Conventional wisdom holds that trust is essential for cooperation between individuals and institutions—such as community organizations, banks, and local governments. Not necessarily so, according to editors Karen Cook, Margaret Levi, and Russell Hardin. Cooperation thrives under a variety of circum-stances. Whom Can We Trust? examines the conditions that promote or constrain trust and advances our understanding of how cooperation really works. From interpersonal and intergroup relations to large-scale organizations, Whom Can We Trust? uses empirical research to show that the need for trust and trustworthiness as prerequisites to cooperation varies widely. Part I addresses the sources of group-based trust. One chapter focuses on the assumption—versus the reality—of trust among coethnics in Uganda. Another examines the effects of social-network position on trust and trustworthiness in urban Ghana and rural Kenya. And a third demonstrates how cooperation evolves in groups where reciprocity is the social norm. Part II asks whether there is a causal relationship between institutions and feelings of trust in individuals. What does—and doesn't—promote trust between doctors and patients in a managed-care setting? How do poverty and mistrust figure into the relations between inner city residents and their local leaders? Part III reveals how institutions and networks create environments for trust and cooperation. Chapters in this section look at trust as credit-worthiness and the history of borrowing and lending in the Anglo-American commercial world; the influence of the perceived legitimacy of local courts in the Philippines on the trust relations between citizens and the government; and the key role of skepticism, not necessarily trust, in a well-developed democratic society. Why do civilians suffer most during times of violent conflict? Why are civilian fatalities as much as eight times higher, calculated globally for current conflicts, than military fatalities? In Why They Die, Daniel Rothbart and Karina V. Korostelina address these questions through a systematic study of civilian devastation in violent conflicts. Pushing aside the simplistic definition of war as a guns-and-blood battle between two militant groups, the authors investigate the identity politics underlying conflicts of many types. During a conflict, all those on the opposite side are perceived as the enemy, with little distinction between soldiers and civilians. As a result, random atrocities and systematic violence against civilian populations become acceptable.

Rothbart and Korostelina devote the first half of the book to case studies: deportation of the Crimean Tatars from the Ukraine, genocide in Rwanda, the Lebanon War, and the war in Iraq. With the second half, they present new methodological tools for understanding different types of violent conflict and discuss the implications of these tools for conflict resolution.

An unheralded union battle offers new insight into identity politics

In 1991, Columbia University’s one thousand clerical workers launched a successful campaign for justice in their workplace. This diverse union-two-thirds black and Latina, three-fourths women-was committed to creating an inclusive movement organization and to fighting for all kinds of justice. How could they address the many race and gender injustices members faced, avoid schism, and maintain the unity needed to win? Sharon Kurtz, an experienced union activist and former clerical worker herself, was welcomed into the union and pursued these questions. Using this case study and secondary studies of sister clerical unions at Yale and Harvard, she examines the challenges and potential of identity politics in labor movements.

With the Columbia strike as a point of departure, Kurtz argues that identity politics are valuable for mobilizing groups, but often exclude members and their experiences of oppression. However, Kurtz believes that identity politics should not be abandoned as a component in building movements, but should be reframed-as multi-identity politics. In the end she shows an approach to organizing with great potential impact not only for labor unions but for any social movement.

Each of the authors in this collection attempts to get inside one or more of the worldviews of the many cultures that have come to share and interpret the American West. The result is a lively mix of styles and voices as the authors' own worldviews interact with the multiple perspectives of the diverse peoples (and, in Barry Lopez's "The Language of Animals," other species) of the West. This diversity matches the geography of the region they all call home and gives varied life and meaning to its physical and cultural landscape.
