The economic reforms imposed by Augusto Pinochet’s regime (1973–1990) are often credited with transforming Chile into a global economy and setting the stage for a peaceful transition to democracy, individual liberty, and the recognition of cultural diversity. The famed economist Milton Friedman would later describe the transition as the “Miracle of Chile.” Yet, as Patricia Richards reveals, beneath this veneer of progress lies a reality of social conflict and inequity that has been perpetuated by many of the same neoliberal programs.

In Race and the Chilean Miracle, Richards examines conflicts between Mapuche indigenous people and state and private actors over natural resources, territorial claims, and collective rights in the Araucanía region. Through ground-level fieldwork, extensive interviews with local Mapuche and Chileans, and analysis of contemporary race and governance theory, Richards exposes the ways that local, regional, and transnational realities are shaped by systemic racism in the context of neoliberal multiculturalism..

Richards demonstrates how state programs and policies run counter to Mapuche claims for autonomy and cultural recognition. The Mapuche, whose ancestral lands have been appropriated for timber and farming, have been branded as terrorists for their activism and sometimes-violent responses to state and private sector interventions. Through their interviews, many Mapuche cite the perpetuation of colonialism under the guise of development projects, multicultural policies, and assimilationist narratives. Many Chilean locals and political elites see the continued defiance of the Mapuche in their tenacious connection to the land, resistance to integration, and insistence on their rights as a people. These diametrically opposed worldviews form the basis of the racial dichotomy that continues to pervade Chilean society.

In her study, Richards traces systemic racism that follows both a top-down path (global, state, and regional) as well as a bottom-up one (local agencies and actors), detailing their historic roots. Richards also describes potential positive outcomes in the form of intercultural coalitions or indigenous autonomy. Her compelling analysis offers new perspectives on indigenous rights, race, and neoliberal multiculturalism in Latin America and globally.

Robert G. Hays chronicles the "Indian problem" precisely as it was explained to Americans through the editorial columns of the New York Times between 1860 and 1900, the years when battles between white settlers and Native Americans split a nation and its spirit apart.

Covering the final forty-one years of the nineteenth century, Hays’s collection of Times editorials gives readers what current accounts cannot: perspectives by contemporary writers with unique insights into the public images of Native Americans and their place in a nation bent on expansion. The authentic voices of a national newspaper’s daily record speak with an urgency both immediate and real.

These editorials express the unbridled bitterness and raw ambition of a nation immersed in an agenda of conquest. They also resonate with the struggle to find a common ground. Some editorials are patronizing and ironic: "Yet it seems pitiful to cage so fine a savage among a herd of vulgar criminals in a penitentiary." Others include a willingness to poke fun: "Many persons on the platform were astonished to find that an ‘illiterate barbarian’ could handle the weapon of sarcasm. The truth is that the Indians spoke far better than ninety-nine out of a hundred members of congress." And yet others evince an attitude of respect, which set the tone for reconciling national ambition with natural rights.

In some instances, the Times allowed Native Americans to tell their own stories, as in this eloquent, moving account of the testimony of Satanta, the warrior chief of the Kiowas: "A certain dim foreboding of the Indians’ fate swept across his mind, and in its passage lit his eyes up with a fierce light, and his voice rose to a pitch of frenzy as he exclaimed: ‘We don’t want to settle—I love to roam over the prairie; there I am free and happy."

History demonstrates that the costs of owning one’s soil and one’s destiny remain without measure. Many of the problems blocking the progress of Native Americans continue unsolved: unemployment, infant mortality, suicide, crime, alcoholism, and poverty. Following such works as Helen Hunt Jackson’s A Century of Dishonor and Dee Brown’s Bury My Heart at Wounded Knee, Hays looks back on the records of national history for the roots of our challenges today.

The history of the railroad conquest of the West is well known, but the impact of western railroads on Native Americans has largely been ignored. Richard Frost examines the profound effects that the coming of trains had on Pueblo Indians in New Mexico's Rio Grande Valley. The arrival of the railroad was a social and cultural tsunami. It destroyed or damaged crops, livestock, irrigation ditches, community autonomy, privacy, and well-being. The trains brought lawyers, speculators, politicians, missionaries, anthropologists, timber thieves, health seekers, and government servants. American colonialism abetted the railroads, so that the Pueblos faced land and water confiscation, court cases, compulsory American education, and other transgressions. To be sure, the trains also brought farm tools, clothing for children, and customers for Pueblo pottery; but these were comparatively marginal benefits.

The Pueblo communities responded variously, though mostly conservatively to sustain their traditional communities. This book spotlights two very different responses. Santo Domingo's reaction was hostile, but Laguna chose accommodation. These reactions reveal previously overlooked aspects of these pueblos’ histories that provide compelling reasons behind their varying responses. The book also analyzes the self-contradictory nature of Pueblo constitutional law from 1876 to 1913 and describes conflicted Bureau of Indian Affairs treatment of the Pueblos in the late nineteenth and early twentieth centuries. Each in turn had fateful consequences.

In Recognition Odysseys, Brian Klopotek explores the complicated relationship between federal tribal recognition policy and American Indian racial and tribal identities. He does so by comparing the experiences of three central Louisiana tribes that have petitioned for federal acknowledgment: the Tunica-Biloxi Tribe (recognized in 1981), the Jena Band of Choctaws (recognized in 1995), and the Clifton-Choctaws (currently seeking recognition). Though recognition has acquired a transformational aura, seemingly able to lift tribes from poverty and cultural decay to wealth and revitalization, these three cases reveal a more complex reality.

Klopotek describes the varied effects of the recognition process on the social and political structures, community cohesion, cultural revitalization projects, identity, and economic health of each tribe. He emphasizes that recognition policy is not the only racial project affecting Louisiana tribes. For the Tunica-Biloxis, the Jena Band of Choctaws, and the Clifton-Choctaws, discourses around blackness and whiteness have shaped the boundaries of Indian identity in ways that have only begun to be explored. Klopotek urges scholars and officials from the Bureau of Indian Affairs (BIA) to acknowledge the multiple discourses and viewpoints influencing tribal identities. At the same time, he puts tribal recognition in broader perspective. Indigenous struggles began long before the BIA existed, and they will continue long after it renders any particular recognition decision.

In the early 1950s, a number of Inuit men, women, and children were loaded on ships and sent to live in the cold and barren lands of the Canadian High Arctic. Spurred by government agents’ promises of plentiful game, virgin land, and a lifestyle untainted by Western Influences, these “voluntary migrants,” who soon numbered nearly ninety, found instead isolation, hunting limited by game preserve regulations, three months of total darkness each winter, and a government suddenly deaf to their pleas to return home. In the early 1800s, the U.S. government attempted to rid the Southeast of Indians in order to make way for trading networks, American immigration, optimal land use, economic development opportunities, and, ultimately, territorial expansion westward to the Pacific. The difficult removal of the Chickasaw Nation to Indian Territory—later to become part of the state of Oklahoma— was exacerbated by the U.S. government’s unenlightened decision to place the Chickasaws on lands it had previously provided solely for the Choctaw Nation.


This volume deals with the challenges the Chickasaw people had from attacking Texans and Plains Indians, the tribe’s ex-slaves, the influence on the tribe of intermarried white men, and the presence of illegal aliens (U.S. citizens) in their territory. By focusing on the tribal and U.S. government policy conflicts, as well as longstanding attempts of the Chickasaw people to remain culturally unique, St. Jean reveals the successes and failures of the Chickasaw in attaining and maintaining sovereignty as a separate and distinct Chickasaw Nation.

In 1949, renowned journalist A. J. Liebling came to Reno to obtain a divorce, which required that he establish residency in Nevada for a period of six weeks. Liebling stayed at a guest ranch on the shores of Pyramid Lake. While there, his reporter’s curiosity was engaged by a bitter dispute raging between the Paiutes and non-Indian squatters who were claiming the most agriculturally productive lands of the reservation and the waters feeding the lake that was the economic and spiritual heart of the Paiutes’ ancient culture.

Liebling recorded the litigation over the fate of the Pyramid Lake Reservation lands in a series of articles published in The New Yorker in 1955. Why does Argentina’s national anthem describe its citizens as sons of the Inca? Why did patriots in nineteenth-century Chile name a battleship after the Aztec emperor Montezuma? Answers to both questions lie in the tangled knot of ideas that constituted the creole imagination in nineteenth-century Spanish America. Rebecca Earle examines the place of preconquest peoples such as the Aztecs and the Incas within the sense of identity—both personal and national—expressed by Spanish American elites in the first century after independence, a time of intense focus on nation-building.

Starting with the anti-Spanish wars of independence in the early nineteenth century, Earle charts the changing importance elite nationalists ascribed to the pre-Columbian past through an analysis of a wide range of sources, including historical writings, poems and novels, postage stamps, constitutions, and public sculpture. This eclectic archive illuminates the nationalist vision of creole elites throughout Spanish America, who in different ways sought to construct meaningful national myths and histories. Traces of these efforts are scattered across nineteenth-century culture; Earle maps the significance of those traces. She also underlines the similarities in the development of nineteenth-century elite nationalism across Spanish America. By offering a comparative study focused on Mexico, Guatemala, Colombia, Peru, Chile, and Ecuador, The Return of the Native illustrates both the common features of elite nation-building and some of the significant variations. The book ends with a consideration of the pro-indigenous indigenista movements that developed in various parts of Spanish America in the early twentieth century.

The Pueblo Revolt of 1680 is the most renowned colonial uprisings in the history of the American Southwest. Traditional text-based accounts tend to focus on the revolt and the Spaniards' reconquest in 1692—completely skipping over the years of indigenous independence that occurred in between. Revolt boldly breaks out of this mold and examines the aftermath of the uprising in colonial New Mexico, focusing on the radical changes it instigated in Pueblo culture and society.

In addition to being the first book-length history of the revolt that incorporates archaeological evidence as a primary source of data, this volume is one of a kind in its attempt to put these events into the larger context of Native American cultural revitalization. Despite the fact that the only surviving records of the revolt were written by Spanish witnesses and contain certain biases, author Matthew Liebmann finds unique ways to bring a fresh perspective to Revolt.

Most notably, he uses his hands-on experience at Ancestral Pueblo archaeological sites—four Pueblo villages constructed between 1680 and 1696 in the Jemez province of New Mexico—to provide an understanding of this period that other treatments have yet to accomplish. By analyzing ceramics, architecture, and rock art of the Pueblo Revolt era, he sheds new light on a period often portrayed as one of unvarying degradation and dissention among Pueblos. A compelling read, Revolt's "blood-and-thunder" story successfully ties together archaeology, history, and ethnohistory to add a new dimension to this uprising and its aftermath.

Historians have tended to view the revolution as the result of class-based movements that accompanied the rise of peasant leagues, mineworker unions, and reformist political projects in the 1930s. Laura Gotkowitz argues that the revolution had deeper roots in the indigenous struggles for land and justice that swept through Bolivia during the first half of the twentieth century. Challenging conventional wisdom, she demonstrates that rural indigenous activists fundamentally reshaped the military populist projects of the 1930s and 1940s. In so doing, she chronicles a hidden rural revolution—before the revolution of 1952—that fused appeals for equality with demands for a radical reconfiguration of political power, landholding, and rights.

Gotkowitz combines an emphasis on national political debates and congresses with a sharply focused analysis of Indian communities and large estates in the department of Cochabamba. The fragmented nature of Cochabamba’s Indian communities and the pioneering significance of its peasant unions make it a propitious vantage point for exploring contests over competing visions of the nation, justice, and rights. Scrutinizing state authorities’ efforts to impose the law in what was considered a lawless countryside, Gotkowitz shows how, time and again, indigenous activists shrewdly exploited the ambiguous status of the state’s pro-Indian laws to press their demands for land and justice. Bolivian indigenous and social movements have captured worldwide attention during the past several years. By describing indigenous mobilization in the decades preceding the revolution of 1952, A Revolution for Our Rights illuminates a crucial chapter in the long history behind present-day struggles in Bolivia and contributes to an understanding of indigenous politics in modern Latin America more broadly.

But while most tribal histories stay within the borders of the reservation, Herman also chronicles how Indians who left the reservation helped build a modern state with dams, hydroelectricity, roads, and bridges. With thoughtful detail and incisive analysis, Herman discusses the complex web of interactions between Apache, Yavapai, and Anglos that surround every aspect of the story.

Rim Country Exodus is part of a new movement in Western history emphasizing survival rather than disappearance. Just as important, this is one of the first in-depth studies of the West that examines race as it was lived. Race was formulated, Herman argues, not only through colonial and scientific discourses, but also through day-to-day interactions between Indians, agents, and settlers. At that time large towns appeared, some holding several thousand people who practiced irrigation-based agriculture, maintained complex social and political organizations, and had a rich artistry. This "golden age" was continuing when Spaniards contacted, then colonized and missionized the region. In 1680 the Pueblos joined in a powerful record and ousted the invaders. Although the Spanish returned, the Pueblos have maintained important parts of their cultural heritage to the present.

At the foot of the Argentine Andes, bulldozers are destroying forests and homes to create soy fields in an area already strewn with rubble from previous waves of destruction and violence. Based on ethnographic research in this region where the mountains give way to the Gran Chaco lowlands, Gastón R. Gordillo shows how geographic space is inseparable from the material, historical, and affective ruptures embodied in debris. His exploration of the significance of rubble encompasses lost cities, derelict train stations, overgrown Jesuit missions and Spanish forts, stranded steamships, mass graves, and razed forests. Examining the effects of these and other forms of debris on the people living on nearby ranches and farms, and in towns, Gordillo emphasizes that for the rural poor, the rubble left in the wake of capitalist and imperialist endeavors is not romanticized ruin but the material manifestation of the violence and dislocation that created it.

A provocative case that “failed states” along the periphery of today’s international system are the intended result of nineteenth-century colonial design.

From the Afghan frontier with British India to the pampas of Argentina to the deserts of Arizona, nineteenth-century empires drew borders with an eye toward placing indigenous people just on the edge of the interior. They were too nomadic and communal to incorporate in the state, yet their labor was too valuable to displace entirely. Benjamin Hopkins argues that empires sought to keep the “savage” just close enough to take advantage of, with lasting ramifications for the global nation-state order.

Hopkins theorizes and explores frontier governmentality, a distinctive kind of administrative rule that spread from empire to empire. Colonial powers did not just create ad hoc methods or alight independently on similar techniques of domination: they learned from each other. Although the indigenous peoples inhabiting newly conquered and demarcated spaces were subjugated in a variety of ways, Ruling the Savage Periphery isolates continuities across regimes and locates the patterns of transmission that made frontier governmentality a world-spanning phenomenon.

Today, the supposedly failed states along the margins of the international system—states riven by terrorism and violence—are not dysfunctional anomalies. Rather, they work as imperial statecraft intended, harboring the outsiders whom stable states simultaneously encapsulate and exploit. “Civilization” continues to deny responsibility for border dwellers while keeping them close enough to work, buy goods across state lines, and justify national-security agendas. The present global order is thus the tragic legacy of a colonial design, sustaining frontier governmentality and its objectives for a new age.
