Eisenhower’s 1961 farewell address, the roots of it existed two hundred years earlier. This concept, as Benjamin Franklin Cooling writes, was “part of historical lore” as a burgeoning American nation discovered the inextricable relationship between arms and the State. In Arming America through the Centuries, Cooling examines the origins and development of the military-industrial complex (MIC) over the course of American history. He argues that the evolution of America’s military-industrial-business-political experience is the basis for a contemporary American Sparta. Cooling explores the influence of industry on security, the increasing prevalence of outsourcing, ever-present economic and political influence, and the evolving nature of modern warfare. He connects the budding military-industrial relations of the colonial era and Industrial Revolution to their formal interdependence during the Cold War down to the present-day resurrection of Great Power competition. Across eight chronological chapters, Cooling weaves together threads of industry, finance, privatization, appropriations, and technology to create a rich historical tapestry of US national defense in one comprehensive volume.

Integrating information from both recent works as well as canonical, older sources, Cooling’s ambitious single-volume synthesis is a uniquely accessible and illuminating survey not only for scholars and policymakers but for students and general readers as well.

In the famous Brown v. the Board of Education decisions of 1954 and 1955, the United States Supreme Court ruled that "separate but equal" schools for black and white students were unconstitutional. Yet history records that it took more than a decade of legal battles, civil rights protests, and, tragically, violent confrontations before black students gained full access to previously white schools.

Mansfield, Texas, a small community southeast of Fort Worth, was the scene of an early school integration attempt. In this book, Robyn Duff Ladino draws on interviews with surviving participants, media reports, and archival research to provide the first full account of the Mansfield school integration crisis of 1956.

Ladino explores how power politics at the local, state, and federal levels ultimately prevented the integration of Mansfield High School in 1956. Her research sheds new light on the actions of Governor Allan Shivers—who, in the eyes of the segregationists, actually validated their cause by his political actions—and it underscores President Dwight Eisenhower's public passivity toward civil rights during his first term of office.

Despite the short-term failure, however, the Mansfield school integration crisis helped pave the way for the successful integration of Central High School in Little Rock, Arkansas, in 1957. Thus, it deserves a permanent place in the history of the civil rights movement, which this book amply provides.

Stalin's death on March 6, 1953, reopened the debate within the Eisenhower administration over whether or not the United States should propose and actively promote the reunification of Germany at a summit conference. Written by an insider, this is the only published firsthand account of this foreign policy decision—a decision that illuminated the dilemmas of the Cold War at an important moment.

W. W. Rostow examines the origins of Eisenhower's "peace speech" of April 16, 1953, and of the National Security Council's debate on the German question between John Foster Dulles and presidential adviser C. D. Jackson. Jackson proposed immediate high-level diplomatic contact with the Soviet Union and the countries of Western Europe to discuss German reunification, as well as proposals for the general control of armaments and special security arrangements for Europe. Dulles, however, argued for a more reserved posture, which ruled out summitry and immediate negotiation with the Soviets. Dulles prevailed, but Eisenhower made his famous "peace speech."

In his concluding chapter, Rostow explores the question of whether or not anything was lost by this outcome. Was an opportunity for a united Germany forfeited when Eisenhower rejected Churchill's suggestion for a prompt summit meeting and backed Dulles against Jackson in the National Security Council meeting of March 11?

This is the third in a series of volumes by the author that probe the relationship between ideas and action in the making of major policy decisions. In this series, Rostow examines historic decision making from an insider's point of view while exploiting fully the rich documentary evidence.

Rocco C. Siciliano broke new ground as the first Italian-American to serve in the White House as an assistant to the president, Dwight D. Eisenhower. At 31, "Ike’s Youngest" attained a prominence not suggested in his humble beginnings in Salt Lake City, Utah. But his upbringing in the Mormon-dominated community, where he balanced the heritage of his striving immigrant parents with his own aspirations for success, prepared him for a wide variety of service. This service includes leading a special weapons platoon in the 10th Mountain Division in World War II, bringing Martin Luther King Jr. to meet with President Eisenhower, and becoming a recognized business leader in California.

Siciliano used his expertise in labor, personnel management, and business to contribute substantively to the J. Paul Getty Center, the Los Angeles Philharmonic Association, the Committee for Economic Development, and the "Volcker" Commission on Public Service, among others.

The variety of Siciliano’s experiences reinvigorates our understanding of the forgotten art of public service.
