Taking seriously the “W Stands for Women” rhetoric of the 2004 Bush–Cheney campaign, the contributors to this collection investigate how “W” stands for women. They argue that George W. Bush has hijacked feminist language toward decidedly antifeminist ends; his use of feminist rhetoric is deeply and problematically connected to a conservative gender ideology. While it is not surprising that conservative views about gender motivate Bush’s stance on so-called “women’s issues” such as abortion, what is surprising—and what this collection demonstrates—is that a conservative gender ideology also underlies a range of policies that do not appear explicitly related to gender, most notably foreign and domestic policies associated with the post-9/11 security state. Any assessment of the lasting consequences of the Bush presidency requires an understanding of the gender conservatism at its core.

In W Stands for Women ten feminist scholars analyze various aspects of Bush’s persona, language, and policy to show how his administration has shaped a new politics of gender. One contributor points out the shortcomings of “compassionate conservatism,” a political philosophy that requires a weaker class to be the subject of compassion. Another examines Lynndie England’s participation in the abuse of prisoners at Abu Ghraib in relation to the interrogation practices elaborated in the Army Field Manual, practices that often entail “feminizing” detainees by stripping them of their masculine gender identities. Whether investigating the ways that Bush himself performs masculinity or the problems with discourse that positions non-Western women as supplicants in need of saving, these essays highlight the far-reaching consequences of the Bush administration’s conflation of feminist rhetoric, conservative gender ideology, and neoconservative national security policy.

The story of a nineteenth-century invention (essentially a tiny greenhouse) that allowed for the first time the movement of plants around the world, feeding new agricultural industries, the commercial nursery trade, botanic and private gardens, invasive species, imperialism, and more.

Roses, jasmine, fuchsia, chrysanthemums, and rhododendrons bloom in gardens across the world, and yet many of the most common varieties have roots in Asia. How is this global flowering possible? In 1829, surgeon and amateur naturalist Nathaniel Bagshaw Ward placed soil, dried leaves, and the pupa of a sphinx moth into a sealed glass bottle, intending to observe the moth hatch. But when a fern and meadow grass sprouted from the soil, he accidentally discovered that plants enclosed in glass containers could survive for long periods without watering. After four years of experimentation in his London home, Ward created traveling glazed cases that would be able to transport plants around the world. Following a test run from London to Sydney, Ward was proven correct: the Wardian case was born, and the botanical makeup of the world’s flora was forever changed.
 
In our technologically advanced and globalized contemporary world, it is easy to forget that not long ago it was extremely difficult to transfer plants from place to place, as they often died from mishandling, cold weather, and ocean salt spray. In this first book on the Wardian case, Luke Keogh leads us across centuries and seas to show that Ward’s invention spurred a revolution in the movement of plants—and that many of the repercussions of that revolution are still with us, from new industries to invasive plant species. From the early days of rubber, banana, tea, and cinchona cultivation—the last used in the production of the malaria drug quinine—to the collecting of beautiful and exotic flora like orchids in the first great greenhouses of the United States Botanic Garden in Washington, DC, and England’s Royal Botanic Gardens, Kew, the Wardian case transformed the world’s plant communities, fueled the commercial nursery trade and late nineteenth-century imperialism, and forever altered the global environment.

tells the story of the disastrous housing market during the Great Depression and the extent to which an immensely popular New Deal relief program, the Home Owners’ Loan Corporation (HOLC), was able to stem foreclosures by buying distressed mortgages from lenders and refinancing them. Drawing on historical records and modern statistical tools, Price Fishback, Jonathan Rose, and Kenneth Snowden investigate important unanswered questions to provide an unparalleled view of the mortgage loan industry throughout the 1920s and early ’30s. Combining this with the stories of those involved, the book offers a clear understanding of the HOLC within the context of the housing market in which it operated, including an examination of how the incentives and behaviors at play throughout the crisis influenced the effectiveness of policy.
           
More than eighty years after the start of the Great Depression, when politicians have called for similar programs to quell the current mortgage crisis, this accessible account of the Home Owners’ Loan Corporation holds invaluable lessons for our own time.

The growing ideological gulf between Democrats and Republicans is one of the biggest issues in American politics today. Our legislatures, composed of members from two sharply disagreeing parties, are struggling to function as the founders intended them to.  If we want to reduce the ideological gulf in our legislatures, we must first understand what has caused it to widen so much over the past forty years.    

Andrew B. Hall argues that we have missed one of the most important reasons for this ideological gulf: the increasing reluctance of moderate citizens to run for office.  While political scientists, journalists, and pundits have largely focused on voters, worried that they may be too partisan, too uninformed to vote for moderate candidates, or simply too extreme in their own political views, Hall argues that our political system discourages moderate candidates from seeking office in the first place. Running for office has rarely been harder than it is in America today, and the costs dissuade moderates more than extremists. Candidates have to wage ceaseless campaigns, dialing for dollars for most of their waking hours while enduring relentless news and social media coverage. When moderate candidates are unwilling to run, voters do not even have the opportunity to send them to office. To understand what is wrong with our legislatures, then, we need to ask ourselves the question: who wants to run?  If we want more moderate legislators, we need to make them a better job offer.

Universities tend to be judged by the test scores of their incoming students and not on what students actually learn once they attend these institutions. While shared tests and surveys have been developed, most schools refuse to publish the results. Instead, they allow such publications as U.S. News & World Report to define educational quality. In order to raise their status in these rankings, institutions pour money into new facilities and extracurricular activities while underfunding their educational programs.

In Why Public Higher Education Should Be Free, Robert Samuels argues that many institutions of higher education squander funds and mislead the public about such things as average class size, faculty-to-student ratios, number of faculty with PhDs, and other indicators of educational quality. Parents and students seem to have little knowledge of how colleges and universities have been restructured over the past thirty years.

Samuels shows how research universities have begun to function as giant investment banks or hedge funds that spend money on athletics and administration while increasing tuition costs and actually lowering the quality of undergraduate education. In order to fight higher costs and lower quality, Samuels suggests, universities must reallocate these misused funds and concentrate on their core mission of instruction and related research.

Throughout the book, Samuels argues that the future of our economy and democracy rests on our ability to train students to be thoughtful participants in the production and analysis of knowledge. If leading universities serve only to grant credentials and prestige, our society will suffer irrevocable harm. Presenting the problem of how universities make and spend money, Samuels provides solutions to make these important institutions less expensive and more vital. By using current resources in a more effective manner, we could even, he contends, make all public higher education free.

Sugar transformed life on every continent, creating and destroying whole cultures through industrialization, labor migration, and changes in diet. Sugar made fortunes, corrupted governments, and shaped the policies of technocrats. And it provoked freedom cries that rang with world-changing consequences. In Ulbe Bosma’s definitive telling, to understand sugar’s past is to glimpse the origins of our own world of corn syrup and ethanol and begin to see the threat that a not-so-simple commodity poses to our bodies, our environment, and our communities.

At its peak in the 1950s and 1960s, automobile manufacturing was the largest, most profitable industry in the United States and residents of industry hubs like Detroit and Flint, Michigan had some of the highest incomes in the country. Over the last half-century, the industry has declined, and American automakers now struggle to stay profitable. How did the most prosperous industry in the richest country in the world crash and burn? In Wrecked, sociologists Joshua Murray and Michael Schwartz offer an unprecedented historical-sociological analysis of the downfall of the auto industry. Through an in-depth examination of labor relations and the production processes of automakers in the U.S. and Japan both before and after World War II, they demonstrate that the decline of the American manufacturers was the unintended consequence of their attempts to weaken the bargaining power of their unions.
 
Today Japanese and many European automakers produce higher quality cars at lower cost than their American counterparts thanks to a flexible form of production characterized by long-term sole suppliers, assembly and supply plants located near each other, and just-in-time delivery of raw materials. While this style of production was, in fact, pioneered in the U.S. prior to World War II, in the years after the war, American automakers deliberately dismantled this system. As Murray and Schwartz show, flexible production accelerated innovation but also facilitated workers’ efforts to unionize plants and carry out work stoppages. To reduce the efficacy of strikes and combat the labor militancy that flourished between the Depression and the postwar period, the industry dispersed production across the nation, began maintaining large stockpiles of inventory, and eliminated single sourcing. While this restructuring of production did ultimately reduce workers’ leverage, it also decreased production efficiency and innovation. The U.S. auto industry has struggled ever since to compete with foreign automakers, and formerly thriving motor cities have suffered the consequences of mass deindustrialization.
 
Murray and Schwartz argue that new business models that reinstate flexible production and prioritize innovation rather than cheap labor could stem the outsourcing of jobs and help revive the auto industry. By clarifying the historical relationships between production processes, organized labor, and industrial innovation, Wrecked provides new insights into the inner workings and decline of the U.S. auto industry.

In recounting his own trials and errors Becker offers his readers not a model to be slavishly imitated but an example to inspire. Throughout, his focus is on the elusive work habits that contribute to good writing, not the more easily learned rules of grammar and punctuation. Although his examples are drawn from sociological literature, his conclusions apply to all fields of social science, and indeed to all areas of scholarly endeavor. The message is clear: you don't have to write like a social scientist to be one.

The Left is in crisis. Despite global economic turbulence, left-wing political parties in many countries have failed to make progress in part because they have grown too ideologically fragmented. Today, the term Left is associated with state intervention and public ownership, but this has little in common with the original meaning of the term. What caused what we mean by the Left to change, and how has that hindered progress?

With Wrong-Turnings, Geoffrey M. Hodgson tracks changes in the meaning of the Left and offers suggestions for how the Left might reclaim some of its core values. The term Left originated during the French Revolution, when revolutionaries sought to abolish the monarchy and privilege and to introduce a new society based on liberty, equality, fraternity, and universal rights. Over time, however, the meaning radically changed, especially through the influence of socialism and collectivism. Hodgson argues that the Left must rediscover its roots in the Enlightenment and readopt Enlightenment values it has abandoned, such as those concerning democracy and universal human rights. Only then will it be prepared to address contemporary problems of inequality and the survival of democracy. Possible measures could include enhanced educational provisions, a guaranteed basic income, and a viable mechanism for fair distribution of wealth.

Wrong-Turnings is a truly pathbreaking work from one of our most prolific and respected institutional theorists. It will change our understanding of how the left got lost.
