The events of 9/11 and the promise of future attacks, Hurricane Katrina and the destruction of New Orleans, and the inevitable consequences of environmental devastation all contribute to an atmosphere of imminent doom. But reading an account of the San Francisco earthquake of 1906, with its vivid evocation of buildings “crumbling as one might crush a biscuit,” we see that calamities—whether natural or man-made—have long had an impact on the American consciousness.

Disasters as historical processes shaping identity, governance, and diasporic memory in colonial and postcolonial Mauritius
In a world marked by increasingly destructive ecological and meteorological upheavals, Cyclonic Lives in an Indian Ocean World offers a historical analysis of how these catastrophes shape people’s understanding of themselves, their collective history, and their relationship to the institutions that govern them. An examination of cyclonic disasters in the multiethnic Indian Ocean island of Mauritius throws into stark relief how deep histories of diasporic identity formation, of imperial governance, and of the informal practices of racial difference making graft onto how everyday people interpret these moments of loss and the futures that emerge in their wake.
Cyclonic Lives shows that disasters are not only events; they are also processes through which people evaluate and rethink the most elemental social and cultural categories that give meaning to their lives. Beginning in the late nineteenth century and continuing until the early postcolonial era, this book tracks, for example, how Mauritians of African descent integrated these disasters into broader collective histories and memories of the Indian Ocean slave trade, how Hindu Indo-Mauritians understood cyclones’ ecological effects as material elements to be accounted for in a broader Hindu diasporic space, and how the late colonial and early postcolonial state built infrastructures—material, conceptual, and financial—to mitigate the threats posed by these storms and ensure their own long-term durability.
The increasing political, social, and economic instability that climate change has already triggered demands that humanists develop analytical geographies and methodologies that shed light on how power can modulate in asymmetrical ways at moments of crisis. If there is one central takeaway from this historical study of this small island in a big ocean, it is that catastrophic events are not things that merely happen to people; they are processes that remake them.
By every measure, Hurricane Sandy was a disaster of epic proportions. The deadliest storm to strike the East Coast since Hurricane Diane in 1955, Sandy killed thirty-seven people and caused more than $30 billion in damages in 2012 to New Jersey alone. But earlier centuries experienced their own catastrophes.
In Disaster!, Alan A. Siegel brings readers face-to-face with twenty-eight of the deadliest natural and human-caused calamities to strike New Jersey between 1821 and 1906, ranging from horrific transportation accidents to uncontrolled fires of a kind rarely seen today. Even before the wreckage of a disaster is cleared, one question is foremost in the minds of the public: "What can be done to prevent this from happening again?" Today, news media and policymakers often invoke the "lessons of September 11" and the "lessons of Hurricane Katrina." Certainly, these unexpected events heightened awareness about problems that might have contributed to or worsened the disasters, particularly about gaps in preparation. Inquiries and investigations are made that claim that "lessons" were "learned" from a disaster, leading us to assume that we will be more ready the next time a similar threat looms, and that our government will put in place measures to protect us.
In Lessons of Disaster, Thomas Birkland takes a critical look at this assumption. We know that disasters play a role in setting policy agendas—in getting policymakers to think about problems—but does our government always take the next step and enact new legislation or regulations? To determine when and how a catastrophic event serves as a catalyst for true policy change, the author examines four categories of disasters: aviation security, homeland security, earthquakes, and hurricanes. He explores lessons learned from each, focusing on three types of policy change: change in the larger social construction of the issues surrounding the disaster; instrumental change, in which laws and regulations are made; and political change, in which alliances are created and shifted.
Birkland argues that the type of disaster affects the types of lessons learned from it, and that certain conditions are necessary to translate awareness into new policy, including media attention, salience for a large portion of the public, the existence of advocacy groups for the issue, and the preexistence of policy ideas that can be drawn upon.
This timely study concludes with a discussion of the interplay of multiple disasters, focusing on the initial government response to Hurricane Katrina and the negative effect the September 11 catastrophe seems to have had on reaction to that tragedy.
The recurrent treatment of shipwrecks in the creative arts demonstrates an enduring fascination with this archetypal scene: a shipwreck survivor confronting the elements. It is remarkable, for example, that the characters in the 2004 television show Lost share so many features with those from Homer’s Odyssey and Shakespeare’s The Tempest.
For survivors who are stranded on an island for some period of time, shipwrecks often present the possibility of a change in political and social status—as well as romance and even paradise. In each of the major shipwreck narratives examined, the poet or novelist links the castaways’ arrival on a new shore with the possibility of a new sort of life. Readers will come to appreciate the shift in attitude toward the opportunities offered by shipwreck: older texts such as the Odyssey reveals a trajectory of returning to the previous order. In spite of enticing new temptations, Odysseus—and some of the survivors in The Tempest—revert to their previous lives, rejecting what many might consider paradise. Odysseus is reestablished as king; Prospero travels back to Milan. In such situations, we may more properly speak of potential transformations. In contrast, many recent shipwreck narratives instead embrace the possibility of a new sort of existence. That even now the shipwreck theme continues to be treated, in multiple media, testifies to its long-lasting appeal to a very wide audience.
