A critical reading of the unstable structures that organize biological and social life
This timely and radically interdisciplinary volume uncovers the aesthetics and politics of infrastructure. From roads and bridges to harbors and canals, infrastructure is conventionally understood as the public works that allow for the circulation of capital. Yet this naturalized concept of infrastructure, driven by capital’s restless expansion, is haunted by imperial tendencies to occupy territory, extract resources, and organize life. Infrastructure thus undergirds the living nexus of modernity in an ongoing project of racialization, affective embodiment, and environmental praxis. Rather than merely making visible infrastructure’s modes of power, however, The Aesthetic Life of Infrastructure brings literary methods to bear on the interpretive terrain, reading infrastructural space and temporalities to show that their aesthetic and sensorial experience cannot be understood apart from histories of production and political economies.
Building on critical infrastructure studies in anthropology, geography, and media studies, this collection demonstrates the field’s vitality to scholars working across the humanities, including in literary, visual, and cultural studies. By querying the presumed invisibility of infrastructure’s hidden life, the volume’s contributors revitalize ongoing literary debates about reading surface and depth. How, they ask, might infrastructure and aesthetics then function as epistemic tools for rethinking each other? And what urgency do they acquire in light of current crises that bear on death, whether biological, social, or planetary?
Beyond the Lab and the Field analyzes infrastructures as intense sites of knowledge production in the Americas, Europe, and Asia since the late nineteenth century. Moving beyond classical places known for yielding scientific knowledge, chapters in this volume explore how the construction and maintenance of canals, highways, dams, irrigation schemes, the oil industry, and logistic networks intersected with the creation of know-how and expertise. Referred to by the authors as “scientific bonanzas,” such intersections reveal opportunities for great wealth, but also distress and misfortune.
This volume explores how innovative technologies provided research opportunities for scientists and engineers, as they relied on expertise to operate, which resulted in enormous profits for some. But, like the history of any gold rush, the history of infrastructure also reveals how technologies of modernity transformed nature, disrupting communities and destroying the local environment. Focusing not on the victory march of science and technology but on ambivalent change, contributors consider the role of infrastructures for ecology, geology, archaeology, soil science, engineering, ethnography, heritage, and polar exploration. Together, they also examine largely overlooked perspectives on modernity: the reliance of infrastructure on knowledge, and infrastructures as places and occasions that inspired a greater understanding of the natural world and the technologically made environment.
The uprooting and displacement of people has long been among the hardships associated with development and modernity. Indeed, the circulation of commodities, currency, and labor in modern society necessitates both social and spatial mobility. However, the displacement and resettlement of millions of people each year by large-scale infrastructural projects raises serious questions about the democratic character of the development process.
Although designed to spur economic growth, many of these projects leave local people struggling against serious impoverishment and gross violations of human rights. Working from a political-ecological perspective, Anthony Oliver-Smith offers the first book to document the fight against involuntary displacement and resettlement being waged by people and communities around the world.
Increasingly over the last twenty-five years, the voices of people at the grass roots are being heard. People from many societies and cultures are taking action against development-forced displacement and resettlement (DFDR) and articulating alternatives. Taking the promise of democracy seriously, they are fighting not only for their place in the world, but also for their place at the negotiating table, where decisions affecting their well-being are made.
Throughout, Roe focuses on the global financial mess of 2008 and its ongoing aftermath, showing how mismanagement has allowed it to morph into other national and international messes. More effective management is still possible for this and many other policy messes but that requires better recognition of patterns and formulation of scenarios, as well as the ability to translate pattern and scenario into reliability. Developing networks of professionals who respond to messes is particularly important. Roe describes how these networks enable the avoidance of bad or worse messes, take advantage of opportunities resulting from messes, and address societal and professional challenges. In addition to finance, he draws from a wide range of case material in other policy arenas. Roe demonstrates that knowing how to manage policy messes is the best approach to preventing crises.
In 2013, Chinese leader Xi Jinping announced a campaign for national rejuvenation. The One Belt One Road initiative, or OBOR, has become the largest infrastructure program in history. Nearly every Chinese province, city, major business, bank, and university have been mobilized to serve it, spending hundreds of billions of dollars overseas building ports and railroads, laying fiber cables, and launching satellites. Using a trove of Chinese sources, author Eyck Freymann argues these infrastructure projects are a sideshow. OBOR is primarily a campaign to restore an ancient model in which foreign emissaries paid tribute to the Chinese emperor, offering gifts in exchange for political patronage. Xi sees himself as a sort of modern-day emperor, determined to restore China’s past greatness.
Many experts assume that Xi’s nakedly neo-imperial scheme couldn’t possibly work. Freymann shows how wrong they are. China isn’t preying on victims, Freymann argues. It’s attracting willing partners—including Western allies—from Latin America to Southeast Asia to the Persian Gulf. Even in countries where OBOR megaprojects fail, Freymann finds that political leaders still want closer ties with China.
Freymann tells the monumental story of Xi’s project on the global stage. Drawing on primary documents in five languages, interviews with senior officials, and on-the-ground case studies from Malaysia to Greece, Russia to Iran, Freymann pulls back the veil of propaganda about OBOR, giving readers a page-turning world tour of the burgeoning Chinese empire, a guide for understanding China’s motives and tactics, and clear recommendations for how the West can compete.
The latest volume in the Urban Agenda series looks at pressing infrastructure issues discussed at the 2017 UIC Urban Forum. As a vehicle to convey both the history of modern China and the complex forces still driving the nation’s economic success, rail has no equal. Railroads and the Transformation of China is the first comprehensive history, in any language, of railroad operation from the last decades of the Qing Empire to the present.
China’s first fractured lines were built under semicolonial conditions by competing foreign investors. The national system that began taking shape in the 1910s suffered all the ills of the country at large: warlordism and Japanese invasion, Chinese partisan sabotage, the Great Leap Forward when lines suffered in the “battle for steel,” and the Cultural Revolution, during which Red Guards were granted free passage to “make revolution” across the country, nearly collapsing the system. Elisabeth Köll’s expansive study shows how railroads survived the rupture of the 1949 Communist revolution and became an enduring model of Chinese infrastructure expansion.
The railroads persisted because they were exemplary bureaucratic institutions. Through detailed archival research and interviews, Köll builds case studies illuminating the strength of rail administration. Pragmatic management, combining central authority and local autonomy, sustained rail organizations amid shifting political and economic priorities. As Köll shows, rail provided a blueprint for the past forty years of ambitious, semipublic business development and remains an essential component of the PRC’s politically charged, technocratic economic model for China’s future.
Roads to Power tells the story of how Britain built the first nation connected by infrastructure, how a libertarian revolution destroyed a national economy, and how technology caused strangers to stop speaking.
In early eighteenth-century Britain, nothing but dirt track ran between most towns. By 1848 the primitive roads were transformed into a network of highways connecting every village and island in the nation—and also dividing them in unforeseen ways. The highway network led to contests for control over everything from road management to market access. Peripheries like the Highlands demanded that centralized government pay for roads they could not afford, while English counties wanted to be spared the cost of underwriting roads to Scotland. The new network also transformed social relationships. Although travelers moved along the same routes, they occupied increasingly isolated spheres. The roads were the product of a new form of government, the infrastructure state, marked by the unprecedented control bureaucrats wielded over decisions relating to everyday life.
Does information really work to unite strangers? Do markets unite nations and peoples in common interests? There are lessons here for all who would end poverty or design their markets around the principle of participation. Guldi draws direct connections between traditional infrastructure and the contemporary collapse of the American Rust Belt, the decline of American infrastructure, the digital divide, and net neutrality. In the modern world, infrastructure is our principal tool for forging new communities, but it cannot outlast the control of governance by visionaries.
How China’s borderlands transformed politically and culturally throughout the twentieth and twenty-first centuries.
China’s land borders, shared with fourteen other nations, are the world’s longest. Like all borders, they are not just lines on a map but also spaces whose histories and futures are defined by their frontier status. An ambitious appraisal of China’s borderlands, Shifting Sands addresses the full scope and importance of these regions, illustrating their transformation from imperial backwaters to hotbeds of resource exploitation and human development in the age of neoliberal globalization.
Xiaoxuan Lu brings to bear an original combination of archival research, fieldwork, cartography, and landscape analysis, broadening our understanding of the political economy and cultural changes in China’s borderlands in the twentieth and twenty-first centuries. While conventional wisdom looks to the era of Deng Xiaoping for China’s “opening,” Lu shows the integration of China’s borderlands into national and international networks from Sun Yat-sen onward. Yet, while the state has left a firm imprint on the borderlands, they were hardly created by China alone. As the Chinese case demonstrates, all borderlands are transnational, their physical and socioeconomic landscapes shaped by multidirectional flows of materials, ideas, and people.
In all societies, the main causes of environmental degradation are resource extraction and the generation of wastes by households and industries. Realistic strategies for mitigating these impacts require an understanding of both the technologies by which resources are transformed into products, and the lifestyle choices that shape household use of such products.
Structural Economics provides a framework for developing and evaluating such strategies. It represents an important new approach to describing household lifestyles and technological choices, the relationships between them, and their impact on resource use and waste. In this volume, economist Faye Duchin provides for the first time an authoritative and comprehensive introduction to the field, including its social as well as its technological dimensions. The author uses the case of Indonesia for illustration and to refine new concepts by testing their relevance against factual information.
The new field of structural economics represents an important step forward in the effort to apply the power of science to solving the problems of modern societies. This book should prove invaluable to students and scholars of economics, sociology, or anthropology, as well as environmental scientists, policymakers at all levels, and anyone concerned with a practical interpretation of the elusive concept of sustainable development.
Urban Infrastructures creates space for an encounter between historians, humanists, and social scientists who seek new methodological approaches to the history of urban infrastructure. It draws on recent work across history, anthropology, science and technology studies, geography, resilience/sustainability, and other disciplines to explore the social effects of infrastructure. The volume rejects narrow conceptions of infrastructure history as only the history of public works, and instead expands the definition to all business enterprises and public bodies that provide the goods and services essential for the day-to-day lives of most people. Essays examine traditional artifacts such as roads, highways, and waterworks, as well as nontraditional topics like regimes of heating and cooling, the processing and distribution of food, and even the metaphysics of electromagnetic infrastructure. Contributors reveal both the material grounding of urban social relations and the social life of material infrastructure. In the end, they show that infrastructure profoundly reshapes urban life even as residents fight to reshape infrastructure to their own ends.
Using the urbanized area that spreads across northern New Jersey and around New York City as a case study, this book presents a convincing explanation of metropolitan fragmentation—the process by which suburban communities remain as is or break off and form separate political entities. The process has important and deleterious consequences for a range of urban issues, including the weakening of public finance and school integration. The explanation centers on the independent effect of urban infrastructure, specifically sewers, roads, waterworks, gas, and electricity networks. The book argues that the development of such infrastructure in the late nineteenth century not only permitted cities to expand by annexing adjacent municipalities, but also further enhanced the ability of these suburban entities to remain or break away and form independent municipalities. The process was crucial in creating a proliferation of municipalities within metropolitan regions.
The book thus shows that the roots of the urban crisis can be found in the interplay between technology, politics, and public works in the American city.
