On his thirty-ninth birthday in 1966, Alexander Polikoff, a volunteer ACLU attorney and partner in a Chicago law firm, met some friends to discuss a pro bono case. Over lunch, the four talked about the Chicago Housing Authority construction program. All the new public housing, it seemed, was going into black neighborhoods. If discrimination was prohibited in public schools, wasn't it also prohibited in public housing?

And so began Gautreaux v. CHA and HUD, a case that from its rocky beginnings would roll on year after year, decade after decade, carrying Polikoff and his colleagues to the nation's Supreme Court (to face then-solicitor general Robert Bork); establishing precedents for suits against the discriminatory policies of local housing authorities, often abetted by HUD; and setting the stage for a nationwide experiment aimed at ending the concentration--and racialization--of poverty through public housing. Sometimes Kafkaesque, sometimes simply inspiring, and never less than absorbing, the story of Gautreaux, told by its principal lawyer, moves with ease through local and national civil rights history, legal details, political matters, and the personal costs--and rewards--of a commitment to fairness, equality, and justice. Both the memoir of a dedicated lawyer, and the narrative of a tenacious pursuit of equality, this story--itself a critical, still-unfolding chapter in recent American history--urges us to take an essential step in ending the racial inequality that Alexis de Toqueville prophetically named America's "most formidable evil."

In Waiting for the Cool Moon Wendy Matsumura interrogates the erasure of colonial violence at the heart of Japanese nation-state formation. She critiques Japan studies’ role in this effacement and contends that the field must engage with anti-Blackness and anti-Indigeneity as the grounds on which to understand imperialism, colonialism, fascism, and other forces that shape national consciousness. Drawing on Black radical thinkers’ critique of the erasure of the Middle Passage in universalizing theories of modernity’s imbrication with fascism, Matsumura traces the consequences of the Japanese empire’s categorization of people as human and less-than-human as manifested in the 1920s and 1930s, and the struggles of racialized and colonized people against imperialist violence. She treats the archives safeguarded by racialized, colonized women throughout the empire as traces of these struggles, including the work they performed to keep certain stories out of view. Matsumura demonstrates that tracing colonial sensibility and struggle is central to grappling with their enduring consequences for the present.

The Wake County Public School System was once described as a beacon of hope for American school districts. It was both academically successful and successfully integrated. It accomplished these goals through the hard work of teachers and administrators, and through a student assignment policy that made sure no school in the countywide district became a high poverty school. Although most students attended their closest school, the “diversity policy” modified where some students were assigned to make sure no school had more than 40% of its students qualifying for free or reduced-price lunch or more than 25% performing below grade level. When the school board election of 2009 swept into office a majority who favored “neighborhood schools,” the diversity policy that had governed student assignment for years was eliminated. Wake: Why the Battle Over Diverse Public Schools Still Matters tells the story of the aftermath of that election, including the fierce public debate that ensued during school board meetings and in the pages of the local newspaper, and the groundswell of community support that voted in a pro-diversity school board in 2011. What was at stake in those years was the fundamental direction of the largest school district in North Carolina and the 14th largest in the U.S. Would it maintain a commitment to diverse schools, and if so, how would it balance that commitment with various competing interests and demands? Through hundreds of published opinion articles and several in depth interviews with community leaders, Wake examines the substance of that debate and explores the community’s vision for public education. Wake also explores the importance of knowing the history of a place, including the history of school segregation. Wake County’s example still resonates, and the battle over diverse public schools still matters, because owning responsibility for the problem of segregated schools (or not) will shape the direction of America’s future.

War on Autism examines autism as a historically specific and powerladen cultural phenomenon that has much to teach about the social organization of a neoliberal western modernity. Bringing together a variety of interpretive theoretical perspectives including critical disability studies, queer and critical race theory, and cultural studies, the book analyzes the social significance and productive effects of contemporary discourses of autism as these are produced and circulated in the field of autism advocacy. Anne McGuire discusses how in the field of autism advocacy, autism often appears as an abbreviation, its multiple meanings distilled to various “red flag” warnings in awareness campaigns, bulleted biomedical ”facts” in information pamphlets, or worrisome statistics in policy reports. She analyzes the relationships between these fragmentary enactments of autism and traces their continuities to reveal an underlying, powerful, and ubiquitous logic of violence that casts autism as a pathological threat that advocacy must work to eliminate. Such logic, McGuire contends, functions to delimit the role of the “good” autism advocate to one who is positioned “against” autism.

The book offers two major insights into the history of military heroism. First, it reveals a precarious ambiguity in the efforts of minorities such as African Americans, Asian Americans, Native Americans, women, and gay men to be recognized as heroic soldiers. Paradoxically, America’s heroism discourse allowed them to press their case for full membership in the nation, but doing so simultaneously validated the dichotomous interpretations of race and gender they repudiated. The ambiguous role of marginalized groups in war-related hero-making processes also testifies to this volume’s second general insight: the durability and tenacity of the masculine warrior hero in U.S. society and culture. Warring over Valor bridges a gap in the historiography of heroism and military affairs.

From its inception, the public safety net in the United States has excluded many people because of their race, gendered roles, or other factors. As a result, they must prove their moral worthiness to get resources for themselves and their families. In When Care Is Conditional, sociologist Dani Carrillo reveals the ramifications of this conditional safety net by focusing on one particularly vulnerable population: undocumented immigrants.

Through in-depth interviews with Latinx immigrants in northern California, Carrillo examines three circumstances—place, gender, and immigration status—that intersect to influence an individual’s access to health care, food assistance, and other benefits. She demonstrates that place of residence affects undocumented immigrants’ ability to get care since more services are available in urban areas, where many immigrants cannot afford to live, than suburban areas, where public transportation is limited. She also shows that while both men and women who are undocumented have difficulty obtaining care, men often confront more challenges. Undocumented women who are pregnant or mothers are eligible for some government safety net programs and rely on informal coethnic networks or a “guiding figure”—a relative, friend, neighbor, or coworker—who explains how to get care and makes them feel confident in accessing it. Most undocumented men, in contrast, are not eligible for public programs except in a medical emergency and often lack someone to guide them directly to care. Men sometimes steer one another to jobs through worker centers—where they may learn about various services and take advantage of those that increase their employability, like English or computer classes—but a culture of masculinity leads them to downplay medical problems and seek health care only in a crisis.   
 
As undocumented immigrants navigate this exclusionary system, Carrillo finds that they resist the rhetoric stigmatizing them as lawbreakers. Dismissing the importance of “papers” and highlighting their work ethic, they question the fairness of U.S. immigration policies and challenge ideas about who deserves care.

Carrillo offers concrete recommendations, such as improving labor conditions and reexamining benefit eligibility, to increase access to care for not only undocumented immigrants but also people who have been excluded because of their race, criminal record, gender identity, sexual orientation, or disability. She argues that working with and across populations creates a powerful form of solidarity in advocating for inclusive care.
When Care Is Conditional provides compelling insights into how safety net and immigration policies intersect to affect people’s everyday lives and calls for a cultural shift so that the United States can provide unconditional care for all.

She uses a student organization, the InterVarsity Christian Fellowship (IVCF) at “California University,” as a case study to show how reductions in racial diversity impact the ability of students to sustain multiethnic communities.

The story documents IVCF’s evolution from a predominantly white group that rarely addressed race to the most racially diverse campus fellowship at the university. However, its ability to maintain its multiethnic membership was severely hampered by the drop in black enrollment at California University following the passage of Proposition 209, a statewide affirmative action ban.

Park demonstrates how the friendships that students have—or do not have—across racial lines are not just a matter of personal preference or choice; they take place in the contexts that are inevitably shaped by the demographic conditions of the university. She contends that a strong organizational commitment to diversity, while essential, cannot sustain racially diverse student subcultures. Her work makes a critical contribution to our understanding of race and inequality in collegiate life and is a valuable resource for educators and researchers interested in the influence of racial politics on students’ lives.

A law requires black bus passengers to sit in the back of the bus. The U.S. Food and Drug Administration approves a drug for use by black heart failure patients. We routinely draw distinctions among people on the basis of characteristics that they possess or lack. While some distinctions are benign, many are morally troubling.

White Men Challenging Racism is a collection of first-person narratives chronicling the compelling experiences of thirty-five white men whose efforts to combat racism and fight for social justice are central to their lives. Based on interviews conducted by Cooper Thompson, Emmett Schaefer, and Harry Brod, these engaging oral histories tell the stories of the men’s antiracist work. While these men discuss their accomplishments with pride, they also talk about their mistakes and regrets, their shortcomings and strategic blunders. A foreword by James W. Loewen, author of Lies My Teacher Told Me, provides historical context, describing antiracist efforts undertaken by white men in America during past centuries.

Ranging in age from twenty-six to eighty-six, the men whose stories are presented here include some of the elder statesmen of antiracism work as well as members of the newest generation of activists. They come from across the United States—from Denver, Nashville, and San Jose; rural North Carolina, Detroit, and Seattle. Some are straight; some are gay. A few—such as historian Herbert Aptheker, singer/songwriter Si Kahn, Stetson Kennedy (a Klan infiltrator in the 1940s), and Richard Lapchick (active in organizing the sports community against apartheid)—are relatively well known; most are not. Among them are academics, ministers, police officers, firefighters, teachers, journalists, union leaders, and full-time community organizers. They work with Latinos and African-, Asian-, and Native-Americans. Many ground their work in spiritual commitments. In The White Savior Film, Matthew Hughey provides a cogent, multipronged analysis of this subgenre of films to investigate the underpinnings of the Hollywood-constructed images of idealized (and often idealistic) white Americans.

 

Hughey considers the production, distribution, and consumption of white savior films to show how the dominant messages of sacrifice, suffering, and redemption are perceived by both critics and audiences. Examining the content of fifty films, nearly 3,000 reviews, and interviews with viewer focus groups, he accounts for the popularity of this subgenre and its portrayal of "racial progress."

 

The White Savior Film shows how we as a society create and understand these films and how they reflect the political and cultural contexts of their time.

Whitewashing the Movies addresses the popular practice of excluding Asian actors from playing Asian characters in film. Media activists and critics have denounced contemporary decisions to cast White actors to play Asians and Asian Americans in movies such as Ghost in the Shell and Aloha. The purpose of this book is to apply the concept of “whitewashing” in stories that privilege White identities at the expense of Asian/American stories and characters. To understand whitewashing across various contexts, the book analyzes films produced in Hollywood, Asian American independent production, and US-China co-productions. Through the analysis, the book examines the ways in which whitewashing matters in the project of Whiteness and White racial hegemony. The book contributes to contemporary understanding of mediated representations of race by theorizing whitewashing, contributing to studies of Whiteness in media studies, and producing a counter-imagination of Asian/American representation in Asian-centered stories.

In 1888 a group of armed and masked Democrats stole a ballot box from a small town in Conway County, Arkansas. The box contained most of the county’s black Republican votes, thereby assuring defeat for candidate John Clayton in a close race for the U.S. Congress. Days after he announced he would contest the election, a volley of buckshot ripped through Clayton’s hotel window, killing him instantly. Thus began a yet-to-be-solved, century-old mystery.

More than a description of this particular event, however, Who Killed John Clayton? traces patterns of political violence in this section of the South over a three-decade period. Using vivid courtroom-type detail, Barnes describes how violence was used to define and control the political system in the post-Reconstruction South and how this system in turn produced Jim Crow. Although white Unionists and freed blacks had joined under the banner of the Republican Party and gained the upper hand during Reconstruction, during these last decades of the nineteenth century conservative elites, first organized as the Ku Klux Klan and then as the revived Democratic Party, regained power—via such tactics as murdering political opponents, lynching blacks, and defrauding elections.

This important recounting of the struggle over political power will engage those interested in Southern and American history.

More consistently than any other crime show of its generation, The Wire challenges viewers' perceptions of the racialization of urban space and the media conventions that support this. The Wire reminds us of just how remarkably restricted the grammar of race is on American television and related media, and of the normative codings of race---as identity, as landscape---across urban narratives, from documentary to entertainment media.

Los Angeles is a city of delicate racial and ethnic balance. As evidenced by the 1965 Watts violence, the 1992 Rodney King riots, and this year's award-winning film Crash, the city's myriad racial groups coexist uneasily together, often on the brink of confrontation. In fact, Los Angeles is highly segregated, with racial and ethnic groups clustered in homogeneous neighborhoods. These residential groupings have profound effects on the economic well-being and quality of life of residents, dictating which jobs they can access, which social networks they can tap in to, and which schools they attend. In Won't You Be My Neighbor?, sociologist Camille Zubrinsky Charles explores how modern racial attitudes shape and are shaped by the places in which people live. Using in-depth survey data and information from focus groups with members of L.A.'s largest racial and ethnic groups, Won't You Be My Neighbor? explores why Los Angeles remains a segregated city. Charles finds that people of all backgrounds prefer both racial integration and a critical mass of same-race neighbors. When asked to reveal their preferred level of racial integration, people of all races show a clear and consistent order of preference, with whites considered the most highly desired neighbors and blacks the least desirable. This is even true among recent immigrants who have little experience with American race relations. Charles finds that these preferences, which are driven primarily by racial prejudice and minority-group fears of white hostility, taken together with financial considerations, strongly affect people's decisions about where they live. Still, Charles offers reasons for optimism: over time and with increased exposure to other racial and ethnic groups, people show an increased willingness to live with neighbors of other races. In a racially and ethnically diverse city, segregated neighborhoods can foster distrust, reinforce stereotypes, and agitate inter-group tensions. Won't You Be My Neighbor? zeroes in on segregated neighborhoods to provide a compelling examination of the way contemporary racial attitudes shape, and are shaped by, the places where we live.

Ards examines how activist writers, especially five whose memoirs were published in the 1990s and 2000s, crafted these life stories to engage and shape progressive, post-Brown politics.
            Exploring works by the critically acclaimed June Jordan and Edwidge Danticat, as well as by popular and emerging authors such as Melba Beals, Rosemary Bray, and Eisa Davis, Ards demonstrates how each text asserts countermemories to official—and often nostalgic—understandings of the civil rights and Black Power movements. She situates each writer as activist-citizen, adopting and remaking particular roles—warrior, “the least of these,” immigrant, hip-hop head—to crystallize a range of black feminist responses to urgent but unresolved political issues.

The ability to achieve economic security through hard work is a central tenet of the American Dream, but significant shifts in today’s economy have fractured this connection. While economic insecurity has always been a reality for some Americans, Black Americans have historically long experienced worse economic outcomes than Whites. In Work in Black and White, sociologists Enobong Hannah Branch and Caroline Hanley draw on interviews with 80 middle-aged Black and White Americans to explore how their attitudes and perceptions of success are influenced by the stories American culture has told about the American Dream – and about who should have access to it and who should not.

Branch and Hanley find that Black and White workers draw on racially distinct histories to make sense of today’s rising economic insecurity. White Americans have grown increasingly pessimistic and feel that the American Dream is now out of reach, mourning the loss of a sense of economic security which they took for granted. But Black Americans tend to negotiate their present insecurity with more optimism, since they cannot mourn something they never had. All educated workers bemoaned the fact that their credentials no longer guarantee job security, but Black workers lamented the reality that even with an education, racial inequality continues to block access to good jobs for many.

The authors interject a provocative observation into the ongoing debate over opportunity, security, and the American Dream: Among policymakers and the public alike, Americans talk too much about education. The ways people navigate insecurity, inequality, and uncertainty rests on more than educational attainment. The authors call for a public policy that ensures dignity in working conditions and pay while accounting for the legacies of historical inequality.

Americans want the game of life to be fair. While the survey respondents expressed common ground on the ideal of meritocracy, opinions about to achieve economic security for all diverge along racial lines, with the recognition – or not – of differences in current and past access to opportunity in America.

Work in Black and White is a call to action for meaningful policies to make the premise of the American Dream a reality.
