Daniel Webster (1782–1852) embodied the golden age of oratory in America by mastering each of the major genres of public speaking of the time. Even today, many of his victories before the Supreme Court remain as precedents. Webster served in the House, the Senate, and twice as secretary of state. He was so famous as a political orator that his reply “Liberty and Union, now and forever, one and inseparable!” to Senator Robert Hayne in a debate in 1830 was memorized by schoolboys and was on the lips of Northern soldiers as they charged forward in the Civil War. There would have been no 1850 Compromise without Webster, and without the Compromise, the Civil War might well have come earlier to an unprepared North.
Webster was also the consummate ceremonial speaker. He advanced Whig virtues and solidified support for the Union through civil religion, creating a transcendent symbol for the nation that became a metaphor for the working constitutional framework.
While several biographies have been written about Webster, none has focused on his oratorical talent. This study examines Webster’s incredible career from the perspective of his great speeches and how they created a civil religion that moved citizens beyond loyalty and civic virtue to true romantic patriotism. Craig R. Smith places Webster’s speeches in their historical context and then uses the tools of rhetorical criticism to analyze them. He demonstrates that Webster understood not only how rhetorical genres function to meet the expectations of the moment but also how they could be braided to produce long-lasting and literate discourse.

Written in 1927 but barred from timely publication by the Lincoln family, The Dark Days of Abraham Lincoln's Widow, as Revealed by Her Own Letters is based on nearly two dozen intimate letters written between Mary Lincoln and her close friend Myra Bradwell mainly during the former's 1875 incarceration in an insane asylum. By the 1920s most accounts of Mrs. Lincoln focused on her negative qualities and dismissed her as "crazy." Bradwell's granddaughter Myra Helmer Pritchard wrote this distinctly sympathetic manuscript at the behest of her mother, who wished to vindicate Mary Lincoln in the public eye by printing the private correspondence. Pritchard fervently defends Mrs. Lincoln's conduct and sanity, arguing that she was not insane but rather the victim of an overzealous son who had his mother committed.

The manuscript and letters were thought to have been destroyed, but fortunately the Lincolns' family lawyer stored copies in a trunk, where historian Jason Emerson discovered them in 2005. While leaving the manuscript intact, Emerson has enhanced it with an introduction and detailed annotations. He fills in factual gaps; provides background on names, places, and dates; and analyzes Pritchard's interpretations, making clear where she was right and where her passion to protect Mrs. Lincoln led to less than meticulous research and incorrect conclusions. This volume features an easy-to-follow format that showcases Pritchard's text on the left-hand pages and Emerson's insightful annotations on the right-hand pages. 

Following one of the most revered and reviled, famous and infamous of the First Ladies, this book provides a unique perspective of Mrs. Lincoln's post-White House years, with an emphasis on her commitment to a sanitarium. Sheridan explored the lifeworlds — the individual and collective elements and realities that are present within the participants’ existential experiences, their relationships, and their truths — of seven deaf and hard of hearing children between the ages of seven and ten. What she discovered were deaf children with strengths, positive experiences, and positive relationships. Sheridan’s new book Deaf Adolescents: Inner Lives and Lifeworld Development returns to these seven individuals, now between the ages of 13 and 17, to see how their lives have progressed since their first interviews.

Establishing an identity is said to be a primary and necessary task of adolescence. Deaf Adolescents reveals how these young adults all have begun to deal with tasks and situations that lead them to rely more on themselves and others outside of their families. Many of them talk about the athletic challenges that they face, and how their success depends upon their own efforts. They also think about the future while biding their time, taking “a break” from the furious growth that they are experiencing and also enjoying time spent with other deaf friends.

In this volume, Sheridan examines the similarities and differences that these deaf young adults reveal in their views at two developmental points in their lives. Her renewed study has advanced the quest to determine what pathways and spaces can foster productive, healthy, satisfying, actualized deaf lives.

Deaf Lives in Contrast: Two Women’s Stories might seem to bring together polar opposites in the broad range of deaf experience. Yet, as these narratives unfold, the reader will recognize that common threads run through them despite their different circumstances.

Mary V. Rivers, who came from a “dirt poor” Cajun family in Louisiana, was only 17 when she married Bruce Rivers, a member of the U.S. Air Force during World War II. She bore three children in quick succession, all boys, and traveled with them to Europe with her husband. When her third son Clay was nearly two, however, she learned that he was deaf. From that time on, she devoted her life to securing a good education for Clay.

Dvora Shurman’s parents, deaf Jewish immigrants from Russia, met in Chicago after World War I. Both were educated orally, declaring “I am not born deaf. Signing only for born-deaf.” They did sign, but they also wanted hearing children, stemming from their own sense of devaluation. Shurman lived a dual life in the deaf and hearing worlds. She saw herself as her deaf parents’ ears, their voice to the hearing world, and as sharing with her mother the task of being mother.

The resonating theme that echoes with both of these women centers on their resentment of the treatment received by their deaf loved ones. Early in her life, Shurman adopted a slogan with her sister, “‘It's Not Fair,’ to rebel against the shaming, the demeaning, our family suffered.” After years of struggling for her son, Rivers asserts that “deaf people have a right to prove themselves as first class citizens.” Their uncommon stories reveal that they share more in common, a belief in equal rights for all, deaf and hearing.

The Federal Reserve—the central bank of the United States—is the most powerful peacetime bureaucracy in the federal government. Under the chairmanship of Alan Greenspan (1987-2006), the Fed achieved near mythical status for its part in managing the economy, and Greenspan was lauded as a genius. Few seemed to notice or care that Fed officials operated secretly with almost no public accountability. There was a courageous exception to this lack of oversight, however: Henry B. Gonzalez (D-TX)—chairman of the U.S. House of Representatives Financial Services (banking) Committee.

In Deception and Abuse at the Fed, Robert Auerbach, a former banking committee investigator, recounts major instances of Fed mismanagement and abuse of power that were exposed by Rep. Gonzalez, including:

  • Blocking Congress and the public from holding powerful Fed officials accountable by falsely declaring—for 17 years—it had no transcripts of its meetings;
  • Manipulating the stock and bond markets in 1994 under cover of a preemptive strike against inflation;
  • Allowing $5.5 billion to be sent to Saddam Hussein from a small Atlanta branch of a foreign bank—the result of faulty bank examination practices by the Fed;
  • Stonewalling Congressional investigations and misleading the Washington Post about the $6,300 found on the Watergate burglars.

Auerbach provides documentation of these and other abuses at the Fed, which confirms Rep. Gonzalez's belief that no government agency should be allowed to operate with the secrecy and independence in which the Federal Reserve has shrouded itself. Auerbach concludes with recommendations for specific, broad-ranging reforms that will make the Fed accountable to the government and the people of the United States.

The battle could well have occurred away from Gettysburg rather than around the town. Whether Lee would have emerged the victor and Meade the vanquished remains an open question, but whatever the outcome, it was the particular decision-making delineated here that shaped the campaign that went into the history books.

Why then, do high schools that supposedly subscribe to this view send students to college at such dramatically different rates?  Why do students from one school succeed while students from another struggle? To the usual answer—an imbalance in resources—this book adds a far more subtle and complicated explanation. Defining Student Success shows how different schools foster dissimilar and sometimes conflicting ideas about what it takes to succeed—ideas that do more to preserve the status quo than to promote upward mobility.

Lisa Nunn’s study of three public high schools reveals how students’ beliefs about their own success are shaped by their particular school environment and reinforced by curriculum and teaching practices. While American culture broadly defines success as a product of hard work or talent (at school, intelligence is the talent that matters most), Nunn shows that each school refines and adapts this American cultural wisdom in its own distinct way—reflecting the sensibilities and concerns of the people who inhabit each school. While one school fosters the belief that effort is all it takes to succeed, another fosters the belief that hard work will only get you so far because you have to be smart enough to master course concepts. Ultimately, Nunn argues that these school-level adaptations of cultural ideas about success become invisible advantages and disadvantages for students’ college-going futures. Some schools’ definitions of success match seamlessly with elite college admissions’ definition of the ideal college applicant, while others more closely align with the expectations of middle or low-tier institutions of higher education.

With its insights into the transmission of ideas of success from society to school to student, this provocative work should prompt a reevaluation of the culture of secondary education. Only with a thorough understanding of this process will we ever find more consistent means of inculcating success, by any measure.

Meyers begins by taking readers through the historical development of the rural Mexican town of Villachuato. Through a series of case studies spanning the decades between the Mexican Revolution and the modern-day village, Meyers explores the ever-widening gulf between the priorities of students and the ideals of the public education system. As more and more of Villachuato’s families migrate in an effort to find work in the wake of shifting transnational economic policies like NAFTA, the town’s public school teachers find themselves frustrated by spiraling drop-out rates. Meyers discovers that students often consider the current curriculum irrelevant and reject the established value systems of Mexico’s public schools. Meyers debunks the longstanding myth that literacy is tied to economic development, arguing that a “literacy contract” model, in which students participate in public education in exchange for access to increased earning potential, better illustrates the situation in rural Mexico.

Meyers next explores literacy on the other side of the border, traveling to Marshalltown, Iowa, where many former citizens of Villachuato have come to reside because of the availability of jobs for unskilled workers at the huge Swift meat-packing plant there. Here she discovers that Mexican-origin families in the United States often consider education a desirable end in itself rather than a means to an end. She argues that migration has a catalyzing effect on literacy, particularly as Mexican migrant families tend to view education as a desirable form of prestige.

Meyers reveals the history and policies that have shaped the literacy practices of Mexican-origin students, and she raises important questions about not only the obligation of the United States to educate migrant students, but also those students’ educational struggles and ways in which these difficulties can be overcome. This transnational study is essential reading for scholars, students, educators and lawmakers interested in shaping the future of educational policy.

When do international institutions effectively promote economic cooperation among countries and help them resolve conflict? Although the international system lacks any central governing authority, states have created rules, particularly around international economic relations, and empowered international tribunals to enforce those rules. Just how successful are these institutions? In Delivering on Promises Lauren J. Peritz demonstrates that these international courts do indeed deliver results—but they are only effective under certain conditions. 

As Peritz shows, states are less likely to comply with international rules and international court decisions when domestic industries have the political ability to obstruct compliance in particular cases. The author evaluates the argument with an extensive empirical analysis that traces the domestic politics of compliance with the decisions of two international economic courts: the World Trade Organization’s dispute settlement mechanism and the Court of Justice of the European Union. At a time when international agreements are under attack, this book sheds light on the complex relationship between domestic politics and international economic cooperation, offering detailed evidence that international economic courts are effective at promoting interstate cooperation.

Around the world, established parties are weakening, and new parties are failing to take root. In many cases, outsiders have risen and filled the void, posing a threat to democracy. Why do most new parties fail? Under what conditions do they survive and become long-term electoral fixtures? Brandon Van Dyck investigates these questions in the context of the contemporary Latin American left. He argues that stable parties are not an outgrowth of democracy. On the contrary, contemporary democracy impedes successful party building. To construct a durable party, elites must invest time and labor, and they must share power with activists. Because today’s elites have access to party substitutes like mass media, they can win votes without making such sacrifices in time, labor, and autonomy. Only under conditions of soft authoritarianism do office-seeking elites have a strong electoral incentive to invest in party building. Van Dyck illustrates this argument through a comparative analysis of four new left parties in Latin America: two that collapsed and two that survived.

Alexander Baturo tracks adherence to and defiance of presidential term limits in all types of regimes (not only democratic regimes) around the world since 1960. Drawing on original data collection and fieldwork to investigate the factors that encourage playing by or manipulating the rules, he asks what is at stake for the chief executive if he relinquishes office. Baturo finds that the income-generating capacity of political office in states where rent-seeking is prevalent, as well as concerns over future immunity and status, determines whether or not an executive attempts to retain power beyond the mandated period. Rai roots her study of democratic politics and publics in a range of urban case studies focused on public art, community policing, and urban development. These studies examine the issues that erupted within an ethnically and economically diverse Chicago neighborhood over conflicting visions for a vacant lot called Wilson Yard. Tracing how residents with disparate agendas organized factions and deployed language, symbols, and other rhetorical devices in the struggle over Wilson Yard’s redevelopment and other contested public spaces, Rai demonstrates that rhetoric is not solely a tool of elite communicators, but rather a framework for understanding the agile communication strategies that are improvised in the rough-and-tumble work of democratic life.
 
Wilson Yard, a lot eight blocks north of Wrigley Field in Chicago’s gentrifying Uptown neighborhood, is a diverse enclave of residents enlivened by recent immigrants from Guatemala, Mexico, Vietnam, Ethiopia, and elsewhere. The neighborhood’s North Broadway Street witnesses a daily multilingual hubbub of people from a wide spectrum of income levels, religions, sexual identifications, and interest groups. When a fire left the lot vacant, this divided community projected on Wilson Yard disparate and conflicting aspirations, the resolution of which not only determined the fate of this particular urban space, but also revealed the lot of democracy itself as a process of complex problem-solving. Rai’s detailed study of one block in an iconic American city brings into vivid focus the remarkable challenges that beset democratic urban populations anywhere on the globe—and how rhetoric supplies a framework to understand and resolve those challenges.
 
Based on exhaustive field work, Rai uses rhetorical ethnography to study competing publics, citizenship, and rhetoric in action, exploring “rhetorical invention,” the discovery or development by individuals of the resources or methods of engaging with and persuading others. She builds a case for democratic processes and behaviors based not on reflexive idealism but rather on the hard work and practice of democracy, which must address apathy, passion, conflict, and ambivalence.

In the famous Brown v. the Board of Education decisions of 1954 and 1955, the United States Supreme Court ruled that "separate but equal" schools for black and white students were unconstitutional. Yet history records that it took more than a decade of legal battles, civil rights protests, and, tragically, violent confrontations before black students gained full access to previously white schools.

Mansfield, Texas, a small community southeast of Fort Worth, was the scene of an early school integration attempt. In this book, Robyn Duff Ladino draws on interviews with surviving participants, media reports, and archival research to provide the first full account of the Mansfield school integration crisis of 1956.

Ladino explores how power politics at the local, state, and federal levels ultimately prevented the integration of Mansfield High School in 1956. Her research sheds new light on the actions of Governor Allan Shivers—who, in the eyes of the segregationists, actually validated their cause by his political actions—and it underscores President Dwight Eisenhower's public passivity toward civil rights during his first term of office.

Despite the short-term failure, however, the Mansfield school integration crisis helped pave the way for the successful integration of Central High School in Little Rock, Arkansas, in 1957. Thus, it deserves a permanent place in the history of the civil rights movement, which this book amply provides.

The book provides a framework for thinking about and understanding ecological design, along with a wealth of real-world examples that bring to life Lyle's key ideas.

Lyle traces the historical growth of design approaches involving natural processes, and presents an introduction to the principles, methods, and techniques that can be used to shape landscape, land use, and natural resources in an ecologically sensitive and sustainable manner. Lyle argues that careful design of human ecosystems recognizes three fundamental concerns: scale (the relative size of the landscape and its connections with larger and smaller systems), the design process itself, and the underlying order that binds ecosystems together and makes them work. He discusses the importance of each of these concerns, and presents a workable approach to designing systems that effectively accounts for all of them. The theory presented is supported throughout by numerous case studies that illustrate its practical applications.

This is the first historical archaeology book focused on Detroit and one of the few to foreground the archaeology of the Great Migration era (ca. 1915–1970). The archaeological scholarship is rooted in collaborative, community-involved, and public-facing initiatives. The case studies examine how power is and has been exercised in Detroit’s communities over the past century: how it was stripped from the city’s twentieth- and twenty-first-century residents, but also how they acquired alternative sources of agency by establishing creative and illicit economies, most of which still operated within the city’s capitalist framework.
 
Throughout this book, connections run deep between archaeology, heritage, politics, historic preservation, and storytelling. Focusing on labor market institutions and the supply and demand forces that affect wages, the papers compare patterns of earnings inequality and pay differentials in the United States, Australia, Korea, Japan, Western Europe, and the changing economies of Eastern Europe. Cross-country studies examine issues such as managerial compensation, gender differences in earnings, and the relationship of pay to regional unemployment.

From this rich store of data, the contributors attribute changes in relative wages and unemployment among countries both to differences in labor market institutions and training and education systems, and to long-term shifts in supply and demand for skilled workers. These shifts are driven in part by skill-biased technological change and the growing internationalization of advanced industrial economies.

In the digital age, schools are a central part of a nationwide effort to make access to technology more equitable, so that all young people, regardless of identity or background, have the opportunity to engage with the technologies that are essential to modern life. Most students, however, come to school with digital knowledge they’ve already acquired from the range of activities they participate in with peers online. Yet, teachers, as Matthew H. Rafalow reveals in Digital Divisions, interpret these technological skills very differently based on the race and class of their student body.
 
While teachers praise affluent White students for being “innovative” when they bring preexisting and sometimes disruptive tech skills into their classrooms, less affluent students of color do not receive such recognition for the same behavior. Digital skills exhibited by middle class, Asian American students render them “hackers,” while the creative digital skills of working-class, Latinx students are either ignored or earn them labels troublemakers. Rafalow finds in his study of three California middle schools that students of all backgrounds use digital technology with sophistication and creativity, but only the teachers in the school serving predominantly White, affluent students help translate the digital skills students develop through their digital play into educational capital. Digital Divisions provides an in-depth look at how teachers operate as gatekeepers for students’ potential, reacting differently according to the race and class of their student body. As a result, Rafalow shows us that the digital divide is much more than a matter of access: it’s about how schools perceive the value of digital technology and then use them day-to-day.

Variations in the structure of a democracy's institutions of governance make some types of democracies more likely to use force than others. To test his theory, Auerswald compares British, French, and U.S. behavior during military conflicts and diplomatic crises from the Cold War era to the present. Diversity, despite what we say, disturbs us. In the U.S., we debate linguistic rights, the need for an official language, and educational policies for language minority students. On the one hand, we believe in the rights of individuals, including (at least in the academy) the right to one’s own language. On the other hand, we sponsor a single common language, monolingual and standard, for full participation and communication in both the academy and in U.S. society.

In Diverse by Design, Christopher Schroeder reports on an institutional case study conducted at an officially designated Hispanic-Serving Institution. He gives particular attention to a cohort of Latino students in a special admissions program, to document their experience of a program designed to help students surmount the “obstacle” that ethnolinguistic diversity is perceived to be.

Ultimately, Schroeder argues for reframing multilingualism and multiculturalism, not as obstacles, but as intellectual resources to exploit. While diversity might disturb us, we can overcome its challenges by a more expansive sense of social identity. In an increasingly globalized society, literacy ideologies are ever more critical to educational equity, and to human lives.

Divined Intervention provides an innovative institutionalist account for why religion enables political activism in some settings, but not others. Christopher W. Hale argues that decentralized religious institutions facilitate grassroots collective action, and he uses a multimethod approach to test this explanation against several theoretical alternatives. Utilizing nationally representative Mexican survey data, the book’s statistical analyses demonstrate that decentralization by the Catholic Church is positively associated with greater individual political activism across the country. Using case studies centered in the Mexican states of Chiapas, Yucatán, and Morelos, the author shows that religious decentralization encourages reciprocal cooperative interactions at a local level. This then increases the ability of religion to provide goods and services to its local adherents. These processes then prompt the growth of organizational capacities at the grassroots, enabling secular political activism.

Because this theoretical framework is grounded in human behavior, it shows how local institutions politically organize at the grassroots level. Divined Intervention also offers an improved understanding of religion’s relationship with political activism, a topic of ever-increasing significance as religion fuels political engagement across the globe. The book further synthesizes seemingly disparate approaches to the study of collective action into a cohesive framework. Finally, there is some debate as to the impact of ethnic diversity on the provision of public goods, and this study helps us understand how local institutional configurations can enable collective action across ethnic boundaries.

But these grand plans are the exception, and seldom turn out as envisioned by the utopian planner. Inviting city neighborhoods are more often works of improvisation on a small scale. This type of bottom-up development gives cities both their character and the ability to respond to sudden change.

Hank Dittmar, urban planner, friend of artists and creatives, sometime rancher, “high priest of town planning” to the Prince of Wales, believed in letting small things happen. Dittmar concluded that big plans were often the problem. Looking at the global cities of the world, he saw a crisis of success, with gentrification and global capital driving up home prices in some cities, while others decayed for lack of investment.
 
In DIY City, Dittmar explains why individual initiative, small-scale business, and small development matter, using lively stories from his own experience and examples from recent history, such as the revival of Camden Lock in London and the nascent rebirth of Detroit. DIY City, Dittmar’s last original work, captures the lessons he learned throughout the course of his varied career—from transit-oriented development to Lean Urbanism—that can be replicated to create cities where people can flourish.
 
DIY City is a timely response to the challenges many cities face today, with a short supply of affordable housing, continued gentrification, and offshore investment. Dittmar’s answer to this crisis is to make Do-It-Yourself the norm rather than the exception by removing the barriers to small-scale building and local business. The message of DIY City can offer hope to anyone who cares about cities.

Doing Comparable Worth is the first empirical study of the actual process of attempting to translate into reality the idea of equal pay for work of equal value. This political ethnography documents a large project undertaken by the state of Oregon to evaluate 35,000 jobs of state employees, identify gender-based pay inequities, and remedy these inequities. The book details both the technical and political processes, showing how the technical was always political, how management manipulated and unions resisted wage redistribution, and how initial defeat was turned into partial victory for pay equity by labor union women and women's movement activists.

As a member of the legislative task force that was responsible for implementing the legislation requiring a pay equity study in Oregon, Joan Acker gives an insider's view of how job evaluation, job classification, and the formulation of an equity plan were carried out. She reveals many of the political and technical problems in doing comparable worth that are not evident to outsiders. She also places comparable worth within a feminist theoretical perspective.

Doing the Right Thing examines the use of extraordinary legislative procedures in four cases in the U.S. Congress to accomplish policy objectives that many political scientists would argue are impossible to achieve. It not only shows that Congress is capable of imposing parochial costs in favor of general benefits but it argues that Congress is able to do so in a variety of policy areas through the use of very different kinds of procedural mechanisms that are underappreciated.

The book opens by developing a theory of procedural choice to explain why Congress chooses to delegate in differing degrees in dealing with similar kinds of policy problems. The theory is then applied to four narrative case studies—military base closures, the Yucca Mountain Project, NAFTA, and the Tax Reform Act of 1986—that both show the variety of factors that impact procedural choice and highlight how our national legislature was able to “do the right thing.”

The book concludes by pointing to the variety of ways in which Congress will be confronted with similar policy problems in the coming years and offering some lessons from these cases about what kinds of procedures and policy outcomes we might expect. In short, Congress is remarkably adept at “doing the right thing,” even under difficult circumstances, but only when legislators are willing to manipulate procedures in all the necessary ways.

Since 1970 the incarceration rate in the United States has more than tripled, and in many cities-urban centers such as Washington, D.C.-it has increased over five-fold. Today, one out of every ten adult black men in the District is in prison and three out of every four can expect to spend some time behind bars. But the numbers don't reveal what it's like for the children, wives, and parents of prisoners, or the subtle and not-so-subtle effects mass incarceration is having on life in the inner city.

Author Donald Braman shows that those doing time on the inside are having a ripple effect on the outside-reaching deep into the family and community life of urban America. Braman gives us the personal stories of what happens to the families and communities that prisoners are taken from and return to. Carefully documenting the effects of incarceration on the material and emotional lives of families, this groundbreaking ethnography reveals how criminal justice policies are furthering rather than abating the problem of social disorder. When Huston Diehl began teaching a fourth-grade class in a "Negro" elementary school in rural Louisa County, Virginia, the school’s white superintendent assured her that he didn't expect her to teach "those children" anything.  She soon discovered how these low expectations, widely shared by the white community, impeded her students' ability to learn. With its overcrowded classrooms, poorly trained teachers, empty bookshelves, and meager supplies, her segregated school was vastly inferior to the county's white elementary schools, and the message it sent her students was clear: "dream not of other worlds."
     In her often lyrical memoir, Diehl reveals how, in the intimacy of the classroom, her students reached out to her, a young white northerner, and shared their fears, anxieties, and personal beliefs.  Repeatedly surprised and challenged by her students, Diehl questions her long-standing middle-class assumptions and confronts her own prejudices. In doing so, she eloquently reflects on what the students taught her about the hurt of bigotry and the humiliation of poverty as well as dignity, courage, and resiliency.
      Set in the waning days of the Jim Crow South, Dream Not of Other Worlds chronicles an important moment in American history. Diehl examines the history of black education in the South and narrates the dramatic struggle to integrate Virginia's public schools. In Drilled to Write, Rifenburg invites readers to see how cadets are positioned between civilian and military life—a curiously liminal space where they develop as writers. Using Army ROTC as an entry into genre theory and larger conversations about the role higher education plays in developing Army officers, he shows how writing students develop genre awareness and flexibility while forging a personal identity.

Thousands of people die in drug-related violence every year in Mexico. Ciudad Juárez, Chihuahua, adjacent to El Paso, Texas, has become the most violent city in the Mexican drug war. Much of the cocaine, marijuana, and methamphetamine consumed in the United States is imported across the Mexican border, making El Paso/Juárez one of the major drug-trafficking venues in the world.

In this anthropological study of drug trafficking and anti-drug law enforcement efforts on the U.S.-Mexico border, Howard Campbell uses an ethnographic perspective to chronicle the recent Mexican drug war, focusing especially on people and events in the El Paso/Juárez area. It is the first social science study of the violent drug war that is tearing Mexico apart.

Based on deep access to the drug-smuggling world, this study presents the drug war through the eyes and lives of direct participants. Half of the book consists of oral histories from drug traffickers, and the other half from law enforcement officials. There is much journalistic coverage of the drug war, but very seldom are the lived experiences of traffickers and "narcs" presented in such vivid detail. In addition to providing an up-close, personal view of the drug-trafficking world, Campbell explains and analyzes the functioning of drug cartels, the corruption that facilitates drug trafficking, the strategies of smugglers and anti-narcotics officials, and the perilous culture of drug trafficking that Campbell refers to as the "Drug War Zone."
