evolution of specific forms of taxation in order to gauge the relative impact of domestic politics on tax policy. Appel concludes that, although some tax areas, such as personal income taxes, remain politicized, most other taxes, such as corporate income taxes and all forms of consumption taxes, have been less subject to domestic political pressures because of powerful constraints resulting from regional and global economic integration.

Robben W. Fleming was President of the University of Michigan during the turmoil of the Vietnam era. After World War II, Fleming became a specialist in labor-management relations, teaching at the University of Illinois and serving as a professional mediator and arbitrator of labor disputes. Then in 1964 he became Chancellor of the University of Wisconsin in Madison, and later President of the University of Michigan until 1979. Although he remains active as a consultant deploying his mediation skills, his last career position was as President of the Corporation for Public Broadcasting.
This unusual autobiography, appealing in its honesty and in the original story it has to tell, is also instructive in showing how a thoughtful person with a humane, consistent philosophy can manage when chaos and turmoil threaten. It will thus appeal not only to those who knew Fleming and who have ties to the universities in which he served, but also to all who manage and study the management of complex institutions.

Devon Peña examines workplace and community struggles from the perspective of the women who work in the maquiladoras. He describes the workers' struggles for workplace democracy, social justice, and sustainable development. He also observes the circulation of struggle from the factory to the community, highlighting the efforts to establish worker-owned cooperatives in the border region during the 1970s and 1980s.

Agricultural and urban development came late to the Texas South Plains, and frontier life lingered well into the twentieth century. In the decade preceding World War I numerous land companies flourished in the area and acted as catalysts for settlement and economic expansion. Prominent among these companies was the Plainview-based Texas Land and Development Company, founded in 1912 as an operating agent for a syndicate of eastern financiers.
Like most land companies, the Texas Land and Development Company operated a large-scale enterprise that broke up ranch holdings into tracts for sale to farmers. Company agents advertised broadly in newspapers and magazines and organized special train trips to bring prospective customers to the area. And, like most entrepreneurs associated with frontier land companies, backers of the Texas Land and Development Company hoped to realize a quick profit from land sales.
The Plainview enterprise was, however, unique in many ways. It promoted relatively high-priced lands and tried to sell fully developed, irrigated farms. The company was an important social and economic force in Plainview and the surrounding counties because its backers put capital into the region instead of taking money out. Especially during the early years, the company realized little profit from sales because of war and depression. The complex and sophisticated fiscal structure of the company is of particular historical significance.
B. R. Brunson traces the history of the influential Texas Land and Development Company from its inception in 1912 to its final dissolution in January 1956. He combines an analysis of the company's role in Panhandle economic growth with lively biographies of the men who organized the operation and descriptions of their achievements in the fields of irrigation, farm planning, company organization, and finance.
How do economic weakness and dependence influence foreign policy decisions and behavior in third world countries? Theories in Dependent Foreign Policy examines six foreign policy theories: compliance, consensus, counterdependence, realism, leader preferences and domestic politics, and each is applied to a series of case studies of Ecuador’s foreign policy during the 1980s under two regimes: Osvaldo Hurtado (1981-1984) and his successor León Febres Cordero (1984-1988).
Hey shows that Ecuador during this period represented the third world in many ways. It was a new democracy, having just emerged from years of military rule, extremely indebted to the West, and dependent on primary product export economy that relied heavily on importers, especially the United States.
Jeanne Hey finds that some of the most popular and enduring theories in western research, such as realism and compliance, poorly account for Ecuadorian foreign policy. She explains that poor countries like Ecuador have substantial foreign policy latitude in the diplomatic area. Drawing on archival research and interviews with policy makers including Presidents Hurtado and Febres Cordero, Dr. Hey convincingly argues that many of the traditional foreign policy theories do not “fit” dependent states, and inadequately account for the complexity of foreign policy in the third world.
Equally at home in economic theory and political philosophy, John Roemer has written a unique book that critiques economists’ conceptions of justice from a philosophical perspective and philosophical theories of distributive justice from an economic one. He unites the economist’s skill in constructing precise, axiomatic models with the philosopher’s in exploring the assumptions of those models. Roemer first shows how economists’ understanding of the fairness of various resource allocation mechanisms can be enriched. Roemer explores the major new philosophical concepts of the theory of distributive justice—primary goods, functionings and capability, responsibility in its various forms, procedural versus outcome justice, midfare—and shows how they can be sharpened and clarified with the aid of economic analysis. He critiques and extends the ideas of major contemporary theories of distributive justice, including those of Rawls, Sen, Nozick, and Dworkin. Beginning from the recent theories of Arneson and G. A. Cohen, he constructs a theory of equality of opportunity. Wright considers the topics of agrarian reform, the development of mass organizations, the role of labor, and other aspects of the Nicaraguan political economy in order to assess their significance in theoretical as well as practical terms.
Concerned primarily with oligopoly, this work includes a general study of pricing in three different markets—perfect competition, perfect monopoly, and imperfect competition. The solutions of these markets offered by Cournot, Smithies, Chamberlin, Stackelberg, Fellner, and Robinson are presented mathematically, followed by the author’s own version of the theory of rational pricing in oligopoly.
Previous authors have not allowed for all the variables arising from profit and price situations in the market. Here, more realistic assumptions and more complex analyses indicate that sellers in oligopoly situations do not always need to arrange specific agreements—hence, that “administered” pricing does not inevitably occur when the market is dominated by a few producers.
Chamberlain's classic work, now in its eighth edition, continues to influence the fundamental thinking of economists and businessmen, and for the best of reasons: It is a basic treatise in theory which, unlike traditional theories of “perfect competition,” deals with the economic world we live in, including both price and nonprice competition, oligopoly, various degrees of monopoly, “differentiated” products, advertising, etc. Its influence has spread extensively as well as intensively—to new theoretical problems, such as economic dynamics and development, and to the analysis of an increasingly wide range of the so-called “applied” fields.
In this eighth edition of The Theory of Monopolistic Competition Professor Chamberlain has added three new appendices: The Definition of Selling Costs; Numbers and Elasticities; and The Origin and Early Development of Monopolistic Competition Theory. The index has been extensively revised and expanded. In successive earlier editions the author compiled a bibliography of 1497 items. He also added a new treatment of the cost curve of the firm, discussing in particular some current misconceptions as to the role of the laws of proportions and of the divisibility of factors in relation to economics and diseconomies of scale, and advancing a broader theory which assigns to both proportions and scale their proper roles.
The work of A. V. Chayanov is today drawing more attention among Western scholars than ever before. Largely ignored in his native Russia because they differed from Marxist-Leninist theory, and neglected in the West for more than forty years, Chayanov’s sophisticated theories were at last published in English in 1966. That economics can usefully explain politics is no longer a novel idea, it is a well-established fact brought about by the work of many public choice scholars. This collection examines the forces, both external and internal, that lead corporations to behave efficiently and to create wealth. Corporations vest control rights in shareholders, the author argues, because they are the constituency that bear business risk and therefore have the appropriate incentives to maximize corporate value. Assigning control to any other group would be tantamount to allowing that group to play poker with someone else's money, and would create inefficiencies. The implicit denial of this proposition is the fallacy of the so-called stakeholder theory of the corporation, which argues that corporations should be run in the interests of all stakeholders. This theory offers no account of how conflicts between different stakeholders are to be resolved, and gives managers no principle on which to base decisions, except to follow their own preferences.
In practice, shareholders delegate their control rights to a board of directors, who hire, fire, and set the compensation of the chief officers of the firm. However, because agents have different incentives than the principals they represent, they can destroy corporate value unless closely monitored. This happened in the 1960s and led to hostile takeovers in the market for corporate control in the 1970s and 1980s. The author argues that the takeover movement generated increases in corporate efficiency that exceeded $1.5 trillion and helped to lay the foundation for the great economic boom of the 1990s.
How much does a country's commercial policy affect its economic efficiency? How would free trade change the structure of a country’s economy and foreign trade? William Penfield Travis extends the Heckscher-Ohlin trade theory and addresses it to an empirical study of these and related questions. He argues that trade flows fail to reflect relative factor endowments because protection systematically nullifies their effects, and that therefore protection must be incorporated in any positive trade theory.
The author begins by developing a new concept—the equalization region—which he uses to reexamine the assumptions and the logic of the Heckscher-Ohlin theory and of its principal part, the factor-price equalization theorem. This analysis produces a fundamental reinterpretation of Leontief’s scarce-factor paradox, one which justifies Leontief’s work as an empirical test of trade theory under free trade which indicates its necessary modifications under protection. These modifications are then used to show that Leontief in fact measured the effects of American and foreign tariffs and other trade restriction on relative factor prices here and abroad.
To corroborate his theoretical analysis, Travis makes a detailed study of the commercial policies of five main industrial countries; he shows the common structure of protection and its systematic relationship to relative factor endowments. He shows also that protection, by distorting their relative prices, causes considerable substitution of raw materials for labor and capital inputs in manufacturing. The author concludes this important book by indicating some of the new forms which protection is taking throughout the world and by arguing that protection, past and present, is the main force preventing the spread of high living standards to the impoverished areas of the world.

The West Virginia mine war of 1920–21, a major civil insurrection of unusual brutality on both sides, even by the standards of the coal fields, involved thousands of union and nonunion miners, state and private police, militia, and federal troops. Before it was over, three West Virginia counties were in open rebellion, much of the state was under military rule, and bombers of the US Army Air Corps had been dispatched against striking miners.

Modern life is full of stuff yet bereft of time. An economic sociologist offers an ingenious explanation for why, over the past seventy-five years, Americans have come to prefer consumption to leisure.
Productivity has increased steadily since the mid-twentieth century, yet Americans today work roughly as much as they did then: forty hours per week. We have witnessed, during this same period, relentless growth in consumption. This pattern represents a striking departure from the preceding century, when working hours fell precipitously. It also contradicts standard economic theory, which tells us that increasing consumption yields diminishing marginal utility, and empirical research, which shows that work is a significant source of discontent. So why do we continue to trade our time for more stuff?
Time for Things offers a novel explanation for this puzzle. Stephen Rosenberg argues that, during the twentieth century, workers began to construe consumer goods as stores of potential free time to rationalize the exchange of their labor for a wage. For example, when a worker exchanges their labor for an automobile, they acquire a duration of free activity that can be held in reserve, counterbalancing the unfree activity represented by work. This understanding of commodities as repositories of hypothetical utility was made possible, Rosenberg suggests, by the standardization of durable consumer goods, as well as warranties, brands, and product-testing, which assured wage earners that the goods they purchased would be of consistent, measurable quality.
This theory clarifies perplexing aspects of behavior under industrial capitalism—the urgency to spend earnings on things, the preference to own rather than rent consumer goods—as well as a variety of historical developments, including the coincident rise of mass consumption and the legitimation of wage labor.
