On the surface, identity politics appears to promote polarization. To the contrary, political scientist Jose E. Cruz argues that, instead, fragmentation and instability are more likely to occur only when the differences are ignored and nonethnic strategies are employed. Cruz illustrates his claim by focusing on one group of Puerto Ricans and how they mobilized to demand accountability from political leaders in Hartford, Connecticut.

The activities of the Puerto Rican Political Action Committee from 1983 to 1991 illustrate the power of ethnic mobilization and strategy in an urban setting. Cruz examines their insistence on their right to be included in the political process in the context of both a typical mid-sized American city and the unique attributes of Hartford's predominantly white-collar population. At the same time, this study acknowledges the limitations of the exercise of such power in the political process.

Through extensive interviews Cruz brings to light the variety of ways in which politicians and political activists themselves view their own activities and achievements. This group of Puerto Rican activists attempted to penetrate the power structure of Hartford. Though their success was limited, their work constitutes a springboard for further change.

The essays in this volume range in subject from fiction and essay to architecture and film. Among the topics discussed are the 1937 Exposition Universelle; films dealing with Vichy France; François Truffaut's Histoire d'Adèle H.; the war of Algerian independence; and nation building under François Mitterrand.

Radhika Mohanram shows not just how British imperial culture shaped the colonies, but how the imperial rule of colonies shifted—and gave new meanings to—what it meant to be British.

Imperial White looks at literary, social, and cultural texts on the racialization of the British body and investigates British whiteness in the colonies to address such questions as: How was the whiteness in Britishness constructed by the presence of Empire? How was whiteness incorporated into the idea of masculinity? Does heterosexuality have a color? And does domestic race differ from colonial race? In addition to these inquiries on the issues of race, class, and sexuality, Mohanram effectively applies the methods of whiteness studies to British imperial material culture to critically racialize the relationship between the metropole and the peripheral colonies.

Considering whether whiteness, like theory, can travel, Mohanram also provides a new perspective on white diaspora, a phenomenon of the nineteenth century that has been largely absent in diaspora studies, ultimately rereading—and rethinking—British imperial whiteness.

Race in the United States has long been associated with heredity and inequality while ethnicity has been linked to language and culture. In the Shadow of Race recovers the history of this entrenched distinction and the divisive politics it engenders. 

Victoria Hattam locates the origins of ethnicity in the New York Zionist movement of the early 1900s.  In a major revision of widely held assumptions, she argues that Jewish activists identified as ethnics not as a means of assimilating and becoming white, but rather as a way of defending immigrant difference as distinct from race—rooted in culture rather than body and blood. Eventually, Hattam shows, the Immigration and Naturalization Service and the Census Bureau institutionalized this distinction by classifying Latinos as an ethnic group and not a race. But immigration and the resulting population shifts of the last half century have created a political opening for reimagining the relationship between immigration and race.  How to do so is the question at hand.

In the Shadow of Race concludes by examining the recent New York and Los Angeles elections and the 2006 immigrant rallies across the country to assess the possibilities of forging a more robust alliance between immigrants and African Americans.  Such an alliance is needed, Hattam argues, to more effectively redress the persistent inequalities in American life.

Who is “authentic” and who is “other” in a given culture? Who can speak for the “other?” What do we mean by authenticity?  These are critical questions that today’s world––brought closer together and yet pulled farther apart by globalism and neocolonialism––has been unable to answer.  Inauthentic compellingly probes these issues through revealing case studies on the pursuit of authenticity and identity.

Making Regional Culture in the Andes

Arequipa, Peru’s second largest city, has the most intense regional culture in the central Andes. Arequipeños fiercely conceive of themselves as exceptional and distinctive, yet also broadly representative of the nation’s overall hybrid nature—a blending of coast (modern, “white”) and sierra (traditional, “indigenous”). The Independent Republic of Arequipa investigates why and how this regional identity developed in a boom of cultural production after the War of the Pacific (1879–1884) through the mid-twentieth century.

Drawing on decades of ethnographic fieldwork, Thomas F. Love offers the first anthropological history of southwestern Peru’s distinctive regional culture. He examines both its pre-Hispanic and colonial altiplano foundations (anchored in continuing pilgrimage to key Marian shrines) and the nature of its mid-nineteenth century “revolutionary” identity in cross-class resistance to Lima’s autocratic control of nation-building in the post-Independence state. Love then examines Arequipa’s early twentieth-century “mestizo” identity (an early and unusual case of “browning” of regional identity) in the context of raging debates about the “national question” and the “Indian problem,” as well as the post-WWII development of extravagant displays of distinctive bull-on-bull fighting that now constitute the very performance of regional identity. Love’s research reveals that Arequipa’s “traditional” local culture, symbolically marked by populist, secular, and rural elements, was in fact a project of urban-based, largely middle-class cultural entrepreneurs, invented to counter continuing Limeño autocratic power, marked by nostalgia, and anxious about the inclusion of the nation’s indigenous majority as full modern citizens.

Over the past decade or so, Irishness has emerged as an idealized ethnicity, one with which large numbers of people around the world, and particularly in the United States, choose to identify. Seeking to explain the widespread appeal of all things Irish, the contributors to this collection show that for Americans, Irishness is rapidly becoming the white ethnicity of choice, a means of claiming an ethnic identity while maintaining the benefits of whiteness. At the same time, the essayists challenge essentialized representations of Irishness, bringing attention to the complexities of Irish history and culture that are glossed over in Irish-themed weddings and shamrock tattoos.

Examining how Irishness is performed and commodified in the contemporary transnational environment, the contributors explore topics including Van Morrison’s music, Frank McCourt’s writing, the explosion of Irish-themed merchandising, the practices of heritage seekers, the movie The Crying Game, and the significance of red hair. Whether considering the implications of Garth Brooks’s claim of Irishness and his enormous popularity in Ireland, representations of Irish masculinity in the TV series Buffy the Vampire Slayer and Angel, or Americans’ recourse to a consoling Irishness amid the racial and nationalist tensions triggered by the events of September 11, the contributors delve into complex questions of ethnicity, consumerism, and globalization. Ultimately, they call for an increased awareness of the exclusionary effects of claims of Irishness and for the cultivation of flexible, inclusive ways of affiliating with Ireland and the Irish.

Defining the core values and tensions within each culture, and especially focusing on the influence of American Catholicism, he presents John Ford, Frank Capra, Francis Coppola, and Martin Scorsese as ethnic Americans and film artists. Lourdeaux shows each filmmaker on set with writers and actors, learning to bypass stereotypes in order to develop a shrewd reciprocal assimilation between his ethnic background and Anglo America. Beginning with D. W. Griffith's depiction of Irish and Italian immigrants, the author discusses Hollywood's stereotypical portrayals of ethnic priests, cops, politicians, and gangsters, as well as their surface acculturation in the movies of the 1920s. By the decade's end, John Ford was using all-American stories to embody the basic myths and tensions of Irish-American life. In his later westerns and foreign films, he tried to understand both Irish political strife and the key figures of Irish liturgy. Frank Capra pitted Italian family values against the Anglo success ethic, turning out social comedies about oppressed little people. Several decades later, Martin Scorsese and Francis Coppola were highly critical of their religio-ethnic heritage, though they gradually discovered that to outline its weaknesses, like the blind pursuit of success, was to fashion a critical mirror of mainstream America. Lourdeaux discusses a number of recent films by Coppola and by Scorsese that have not yet been analyzed in any book. And, in the chapter on Scorsese, a personal interview with the director reveals how his ethnic childhood shaped his work in film. Examining the conflicts within American culture, Lourdeaux shows how the filmmakers themselves had to confront the self-destructive aspects of their ethnic background, not only to accommodate WASP audiences but to better understand their own heritage. He also observes that ethnicity is a strong draw at the box office, as in The Godfather, because it creates a sense of the Other who can both be admired and at the same time ridiculed. Illustrated with scenes of the movies discussed, this fascinating film history tells how four of America's most famous filmmakers assimilated their ethnic backgrounds on set and on screen.
