The United States is the only nation in the world that allows its citizens to hold one or more foreign citizenships, vote in another nation's elections, run for or be appointed to office in another country, and join the armed forces even of a nation with interests hostile to those of the U.S. while retaining their citizenship. These policies reinforce the often already strong emotional, political, and economic ties today's immigrants retain to their home countries. Yet few studies have addressed what dual citizenship means for the United States as a nation and the integration of immigrants into the American national community. Is it possible to reconcile two different nationalities, cultures, and psychologies? How can we honor immigrants' sense of identity without threatening American national identity? What do Americans have a right to expect of immigrants and what do they have a right to expect of Americans?

This book offers a provocative interpretation of a relatively neglected tragedy, Aeschylus's Suppliant Women. Although the play's subject is a venerable myth, it frames the flight of the daughters of Danaus from Egypt to Greece in starkly contemporary terms, emphasizing the encounter between newcomers and natives. Some scholars read Suppliant Women as modeling successful social integration, but Geoffrey W. Bakewell argues that the play demonstrates, above all, the difficulties and dangers noncitizens brought to the polis.
Bakewell's approach is rigorously historical, situating Suppliant Women in the context of the unprecedented immigration that Athens experienced in the sixth and fifth centuries BCE. The flow of foreigners to Attika increased under the Pisistratids but became a flood following liberation, Cleisthenes, and the Persian Wars. As Athenians of the classical era became increasingly aware of their own collective identity, they sought to define themselves and exclude others. They created a formal legal status to designate the free noncitizens living among them, calling them metics and calling their status metoikia. When Aeschylus dramatized the mythical flight of the Danaids from Egypt in his play Suppliant Women, he did so in light of his own time and place. Throughout the play, directly and indirectly, he casts the newcomers as metics and their stay in Greece as metoikia.
Bakewell maps the manifold anxieties that metics created in classical Athens, showing that although citizens benefited from the many immigrants in their midst, they also feared the effects of immigration in political, sexual, and economic realms. Bakewell finds metoikia was a deeply flawed solution to the problem of large-scale immigration. Aeschylus's Argives accepted the Danaids as metics only under duress and as a temporary response to a crisis. Like the historical Athenians, they opted for metoikia because they lacked better alternatives.
Aesthetic Citizenship is an ethnographic study of the role of theatrical performance in questions regarding immigration, citizenship, and the formation of national identity. Focusing on Paris in the twenty-first century, Emine Fisek analyzes the use of theater by immigrant-rights organizations there and examines the relationship between aesthetic practices and the political personhoods they negotiate.

In the 1980s, Italy transformed from a country of emigration to one of immigration. Italians are now faced daily with the presence of migrants from all over Africa, parts of South and Central America, the Middle East, Asia, and Eastern Europe. While much attention has been paid to the impact on Italians, few studies have focused on the agency of migrants themselves. In An Alliance of Women, Heather Merrill investigates how migrants and Italians struggle over meanings and negotiate social and cultural identities.

In Almost Home, H. B. Cavalcanti, a Brazilian-born scholar who has spent three decades working and living in the United States, reflects on his life as an immigrant and places his story within the context of the larger history of immigration.
Due to both his family background and the prevalence of U.S. media in Latin America, Cavalcanti already felt immersed in U.S. culture before arriving in Kentucky in 1981 to complete graduate studies. At that time, opportunities for advancement in the United States exceeded those in Brazil, and in an era of military dictatorships throughout much of Latin America, Cavalcanti sought in the United States a nation of laws. Becoming Transnational Youth Workers contests mainstream notions of adolescence with its study of a previously under-documented cross-section of Mexican immigrant youth. Preceding the latest wave of Central American children and teenagers now fleeing violence in their homelands, Isabel Martinez examines a group of unaccompanied Mexican teenage minors who emigrated to New York City in the early 2000s. As one of the consequences of intractable poverty in their homeland, these emigrant youth exhibit levels of agency and competence not usually assigned to children and teenage minors, and disrupt mainstream notions of what practices are appropriate at their ages. Leaving school and family in Mexico and financially supporting not only themselves through their work in New York City, but also their families back home, these youths are independent teenage migrants who, upon migration, wish to assume or resume autonomy and agency rather than dependence. This book also explores community and family understandings about survival and social mobility in an era of extreme global economic inequality.
Presenting a nuanced story of women, migration, community, industry, and civic life at the turn of the twentieth century, Carol Lynn McKibben's Beyond Cannery Row analyzes the processes of migration and settlement of Sicilian fishers from three villages in Western Sicily to Monterey, California--and sometimes back again.
McKibben's analysis of gender and gender roles shows that it was the women in this community who had the insight, the power, and the purpose to respond and even prosper amid changing economic conditions. Vividly evoking the immigrants' everyday experiences through first-person accounts and detailed description, McKibben demonstrates that the cannery work done by Sicilian immigrant women was crucial in terms of the identity formation and community development. These changes allowed their families to survive the challenges of political conflicts over citizenship in World War II and intermarriage with outsiders throughout the migration experience. The women formed voluntary associations and celebrated festas that effectively linked them with each other and with their home villages in Sicily. Continuous migration created a strong sense of transnationalism among Sicilians in Monterey, which has enabled them to continue as a viable ethnic community today.
In recent decades, the American suburbs have become an important site for immigrant settlement. Beyond the City and the Bridge presents a case study of Fort Lee, Bergen County, on the west side of the George Washington Bridge connecting Manhattan and New Jersey. Since the 1970s, successive waves of immigrants from East Asia have transformed this formerly white community into one of the most diverse suburbs in the greater New York region. Fort Lee today has one of the largest concentrations of East Asians of any suburb on the East Coast, with Chinese, Japanese, and Koreans forming distinct communities while influencing the structure and everyday life of the borough. Noriko Matsumoto explores the rise of this multiethnic suburb—the complex processes of assimilation and reproduction of ethnicities, the changing social relationships, and the conditions under which such transformations have occurred.
Border deaths are a result of dynamics involving diverse actors, and can be interpreted and represented in various ways. Critical voices from civil society (including academia) hold states responsible for making safe journeys impossible for large parts of the world population. Meanwhile, policy-makers argue that border deaths demonstrate the need for restrictive border policies. Statistics are widely (mis)used to support different readings of border deaths. However, the way data is collected, analysed, and disseminated remains largely unquestioned. Similarly, little is known about how bodies are treated, and about the different ways in which the dead - also including the missing and the unidentified - are mourned by familiars and strangers. New concepts and perspectives contribute to highlighting the political nature of border deaths and finding ways to move forward. The chapters of this collection, co-authored by researchers and practitioners, provide the first interdisciplinary overview of this contested field.

The American West erupted in anti-Chinese violence in 1885. Following the massacre of Chinese miners in Wyoming Territory, communities throughout California and the Pacific Northwest harassed, assaulted, and expelled thousands of Chinese immigrants. Beth Lew-Williams shows how American immigration policies incited this violence and how the violence, in turn, provoked new exclusionary policies. Ultimately, Lew-Williams argues, Chinese expulsion and exclusion produced the concept of the “alien” in modern America.
The Chinese Must Go begins in the 1850s, before federal border control established strict divisions between citizens and aliens. Across decades of felling trees and laying tracks in the American West, Chinese workers faced escalating racial conflict and unrest. In response, Congress passed the Chinese Restriction Act of 1882 and made its first attempt to bar immigrants based on race and class. When this unprecedented experiment in federal border control failed to slow Chinese migration, vigilantes attempted to take the matter into their own hands. Fearing the spread of mob violence, U.S. policymakers redoubled their efforts to keep the Chinese out, overhauling U.S. immigration law and transforming diplomatic relations with China.
By locating the origins of the modern American alien in this violent era, Lew-Williams recasts the significance of Chinese exclusion in U.S. history. As The Chinese Must Go makes clear, anti-Chinese law and violence continues to have consequences for today’s immigrants. The present resurgence of xenophobia builds mightily upon past fears of the “heathen Chinaman.”

In North America, immigration has never been about immigration. That was true in the early twentieth century when anti-immigrant rhetoric led to draconian crackdowns on the movement of bodies, and it is true today as new measures seek to construct migrants as dangerous and undesirable. This premise forms the crux of Jay Timothy Dolmage’s new book Disabled Upon Arrival: Eugenics, Immigration, and the Construction of Race and Disability, a compelling examination of the spaces, technologies, and discourses of immigration restriction during the peak period of North American immigration in the early twentieth century.
Through careful archival research and consideration of the larger ideologies of racialization and xenophobia, Disabled Upon Arrival links anti-immigration rhetoric to eugenics—the flawed “science” of controlling human population based on racist and ableist ideas about bodily values. Dolmage casts an enlightening perspective on immigration restriction, showing how eugenic ideas about the value of bodies have never really gone away and revealing how such ideas and attitudes continue to cast groups and individuals as disabled upon arrival.
African Americans grappled with Jim Crow segregation until it was legally overturned in the 1960s. In subsequent decades, the country witnessed a new wave of immigration from Asia and Latin America—forever changing the face of American society and making it more racially diverse than ever before. In The Diversity Paradox, authors Jennifer Lee and Frank Bean take these two poles of American collective identity—the legacy of slavery and immigration—and ask if today's immigrants are destined to become racialized minorities akin to African Americans or if their incorporation into U.S. society will more closely resemble that of their European predecessors. They also tackle the vexing question of whether America's new racial diversity is helping to erode the tenacious black/white color line. The Diversity Paradox uses population-based analyses and in-depth interviews to examine patterns of intermarriage and multiracial identification among Asians, Latinos, and African Americans. Lee and Bean analyze where the color line—and the economic and social advantage it demarcates—is drawn today and on what side these new arrivals fall. They show that Asians and Latinos with mixed ancestry are not constrained by strict racial categories. Racial status often shifts according to situation. Individuals can choose to identify along ethnic lines or as white, and their decisions are rarely questioned by outsiders or institutions. These groups also intermarry at higher rates, which is viewed as part of the process of becoming "American" and a form of upward social mobility. African Americans, in contrast, intermarry at significantly lower rates than Asians and Latinos. Further, multiracial blacks often choose not to identify as such and are typically perceived as being black only—underscoring the stigma attached to being African American and the entrenchment of the "one-drop" rule. Asians and Latinos are successfully disengaging their national origins from the concept of race—like European immigrants before them—and these patterns are most evident in racially diverse parts of the country. For the first time in 2000, the U.S. Census enabled multiracial Americans to identify themselves as belonging to more than one race. Eight years later, multiracial Barack Obama was elected as the 44th President of the United States. For many, these events give credibility to the claim that the death knell has been sounded for institutionalized racial exclusion. The Diversity Paradox is an extensive and eloquent examination of how contemporary immigration and the country's new diversity are redefining the boundaries of race. The book also lays bare the powerful reality that as the old black/white color line fades a new one may well be emerging—with many African Americans still on the other side.

Barbieri Jr. seeks answers to these questions in this exploration of the controversial concept of citizenship rights—a concept directly related to the nature of democracy, equality, and cultural identity. Through an examination of the case of Germany’s settled “guestworkers” and their families, Ethics of Citizenship investigates the pressing problem of political membership in a world marked by increased migration, rising nationalist sentiment, and the ongoing reorganization of states through both peaceful and violent means. Although some of Germany’s foreign workers have gradually attained a degree of social and economic legitimacy, Barbieri explains how they remain effectively excluded from true German citizenship. In the late 1850s and early 1860s, the attention of the Catholic and Protestant religious communities around the world focused on a few small settlements of French Canadian immigrants in northeastern Illinois. Soon after arriving in their new home, a large number of these immigrants, led by Father Charles Chiniquy, the charismatic Catholic priest who had brought them there, converted to Protestantism. In this anthropological history, Caroline B. Brettell explores how Father Chiniquy took on both the sacred and the secular authority of the Catholic Church to engineer the religious schism and how the legacy of this rift affected the lives of the immigrants and their descendants for generations. Brettell chronicles how Chiniquy came to lead approximately one thousand French Canadian families to St. Anne, Illinois, in the early 1850s and how his conflict with the Catholic hierarchy over the ownership and administration of church property, delivery of the mass in French instead of Latin, and access to the Bible by laymen led to his excommunication. Drawing on the concept of social drama—a situation of intensely lived conflict that emerges within social groups—Brettell explains the religious schism in terms of larger ethnic and religious disagreements that were happening elsewhere in the United States and in Canada. Brettell also explores legal disputes, analyzes the reemergence of Catholicism in St. Anne in the first decade of the twentieth century, addresses the legacy of Chiniquy in both the United States and Quebec, and closely examines the French Canadian immigrant communities, focusing on the differences between the people who converted to Protestantism and those who remained Catholic.
Occurring when nativism was pervasive and the anti-immigrant Know-Nothing Party was at its height, Chiniquy’s religious schism offers an opportunity to examine a range of important historical and anthropological issues, including immigration, ethnicity, and religion; changes in household and family structure; the ways social identities are constructed and reconstructed through time; and the significance of charismatic leadership in processes of social and religious change. Through its multidisciplinary approach, Brettell’s enlightening study provides a pioneering assessment of larger national tensions and social processes, some of which are still evident in modern immigration to the United States.
In A Forgetful Nation, the renowned postcolonialism scholar Ali Behdad turns his attention to the United States. Offering a timely critique of immigration and nationalism, Behdad takes on an idea central to American national mythology: that the United States is “a nation of immigrants,” welcoming and generous to foreigners. He argues that Americans’ treatment of immigrants and foreigners has long fluctuated between hospitality and hostility, and that this deep-seated ambivalence is fundamental to the construction of national identity. Building on the insights of Freud, Nietzsche, Foucault, and Derrida, he develops a theory of the historical amnesia that enables the United States to disavow a past and present built on the exclusion of others.
Behdad shows how political, cultural, and legal texts have articulated American anxiety about immigration from the Federalist period to the present day. He reads texts both well-known—J. Hector St. John de Crèvecoeur’s Letters from an American Farmer, Alexis de Tocqueville’s Democracy in America, and Walt Whitman’s Leaves of Grass—and lesser-known—such as the writings of nineteenth-century nativists and of public health officials at Ellis Island. In the process, he highlights what is obscured by narratives and texts celebrating the United States as an open-armed haven for everyone: the country’s violent beginnings, including its conquest of Native Americans, brutal exploitation of enslaved Africans, and colonialist annexation of French and Mexican territories; a recurring and fierce strand of nativism; the need for a docile labor force; and the harsh discipline meted out to immigrant “aliens” today, particularly along the Mexican border.
Writing in the beginning of the 1980s, Ernesto Laclau and Chantal Mouffe explored possibilities for a new socialist strategy to capitalize on the period’s fragmented political and social conditions. Two and a half decades later, Ferruh Yilmaz acknowledges that the populist Far Right—not the socialist movement—has demonstrated greater facility in adopting successful hegemonic strategies along new structural lines Laclau and Mouffe imagined. Right-wing hegemonic strategy, Yilmaz argues, has led to the reconfiguration of internal fault lines in European societies.
Yilmaz’s primary case study is Danish immigration discourse, but his argument contextualizes his study in terms of questions of current concern across Europe, where right-wing groups that were long on the fringes of “legitimate” politics have managed to make significant gains with populations traditionally aligned with the Left. Specifically, Yilmaz argues that sociopolitical space has been transformed in the last three decades such that group classification has been destabilized to emphasize cultural rather than economic attributes.
According to this point-of-view, traditional European social and political splits are jettisoned for new “cultural” alliances pulling the political spectrum to the right, against the “corrosive” presence of Muslim immigrants, whose own social and political variety is flattened into an illusion of alien sameness.
Despite rhetoric that suggests that the United States opens its doors to virtually anyone who wants to come here, immigration has been restricted since the nation began. In this book, Kevin R. Johnson argues that immigration policy reflects the social hierarchy that prevails in American society as a whole and that immigration reform is intertwined with the struggle for civil rights.The "Huddled Masses" Myth focuses on the exclusion of people of color, gays and lesbians, people with disabilities, the poor, political dissidents, and other disfavored groups, showing how bias shapes the law. In the nineteenth century, for example, virulent anti-Asian bias excluded would-be immigrants from China and severely restricted those from Japan. In our own time, people fleeing persecution and poverty in Haiti generally have been treated much differently from those fleeing Cuba. Johnson further argues that although domestic minorities (whether citizens or lawful immigrants) enjoy legal protections and might even be courted by politicians, they are regarded as subordinate groups and suffer discrimination. This book has particular resonance today as the public debates the uncertain status of immigrants from Arab countries and of the Muslim faith.
As immigration from Asia and Latin America reshapes the demographic composition of the U.S., some analysts have anticipated the decline of conservative white evangelicals’ influence in politics. Yet, Donald Trump captured a larger share of the white evangelical vote in the 2016 election than any candidate in the previous four presidential elections. Why has the political clout of white evangelicals persisted at a time of increased racial and ethnic diversity? In Immigrants, Evangelicals, and Politics in an Era of Demographic Change, political scientist Janelle Wong examines a new generation of Asian American and Latino evangelicals and offers an account of why demographic change has not contributed to a political realignment.
Asian Americans and Latinos currently constitute 13 percent of evangelicals, and their churches are among the largest, fastest growing organizations in their communities. While evangelical identity is associated with conservative politics, Wong draws from national surveys and interviews to show that non-white evangelicals express political attitudes that are significantly less conservative than those of their white counterparts. Black, Asian American, and Latino evangelicals are much more likely to support policies such as expanded immigration rights, increased taxation of the wealthy, and government interventions to slow climate change. As Wong argues, non-white evangelicals’ experiences as members of racial or ethnic minority groups often lead them to adopt more progressive political views compared to their white counterparts.
However, despite their growth in numbers, non-white evangelicals—particularly Asian Americans and Latinos—are concentrated outside of swing states, have lower levels of political participation than white evangelicals, and are less likely to be targeted by political campaigns. As a result, white evangelicals dominate the evangelical policy agenda and are overrepresented at the polls. Also, many white evangelicals have adopted even more conservative political views in response to rapid demographic change, perceiving, for example, that discrimination against Christians now rivals discrimination against racial and ethnic minorities.
Wong demonstrates that immigrant evangelicals are neither “natural” Republicans nor “natural” Democrats. By examining the changing demographics of the evangelical movement, Immigrants, Evangelicals, and Politics in an Era of Demographic Change sheds light on an understudied constituency that has yet to find its political home.

The American dream of equal opportunity and social mobility still holds a powerful appeal for the many immigrants who arrive in this country each year. but if immigrant success stories symbolize the fulfillment of the American dream, the persistent inequality suffered by native-born African Americans demonstrates the dream's limits. Although the experience of blacks and immigrants in the United States are not directly comparable, their fates are connected in ways that are seldom recognized. Immigration and Opportunity brings together leading sociologists and demographers to present a systematic account of the many ways in which immigration affects the labor market experiences of native-born African Americans. With the arrival of large numbers of nonwhite immigrants in recent decades, blacks now represent less than 50 percent of the U.S. minority population. Immigration and Opportunity reveals how immigration has transformed relations between minority populations in the United States, creating new forms of labor market competition between native and immigrant minorities. Recent immigrants have concentrated in a handful of port-of-entry cities, breaking up established patterns of residential segregation,and, in some cases, contributing to the migration of native blacks out of these cities. Immigrants have secured many of the occupational niches once dominated by blacks and now pass these jobs on through ethnic hiring networks that exclude natives. At the same time, many native-born blacks find jobs in the public sector, which is closed to those immigrants who lack U.S. citizenship. While recent immigrants have unquestionably brought economic and cultural benefits to U.S. society, this volume makes it clear that the costs of increased immigration falls particularly heavily upon those native-born groups who are already disadvantaged. Even as large-scale immigration transforms the racial and ethnic make-up of U.S. society—forcing us to think about race and ethnicity in new ways—it demands that we pay renewed attention to the entrenched problems of racial disadvantage that still beset native-born African Americans.

What does it mean to be an American? The United States defines itself by its legal freedoms; it cannot tell its citizens who to be. Nevertheless, where possible, it must separate citizen from alien. In so doing, it defines the desirable characteristics of its citizens in immigration policy, spelling out how many and, most importantly, what sorts of persons can enter the country with the option of becoming citizens.
Over the past century, the U.S. Congress argued first that prospective citizens should be judged in terms of race, then in terms of politics, then of ideology, then of wealth and skills. Each argument arose in direct response to a perceived foreign threat--a threat that was, in the government's eyes, racial, political, ideological, or economic. Immigration and the Politics of American Sovereignty traces how and why public arguments about immigrants changed over time, how some arguments came to predominate and shape policy, and what impact these arguments have had on how the United States defines and defends its sovereignty.
Cheryl Shanks offers readers an explanation for immigration policy that is more distinctly political than the usual economic and cultural ones. Her study, enriched by the insights of international relations theory, adds much to our understanding of the notion of sovereignty and as such will be of interest to scholars of international relations, American politics, sociology, and American history.

Over the last four decades, immigration from the Caribbean and sub-Saharan Africa to the U. S. has increased rapidly. In several states, African immigrants are now major drivers of growth in the black population. While social scientists and commentators have noted that these black immigrants’ social and economic outcomes often differ from those of their native-born counterparts, few studies have carefully analyzed the mechanisms that produce these disparities. In Immigration and the Remaking of Black America, sociologist and demographer Tod Hamilton shows how immigration is reshaping black America. He weaves together interdisciplinary scholarship with new data to enhance our understanding of the causes of socioeconomic stratification among both the native-born and newcomers.
Hamilton demonstrates that immigration from the Caribbean and sub-Saharan Africa is driven by selective migration, meaning that newcomers from these countries tend to have higher educational attainment than those who stay behind. As a result, they arrive in the U.S. with some advantages over native-born blacks, and, in some cases, over whites. He also shows the importance of historical context: prior to the Civil Rights Movement, black immigrants’ socioeconomic outcomes resembled native-born blacks’ much more closely, regardless of their educational attainment in their country of origin. Today, however, certain groups of black immigrants have better outcomes than native-born black Americans—such as lower unemployment rates and higher rates of homeownership—in part because they immigrated at a time of expanding opportunities for minorities and women in general. Hamilton further finds that rates of marriage and labor force participation among native-born blacks that move away from their birth states resemble those of many black immigrants, suggesting that some disparities within the black population stem from processes associated with migration, rather than from nativity alone.
Hamilton argues that failing to account for this diversity among the black population can lead to incorrect estimates of the social progress made by black Americans and the persistence of racism and discrimination. He calls for future research on racial inequality to disaggregate different black populations. By richly detailing the changing nature of black America, Immigration and the Remaking of Black America helps scholars and policymakers to better understand the complexity of racial disparities in the twenty-first century.
Since the 1970s, the striking increase in immigration to the United States has been accompanied by a marked change in the composition of the immigrant community, with a much higher percentage of foreign-born workers coming from Latin America and Asia and a dramatically lower percentage from Europe.

This study traces the socio-political effects of immigration on Singapore and its population, a topic that has been the subject of intense debate in the nation as its population grows increasingly diverse. Recent acts of terrorism in Britain and Europe and the events of 9/11 in the United States have greatly influenced immigration, security, and integration policies in these countries. Yet many of the current practices surrounding these issues were developed decades ago, and are ill-suited to the dynamics of today's global economies and immigration patterns.
At the core of much policy debate is the inherent paradox whereby immigrant populations are frequently perceived as posing a potential security threat yet bolster economies by providing an inexpensive workforce. Strict attention to border controls and immigration quotas has diverted focus away from perhaps the most significant dilemma: the integration of existing immigrant groups. Often restricted in their civil and political rights and targets of xenophobia, racial profiling, and discrimination, immigrants are unable or unwilling to integrate into the population. These factors breed distrust, disenfranchisement, and hatred-factors that potentially engender radicalization and can even threaten internal security.
The contributors compare policies on these issues at three relational levels: between individual EU nations and the U.S., between the EU and U.S., and among EU nations. What emerges is a timely and critical examination of the variations and contradictions in policy at each level of interaction and how different agencies and different nations often work in opposition to each other with self-defeating results. The rapid rise in the proportion of foreign-born residents in the United States since the mid-1960s is one of the most important demographic events of the past fifty years. The increase in immigration, especially among the less-skilled and less-educated, has prompted fears that the newcomers may have depressed the wages and employment of the native-born, burdened state and local budgets, and slowed the U.S. economy as a whole. Giovanni Peri analyzes the changing skill composition of immigrants to the United States over the past two decades to assess their impact on the labor market outcomes of native-born workers. Despite concerns over labor market competition, he shows that the overall effect has been benign for most native groups. Moreover, immigration appears to have had negligible impacts on native poverty rates. Ethan Lewis examines whether differences in English proficiency explain this lack of competition between immigrant and native-born workers. He finds that parallel Spanish-speaking labor markets emerge in areas where Spanish speakers are sufficiently numerous, thereby limiting the impact of immigration on the wages of native-born residents. While the increase in the number of immigrants may not necessarily hurt the job prospects of native-born workers, low-skilled migration appears to suppress the wages of immigrants themselves. Michael Stoll shows that linguistic isolation and residential crowding in specific metropolitan areas has contributed to high poverty rates among immigrants. Have these economic disadvantages among low-skilled immigrants increased their dependence on the U.S. social safety net? Marianne Bitler and Hilary Hoynes analyze the consequences of welfare reform, which limited eligibility for major cash assistance programs. Home to Ellis Island, New Jersey has been the first stop for many immigrant groups for well over a century. Yet in this highly diverse state, some of the most anti-immigrant policies in the nation are being tested. American suburbs are home to increasing numbers of first and second-generation immigrants who may actually be bypassing the city to settle directly into the neighborhoods that their predecessors have already begun to plant roots in—a trajectory that leads to nativist ordinances and other forms of xenophobia.
In Lady Liberty’s Shadow examines popular white perceptions of danger represented by immigrants and their children, as well the specter that lurks at the edges of suburbs in the shape of black and Latino urban underclasses and the ever more nebulous hazard of (presumed-Islamic) terrorism that threatening to undermine “life as we know it.” Robyn Magalit Rodriguez explores the impact of anti-immigrant municipal ordinances on a range of immigrant groups living in varied suburban communities, from undocumented Latinos in predominantly white suburbs to long-established Asian immigrants in “majority-minority” suburbs. The “American Dream” that suburban life is supposed to represent is shown to rest on a racialized, segregated social order meant to be enjoyed only by whites. Although it is a case study of New Jersey, In Lady Liberty’s Shadow offers crucial insights that can shed fresh light on the national immigration debate.
Race in the United States has long been associated with heredity and inequality while ethnicity has been linked to language and culture. In the Shadow of Race recovers the history of this entrenched distinction and the divisive politics it engenders.
Victoria Hattam locates the origins of ethnicity in the New York Zionist movement of the early 1900s. In a major revision of widely held assumptions, she argues that Jewish activists identified as ethnics not as a means of assimilating and becoming white, but rather as a way of defending immigrant difference as distinct from race—rooted in culture rather than body and blood. Eventually, Hattam shows, the Immigration and Naturalization Service and the Census Bureau institutionalized this distinction by classifying Latinos as an ethnic group and not a race. But immigration and the resulting population shifts of the last half century have created a political opening for reimagining the relationship between immigration and race. How to do so is the question at hand.
In the Shadow of Race concludes by examining the recent New York and Los Angeles elections and the 2006 immigrant rallies across the country to assess the possibilities of forging a more robust alliance between immigrants and African Americans. Such an alliance is needed, Hattam argues, to more effectively redress the persistent inequalities in American life.
In 1907 the U.S. Congress created a joint commission to investigate what many Americans saw as a national crisis: an unprecedented number of immigrants flowing into the United States. Experts—women and men trained in the new field of social science—fanned out across the country to collect data on these fresh arrivals. The trove of information they amassed shaped how Americans thought about immigrants, themselves, and the nation’s place in the world. In Islands of Sovereignty, anthropologist and legal scholar Jeffrey S. Kahn offers a new interpretation of the transformation of US borders during the late twentieth century and its implications for our understanding of the nation-state as a legal and political form. Kahn takes us on a voyage into the immigration tribunals of South Florida, the Coast Guard vessels patrolling the northern Caribbean, and the camps of Guantánamo Bay—once the world’s largest US-operated migrant detention facility—to explore how litigation concerning the fate of Haitian asylum seekers gave birth to a novel paradigm of offshore oceanic migration policing. Goldscheider identifies three key social changes that have led to the transformation of Israeli society in the twenty-first century: the massive immigration of Jews from the former Soviet Union, the economic shift to a high-tech economy, and the growth of socioeconomic inequalities inside Israel. To deepen his analysis of these developments, Goldscheider focuses on ethnicity, religion, and gender, including the growth of ethnic pluralism in Israel, the strengthening of the Ultra-Orthodox community, the changing nature of religious Zionism and secularism, shifts in family patterns, and new issues and challenges between Palestinians and Arab Israelis given the stalemate in the peace process and the expansions of Jewish settlements. In the first forty years of this century, over one million Mexican immigrants moved to the United States, attracted by the prospect of farm work in California. They became workers in industrial agriculture --barely recognized, never respected, and poorly paid. Native white American workers did not resent the Mexicans during prosperous times, when everyone who wanted to work could do so. But during the Great Depression, native workers began to realize that many of the Mexican workers were here to stay. Native workers, blaming their unemployment on the immigrants, joined with government officials to demand that Mexican workers and their families return to Mexico. During the 1930s, the federal government and county relief agencies cooperated in a nasty repatriation program, forcing half a million Mexicans living in the U.S. to return to Mexico.

Lay studies five Iowa towns to investigate how the political attitudes and inclinations of native adolescents change as a result of rapid ethnic diversification. Using surveys and interviews, she discovers that native adolescents adapt very well to foreign-born citizens, and that over time, gaps diminish between diverse populations and youth in all-white/Anglo towns in regard to tolerance, political knowledge, efficacy, and school participation.

The integration of second-generation immigrants has proved to be a major challenge for Europe in recent years. Though these people are born in their host nations, they often experience worse social and economic outcomes than other citizens. This volume focuses on one particular, important challenge: the less successful educational outcomes of second-generation migrants. Looking at data from seventeen European nations, Camilla Borgna shows that migrant penalties in educational achievement exist in each one-but that, unexpectedly, the penalties tend to be greater in countries in which socio-economic inequalities in education are generally more modest, a finding that should prompt reconsideration of a number of policy approaches.

The Necropolitical Theater: Race and Immigration on the Contemporary Spanish Stage demonstrates how theatrical production in Spain since the early 1990s has reflected national anxieties about immigration and race. Jeffrey K. Coleman argues that Spain has developed a “necropolitical theater” that casts the non-European immigrant as fictionalized enemy—one whose nonwhiteness is incompatible with Spanish national identity and therefore poses a threat to the very Europeanness of Spain. The fate of the immigrant in the necropolitical theater is death, either physical or metaphysical, which preserves the status quo and provides catharsis for the spectator faced with the notion of racial diversity. Nikkei Baseball examines baseball's evolving importance to the Japanese American community and the construction of Japanese American identity. Originally introduced in Japan in the late 1800s, baseball was played in the United States by Japanese immigrants first in Hawaii, then San Francisco and northern California, then in amateur leagues up and down the Pacific Coast. For Japanese American players, baseball was seen as a sport that encouraged healthy competition by imposing rules and standards of ethical behavior for both players and fans. The value of baseball as exercise and amusement quickly expanded into something even more important, a means for strengthening social ties within Japanese American communities and for linking their aspirations to America's pastimes and America's promise.

The American Progressive Era, which spanned from the 1880s to the 1920s, is generally regarded as a dynamic period of political reform and social activism. Advertised in Asia as "The Chinese Beverly Hills," this small city minutes east of downtown Los Angeles, became by the late 1970s a regional springboard for a new type of Chinese immigration—suburban and middle class with a diversified and globally-oriented economy. Freed from the isolation of old Chinatowns, new immigrants now confronted resistance from more established Anglo, Asian American, and Latino neighbors, whose opposition took the form of interconnected "English Only" and slow-growth movements.

More specifically, Precarious Crossings: Immigration, Neoliberalism, and the Atlantic examines how contemporary authors from the Caribbean, Sub-Saharan Africa, and Latin America—including Roberto Bolaño, Giannina Braschi, Maryse Condé, Fatou Diome, Marie Ndiaye, and Caryl Phillips, among others—have reconceptualized the Atlantic from a triangular space into a multipolar one, introducing new destinations for contemporary immigrants and establishing new Atlantic connections.
Perisic argues that in traveling beyond the postcolonial route that connects former colonizer and former colonized, these authors also shift their focus from cultural difference and national belonging to precarity—a condition characterized by a lack of economic and social stability and protection—as a shared characteristic under global neoliberalization. She demonstrates how contemporary Atlantic narratives reveal the contradictions inherent in neoliberalism as an ideology—thereby showing how they further participate in Atlantic literary and cultural dialogues and push against literary conventions of various genre as they explore the complexities of a globalized Atlantic.

Transnational migration has contributed to the rise of religious diversity and has led to profound changes in the religious make-up of society across the Western world. As a result, societies and nation-states have faced the challenge of crafting ways to bring new religious communities into existing institutions and the legal frameworks. Regulating Difference explores how the state regulates religious diversity and examines the processes whereby religious diversity and expression becomes part of administrative landscapes of nation-states and people’s everyday lives. Arguing that concepts of nationhood are key to understanding the governance of religious diversity, Regulating Difference employs a transatlantic comparison of the Spanish region of Catalonia and the Canadian province of Quebec to show how processes of nation-building, religious heritage-making and the mobilization of divergent interpretations of secularism are co-implicated in shaping religious diversity. It argues that religious diversity has become central for governing national and urban spaces.
In Remaking Chinese America, Xiaojian Zhao explores the myriad forces that changed and unified Chinese Americans during a key period in American history. Prior to 1940, this immigrant community was predominantly male, but between 1940 and 1965 it was transformed into a family-centered American ethnic community. Zhao pays special attention to forces both inside and outside of the country in order to explain these changing demographics. She scrutinizes the repealed exclusion laws and the immigration laws enacted after 1940. Careful attention is also paid to evolving gender roles, since women constituted the majority of newcomers, significantly changing the sex ratio of the Chinese American population.
As members of a minority sharing a common cultural heritage as well as pressures from the larger society, Chinese Americans networked and struggled to gain equal rights during the cold war period. In defining the political circumstances that brought the Chinese together as a cohesive political body, Zhao also delves into the complexities they faced when questioning their personal national allegiances. Remaking Chinese America uses a wealth of primary sources, including oral histories, newspapers, genealogical documents, and immigration files to illuminate what it was like to be Chinese living in the United States during a period that—until now—has been little studied.
In Reproducing the French Race, Elisa Camiscioli argues that immigration was a defining feature of early-twentieth-century France, and she examines the political, cultural, and social issues implicated in public debates about immigration and national identity at the time. Camiscioli demonstrates that mass immigration provided politicians, jurists, industrialists, racial theorists, feminists, and others with ample opportunity to explore questions of French racial belonging, France’s relationship to the colonial empire and the rest of Europe, and the connections between race and national anxieties regarding depopulation and degeneration. She also shows that discussions of the nation and its citizenry consistently returned to the body: its color and gender, its expenditure of labor power, its reproductive capacity, and its experience of desire. Of paramount importance was the question of which kinds of bodies could assimilate into the “French race.”
By focusing on telling aspects of the immigration debate, Camiscioli reveals how racial hierarchies were constructed, how gender figured in their creation, and how only white Europeans were cast as assimilable. Delving into pronatalist politics, she describes how potential immigrants were ranked according to their imagined capacity to adapt to the workplace and family life in France. She traces the links between racialized categories and concerns about industrial skills and output, and she examines medico-hygienic texts on interracial sex, connecting those to the crusade against prostitution and the related campaign to abolish “white slavery,” the alleged entrapment of (white) women for sale into prostitution abroad. Camiscioli also explores the debate surrounding the 1927 law that first made it possible for French women who married foreigners to keep their French nationality. She concludes by linking the Third Republic’s impulse to create racial hierarchies to the emergence of the Vichy regime.
The Resilient Self explores how international migration re-shapes women’s senses of themselves. Chien-Juh Gu uses life-history interviews and ethnographic observations to illustrate how immigration creates gendered work and family contexts for middle-class Taiwanese American women, who, in turn, negotiate and resist the social and psychological effects of the processes of immigration and settlement.
Most of the women immigrated as dependents when their U.S.-educated husbands found professional jobs upon graduation. Constrained by their dependent visas, these women could not work outside of the home during the initial phase of their settlement. The significant contrast of their lives before and after immigration—changing from successful professionals to foreign housewives—generated feelings of boredom, loneliness, and depression. Mourning their lost careers and lacking fulfillment in homemaking, these highly educated immigrant women were forced to redefine the meaning of work and housework, which in time shaped their perceptions of themselves and others in the family, at work, and in the larger community.
The second and first centuries B.C. were a critical period in Chinese history—they saw the birth and development of the new Chinese empire and its earliest expansion and acquisition of frontier territories.
But for almost two thousand years, because of gaps in the available records, this essential chapter in the history was missing. Fortunately, with the discovery during the last century of about sixty thousand Han-period documents in Central Asia and western China preserved on strips of wood and bamboo, scholars have been able, for the first time, to put together many of the missing pieces.
In this second volume of his monumental history, Chun-shu Chang provides the first systematic reconstruction of the history of the acquisitions and colonization undertaken by the Chinese empire. In never before seen detail, Chang discusses the actions taken by the Chinese empire to develop the Han frontier: the government promoted massive immigration to the newly conquered virgin land; an innovative and complex garrison system was created; and civil institutions and a land system, as well as a regular imperial administration, were established over the region. Chang investigates the long and massive campaigns of the Han territorial expansion movement, considers the impact of early nation-building, and explores the formation and growth of the Chinese empire and its changing national identity. Chang’s comprehensive reconstruction of ancient and early Imperial Chinese history, based on literary, archaeological, and recently discovered ancient texts and classics, reveals the process and mechanics of the Han frontier development through an innovative and complex system of colonization, the core mechanics of the Han empire-building enterprise.

Since the 1960s, the United States has undergone a profound demographic transformation due to increased immigration from Asia, Latin America, the Caribbean, and elsewhere. Today immigrants and their U.S.-born children represent approximately 25 percent of the population, or more than 85 million people. How has immigration changed the way that both newcomers and the native-born understand what it means to be American? This issue of RSF, edited by immigration scholars Kay Deaux, Katharine Donato, and Nancy Foner investigates how immigration has shaped the way longer-established Americans, as well as immigrants and their children, see themelves and others in terms of race, ethnicity, and national identity --- and also considers the implications for intergroup relations.
Several articles explore how immigrants negotiate their positions in the racial hierarchy and how they perceive themselves in relation to native-born groups. Michael Jones-Correa and coauthors find that while Mexican immigrants are more likely to identify as Americans the more they report positive interactions with both native-born whites and blacks, Indian immigrants’ identification with being American is largely shaped by positive interactions just with whites. Prema Kurien shows that in response to the wave of hate crimes after 9/11, Sikh Americans sought to be recognized as an American religious minority, as well as an ethnic group distinct from Indian Americans. In their study of the children of immigrants in middle adulthood, Cynthia Feliciano and Rubén G. Rumbaut find that some second-generation immigrants retain a strong attachment to an ethnic identity into their late thirties, but that ethnic identification for others wanes as their social identities as parents, workers, or spouses become more important.
Other contributors investigate the extent to which longer-established Americans respond to increased immigration. Maureen Craig and Jennifer Richeson show that whites living in areas with large or increasing racial minority populations are more likely to believe that anti-white discrimination is on the rise. Deborah Schildkraut and Satia Morotta similarly find that when millennials—particularly those who identify as white and Republican—are exposed to information on the changing racial makeup of the U.S., they express more conservative political views.
At a time when questions of immigration and national identity are at the forefront of our political and public discourse, understanding how immigrants and their offspring influence—and are influenced by—conceptions of race and identity is critical for social scientists. This issue provides key insights into the challenges of a rapidly changing population.
Natives who change residence do not settle in the same places as immigrants. Separate Destinations argues that these distinct mobility patterns, coupled with record levels of immigration from impoverished third world nations, are balkanizing the American electorate. James G. Gimpel examines the consequences of different patterns of movement and settlement on the politics of the communities in which these different groups settle.
Newer immigrants are con-strained by a lack of education, money, English literacy, and information--and frequently by discrimination--to live in areas of coethnic settlement. Domestic, native-born migrants--predominantly Caucasian--free of discrimination and possessing more money and information, move where they wish, often to communities where immigrants are not welcome or cannot afford to live. Strong evidence suggests that spatially isolated immigrants are slower to naturalize and get involved in politics than domestic migrants.
Gimpel looks closely at states with very different patterns of migration and immigration: California, Colorado, Kansas, Kentucky, Florida, Pennsylvania, and New York. In these states, Gimpel shows the impact of population mobility on party registration, party votes, and voter turnout and asks whether population changes have changed the dominant party in a state or produced a political reaction from natives.
Separate Destinations contains a number of thematic maps detailing the settlement patterns of internal migrants and immigrants for both counties and census tracts. Blending insights from a number of social science disciplines, including economics, demography, sociology, political science, and anthropology, this book will be of interest to a wide and diverse readership of scholars, students, and policymakers.

The Illegal Immigration Relief Act (IIRA), passed in the small Rustbelt city of Hazleton, Pennsylvania in 2006, was a local ordinance that laid out penalties for renting to or hiring undocumented immigrants and declared English the city’s official language. The notorious IIRA gained national prominence and kicked off a parade of local and state-level legislative initiatives designed to crack down on undocumented immigrants.
In his cogent and timely book, UndocumentedFears, Jamie Longazel uses the debate around Hazleton’s controversial ordinance as a case study that reveals the mechanics of contemporary divide and conquer politics. He shows how neoliberal ideology, misconceptions about Latina/o immigrants, and nostalgic imagery of “Small Town, America” led to a racialized account of an undocumented immigrant “invasion,” masking the real story of a city beset by large-scale loss of manufacturing jobs.

In the 1970s, the Mexican government decided to tackle rural unemployment by supporting the migration of able-bodied men. Millions of Mexican men crossed into the United States to find work. They took low-level positions that few Americans wanted and sent money back to communities that depended on their support. They periodically returned to Mexico, living their lives in both countries. After 1986, however, US authorities disrupted this back-and-forth movement by strengthening border controls. Many Mexican men chose to remain in the United States permanently for fear of not being able to come back north if they returned to Mexico. For them, the United States became a jaula de oro—a cage of gold. Undocumented Lives tells the story of Mexican migrants who were compelled to bring their families across the border and raise a generation of undocumented children.
Even as Donald Trump’s election has galvanized anti-immigration politics, many local governments have welcomed immigrants, some even going so far as to declare their communities “sanctuary cities” that will limit cooperation with federal immigration authorities. But efforts to assist immigrants are not limited to large, politically liberal cities. Since the 1990s, many small to mid-sized cities and towns across the United States have implemented a range of informal practices that help immigrant populations integrate into their communities.
Abigail Fisher Williamson explores why and how local governments across the country are taking steps to accommodate immigrants, sometimes despite serious political opposition. Drawing on case studies of four new immigrant destinations—Lewiston, Maine; Wausau, Wisconsin; Elgin, Illinois; and Yakima, Washington—as well as a national survey of local government officials, she finds that local capacity and immigrant visibility influence whether local governments take action to respond to immigrants. State and federal policies and national political rhetoric shape officials’ framing of immigrants, thereby influencing how municipalities respond. Despite the devolution of federal immigration enforcement and the increasingly polarized national debate, local officials face on balance distinct legal and economic incentives to welcome immigrants that the public does not necessarily share. Officials’ efforts to promote incorporation can therefore result in backlash unless they carefully attend to both aiding immigrants and increasing public acceptance. Bringing her findings into the present, Williamson takes up the question of whether the current trend toward accommodation will continue given Trump’s anti-immigrant rhetoric and changes in federal immigration policy.
In the United States, perhaps no minority group is considered as "model" or successful as the Asian American community. Rather than living in ominous "ghettoes," Asian Americans are described as residing in positive-sounding "ethnic enclaves." Writing the Ghetto helps clarify the hidden or unspoken class inequalities faced by Asian Americans, while insightfully analyzing the effect such notions have had on their literary voices.
Yoonmee Chang examines the class structure of Chinatowns, Koreatowns, Little Tokyos, and Little Indias, arguing that ghettoization in these spaces is disguised. She maintains that Asian American literature both contributes to and challenges this masking through its marginalization by what she calls the "ethnographic imperative." Chang discusses texts from the late nineteenth century to the present, including those of Sui Sin Far, Winnifred Eaton, Monica Sone, Fae Myenne Ng, Chang-rae Lee, S. Mitra Kalita, and Nam Le. These texts are situated in the contexts of the Chinese Exclusion Era, Japanese American internment during World War II, the globalization of Chinatown in the late twentieth century, the Vietnam War, the 1992 Los Angeles riots, and the contemporary emergence of the "ethnoburb."
