The outbreak of the US Civil War provided an unexpected opportunity for political conservatives across continents. On one side were European monarchs. Mere decades after its founding, the United States had become a threat to European hegemony; instability in the United States could be exploited to lay a rival low. Meanwhile, Mexican antidemocrats needed a powerful backer to fend off the republicanism of Benito Juárez. When these two groups found each other, the Second Mexican Empire was born.

Raymond Jonas argues that the Second Mexican Empire, often dismissed as a historical sideshow, is critical to appreciating the globally destabilizing effect of growing US power in the nineteenth century. In 1862, at the behest of Mexican reactionaries and with the initial support of Spain and Britain, Napoleon III of France sent troops into Mexico and installed Austrian archduke Ferdinand Maximilian as an imperial ruler who could resist democracy in North America. But what was supposed to be an easy victory proved a disaster. The French army was routed at the Battle of Puebla, and for the next four years, republican guerrillas bled the would-be empire. When the US Civil War ended, African American troops were dispatched to Mexico to hasten the French withdrawal.

Based on research in five languages and in archives across the globe, Habsburgs on the Rio Grande fundamentally revises narratives of global history. Far more than a footnote, the Second Mexican Empire was at the center of world-historic great-power struggles—a point of inflection in a contest for supremacy that set the terms of twentieth-century rivalry.

The concept of the “harlequin” refers to the practice of reassembling dinner scraps cleared from the plates of the wealthy to sell, replated, to the poor in nineteenth-century Paris. In The Harlequin Eaters, Janet Beizer investigates how the alimentary harlequin evolved in the nineteenth and early twentieth centuries from the earlier, similarly patchworked Commedia dell’arte Harlequin character and can be used to rethink the entangled place of class, race, and food in the longer history of modernism. 

 

By superimposing figurations of the edible harlequin taken from a broad array of popular and canonical novels, newspaper articles, postcard photographs, and lithographs, Beizer shows that what is at stake in nineteenth-century discourses surrounding this mixed meal are representations not only of food but also of the marginalized people—the “harlequin eaters”—who consume it at this time when a global society is emerging. She reveals the imbrication of kitchen narratives and intellectual–aesthetic practices of thought and art, presenting a way to integrate socioeconomic history with the history of literature and the visual arts. The Harlequin Eaters also offers fascinating background to today’s problems of food inequity as it unpacks stories of the for-profit recycling of excess food across class and race divisions.

How has the world come to focus on the Holocaust and why has it invariably done so in the heat of controversy, scandal, and polemics about the past? These questions are at the heart of this unique investigation of the Treblinka affair that occurred in France in 1966 when Jean-Francois Steiner, a young Jewish journalist, published Treblinka: The Revolt of an Extermination Camp. A cross between a history and a novel, Steiner’s book narrated the 1943 revolt at one of the major Nazi death camps. Abetted by a scandalous interview he gave, as well as Simone de Beauvoir’s glowing preface, the book shot to the top of the Parisian bestseller list and prompted a wide-ranging controversy in which both the well-known and the obscure were embroiled. Few had heard of Treblinka, or other death camps, before the affair. The validity of the difference between those killing centers and the larger network of concentration camps making up the universe of Nazi crime had to be fought out in public. The affair also bore on the frequently raised question of the Jews’ response to their dire straits. Moyn delves into events surrounding the publication of Steiner’s book and the subsequent furor. In the process, he sheds light on a few forgotten but thought-provoking months in French cultural history. Reconstructing the affair in detail, Moyn studies it as a paradigm-shifting controversy that helped change perceptions of the Holocaust in the French public and among French Jews in particular. Then Moyn follows the controversy beyond French borders to the other countries—especially Israel and the United States—where it resonated powerfully. Based on a complete reconstruction of the debate in the press (including Yiddish dailies) and on archives on three continents, Moyn’s study concludes with the response of the survivors of Treblinka to the controversy and reflects on its place in the longer history of Holocaust memory. Finally, Moyn revisits, in the context of a detailed case study, some of the theoretical controversies the genocide has provoked, including whether it is appropriate to draw universalistic lessons from the victimhood of particular groups.

From the mid-twelfth century onwards, the development of European hospitals was shaped by their claim to the legal status of religious institutions, with its attendant privileges and responsibilities. The questions of whom hospitals should serve and why they should do so have recurred — and been invested with moral weight — in successive centuries, though similarities between medieval and modern debates on the subject have often been overlooked. Hospitals’ legal status as religious institutions could be tendentious and therefore had to be vigorously defended in order to protect hospitals’ resources. This status could also, however, be invoked to impose limits on who could serve in and be served by hospitals. Property reform was at the heart of the French Revolution. As lawmakers proclaimed at the time, and as historians have long echoed, the Revolution created modern property rights. Under the new regime, property was redefined as an individual right to which all citizens were entitled. Yet as the state seized assets and prepared them for sale, administrators quickly found that realizing the dream of democratic property rights was far more complicated than simply rewriting laws.

H. B. Callaway sifts through records on Parisian émigrés who fled the country during the Revolution, leaving behind property that the state tried to confiscate. Immediately, officials faced difficult questions about what constituted property, how to prove ownership, and how to navigate the complexities of credit arrangements and family lineage. Mothers fought to protect the inheritances of their children, tenants angled to avoid rent payments, and creditors sought their dues. In attempting to execute policy, administrators regularly exercised their own judgment on the validity of claims. Their records reveal far more continuity between the Old Regime and revolutionary practices than the law proclaimed. Property ownership continued to depend on webs of connections beyond the citizen-state relationship, reinforced by customary law and inheritance traditions. The resulting property system was a product of contingent, on-the-ground negotiations as much as revolutionary law.

The House in the Rue Saint-Fiacre takes stock of the contradictions on which modern property rights were founded. As Callaway shows, the property confiscations of Parisian émigrés are a powerful, clarifying lens on the idea of ownership even as it exists today.

He demonstrates that nationality laws are written not to realize lofty conceptions of the nation but to address specific issues such as the autonomy of the individual in relation to the state or a sudden decline in population.

Throughout How to Be French, Weil compares French laws to those of other countries, including the United States, Great Britain, and Germany, showing how France both borrowed from and influenced other nations’ legislation. Examining moments when a racist approach to nationality policy held sway, Weil brings to light the Vichy regime’s denaturalization of thousands of citizens, primarily Jews and anti-fascist exiles, and late-twentieth-century efforts to deny North African immigrants and their children access to French nationality. He also reveals stark gender inequities in nationality policy, including the fact that until 1927 French women lost their citizenship by marrying foreign men.
