Geographer Andrew Curley, a member of the Navajo Nation, examines the history of coal development within the Navajo Nation, including why some Diné supported coal and the consequences of doing so. He explains the Navajo Nation’s strategic choices to use the coal industry to support its sovereignty as a path forward in the face of ongoing colonialism. Carbon Sovereignty demonstrates the mechanism of capitalism through colonialism and the construction of resource sovereignty, in both the Navajo Nation’s embrace and its rejection of a coal economy.

For the people of the Navajo Nation, energy sovereignty is dire and personal. Thanks to on-the-ground interviews with Diné coal workers, environmental activists, and politicians, Curley documents the real consequences of change as they happened. While some Navajo actors have doubled down for coal, others have moved toward transition. Curley argues that political struggles ultimately shape how we should understand coal, capitalism, and climate change. The rise and fall of coal magnify the nuance and complexity of change. Historical and contemporary issues intermingle in everyday life with lasting consequences.

American Indian women have traditionally played vital roles in social hierarchies at the family, clan, and tribal levels. In the Cherokee Nation, specifically, women and men are considered equal contributors to the culture. With this study, however, we learn that three key historical events in the 19th and early 20th centuries—removal, the Civil War, and allotment of their lands—forced a radical renegotiation of gender roles and relations in Cherokee society.

Carolyn Johnston (who is related to John Ross, principal chief of the Nation) looks at how Cherokee women navigated these crises in ways that allowed them to retain their traditional assumptions, ceremonies, and beliefs and to thereby preserve their culture. In the process, they both lost and retained power. The author sees a poignant irony in the fact that Europeans who encountered Native societies in which women had significant power attempted to transform them into patriarchal ones and that American women struggled for hundreds of years to achieve the kind of equality that Cherokee women had enjoyed for more than a millennium.

Johnston examines the different aspects of Cherokee women’s power: authority in the family unit and the community, economic independence, personal autonomy, political clout, and spirituality. Weaving a great-grandmother theme throughout the narrative, she begins with the protest of Cherokee women against removal and concludes with the recovery of the mother town of Kituwah and the elections of Wilma Mankiller and Joyce Dugan as principal chiefs of the Cherokee Nation and the Eastern Band of Cherokees.

In 1994 the Zapatista rebellion brought international attention to the southern Mexican state of Chiapas. This book reveals the conflicting meanings of power held by the federal government and the Chiricahua Apaches throughout their history of interaction. When Geronimo and Naiche, son of Cochise, surrendered in 1886, their wartime exploits came to an end, but their real battle for survival was only beginning. Throughout their captivity in Florida, Alabama, and Oklahoma, Naiche kept alive Chiricahua spiritual power by embodying it in his beautiful hide paintings of the Girl’s Puberty Ceremony—a ritual at the very heart of tribal cultural life and spiritual strength.
 
This narrative is a tribute to the Chiricahua people, who survive today, despite military efforts to annihilate them, government efforts to subjugate them, and social efforts to destroy their language and culture. Although federal policy makers brought to bear all the power at their command, they failed to eradicate Chiricahua spirit and identity nor to convince them that their lower status was just part of the natural social order. Naiche, along with many other Chiricahuas, believed in another kind of power. Although not known to have Power of his own in the Apache sense, Naiche’s paintings show that he believed in a vital source of spiritual strength. In a very real sense, his paintings were visual prayers for the continuation of the Chiricahua people. Accessible to individuals for many purposes, Power helped the Chiricahuas survive throughout their history.
 
In this book, Griffin-Pierce explores Naiche’s artwork through the lens of current anthropological theory on power, hegemony, resistance, and subordination. As she retraces the Chiricahua odyssey during 27 years of incarceration and exile by visiting their internment sites, she reveals how the Power was with them throughout their dark period. As it was when the Chiricahua warriors and their families struggled to stay alive, Power remains the centering focus for contemporary Chiricahua Apaches. Although never allowed to return to their beloved homeland, not only are the Chiricahua Apaches surviving today, they are keeping their traditions alive and their culture strong and vital.

In 1795 Benjamin Hawkins, a former US senator and advisor to George Washington, was appointed US Indian agent and superintendent of all the tribes south of the Ohio River. Unlike most other agents, he lived among the Creek Indians for his entire tenure, from 1796 to 1816. Journeying forth from his home on the Flint River in Georgia, he served southeastern Indians as government intermediary during one of the longest eras of peace in the historic period.
 
Hawkins’s journals provide detailed information about European-Indian relations in the 18th-century frontier of the South. His descriptions of the natural and cultural environment are considered among the best sources for the ethnohistory of the Choctaw, Cherokee, Chickasaw, and, especially, the Creek Indians and the natural history of their territory.
 
Two previously published bodies of work by Benjamin Hawkins are included here—A Sketch of the Creek Country in the Years 1798 and 1799 and The Letters of Benjamin Hawkins 1796-1806. A third body of work that has never been published, “A Viatory or Journal of Distances” (describing routes and distances of a 3,578-mile journey through parts of Georgia, Alabama, and Mississippi), has been added. Together, these documents make up the known body of Hawkins’ work—his talks, treaties, correspondence, aboriginal vocabularies, travel journals, and records of the manners, customs, rites, and civil polity of the tribes. Hawkins' work provides an invaluable record of the time period.

In The Colonial Construction of Indian Country, Eric Cheyfitz mounts a pointed historical critique of colonialism through careful analysis of the dialogue between Native American literatures and federal Indian law. Illuminating how these literatures indict colonial practices, he argues that if the decolonization of Indian country is to be achieved, then federal Indian law must be erased and replaced with independent Native nation sovereignty—because subordinate sovereignty, the historical regime, is not sovereignty at all.

 

At the same time, Cheyfitz argues that Native American literatures, specifically U.S. American Indian literatures, cannot be fully understood without a knowledge of U.S. federal Indian law: the matrix of colonialism in Indian country. Richland, an associate justice of the Hopi Appellate Court and ethnographer, closely examines the language employed by both Tribes and government agencies in over eighty hours of meetings between the two. Richland shows how Tribes conduct these meetings using language that demonstrates their commitment to nation-to-nation interdependency, while federal agents appear to approach these consultations with the assumption that federal law is supreme and ultimately authoritative. In other words, Native American Tribes see themselves as nations with some degree of independence, entitled to recognition of their sovereignty over Tribal lands, while the federal government acts to limit that authority. In this vital book, Richland sheds light on the ways the Tribes use their language to engage in “cooperation without submission.”

Cauca, located in southwestern Colombia and home to the largest indigenous population in the country, is renowned as a site of indigenous mobilization. In 1994, following a destructive earthquake, many families in Cauca were forced to leave their communities of origin and relocate to other areas within the province where the state provided them with land and housing. Noting that disasters offer communities the opportunity to remake themselves and their priorities, David D. Gow examines how three different communities established after the earthquake wrestled with conflicting visions of development. He shows how they each countered traditional notions of development by moving beyond a myopic obsession with poverty alleviation to demand that Colombia become more inclusive and treat all of its people as citizens with full rights and responsibilities.

Through ethnographic fieldwork conducted annually in Cauca from 1995 through 2002, Gow compares the development plans of the three communities, looking at both the planning processes and the plans themselves. In so doing, he demonstrates that there is no single indigenous approach to development and modernity. He describes differences in how each community defined and employed the concept of culture, how they connected a concern with culture to economic and political reconstruction, and how they sought to assert their own priorities while engaging with the existing development resources at their disposal. Ultimately, Gow argues that the moral vision advanced by the indigenous movement, combined with the growing importance attached to human rights, offers a fruitful way to think about development: less as a process of integration into a rigidly defined modernity than as a critical modernity based on a radical politics of inclusive citizenship.

Until now, very little about the recent history of the Mapuche, Chile’s largest indigenous group, has been available to English-language readers. Courage Tastes of Blood helps to rectify this situation. It tells the story of one Mapuche community—Nicolás Ailío, located in the south of the country—across the entire twentieth century, from its founding in the resettlement process that followed the military defeat of the Mapuche by the Chilean state at the end of the nineteenth century. Florencia E. Mallon places oral histories gathered from community members over an extended period of time in the 1990s in dialogue with one another and with her research in national and regional archives. Taking seriously the often quite divergent subjectivities and political visions of the community’s members, Mallon presents an innovative historical narrative, one that reflects a mutual collaboration between herself and the residents of Nicolás Ailío.

Mallon recounts the land usurpation Nicolás Ailío endured in the first decades of the twentieth century and the community’s ongoing struggle for restitution. Facing extreme poverty and inspired by the agrarian mobilizations of the 1960s, some community members participated in the agrarian reform under the government of socialist president Salvador Allende. With the military coup of 1973, they suffered repression and desperate impoverishment. Out of this turbulent period the Mapuche revitalization movement was born. What began as an effort to protest the privatization of community lands under the military dictatorship evolved into a broad movement for cultural and political recognition that continues to the present day. By providing the historical and local context for the emergence of the Mapuche revitalization movement, Courage Tastes of Blood offers a distinctive perspective on the evolution of Chilean democracy and its rupture with the military coup of 1973.

When in 1893 the Quechan Indians of Fort Yuma, California, gave up tracts of fertile farmland in the Colorado River basin in return for Federal aid, they hardly could have anticipated the ensuing deterioration of their economic, political, and cultural self-determination. Their circumstances devolved as has often been the case with Federal Indian policy.

This intriguing book, original published in 1981, considers the Quechans as a case history of the frequent discrepancy between benevolently phrased national intention and exploitative local action. The story of their changing life is traced through the anti-poverty programs of the 1960s and '70s—showing how the implementation of these programs was affected by features of community life that had evolved over preceding decades—and culminates in the Quechans’ forging a self-sustaining though fragile economy despite their status as Federal wards.

This book is more than a product of archival research. Author Robert Bee attended Quechan public gatherings, canvassed the community, and conducted intensive interviews over a thirteen-year period to attain an intimate understanding of this people’s perseverance in the face of age-old frustration. In presenting their story, Bee focuses on the behavior and actions of individuals thrust into key decision-making roles to provide more than just abstract analysis. What emerges is not only a unique ethnohistorical approach to economic development, but a model history of a modern tribe.
