To the uninitiated, water policy seems a complicated, hypertechnical, and incomprehensible subject: a tangle of engineering jargon and legalese surrounding a complex, delicate, and interrelated structure. Decisions concerning the public's waters involve scant public participation, and in such a context, reform seems risky at best.

Searching Out the Headwaters addresses that precarious situation by providing a thorough and straightforward analysis of western water use and the outmoded rules that govern it. The authors begin by tracing the history and evolution of the uses of western water. They describe the demographic and economic changes now occurring in the region, and identify the many communities of interest involved in all water-use issues. After an examination of the central precepts of current water policy, along with their original rationale and subsequent evolution, they consider the reform movement that has recently begun to emerge. In the end, the authors articulate the foundations for a water policy that can meet the needs of the new West and discuss the various means for effectively implementing such a policy, including market economics, regulation, the broad-based use of scientific knowledge, and open and full public participation.

In 1996 Argentina adopted genetically modified (GM) soybeans as a central part of its national development strategy. Today, Argentina is the third largest global grower and exporter of GM crops. Its soybeans—which have been modified to tolerate being sprayed with herbicides—now cover half of the country's arable land and represent a third of its total exports. While soy has brought about modernization and economic growth, it has also created tremendous social and ecological harm: rural displacement, concentration of landownership, food insecurity, deforestation, violence, and the negative health effects of toxic agrochemical exposure. In Seeds of Power Amalia Leguizamón explores why Argentines largely support GM soy despite the widespread damage it creates. She reveals how agribusiness, the state,  and their allies in the media and sciences deploy narratives of economic redistribution, scientific expertise, and national identity as a way to elicit compliance among the country’s most vulnerable rural residents. In this way, Leguizamón demonstrates that GM soy operates as a tool of power to obtain consent, to legitimate injustice, and to quell potential dissent in the face of environmental and social violence.

President John F. Kennedy officially dedicated the Pinchot Institute for Conservation Studies on September 24, 1963 to further the legacy and activism of conservationist Gifford Pinchot (1865–1946). Pinchot was the first chief of the United States Forest Service, appointed by Theodore Roosevelt in 1905. During his five-year term, he more than tripled the national forest reserves to 172 million acres. A pioneer in his field, Pinchot is widely regarded as one of the architects of American conservation and an adamant steward of natural resources for future generations.
Author Char Miller highlights many of the important contributions of the Pinchot Institute through its first fifty years of operation. As a union of the United States Forest Service and the Conservation Foundation, a private New York-based think tank, the institute was created to formulate policy and develop conservation education programs. Miller chronicles the institution’s founding, a donation of the Pinchot family, at its Grey Towers estate in Milford, Pennsylvania. He views the contributions of Pinchot family members, from the institute’s initial conception by Pinchot’s son, Gifford Bryce Pinchot, through the family’s ongoing participation in current conservation programming. Miller describes the institute’s unique fusion of policy makers, scientists, politicians, and activists to increase our understanding of and responses to urban and rural forestry, water quality, soil erosion, air pollution, endangered species, land management and planning, and hydraulic franking.
Miller explores such innovative programs as Common Waters, which works to protect the local Delaware River Basin as a drinking water source for millions; EcoMadera, which trains the residents of Cristobal Colón in Ecuador in conservation land management and sustainable wood processing; and the Forest Health-Human Health Initiative, which offers health-care credits to rural American landowners who maintain their carbon-capturing forestlands. Many of these individuals are age sixty-five or older and face daunting medical expenses that may force them to sell their land for timber.
Through these and countless other collaborative endeavors, the Pinchot Institute has continued to advance its namesake’s ambition to protect ecosystems for future generations and provide vital environmental services in an age of a burgeoning population and a disruptive climate.

In 1961, Senator Philip Hart of Michigan introduced legislation to add Michigan's Sleeping Bear Dunes and 77,000 surrounding acres to America's National Park system. The 1,600 people who lived in the proposed park area feared not only that the federal government would confiscate their homes, but that a wave of tourists would ensue and destroy their beloved and fragile lands. In response, they organized citizen action groups and fought a nine-year battle against the legislation.
     Sixties Sandstorm is not a book about dunes as much as it is a book about people and their government. It chronicles the public meetings, bills, protests, and congressional interactions that led to the signing of the Sleeping Bear Sand Dunes Act in 1970. The Dunes park fight is a case study of the politics, the legislative process, citizen response to the expanded role of government in the 1960s, and the rise of the environmental movement in America during that decade. Since Hart's legislation was made law, millions of Americans have traveled to the Sleeping Bear Sand Dunes National Lakeshore. Few imagine what the area would look like today if not for the efforts of people like Senator Hart. On the other hand, few appreciate the sacrifice of the landowners who-not always willingly-gave up their property in this place where, as one resident put it, "stars are closer to the earth than anywhere else in the world."

In January 1969, the blowout on an offshore oil platform off the coast of Santa Barbara, California, and the resulting oil spill proved to be a transformative event in pollution control and the nascent environmental activism movement. It accelerated the advancement of federal government policies and would change the way the federal government managed environmental pollution. Over the next three years, Congress worked to pass laws such as the National Environmental Policy Act and the Clean Water Act, and revolutionized the way that the United States dealt with environmental pollution. At the same time, scientists developed methods to detect chemical pollution that had been discharged into rivers and streams by industrial facilities.

Slick Policy presents an original and in-depth history of the 1969 Santa Barbara spill. Teresa Sabol Spezio provides a background of water pollution control, government oversight of federally-funded projects, and chemical detection methods in place prior to the spill. Between 1963 and 1968, environmentalists were outraged when western water interests sought to construct two dams in Grand Canyon as part of the Central Arizona Project. The Sierra Club led a national campaign opposed to the project, which most environmental historians credit with defeating the dams. In the wake of its victory, the Sierra Club has been lauded as the savior of Grand Canyon. Byron Pearson now takes a closer look at history to show that the Sierra Club's ability to mobilize public opinion did not appreciably influence Congress, where the issue was actually decided. When Arizona congressman Stewart Udall became Interior Secretary in 1960, he promoted a plan to import water from the Pacific Northwest to California in order to placate that state's opposition to the CAP with its proposed dams. When this support dissolved in the face of resistance from Washington senator Henry Jackson, who chaired the Senate Interior Committee, the pragmatic Udall sought passage of a bare-bones CAP bill without the dams before he and Arizona senator Carl Hayden retired. Despite this congressional deal-making, the Sierra Club received credit for blocking the dams and was propelled to the undisputed leadership of the environmental movement. Using the myth that it had saved the Canyon, the club transformed its image of power into real political influence after Congress passed the National Environmental Policy Act in 1970, giving environmental advocates access to the policy-making process for the first time. In revealing how the Sierra Club played a much lesser role in blocking the dams than they would have had the public believe, Pearson contrasts the ways in which the controversy unfolded in the court of public opinion versus the actual political process. He takes readers into congressional chambers and conference rooms, reconstructing the legislative process to convey the full flavor of this political give-and-take. Based on research in archives from all over the country, Still the Wild River Runs will itself be a subject of controversy as it challenges long-standing notions about the power of environmental lobbies. By putting this chain of historical events in clearer perspective, it can give citizens concerned with future causes a better understanding of the political process and what really moves it.
