Creating institutions to meet the challenge of sustainability is arguably the most important task confronting society; it is also dauntingly complex. Ecological, economic, and social elements all play a role, but despite ongoing efforts, researchers have yet to succeed in integrating the various disciplines in a way that gives adequate representation to the insights of each.

Panarchy, a term devised to describe evolving hierarchical systems with multiple interrelated elements, offers an important new framework for understanding and resolving this dilemma. Panarchy is the structure in which systems, including those of nature (e.g., forests) and of humans (e.g., capitalism), as well as combined human-natural systems (e.g., institutions that govern natural resource use such as the Forest Service), are interlinked in continual adaptive cycles of growth, accumulation, restructuring, and renewal. These transformational cycles take place at scales ranging from a drop of water to the biosphere, over periods from days to geologic epochs. By understanding these cycles and their scales, researchers can identify the points at which a system is capable of accepting positive change, and can use those leverage points to foster resilience and sustainability within the system.

This volume brings together leading thinkers on the subject -- including Fikret Berkes, Buz Brock, Steve Carpenter, Carl Folke, Lance Gunderson, C.S. Holling, Don Ludwig, Karl-Goran Maler, Charles Perrings, Marten Scheffer, Brian Walker, and Frances Westley -- to develop and examine the concept of panarchy and to consider how it can be applied to human, natural, and human-natural systems. Throughout, contributors seek to identify adaptive approaches to management that recognize uncertainty and encourage innovation while fostering resilience.

The book is a fundamental new development in a widely acclaimed line of inquiry. It represents the first step in integrating disciplinary knowledge for the adaptive management of human-natural systems across widely divergent scales, and offers an important base of knowledge from which institutions for adaptive management can be developed. Howard Margolis builds a fascinating case for a theory that thinking is based on recognizing patterns and that this process is intrinsically a-logical. Margolis gives a Darwinian account of how pattern recognition evolved to reach human cognitive abilities.

Illusions of judgment—standard anomalies where people consistently misjudge or misperceive what is logically implied or really present—are often used in cognitive science to explore the workings of the cognitive process. The explanations given for these anomalous results have generally explained only the anomaly under study and nothing more. Margolis provides a provocative and systematic analysis of these illusions, which explains why such anomalies exist and recur.

Offering empirical applications of his theory, Margolis turns to historical cases to show how an individual's cognitive repertoire—the available cognitive patterns and their relation to cues—changes or resists changes over time. Here he focuses on the change in worldview occasioned by the Copernican discovery: not only how an individual might come to see things in a radically new way, but how it is possible for that new view to spread and become the dominant one. A reanalysis of the trial of Galileo focuses on social cognition and its interactions with politics.

“Cost-benefit analysis” is a term that is used so frequently we rarely stop to think about it. But relying on it can lead to some dubious conclusions, as Frank Ackerman points out in this eye-opening book. For example, some economists have argued that states should encourage—and even subsidize—cigarette smoking by citizens because smoking will shorten life spans and therefore reduce the need and expense of caring for the elderly. How did the economists reach that conclusion? The answer is cost-benefit analysis, Ackerman explains.
 
Then in clear, understandable language, he describes an alternative, precautionary approach to making decisions under uncertainty. Once a mere theory, the precautionary principle has now been applied in practice through the European Union’s REACH protocol. Citing major studies, many of which he has directed, he shows that the precautionary approach has not only worked, but has been relatively cheap.
 
Poisoned for Pennies shows how the misuse of cost-benefit analysis is impeding efforts to clean up and protect our environment, especially in the case of toxic chemicals. According to Ackerman, conservatives—in elected office, in state and federal regulatory agencies, and in businesses of every size—have been able to successfully argue that environmental clean-up and protection are simply too expensive. But he proves, that is untrue in case after case.
 
Ackerman is already well known for his carefully reasoned attacks on the conventional wisdom about the costs of environmental regulation. This new book, which finds Ackerman ranging from psychological research to risk analysis to the benefits of aggressive pesticide regulation, and from mad cow disease to lead paint, will further his reputation as a thought leader in environmental protection. We can’t afford not to listen to him.

Russell E. Train, was chairman emeritus of the World Wildlife Fund, has led a remarkable life in conservation and environmental politics. Though many of his contributions have been unsung, Train was the catalyst for many of the nation's most important positive environmental policies that remain with us today. In the current political climate, where party divisions are so sharp and environmental concerns are so often shunted aside, Train's journey as a life-long Republican and an ardent conservationist is an inspiring story.

Much of the important environmental policy Train helped to devise and implement occurred during two Republican administrations, those of Richard Nixon and Gerald Ford. Train served as undersecretary of Interior early in Nixon's administration before becoming chair of the president's Council on Environmental Quality (1970-1973). He then moved on to many accomplishments as head of the Environmental Protection Agency (EPA) from 1973 until 1978. At the end of the Ford administration, Train left government to become president of World Wildlife Fund (WWF) in the U.S. where he played a key role in developing that institution into the major conservation organization it is today.

Politics, Pollution, and Pandas is a fascinating, behind-the-scenes account of the politics of the environment over much of the last half century, as told by one of its master architects.

Focusing on local-level agricultural practices in India since the “green revolution” of the 1960s, Akhil Gupta challenges the dichotomy of “developed” and “underdeveloped,” as well as the notion of a monolithic postcolonial condition. In so doing, he advances discussions of modernity in the Third World and offers a new model for future ethnographic scholarship.
Based on fieldwork done in the village of Alipur in rural north India from the early 1980s through the 1990s, Postcolonial Developments examines development itself as a post–World War II sociopolitical ideological formation, critiques related policies, and explores the various uses of the concept of the “indigenous” in several discursive contexts. Gupta begins with an analysis of the connections and conflicts between the world food economy, transnational capital, and technological innovations in wheat production. He then examines narratives of village politics in Alipur to show how certain discourses influenced governmental policies on the green revolution. Drawing links between village life, national trends, and global forces, Gupta concludes with a discussion of the implications of environmentalism as exemplified by the Rio Earth Summit and an examination of how global environmental treaties may detrimentally affect the lives of subaltern peoples.
With a series of subtle observations on rural politics, nationalism, gender, modernization, and difference, this innovative study capitalizes on many different disciplines: anthropology, sociology, comparative politics, cultural geography, ecology, political science, agricultural economics, and history.

The beauty of the Hudson River Valley was a legendary subject for artists during the nineteenth century. They portrayed its bucolic settings and humans in harmony with nature as the physical manifestation of God’s work on earth. More than a hundred years later, those sentiments would be tested as never before. In the fall of 1962, Consolidated Edison of New York, the nation’s largest utility company, announced plans for the construction of a pumped-storage hydroelectric power plant at Storm King Mountain on the Hudson River, forty miles north of New York City. Over the next eighteen years, their struggle against environmentalists would culminate in the abandonment of the project.

Robert D. Lifset offers an original case history of this monumental event in environmental history, when a small group of concerned local residents initiated a landmark case of ecology versus energy production. He follows the progress of this struggle, as Con Ed won approvals and permits early on, but later lost ground to environmentalists who were able to raise questions about the potential damage to the habitat of Hudson River striped bass.

Lifset uses the struggle over Storm King to examine how environmentalism changed during the 1960s and 1970s. He also views the financial challenges and increasingly frequent blackouts faced by Con Ed, along with the pressure to produce ever-larger quantities of energy.

As Lifset demonstrates, the environmental cause was greatly empowered by the fact that through this struggle, for the first time, environmentalists were able to gain access to the federal courts. The environmental cause was also greatly advanced by adopting scientific evidence of ecological change, combined with mounting public awareness of the environmental consequences of energy production and consumption. These became major factors supporting the case against Con Ed, spawning a range of new local, regional, and national environmental organizations and bequeathing to the Hudson River Valley a vigilant and intense environmental awareness. A new balance of power emerged, and energy companies would now be held to higher standards that protected the environment.

When an activity raises threats of harm to human health or the environment, precautionary measures should be taken even if some cause and effect relationships are not fully established scientifically. This idea, known as the "Precautionary Principle," is seen by environmentalists and public health experts as the key to protecting ecological and human health.

In January 1998, the Science and Environmmental Health Network convened an international group of scientists, researchers, environmentalists, academics, and labor representatives to discuss ways of incorporating the precautionary approach into environmental and public health decision-making. Known as the Wingspread Conference on Implementing the Precautionary Principle, the workshop focused on understanding the contexts under which the principle developed, its basis, and how it could be implemented. Protecting Public Health and the Environment is an outgrowth of that conference. The book:

  • describes the history, specific content, and scientific and philosophical foundations of the principle of precautionary action
  • explains the functions of the principle in activities as diverse as agriculture and manufacturing
  • explains how to know when precautionary action is needed and who decides what action will (or will not) be taken
