Diversity and the Dilemmas of Collective Action

Ethnically homogenous communities often do a better job than diverse communities of producing public goods such as satisfactory schools and health care, adequate sanitation, and low levels of crime. Coethnicity reports the results of a landmark study that aimed to find out why diversity has this cooperation-undermining effect. The study, conducted in a neighborhood of Kampala, Uganda, notable for both its high levels of diversity and low levels of public goods provision, hones in on the mechanisms that might account for the difficulties diverse societies often face in trying to act collectively. The Mulago-Kyebando Community Study uses behavioral games to explore how the ethnicity of the person with whom one is interacting shapes social behavior. Hundreds of local participants interacted with various partners in laboratory games simulating real-life decisions involving the allocation of money and the completion of joint tasks. Many of the subsequent findings debunk long-standing explanations for diversity's adverse effects. Contrary to the prevalent notion that shared preferences facilitate ethnic collective action, differences in goals and priorities among participants were not found to be structured along ethnic lines. Nor was there evidence that subjects favored the welfare of their coethnics over that of non-coethnics. When given the opportunity to act altruistically, individuals did not choose to benefit coethnics disproportionately when their actions were anonymous. Yet when anonymity was removed, subjects behaved very differently. With their actions publicly observed, subjects gave significantly more to coethnics, expected their partners to reciprocate, and expected that they would be sanctioned for a failure to cooperate. This effect was most pronounced among individuals who were otherwise least likely to cooperate. These results suggest that what may look like ethnic favoritism is, in fact, a set of reciprocity norms—stronger among coethnics than among non-coethnics—that make it possible for members of more homogeneous communities to take risks, invest, and cooperate without the fear of getting cheated. Such norms may be more subject to change than deeply held ethnic antipathies—a powerful finding for policymakers seeking to design social institutions in diverse societies. Research on ethnic diversity typically draws on either experimental research or field work. Coethnicity does both. In Collective Biologies, Emily A. Wentzell uses sexual health research participation as a case study for investigating the use of individual health behaviors to aid groups facing crisis and change. Wentzell analyzes couples' experiences of a longitudinal study of HPV occurrence in men in Cuernavaca, Mexico. She observes how their experiences reflected Mexican cultural understandings of group belonging through categories like family and race. For instance, partners drew on collective rather than individualistic understandings of biology to hope that men's performance of “modern” masculinities, marriage, and healthcare via HPV research would aid groups ranging from church congregations to the Mexican populace. Thus, Wentzell challenges the common regulatory view of medical research participation as an individual pursuit. Instead, she demonstrates that medical research is a daily life arena that people might use for fixing embodied societal problems. By identifying forms of group interconnectedness as “collective biologies,” Wentzell investigates how people can use their own actions to enhance collective health and well-being in ways that neoliberal emphasis on individuality obscures.

Contentious Lives examines the ways popular protests are experienced and remembered, individually and collectively, by those who participate in them. Javier Auyero focuses on the roles of two young women, Nana and Laura, in uprisings in Argentina (the two-day protest in the northwestern city of Santiago del Estero in 1993 and the six-day road blockade in the southern oil towns of Cutral-co and Plaza Huincul in 1996) and the roles of the protests in their lives. Laura was the spokesperson of the picketers in Cutral-co and Plaza Huincul; Nana was an activist in the 1993 protests. In addition to exploring the effects of these episodes on their lives, Auyero considers how each woman's experiences shaped what she said and did during the uprisings, and later, the ways she recalled the events. While the protests were responses to the consequences of political corruption and structural adjustment policies, they were also, as Nana’s and Laura’s stories reveal, quests for recognition, respect, and dignity.

Auyero reconstructs Nana’s and Laura’s biographies through oral histories and diaries. Drawing on interviews with many other protesters, newspaper articles, judicial records, government reports, and video footage, he provides sociological and historical context for their stories. The women’s accounts reveal the frustrations of lives overwhelmed by gender domination, the deprivations brought about by hyper-unemployment and the withering of the welfare component of the state, and the achievements and costs of collective action. Balancing attention to large-scale political and economic processes with acknowledgment of the plurality of meanings emanating from personal experiences, Contentious Lives is an insightful, penetrating, and timely contribution to discussions of popular resistance and the combined effects of globalization, neoliberal economic policies, and political corruption in Argentina and elsewhere.

It has often been thought that Roman politics was dominated by a governing class, or even aristocracy, and it has sometimes been presumed that the Senate was a legislative body. The Crowd in Rome in the Late Republic takes a dramatically new tack, and explores the consequences of a democracy in which public office could be gained only by direct election by the people. And while the Senate could indeed debate public matters, advise other office-holders, and make some administrative decisions, it could not legislate. An office-holder who wanted to pass a law had to step out of the Senate-house and propose it to the people in the Forum--where there were few guarantees.
In this important study, Fergus Millar explores the development of the Roman Republic, which, as it drew to a close in the middle decades of the first century B.C.E., had come to cover most of Italy. There were nearly a million adult male voters in the time of Cicero, but there were no constituencies, and no absentee ballots. To exercise their rights, voters had to come in person to Rome and to meet in the Forum. Millar takes the period from the dictatorship of Sulla to Caesar's crossing of the Rubicon and shows how the politics of the crowd was central to the great changes that took place year after year, and altered the Republic forever.
The originality of Millar's highly accessible work lies first in its serious treatment of the importance of open-air oratory in Roman public life, and second, in its use of the narratives of events that evidence provides. Third, it refuses to interpret these narratives in the light of modern theories about the importance of the client-patron system, or the domination of the Senate. This work questions how we should understand the Roman Republic: as a network of aristocratic families dominating the people, or an erratic and volatile democracy in which power was exercised by the tiny proportion of citizens who actually came to listen to speeches and to vote.
This work speaks to those interested in ancient history and its consequences in the modern world.

Beyond merely providing a history of this movement, Sharon Barnartt and Richard Scotch's Disability Protests: Contentious Politics, 1970-1999 offers an incisive, sociological analysis of thirty years of protests, organization, and legislative victories within the deaf and disabled populations. She shows that they often act on behalf of people they see as neighbors, not friends, as allies, not intimates, and people with whom they have an imagined relationship, not a real one. To repair our fractured civic landscape, she argues, we should draw on the rich language of solidarity that Americans already have.

What is the role of law in a society in which order is maintained mostly through social norms, trust, and nonlegal sanctions? Eric Posner argues that social norms are sometimes desirable yet sometimes odious, and that the law is critical to enhancing good social norms and undermining bad ones. But he also argues that the proper regulation of social norms is a delicate and complex task, and that current understanding of social norms is inadequate for guiding judges and lawmakers. What is needed, and what this book offers, is a model of the relationship between law and social norms. The model shows that people's concern with establishing cooperative relationships leads them to engage in certain kinds of imitative behavior. The resulting behavioral patterns are called social norms.

Posner applies the model to several areas of law that involve the regulation of social norms, including laws governing gift-giving and nonprofit organizations; family law; criminal law; laws governing speech, voting, and discrimination; and contract law. Among the engaging questions posed are: Would the legalization of gay marriage harm traditional married couples? Is it beneficial to shame criminals? Why should the law reward those who make charitable contributions? Would people vote more if non-voters were penalized? The author approaches these questions using the tools of game theory, but his arguments are simply stated and make no technical demands on the reader.

In the 1970s, the accepted environmental thinking was that overpopulation was destroying the earth. Prominent economists and environmentalists agreed that the only way to stem the tide was to impose restrictions on how we used resources, such as land, water, and fish, from either the free market or the government. In The Uncommon Knowledge of Elinor Ostrom, author Erik Nordman brings to life Ostrom’s brilliant mind. Half a century ago, she was rejected from doctoral programs because she was a woman; in 2009, she became the first woman to win the Nobel Prize in Economics. Her research challenged the long-held dogma championed by Garrett Hardin in his famous 1968 essay, “The Tragedy of the Commons,” which argued that only market forces or government regulation can prevent the degradation of common pool resources. The concept of the “Tragedy of the Commons” was built on scarcity and the assumption that individuals only act out of self-interest. Ostrom’s research proved that people can and do act in collective interest, coming from a place of shared abundance. Ostrom’s ideas about common resources have played out around the world, from Maine lobster fisheries, to ancient waterways in Spain, to taxicabs in Nairobi. In writing The Uncommon Knowledge of Elinor Ostrom, Nordman traveled extensively to interview community leaders and stakeholders who have spearheaded innovative resource-sharing systems, some new, some centuries old. Through expressing Ostrom’s ideas and research, he also reveals the remarkable story of her life.
 
Ostrom broke barriers at a time when women were regularly excluded from academia and her research challenged conventional thinking. Elinor Ostrom proved that regular people can come together to act sustainably—if we let them. This message of shared collective action is more relevant than ever for solving today’s most pressing environmental problems.
