The Chinese Communist welfare state was established with the goal of eradicating income inequality. But paradoxically, it actually widened the income gap, undermining one of the most important objectives of Mao Zedong’s revolution. Nara Dillon traces the origins of the Chinese welfare state from the 1940s through the 1960s, when such inequalities emerged and were institutionalized, to uncover the reasons why the state failed to achieve this goal.
Using newly available archival sources, Dillon focuses on the contradictory role played by labor in the development of the Chinese welfare state. At first, the mobilization of labor helped found a welfare state, but soon labor’s privileges turned into obstacles to the expansion of welfare to cover more of the poor. Under the tight economic constraints of the time, small, temporary differences evolved into large, entrenched inequalities. Placing these developments in the context of the globalization of the welfare state, Dillon focuses on the mismatch between welfare policies originally designed for European economies and the very different conditions found in revolutionary China. Because most developing countries faced similar constraints, the Chinese case provides insight into the development of narrow, unequal welfare states across much of the developing world in the postwar period.

Railroads and the Transformation of China is the first comprehensive history, in any language, of railroad operation from the last decades of the Qing Empire to the present.
China’s first fractured lines were built under semicolonial conditions by competing foreign investors. The national system that began taking shape in the 1910s suffered all the ills of the country at large: warlordism and Japanese invasion, Chinese partisan sabotage, the Great Leap Forward when lines suffered in the “battle for steel,” and the Cultural Revolution, during which Red Guards were granted free passage to “make revolution” across the country, nearly collapsing the system. Elisabeth Köll’s expansive study shows how railroads survived the rupture of the 1949 Communist revolution and became an enduring model of Chinese infrastructure expansion.
The railroads persisted because they were exemplary bureaucratic institutions. Through detailed archival research and interviews, Köll builds case studies illuminating the strength of rail administration. Pragmatic management, combining central authority and local autonomy, sustained rail organizations amid shifting political and economic priorities. As Köll shows, rail provided a blueprint for the past forty years of ambitious, semipublic business development and remains an essential component of the PRC’s politically charged, technocratic economic model for China’s future.
The nineteenth century marked the high point of imperialism, when tsarist Russia expanded to the Pacific and the sun was said never to set on the British Empire. Imperialism remains a perennial issue in international relations today, and nowhere is this more evident than in the intensifying competition for global resources.
Leo J. Blanken explains imperialism through an analysis of the institutions of both the expanding state and its targets of conquest. While democratic states favoring free trade generally resort to imperialism only to preempt aggressive rivals—or when they have reason to believe another state’s political institutions will not hold up when making bargains—authoritarian states tend toward imperialism because they don’t stand to benefit from free trade. The result is three distinct strategies toward imperialism: actors fighting over territory, actors peaceably dividing territory among themselves, and actors refraining from seizing territory altogether. Blanken examines these dynamics through three case studies: the scramble for Africa, the unequal treaties imposed on Qing Dynasty China, and the evolution of Britain’s imperial policy in India. By separating out the different types of imperialism, Blanken provides insight into its sources, as well as the potential implications of increased competition in the current international arena.
The past becomes readable when we can tell stories and make arguments about it. When we can tell more than one story or make divergent arguments, the readability of the past then becomes an issue. Therein lies the beginning of history, the sense of inquiry that heightens our awareness of interpretation. How do interpretive structures develop and disintegrate? What are the possibilities and limits of historical knowledge?
This book explores these issues through a study of the Zuozhuan, a foundational text in the Chinese tradition, whose rhetorical and analytical self-consciousness reveals much about the contending ways of thought unfolding during the period of the text's formation (ca. 4th c. BCE). But in what sense is this vast collection of narratives and speeches covering the period from 722 to 468 BCE "historical"? If one can speak of an emergent sense of history in this text, Wai-yee Li argues, it lies precisely at the intersection of varying conceptions of interpretation and rhetoric brought to bear on the past, within a larger context of competing solutions to the instability and disintegration represented through the events of the 255 years covered by the Zuozhuan. Even as its accounts of proliferating disorder and disintegration challenge the boundaries of readability, the deliberations on the rules of reading in the Zuozhuan probe the dimensions of historical self-consciousness.
In a formative period of Chinese culture, early medieval writers made extensive use of a diverse set of resources, in which such major philosophical classics as Laozi, Zhuangzi, and Classic of Changes featured prominently. Reading Philosophy, Writing Poetry examines how these writers understood and manipulated a shared intellectual lexicon to produce meaning. Red Silk is a history of China’s Yangzi Delta silk industry during the wars, crises, and revolutions of the mid-twentieth century. Based on extensive research in Chinese archives and focused on the 1950s, the book compares two very different groups of silk workers and their experiences in the revolution. Male silk weavers in Shanghai factories enjoyed close ties to the Communist party-state and benefited greatly from socialist policies after 1949. In contrast, workers in silk thread mills, or filatures, were mostly young women who lacked powerful organizations or ties to the revolutionary regime. For many filature workers, working conditions changed little after 1949 and politicized production campaigns added a new burden within the brutal and oppressive factory regime in place since the nineteenth century.
Both groups of workers and their employers had to adapt to rapidly changing circumstances. Their actions—protests, petitions, bribery, tax evasion—compelled the party-state to adjust its policies, producing new challenges. The results, though initially positive for many, were ultimately disastrous. By the end of the 1950s, there was widespread conflict and deprivation among silk workers and, despite its impressive recovery under Communist rule, the industry faced a crisis worse than war and revolution.
Regional Literature and the Transmission of Culture provides a richly textured picture of cultural transmission in the Qing and early Republican eras. In Remaking Chinese America, Xiaojian Zhao explores the myriad forces that changed and unified Chinese Americans during a key period in American history. Prior to 1940, this immigrant community was predominantly male, but between 1940 and 1965 it was transformed into a family-centered American ethnic community. Zhao pays special attention to forces both inside and outside of the country in order to explain these changing demographics. She scrutinizes the repealed exclusion laws and the immigration laws enacted after 1940. Careful attention is also paid to evolving gender roles, since women constituted the majority of newcomers, significantly changing the sex ratio of the Chinese American population.
As members of a minority sharing a common cultural heritage as well as pressures from the larger society, Chinese Americans networked and struggled to gain equal rights during the cold war period. In defining the political circumstances that brought the Chinese together as a cohesive political body, Zhao also delves into the complexities they faced when questioning their personal national allegiances. Remaking Chinese America uses a wealth of primary sources, including oral histories, newspapers, genealogical documents, and immigration files to illuminate what it was like to be Chinese living in the United States during a period that—until now—has been little studied.
Ezra F. Vogel (July 11, 1930–December 20, 2020) was one of America’s foremost experts on Asia, mastering the Japanese and Chinese languages and contributing important scholarly works on both countries, and on their relationships with each other and with the world. Starting from modest roots in an immigrant family in a small town in Ohio, he came to Harvard in 1953 to train as a sociologist. He then shifted his focus to Asia, spending almost the entirety of his life at Harvard.
Vogel had a dramatic impact around the world, not only through his scholarship and the students he trained, but also through his friendship and mentoring of journalists, diplomats, business executives, and foreign leaders as well as through his public policy advice and devotion to institution building, at Harvard as well as nationally and internationally. Active until the end, his sudden death provoked outpourings of gratitude and grief from countless people whose lives he had affected. The present volume, containing fond reminiscences from 155 diverse individuals, conveys what was so extraordinary about the character and life of Ezra Vogel.
As a nation makes the transition from communism to democracy or another form of authoritarianism, its regime must construct not only new political institutions, but also a new political ideology that can guide policy and provide a sense of mission. The new ideology is crucial for legitimacy at home and abroad, as well as the regime’s long-term viability. In The Return of Ideology, Cheng Chen compares post-communist regimes, with a focus on Russia under Putin and post-Deng China, investigating the factors that affect the success of an ideology-building project and identifies the implications for international affairs.
Successful ideology-building requires two necessary—but not sufficient—conditions. The regime must establish a coherent ideological repertoire that takes into account the nation’s ideological heritage and fresh surges of nationalism. Also, the regime must attract and maintain a strong commitment to the emerging ideology among the political elite.
Drawing on rich primary sources, including interviews, surveys, political speeches, writings of political leaders, and a variety of publications, Chen identifies the major obstacles to ideology-building in modern Russia and China and assesses their respective long-term prospects. Whereas creating a new regime ideology has been a protracted and difficult process in China, it has been even more so in Russia. The ability to forge an ideology is not merely a domestic concern for these two nations, but a matter of international import as these two great powers move to assert and extend their influence in the world.

Richard Halliburton (1900–1939), considered the world’s first celebrity travel writer, swam the length of the Panama Canal, recreated Ulysses’ voyages in the Mediterranean, crossed the Alps on an elephant, flew around the world in a biplane, and descended into the Mayan Well of Death, all the while chronicling his own adventures. Several books treat his life and travels, yet no book has addressed in detail Halliburton’s most ambitious expedition: an attempt to sail across the Pacific Ocean in a Chinese junk.
Set against the backdrop of a China devastated by invading Japanese armies and the storm clouds of world war gathering in Europe, Halliburton and a crew of fourteen set out to build and sail the Sea Dragon—a junk or ancient sailing ship—from Hong Kong to San Francisco for the Golden Gate International Exposition. After battling through crew conflicts and frequent delays, the Sea Dragon set sail on March 4, 1939. Three weeks after embarking, the ship encountered a typhoon and disappeared without a trace.
Richly enhanced with historic photographs, Richard Halliburton and the Voyage of the Sea Dragon follows the dramatic arc of this ill-fated expedition in fine detail. Gerry Max artfully unpacks the tensions between Halliburton and his captain, John Wenlock Welch (owing much to Welch’s homophobia and Halliburton’s unconcealed homosexuality). And while Max naturally explores the trials and tribulations of preparing, constructing, and finally launching the Sea Dragon, he also punctuates the story with the invasion of China by the Japanese, as Halliburton and his letters home reveal an excellent wartime reporter. Max mines these documents, many of which have only recently come to light, as well as additional letters from Halliburton and his crew to family and friends, photographs, films, and tape recordings, to paint an intricate portrait of Halliburton’s final expedition from inception to tragic end.
As the rest of the world worries about what a future might look like under Chinese supremacy, Edward Luttwak worries about China’s own future prospects. Applying the logic of strategy for which he is well known, Luttwak argues that the most populous nation on Earth—and its second largest economy—may be headed for a fall.
For any country whose rising strength cannot go unnoticed, the universal logic of strategy allows only military or economic growth. But China is pursuing both goals simultaneously. Its military buildup and assertive foreign policy have already stirred up resistance among its neighbors, just three of whom—India, Japan, and Vietnam—together exceed China in population and wealth. Unless China’s leaders check their own ambitions, a host of countries, which are already forming tacit military coalitions, will start to impose economic restrictions as well.
Chinese leaders will find it difficult to choose between pursuing economic prosperity and increasing China’s military strength. Such a change would be hard to explain to public opinion. Moreover, Chinese leaders would have to end their reliance on ancient strategic texts such as Sun Tzu’s Art of War. While these guides might have helped in diplomatic and military conflicts within China itself, their tactics—such as deliberately provoking crises to force negotiations—turned China’s neighbors into foes. To avoid arousing the world’s enmity further, Luttwak advises, Chinese leaders would be wise to pursue a more sustainable course of economic growth combined with increasing military and diplomatic restraint.

Over the following decades, the PBC has assumed a prominent role in policy deliberations and financial reforms, such as fighting inflation, relaxing China’s exchange rate regime, managing reserves, reforming banking, and internationalizing the renminbi. Today, the People’s Bank of China confronts significant challenges in controlling inflation on the back of runaway growth, but it has established a strong track record in setting policy for both domestic reform and integration into the global economy.
Taiwan has been depicted as an island facing the incessant threat of forcible unification with the People's Republic of China. Why, then, has Taiwan spent more than three decades pouring capital and talent into China?

The geopolitical shift in Asia beginning in the 1970s and the global restructuring of value chains since the 1980s created strong incentives for Taiwanese entrepreneurs to rush into China despite high political risks and insecure property rights. Taiwanese investment, in conjunction with Hong Kong capital, laid the foundation for the world’s factory to flourish in the southern province of Guangdong, but official Chinese narratives play down Taiwan’s vital contribution. It is hard to imagine the Guangdong model without Taiwanese investment, and, without the Guangdong model, China’s rise could not have occurred. Going beyond the received wisdom of the “China miracle” and “Taiwan factor,” Wu delineates how Taiwanese businesspeople, with the cooperation of local officials, ushered global capitalism into China. By partnering with its political archrival, Taiwan has benefited enormously, while helping to cultivate an economic superpower that increasingly exerts its influence around the world.
As the Ch’ing government’s Inspector General of the Maritime Customs Service, Robert Hart was the most influential Westerner in China for half a century. A riveting study of the booming rosewood trade between China and Madagascar uncovers an alternative approach to environmentalism that disrupts Western models.
Rosewood is the world’s most trafficked endangered species by value, accounting for larger outlays than ivory, rhino horn, and big cats put together. Nearly all rosewood logs are sent to China, fueling a $26 billion market for classically styled furniture. Vast expeditions across Asia and Africa search for the majestic timber, and legions of Chinese ships sail for Madagascar, where rosewood is purchased straight from the forest.
The international response has been to interdict the trade, but in this incisive account Annah Lake Zhu suggests that environmentalists have misunderstood both the intent and the effect of China’s appetite for rosewood, causing social and ecological damage in the process. For one thing, Chinese consumers are understandably seeking to reclaim their cultural heritage, restoring a centuries-old tradition of home furnishing that the Cultural Revolution had condemned. In addition, Chinese firms are investing in environmental preservation. Far from simply exploiting the tree, businesses are carefully managing valuable forests and experimenting with extensive new plantings. This sustainable-use paradigm differs dramatically from the conservation norms preferred by Western-dominated NGOs, whose trade bans have prompted speculation and high prices, even encouraging criminal activity. Meanwhile, attempts to arm conservation task forces—militias meant to guard the forests—have backfired.
Drawing on years of fieldwork in China and Madagascar, Rosewood upends the pieties of the global aid industry. Zhu offers a rigorous look at what environmentalism and biodiversity protection might look like in a world no longer dominated by the West.
Drawing on data including surveys commissioned especially for this study, Holmes examines the causes and consequences of official corruption as well as ways of combating it. He focuses particular attention on the timing of the recent increase in reports of corruption, the relationship between post-communism and corruption, and the interplay between corruption and the delegitimation and weakening of the state. Holmes argues that the global turn toward neoliberalism—with its focus on ends over means, flexibility, and a reduced role for the state—has generated much of the corruption in post-communist states. At the same time, he points out that neoliberalism is perhaps the single most powerful tool for overcoming the communist legacy, which is an even more significant cause of corruption. Among the conclusions that Holmes draws is that a strong democratic state is needed in the early stages of the transition from communism in order to prevent corruption from taking hold.
Small-scale industries in rural areas in China are today an essential element of regional development programs. This monograph analyzes two main development strategies. One involves technology choices in a number of industrial sectors, most of which were initiated during the Great Leap Forward in the late fifties. The scaling down of modern large-scale technology through a product or quality choice, combined with changes in the manufacturing processes, is discussed at some length for nitrogen chemical fertilizer and cement.
The other approach is the integrated rural development strategy where a number of activities are integrated within or closely related to the commune system. This strategy includes industry as only one component of many instruments where improved public health, education, and improved agricultural technology contribute to achieving such policy objectives as increased employment and productivity.
This book is the first analytical treatment in any language of the “most durable ‘sino–foreign’ institution in modern Chinese history.” It traces the beginnings of a Russian-Orthodox presence in Peking several decades back before the commonly held date of its origin. It also shows how the news of the plight of prisoners from the Russian fortress of Albazin (taken by the Ch’ing in 1685) was transmitted back to Russia, and how the indecisiveness of the official Russian response colored the entire subsequent history of the mission. The chapters on the Orthodox missionary life in Peking and on the institutions of the mission provide us with new insight into life in the Ch’ing capital.
The tentative beginnings of Russian scholarly and scientific interest in Chinese matters, an outgrowth of the missionary presence in Peking, are also discussed. The book tackles an especially difficult case, for by ordinary standards the Russian ecclesiastical mission was a failure, not a success. The monks and students were an unruly lot, the mission itself never functioned as a full diplomatic institution, and the Chinese frequently treated the missionaries with neglect or disdain.
Yet, as the author demonstrates, even this apparent failure had a purpose. The mission served to maintain a minimal contact between the two empires throughout a long period of conflicting ambitions and actions in the Inner Asian theater.
