Parents around the world grapple with the common challenge of balancing work and child care. Despite common problems, the industrialized nations have developed dramatically different social and labor market policies—policies that vary widely in the level of support they provide for parents and the extent to which they encourage an equal division of labor between parents as they balance work and care. In Families That Work, Janet Gornick and Marcia Meyers take a close look at the work-family policies in the United States and abroad and call for a new and expanded role for the U.S. government in order to bring this country up to the standards taken for granted in many other Western nations. In many countries in Europe and in Canada, family leave policies grant parents paid time off to care for their young children, and labor market regulations go a long way toward ensuring that work does not overwhelm family obligations. In addition, early childhood education and care programs guarantee access to high-quality care for their children. In most of these countries, policies encourage gender equality by strengthening mothers' ties to employment and encouraging fathers to spend more time caregiving at home. In sharp contrast, Gornick and Meyers show how in the United States—an economy with high labor force participation among both fathers and mothers—parents are left to craft private solutions to the society-wide dilemma of "who will care for the children?" Parents—overwhelmingly mothers—must loosen their ties to the workplace to care for their children; workers are forced to negotiate with their employers, often unsuccessfully, for family leave and reduced work schedules; and parents must purchase care of dubious quality, at high prices, from consumer markets. By leaving child care solutions up to hard-pressed working parents, these private solutions exact a high price in terms of gender inequality in the workplace and at home, family stress and economic insecurity, and—not least—child well-being. Gornick and Meyers show that it is possible–based on the experiences of other countries—to enhance child well-being and to increase gender equality by promoting more extensive and egalitarian family leave, work-time, and child care policies. Families That Work demonstrates convincingly that the United States has much to learn from policies in Europe and in Canada, and that the often-repeated claim that the United States is simply "too different" to draw lessons from other countries is based largely on misperceptions about policies in other countries and about the possibility of policy expansion in the United States.

Federal efforts to improve the collection of child support from fathers appear to have little effect on payments, and many critics have argued that forcing fathers to pay does more harm than good. Much of the uncertainty surrounding child support policies has stemmed from a lack of hard data on nonresident fathers. Fathers Under Fire presents the best available information on the financial and social circumstances of the men who are at the center of the debate. In this volume, social scientists and legal scholars explore the issues underlying the child support debate, chief among them on the potential repercussions of stronger enforcement. Who are nonresident fathers? This volume calls upon both empirical and theoretical data to describe them across a broad economic and social spectrum. Absentee fathers who do not pay child support are much more likely to be school dropouts and low earners than fathers who pay, and nonresident fathers altogether earn less than resident fathers. Fathers who start new families are not significantly less likely to support previous children. But can we predict what would happen if the government were to impose more rigorous child support laws? The data in this volume offer a clearer understanding of the potential benefits and risks of such policies. In contrast to some fears, stronger enforcement is unlikely to push fathers toward. But it does seem to have more of an effect on whether some fathers remarry and become responsible for new families. In these cases, how are subsequent children affected by a father's pre-existing obligations? Should such fathers be allowed to reduce their child support orders in order to provide for their current families? Should child support guidelines permit modifications in the event of a father's changed financial circumstances? Should government enforce a father's right to see his children as well as his obligation to pay support? What can be done to help under- or unemployed fathers meet their payments? This volume provides the information and insight to answer these questions. The need to help children and reduce the public costs of welfare programs is clear, but the process of achieving these goals is more complex. Can a good school help its students overcome the adverse effects of economic disadvantage and family adversity? Recent educational assessment suggests that the answer may be a painful no. Here, however, is a book that contradicts the prevailing pessimism about the possibilities of education. In Fifteen Thousand Hours, Michael Rutter and his colleagues show conclusively that schools can make a difference.

In a three-year study of a dozen secondary schools in a large urban area, Rutter's team found that some schools were demonstrably better than others at promoting the academic and social success of their students. Moreover, there were clear and interesting differences between the schools that promote success and the schools that promote failure. As Rutter shows, these differences provide important clues to the kind of educational reform that might allow inner-city schools to act more uniformly as a positive and protective influence on students who must grow up in an otherwise disordered and difficult world.

For a dozen years during their formative period of development, children spend as many of their working hours at school as at home—some 15,000 hours in all. To suggest that this tremendous amount of time has no effect on development seems irrational. To settle for schools that simply act as institutions of containment for disadvantaged children seems a strategy of despair. The importance of this major book in education is its clear demonstration that these are not the only alternatives.

Riesman discusses the different characters, economies, and life plans of adult men and women of both groups, focusing on their ideas about the value of relatives. He further presents detailed observations of child-rearing practices, and concludes that the FulBe and RiimaayBe do not differ in these practices. Contrasting Fulani and Western notions of parenting, he suggests that child-rearing practices are themselves irrelevant to the formation of adult personality, but that a people's ideas about the meaning of life, social relations, and the development of character are very important. Finally, Riesman outlines a sociocultural theory of personality and its formation, and uses this theory to make sense of the differences between FulBe and RiimaayBe.

For the Sake of the Children examines the social organization of responsibility by asking who takes responsibility for critically ill newborns. Drawing on medical records and interviews with parents and medical staff, the authors take us into two neonatal intensive care units, showing us the traumas of extreme medical measures and the sufferings of infants. The accounts are by turns heroic and disturbing as we see people trying to take charge of these infants' care, thinking about long-term plans, redefining their roles as adults and parents, and coping with sometimes awful contingencies.

Rather than treating responsibility as an ethical issue, the authors focus on how responsibility is socially produced and sustained. The authors ask: How do staff members encourage parents to take responsibility, but keep them from interfering in medical matters, and how do parents encourage staff vigilance when they are novices attempting to supervise the experts?

The authors conclude that it is not sufficient simply to be responsible individuals. Instead, we must learn how to be responsible in an organizational world, and organizations must learn how to support responsible individuals.

Pfitzer reveals, the writers and editors at Bobbs-Merrill, the publisher of the Childhood of Famous Americans book series published between 1932 and 1958, thought carefully about how their books would influence the development of their male readers. These books emphasized inspiring tales over historical accuracy and were written in simple language, with characters, dialogue, and stories that were intended to teach boys how to be successful men.

But this was a specific image of American manhood. Published in an era when sociologists, psychologists, and other experts worried about male delinquency, the men envisioned in these books were steeped in Cold War racial and gender stereotypes, and questions about citizenship and responsibility. Based on deep archival research into the publication history of the series, “From Boys to Men” sheds light on current controversies on children’s books and presentations of gender diversity.

Does economic inequality in one generation lead to inequality of opportunity in the next? In From Parents to Children, an esteemed international group of scholars investigates this question using data from ten countries with differing levels of inequality. The book compares whether and how parents' resources transmit advantage to their children at different stages of development and sheds light on the structural differences among countries that may influence intergenerational mobility. How and why is economic mobility higher in some countries than in others? The contributors find that inequality in mobility-relevant skills emerges early in childhood in all of the countries studied. Bruce Bradbury and his coauthors focus on learning readiness among young children and show that as early as age five, large disparities in cognitive and other mobility-relevant skills develop between low- and high-income kids, particularly in the United States and the United Kingdom. Such disparities may be mitigated by investments in early childhood education, as Christelle Dumas and Arnaud Lefranc demonstrate. They find that universal pre-school education in France lessens the negative effect of low parental SES and gives low-income children a greater shot at social mobility. Katherine Magnuson, Jane Waldfogel, and Elizabeth Washbrook find that income-based gaps in cognitive achievement in the United States and the United Kingdom widen as children reach adolescence. Robert Haveman and his coauthors show that the effect of parental income on test scores increases as children age; and in both the United States and Canada, having parents with a higher income betters the chances that a child will enroll in college. As economic inequality in the United States continues to rise, the national policy conversation will not only need to address the devastating effects of rising inequality in this generation but also the potential consequences of the decline in mobility from one generation to the next. Drawing on unparalleled international datasets, From Parents to Children provides an important first step.

In Russia during the second half of the eighteenth century, a public conversation emerged that altered perceptions of pregnancy, birth, and early childhood. Children began to be viewed as a national resource, and childbirth heralded new members of the body politic. The exclusively female world of mothers, midwives, and nannies came under the scrutiny of male physicians, state institutions, a host of zealous reformers, and even Empress Catherine the Great.
    Making innovative use of obstetrical manuals, belles lettres, children’s primers, and other primary documents from the era, Anna Kuxhausen draws together many discourses—medical, pedagogical, and political—to show the scope and audacity of new notions about childrearing. Reformers aimed to teach women to care for the bodies of pregnant mothers, infants, and children according to medical standards of the Enlightenment. Kuxhausen reveals both their optimism and their sometimes fatal blind spots in matters of implementation. In examining the implication of women in public, even political, roles as agents of state-building and the civilizing process, From the Womb to the Body Politic offers a nuanced, expanded view of the Enlightenment in Russia and the ways in which Russians imagined their nation while constructing notions of childhood.
