This volume, the fourth to result from a remarkably productive collaboration between the National Bureau of Economic Research and the Japan Center for Economic Research, presents a selection of thirteen high-caliber papers addressing issues in the employment practices, labor markets, and health, benefit, and pension policies of the United States and Japan.

After an opening chapter assessing the recent ascendance of the U.S. economy, papers diverge to tackle a range of specific issues. Focusing less on international comparison than on the assembly of high-quality research, contributors hone in on a variety of individual topics. Chapters delve into issues of youth employment, participatory employment, information sharing, fringe benefits, and drug coverage in Japan, as well as the dynamics of medical savings accounts, private insurance coverage, and benefit options in the U.S.

This volume, the first in a new series by the National Bureau of Economic Research that compares labor markets in different countries, examines social and labor market policies in Canada and the United States during the 1980s. It shows that subtle differences in unemployment compensation, unionization, immigration policies, and income maintenance programs have significantly affected economic outcomes in the two countries.

For example:

-Canada's social safety net, more generous than the American one, produced markedly lower poverty rates in the 1980s.
 
-Canada saw a smaller increase in earnings inequality than the United States did, in part because of the strength of Canadian unions, which have twice the participation that U.S. unions do.

-Canada's unemployment figures were much higher than those in the United States, not because the Canadian economy failed to create jobs but because a higher percentage of nonworking time was reported as unemployment.

These disparities have become noteworthy as policy makers cite the experiences of the other country to support or oppose particular initiatives.

During the last decade worries about population aging, increases in national expenditures for the elderly, and the trend toward early retirement have aroused new concerns about the future of old-age security. Myles and Quadagno have assembled a collection of original essays that examine how different countries have responded to these issues.

The essays in Part I explore the recent politics of old age in Great Britain, Canada, Poland, Scandinavia, West Germany, France, the Netherlands, Japan, and Australia. They demonstrate that while, during the Reagan and Thatcher era, the United States and Great Britain forged debates about old-age policies around a neo-conservative agenda, other countries facing similar matters followed different paths. In Part II, the authors examine how transformations in labor- market practices are gradually altering the status of older workers and with it our conventional understanding of old age.

The reconstruction of the international division of labor, the shift of employment from goods to services, and the adoption of new, knowledge-intensive technologies are changing the economic and political basis of the organization of old age. As we move toward the next century, these essays provide a starting point for a new generation of studies in the political economy of aging.

Research by economists and economic historians has greatly expanded our knowledge of labor markets and real wages in the United States since the Civil War, but the period from 1820 to 1860 has been far less studied. Robert Margo fills this gap by collecting and analyzing the payroll records of civilians hired by the United States Army and the 1850 and 1860 manuscript federal Censuses of Social Statistics. New wage series are constructed for three occupational groups—common laborers, artisans, and white-collar workers—in each of the four major census regions—Northeast, Midwest, South Atlantic, and South Central—over the period 1820 to 1860, and also for California between 1847 and 1860. Margo uses these data, along with previously collected evidence on prices, to explore a variety of issues central to antebellum economic development.

This volume makes a significant contribution to economic history by presenting a vast amount of previously unexamined data to advance the understanding of the history of wages and labor markets in the antebellum economy.
