Among the more dramatic changes brought by World War II was the widespread introduction of new synthetic chemical pesticides - products welcomed as technological answers to a whole host of agricultural problems. The dangers posed by these products were often ignored in the rush to get them onto the market. Federal policy primarily reflected the interests of those promoting the new technologies. The risks associated with pesticides, as yet ill-understood, continued to be played down during the 1950s, despite their sudden emergence as a public problem as a result of health scares and fish and wildlife deaths following massive pest eradication campaigns. These events, together with the publication of Rachel Carson’s Silent Spring, spawned the environmental movement of the 1960s.
Dramatic changes came in the early 1970s as environmental values permeated the institutions and dynamics of American politics. Such changes produced new priorities, and - in part - a redirection in federal policy on chemical pesticides. The National Environmental Policy Act, the creation of the Environmental Protection Agency, congressional reforms, and broad popular support opened opportunities for those seeking to alter pesticides policy. But by the mid-1980s, after more than a decade of conflict, that policy is in limbo, caught between powerful environmental, economic, and political forces.
How did this happen?
Pesticides and Politics traces the long battle over control of pesticides through an analytical framework that is at the same time historical, comparative, and theoretical. Christopher J. Bosso’s account analyzes the responses to this complex problem by commercial interests, government, the media, and the public, and shows how the issue evolved over forty years of technological and political change.
Bosso’s research leads to a number of insights about the U.S. structure of governance. It shows how the system itself determines who gains access to decision making and who is excluded, and how conflicts are redefined as the range of interests attached to them grows. Bosso concludes that for fundamental institutional reasons, as well as political ones, federal pesticides policy lies stalled and impotent in the mid-1980s.
Relying heavily on government documents, the sizable literature on environmental politics, and interviews with relevant policy actors, Pesticides and Politics will enlighten students of the public policy process, and also be useful in courses in policy making and policy analysis.
How contemporary environmental struggles and resistance to pipeline development became populist struggles
Stunning Indigenous resistance to the Keystone XL and the Dakota Access pipelines has made global headlines in recent years. Less remarked on are the crucial populist movements that have also played a vital role in pipeline resistance. Kai Bosworth explores the influence of populism on environmentalist politics, which sought to bring together Indigenous water protectors and environmental activists along with farmers and ranchers in opposition to pipeline construction.
Here Bosworth argues that populism is shaped by the “affective infrastructures” emerging from shifts in regional economies, democratic public-review processes, and scientific controversies. Pipeline Populism reveals the complex role populism has played in shifting interpretations of environmental movements, democratic ideals, scientific expertise, and international geopolitics. Its rich data about these grassroots resistance struggles include intimate portraits of the emotional spaces where opposition is first formed. Probing the very limits of populism, Pipeline Populism presents essential work for an era defined by a wave of people-powered movements around the world.
In A Place for Dialogue, Sharon McKenzie Stevens views the contradictions and collaborations involved in the management of public land in southern Arizona—and by extension the entire arid West—through the lens of political rhetoric. Revealing the socioecological relationships among cattlemen and environmentalists as well as developers and recreationists, she analyzes the ways that language shapes landscape by shaping decisions about land use.
Stevens focuses on the collaborative Sonoran Desert Conservation Plan initiated by Pima County, Arizona, the ubiquitous use of scientific argument to defend contradictory practices, and the construction and negotiation of rancher/environmentalist identities to illuminate both literally and metaphorically the dynamics of land use politics. Drawing specifically upon extensive interviews with a diverse array of agents on all sides of the debate—ranchers, environmentalists, scientists, land managers, government officials—on historical narratives, and on her own conflicting experiences as someone who grew up with those who work the western lands, she demonstrates that it is possible to use differences to solve, rather than to aggravate, the entrenched problems that bridge land and language.
By integrating her richly textured case study of a fragile region with rhetorical approaches to narrative, science-based argument, and collective identities, Stevens makes a significant contribution to the fields of rhetoric, land management, and cultural studies.
As aviation charges ahead to become one of the world's fastest growing industries, with passenger numbers and cargo volumes projected to double in the next 20 years, Plane Truth sounds a highly informed note of scepticism.
Rose Bridger provides a comprehensive account of aviation's impact, including how new airports are gobbling up farmland and wildlife habitats and inflicting noise and air pollution on communities. She reveals the extraordinary level of subsidy for the industry, from government expenditure on infrastructure to tax breaks, which helps to support the industry in the face of rising oil prices and the global economic downturn.
Plane Truth demolishes industry claims that fuel-efficient aircraft and alternative fuels can enable growth without increasing climate change and reveals the symbiotic relationship between aviation and the wider socio-economic problems facing humanity.
Despite America's pluralistic, fragmented, and generally adversarial political culture, participants in pollution control politics have begun to collaborate to reduce the high costs of developing, implementing, and enforcing regulations. Edward P. Weber uses examples from this traditionally combative policy arena to propose a new model for regulation, "pluralism by the rules," a structured collaborative format that can achieve more effective results at lower costs than typically come from antagonistic approaches.
Weber cites the complexity and high implementation costs of environmental policy as strong but insufficient incentives for collaboration. He shows that cooperation becomes possible when opposing sides agree to follow specific rules that include formal binding agreements about enforcement, commitment to the process by political and bureaucratic leaders, and the ensured access and accountability of all parties involved. Such rules establish trust, create assurances that agreements will be enforced, and reduce the perceived risks of collaboration. Through case studies dealing with acid rain, reformulated gasoline, and oil refinery pollution control, Weber demonstrates the potential of collaboration for realizing a cleaner environment, lower compliance costs, and more effective enforcement.

The electric power industry has been transformed over the past forty years, becoming more reliable and resilient while meeting environmental goals. A big question now is how to prevent backsliding.
Pollution, Politics, and Power tells the story of the remarkable transformation of the electric power industry over the last four decades. Electric power companies have morphed from highly polluting regulated monopolies into competitive, deregulated businesses that generate, transmit, and distribute cleaner electricity. Power companies are investing heavily in natural gas and utility-scale renewable resources and have stopped building new coal-fired plants. They facilitate end-use efficiency and purchase excess electricity produced by rooftop solar panels and backyard wind turbines, helping to reduce greenhouse-gas emissions.

McGarity examines the progress made, details lessons learned, and looks to the future with suggestions for building a more sustainable grid while easing the economic downsides of coal’s demise.

As the damaging and costly impacts of climate change increase, the rapid development of sustainable energy has taken on great urgency. The electricity industry has responded with necessary but wrenching shifts toward renewables, even as it faces unprecedented challenges and disruption brought on by new technologies, new competitors, and policy changes.
