In this volume, Sheridan examines the similarities and differences that these deaf young adults reveal in their views at two developmental points in their lives. Mary V. Rivers, who came from a “dirt poor” Cajun family in Louisiana, was only 17 when she married Bruce Rivers, a member of the U.S. Air Force during World War II. From that time on, she devoted her life to securing a good education for Clay.
Dvora Shurman’s parents, deaf Jewish immigrants from Russia, met in Chicago after World War I. Both were educated orally, declaring “I am not born deaf. Signing only for born-deaf.” They did sign, but they also wanted hearing children, stemming from their own sense of devaluation. Shurman lived a dual life in the deaf and hearing worlds. She saw herself as her deaf parents’ ears, their voice to the hearing world, and as sharing with her mother the task of being mother.
The resonating theme that echoes with both of these women centers on their resentment of the treatment received by their deaf loved ones. Early in her life, Shurman adopted a slogan with her sister, “‘It's Not Fair,’ to rebel against the shaming, the demeaning, our family suffered.” After years of struggling for her son, Rivers asserts that “deaf people have a right to prove themselves as first class citizens.” Their uncommon stories reveal that they share more in common, a belief in equal rights for all, deaf and hearing.
The Federal Reserve—the central bank of the United States—is the most powerful peacetime bureaucracy in the federal government. Under the chairmanship of Alan Greenspan (1987-2006), the Fed achieved near mythical status for its part in managing the economy, and Greenspan was lauded as a genius. Few seemed to notice or care that Fed officials operated secretly with almost no public accountability. There was a courageous exception to this lack of oversight, however: Henry B. The battle might have lasted two days or four days instead of three. The orientation of opposing forces might have been different. The battle could well have occurred away from Gettysburg rather than around the town. Whether Lee would have emerged the victor and Meade the vanquished remains an open question, but whatever the outcome, it was the particular decision-making delineated here that shaped the campaign that went into the history books.
Along with his insightful analysis of the nineteen decisions, Spruill includes a valuable appendix that takes the battlefield visitor to the actual locations where the decisions were made or executed. This guide features excerpts from primary documents that further illuminate the ways in which the commanders saw situations on the ground and made their decisions accordingly.
The largest battle fought in Kentucky during the American Civil War occurred at a small, crossroads town named Perryville. As Gen. Braxton Bragg’s Confederate Heartland Offensive sputtered through Kentucky, Maj. Gen. Don Carlos Buell’s reformed Army of the Ohio pursued the Army of the Mississippi and clashed with its rearguard just outside Perryville. Believing that he faced only a part of Buell’s army, Bragg ordered an assault on the Union left flank which resulted in Confederate victory. However, that evening Bragg determined the Army of the Ohio outnumbered him three to one and quickly decided to retreat. Outmanned, outmaneuvered, and lacking supplies and reinforcements, Bragg retreated through the Cumberland Gap into East Tennessee, and Kentucky remained in Union control for the rest of the Civil War.

In Del OtroLado: Literacy and Migration across the U.S.-Mexico Border, author Susan V. Meyers draws on her year-long ethnographic study in Mexico and the United States to analyze the literacy practices of Mexican-origin students on both sides of the border.
Meyers begins by taking readers through the historical development of the rural Mexican town of Villachuato. Through a series of case studies spanning the decades between the Mexican Revolution and the modern-day village, Meyers explores the ever-widening gulf between the priorities of students and the ideals of the public education system. As more and more of Villachuato’s families migrate in an effort to find work in the wake of shifting transnational economic policies like NAFTA, the town’s public school teachers find themselves frustrated by spiraling drop-out rates. Meyers discovers that students often consider the current curriculum irrelevant and reject the established value systems of Mexico’s public schools. Meyers debunks the longstanding myth that literacy is tied to economic development, arguing that a “literacy contract” model, in which students participate in public education in exchange for access to increased earning potential, better illustrates the situation in rural Mexico.
Meyers next explores literacy on the other side of the border, traveling to Marshalltown, Iowa, where many former citizens of Villachuato have come to reside because of the availability of jobs for unskilled workers at the huge Swift meat-packing plant there. Here she discovers that Mexican-origin families in the United States often consider education a desirable end in itself rather than a means to an end. She argues that migration has a catalyzing effect on literacy, particularly as Mexican migrant families tend to view education as a desirable form of prestige.
Meyers reveals the history and policies that have shaped the literacy practices of Mexican-origin students, and she raises important questions about not only the obligation of the United States to educate migrant students, but also those students’ educational struggles and ways in which these difficulties can be overcome. Around the world, established parties are weakening, and new parties are failing to take root. In many cases, outsiders have risen and filled the void, posing a threat to democracy. Why do most new parties fail? Under what conditions do they survive and become long-term electoral fixtures? Brandon Van Dyck investigates these questions in the context of the contemporary Latin American left. He argues that stable parties are not an outgrowth of democracy. On the contrary, contemporary democracy impedes successful party building. To construct a durable party, elites must invest time and labor, and they must share power with activists. Because today’s elites have access to party substitutes like mass media, they can win votes without making such sacrifices in time, labor, and autonomy. Only under conditions of soft authoritarianism do office-seeking elites have a strong electoral incentive to invest in party building. Van Dyck illustrates this argument through a comparative analysis of four new left parties in Latin America: two that collapsed and two that survived.
A national constitution or other statute typically specifies restrictions on executive power, often including a limit to the number of terms the chief executive may hold office. In recent decades, however, some presidents of newly established democracies have extended their tenure by various semilegal means, thereby raising the specter—and in some cases creating the reality—of dictatorship.
Alexander Baturo tracks adherence to and defiance of presidential term limits in all types of regimes (not only democratic regimes) around the world since 1960. Drawing on original data collection and fieldwork to investigate the factors that encourage playing by or manipulating the rules, he asks what is at stake for the chief executive if he relinquishes office. Baturo finds that the income-generating capacity of political office in states where rent-seeking is prevalent, as well as concerns over future immunity and status, determines whether or not an executive attempts to retain power beyond the mandated period. In the famous Brown v. the Board of Education decisions of 1954 and 1955, the United States Supreme Court ruled that "separate but equal" schools for black and white students were unconstitutional. Yet history records that it took more than a decade of legal battles, civil rights protests, and, tragically, violent confrontations before black students gained full access to previously white schools.
Mansfield, Texas, a small community southeast of Fort Worth, was the scene of an early school integration attempt. In this book, Robyn Duff Ladino draws on interviews with surviving participants, media reports, and archival research to provide the first full account of the Mansfield school integration crisis of 1956.
Ladino explores how power politics at the local, state, and federal levels ultimately prevented the integration of Mansfield High School in 1956. Her research sheds new light on the actions of Governor Allan Shivers—who, in the eyes of the segregationists, actually validated their cause by his political actions—and it underscores President Dwight Eisenhower's public passivity toward civil rights during his first term of office.
Despite the short-term failure, however, the Mansfield school integration crisis helped pave the way for the successful integration of Central High School in Little Rock, Arkansas, in 1957. Thus, it deserves a permanent place in the history of the civil rights movement, which this book amply provides.
For more than 30 years, John Tillman Lyle (1934-1998) was one of the leading thinkers in the field of ecological design. Design for Human Ecosystems, originally published in 1985, is his classic text that explores methods of designing landscapes that function in the sustainable ways of natural ecosystems. The book provides a framework for thinking about and understanding ecological design, along with a wealth of real-world examples that bring to life Lyle's key ideas.
Lyle traces the historical growth of design approaches involving natural processes, and presents an introduction to the principles, methods, and techniques that can be used to shape landscape, land use, and natural resources in an ecologically sensitive and sustainable manner. Diversity, despite what we say, disturbs us. In the U.S., we debate linguistic rights, the need for an official language, and educational policies for language minority students. On the one hand, we believe in the rights of individuals, including (at least in the academy) the right to one’s own language. On the other hand, we sponsor a single common language, monolingual and standard, for full participation and communication in both the academy and in U.S. society.
In Diverse by Design, Christopher Schroeder reports on an institutional case study conducted at an officially designated Hispanic-Serving Institution. He gives particular attention to a cohort of Latino students in a special admissions program, to document their experience of a program designed to help students surmount the “obstacle” that ethnolinguistic diversity is perceived to be.
Ultimately, Schroeder argues for reframing multilingualism and multiculturalism, not as obstacles, but as intellectual resources to exploit. While diversity might disturb us, we can overcome its challenges by a more expansive sense of social identity. In an increasingly globalized society, literacy ideologies are ever more critical to educational equity, and to human lives.

Divined Intervention provides an innovative institutionalist account for why religion enables political activism in some settings, but not others. Christopher W. Hale argues that decentralized religious institutions facilitate grassroots collective action, and he uses a multimethod approach to test this explanation against several theoretical alternatives. Utilizing nationally representative Mexican survey data, the book’s statistical analyses demonstrate that decentralization by the Catholic Church is positively associated with greater individual political activism across the country. Using case studies centered in the Mexican states of Chiapas, Yucatán, and Morelos, the author shows that religious decentralization encourages reciprocal cooperative interactions at a local level. This then increases the ability of religion to provide goods and services to its local adherents. These processes then prompt the growth of organizational capacities at the grassroots, enabling secular political activism.
Because this theoretical framework is grounded in human behavior, it shows how local institutions politically organize at the grassroots level. Divined Intervention also offers an improved understanding of religion’s relationship with political activism, a topic of ever-increasing significance as religion fuels political engagement across the globe. The book further synthesizes seemingly disparate approaches to the study of collective action into a cohesive framework. Finally, there is some debate as to the impact of ethnic diversity on the provision of public goods, and this study helps us understand how local institutional configurations can enable collective action across ethnic boundaries.
Doing Comparable Worth is the first empirical study of the actual process of attempting to translate into reality the idea of equal pay for work of equal value. This political ethnography documents a large project undertaken by the state of Oregon to evaluate 35,000 jobs of state employees, identify gender-based pay inequities, and remedy these inequities. The book details both the technical and political processes, showing how the technical was always political, how management manipulated and unions resisted wage redistribution, and how initial defeat was turned into partial victory for pay equity by labor union women and women's movement activists.
As a member of the legislative task force that was responsible for implementing the legislation requiring a pay equity study in Oregon, Joan Acker gives an insider's view of how job evaluation, job classification, and the formulation of an equity plan were carried out. She reveals many of the political and technical problems in doing comparable worth that are not evident to outsiders. She also places comparable worth within a feminist theoretical perspective.
Doing the Right Thing examines the use of extraordinary legislative procedures in four cases in the U.S. Congress to accomplish policy objectives that many political scientists would argue are impossible to achieve. It not only shows that Congress is capable of imposing parochial costs in favor of general benefits but it argues that Congress is able to do so in a variety of policy areas through the use of very different kinds of procedural mechanisms that are underappreciated.
The book opens by developing a theory of procedural choice to explain why Congress chooses to delegate in differing degrees in dealing with similar kinds of policy problems. The theory is then applied to four narrative case studies—military base closures, the Yucca Mountain Project, NAFTA, and the Tax Reform Act of 1986—that both show the variety of factors that impact procedural choice and highlight how our national legislature was able to “do the right thing.”
The book concludes by pointing to the variety of ways in which Congress will be confronted with similar policy problems in the coming years and offering some lessons from these cases about what kinds of procedures and policy outcomes we might expect. In short, Congress is remarkably adept at “doing the right thing,” even under difficult circumstances, but only when legislators are willing to manipulate procedures in all the necessary ways.
Drilled to Write offers a rich account of US Army cadets navigating the unique demands of Army writing at a senior military college. In this longitudinal case study, J. Michael Rifenburg follows one cadet, Logan Blackwell, for four years and traces how he conceptualizes Army writing and Army genres through immersion in military science classes, tactical exercises in the Appalachian Mountains, and specialized programs like Airborne School.
Drawing from research on rhetorical genre studies, writing transfer, and materiality, Drilled to Write speaks to scholars in writing studies committed to capturing how students understand their own writing development. Collectively, these chapters articulate four ways Blackwell leveraged resources through ROTC to become a cadet writer at this military college. Each chapter is dedicated to one year of his undergraduate experience with focus on curricular writing for his business management major and military science classes as well as his extracurricular writing, like his Ballroom Dance Club bylaws and a three-thousand-word short story.
In Drilled to Write, Rifenburg invites readers to see how cadets are positioned between civilian and military life—a curiously liminal space where they develop as writers. Using Army ROTC as an entry into genre theory and larger conversations about the role higher education plays in developing Army officers, he shows how writing students develop genre awareness and flexibility while forging a personal identity.
The die-hard local skateboarders of Franklin Skatepark—a group of working-class, Latino and white young men in the rural Midwest—are typically classified by schools and society as “struggling,” “at-risk,” “failing,” and “in crisis.” But at the skatepark, they thrive and succeed, not only by landing tricks but also by finding meaning and purpose in their lives.
In Dropping In, Robert Petrone draws from multiple years of ethnographic research to bring readers into this rich environment, exploring how and why these young men engage more with skateboarding and its related cultural communities than with school. For them, it is in these alternative communities and spaces that they meet their intellectual, literate, and learning needs; cultivate meaningful and supportive relationships; and develop a larger understanding of their place in the world. By looking at what these skateboarders can teach us about what is right and working in their lives, Petrone asks educators and others committed to youth development to rethink schooling structures and practices to provide equitable education for all students.

Thousands of people die in drug-related violence every year in Mexico. Ciudad Juárez, Chihuahua, adjacent to El Paso, Texas, has become the most violent city in the Mexican drug war. Much of the cocaine, marijuana, and methamphetamine consumed in the United States is imported across the Mexican border, making El Paso/Juárez one of the major drug-trafficking venues in the world.
In this anthropological study of drug trafficking and anti-drug law enforcement efforts on the U.S.-Mexico border, Howard Campbell uses an ethnographic perspective to chronicle the recent Mexican drug war, focusing especially on people and events in the El Paso/Juárez area. It is the first social science study of the violent drug war that is tearing Mexico apart.
Based on deep access to the drug-smuggling world, this study presents the drug war through the eyes and lives of direct participants. Half of the book consists of oral histories from drug traffickers, and the other half from law enforcement officials. There is much journalistic coverage of the drug war, but very seldom are the lived experiences of traffickers and "narcs" presented in such vivid detail. In addition to providing an up-close, personal view of the drug-trafficking world, Campbell explains and analyzes the functioning of drug cartels, the corruption that facilitates drug trafficking, the strategies of smugglers and anti-narcotics officials, and the perilous culture of drug trafficking that Campbell refers to as the "Drug War Zone."
