Andrew Gordon goes to the core of the Japanese enterprise system, the workplace, and reveals a complex history of contest and confrontation. The Japanese model produced a dynamic economy which owed as much to coercion as to happy consensus. Managerial hegemony was achieved only after a bitter struggle that undermined the democratic potential of postwar society. The book draws on examples across Japanese industry, but focuses in depth on iron and steel. This industry was at the center of the country's economic recovery and high-speed growth, a primary site of corporate managerial strategy and important labor union initiatives.

Beginning with the Occupation reforms and their influence on the workplace, Gordon traces worker activism and protest in the 1950s and '60s, and how they gave way to management victory in the 1960s and '70s. He shows how working people had to compromise institutions of self-determination in pursuit of economic affluence. He illuminates the Japanese system with frequent references to other capitalist nations whose workplaces assumed very different shape, and looks to Japan's future, rebutting hasty predictions that Japanese industrial relations are about to be dramatically transformed in the American free-market image. Gordon argues that it is more likely that Japan will only modestly adjust the status quo that emerged through the turbulent postwar decades he chronicles here.

In an analysis of recent immigration patterns in Washington, D.C., Terry A. Repak documents the unusual predominance of women among Central American immigrants. Two thirds of the arriving immigrants in earlier decades have been women, many of them recruited by international diplomats and U.S. government employees to work as housekeepers and nannies. Repak considers the labor force participation patterns for women compared to men, the effect of immigration laws—particularly the IRCA's uneven impact on women versus men—and the profound adjustments in gender roles and identities that accompany migration.

Showing an extraordinary amount of autonomy, most of these immigrant women decided to migrate without consulting either fathers or partners, and they gained even greater independence once settled. Repak plots the career trajectories of numerous Central American immigrant women and men to illustrate the array of the women's responses, gender differences in the migration and assimilation experience, the availability of work, and the possibility for upward mobility and higher wages. Providing social, economic and political context, she looks at the conditions that set the stage for this migration, including the rapid expansion of service jobs in the 1960s and 1970s in Washington, D. C. and the political strife in such Central American countries as war-torn El Salvador, Nicaragua, and Guatemala.

Few work settings compete with the waterfront for a long, rich history of multi-ethnic and multiracial interaction. Irish dockers from Chelsea to Ashtabula to Tacoma labored side-by-side with African Americans, Poles, Germans, Scandinavians, and Italians. Eastern Europeans worked with the Irish and black workers in Philadelphia. Farther south, African Americans were the majority on the Baltimore waterfront in the 1930s. On the Pacific Coast, where laws excluded Chinese workers and African Americans remained relatively few in number until World War II, white dockers and longshoremen dominated. Corporations used radio to sing the praises of individualism and consumerism, while unions emphasized equal rights, industrial democracy, and social justice. 

Elizabeth Fones-Wolf analyzes the battle to utilize, and control, the airwaves in radio's early era. Working chronologically, she explores the advent of local labor radio stations such as WCFL and WEVD, labor's campaigns against corporate censorship, and union experiments with early FM broadcasting. Using union archives and broadcast industry records, Fones-Wolf demonstrates radio's key role in organized labor's efforts to fight business's domination of political discourse throughout the 1930s, 1940s, and 1950s. She concludes with a look at how labor's virtual disappearance from today's media helps explain why unions have become so marginalized, and offers important historical lessons for revitalizing organized labor.

This collection of articles delves into the little-known community-based unionism of the 1930s. Worlds apart from bureaucratic business unions like the AFL-CIO, these organizations emerged from workers involved in many kinds of labor, from African American nutpickers in St. Louis to chemical and rubber workers in Akron, and from bootleg miners in Pennsylvania to tenant farmers in the Mississippi Delta. 

The contributors draw on eyewitness interviews, first-person narratives, trade union documents, and other primary sources to describe experimental forms of worker activism during the period. This alternative unionism was democratic, deeply rooted in mutual aid among workers in different crafts and work sites, and politically independent. The key to it was a value system based on egalitarianism. The cry, "We are all leaders!" resonated among rank-and-file activists. Their struggle, though often overlooked by historians, has much to teach us about union organizing today.

This story explodes the popular belief that women white-collar workers tend to reject unionization and accept a passive role in the workplace. On the contrary, the women workers of Harvard University created a powerful and unique union--one that emphasizes their own values and priorities as working women and rejects unwanted aspects of traditional unionism.

The workers involved comprise Harvard's 3,600-member "support staff," which includes secretaries, library and laboratory assistants, dental hygienists, accounting clerks, and a myriad of other office workers who keep a great university functioning. Even at prestigious private universities like Harvard and Yale, these workers--mostly women--have had to put up with exploitive management policies that denied them respect and decent wages because they were women. But the women eventually rebelled, declaring that they could not live on "prestige" alone.

Encouraged by the women's movement of the early 1970's, a group of women workers (and a few men) began what would become a 15-year struggle to organize staff employees at Harvard. The women persisted in the face of patronizing and sexist attitudes of university administrators and leaders of their own national unions. Unconscionably long legal delays foiled their efforts. But they developed innovative organizing methods, which merged feminist values with demands for union representation and a means of influencing workplace decisions.

Out of adversity came an unorthodox form of unionism embodied in the Harvard Union of Clerical and Technical Workers (HUCTW). Its founding was marked by an absorbing human drama that pitted unknown workers, such as Kris Rondeau, a lab assistant who came to head the union, against famous educators such as Harvard President Derek Bok and a panoply of prestigious deans. Other characters caught up in the drama included Harvard's John T. Dunlop, the nation's foremost industrial relations scholar and former U.S. Secretary of Labor. The drama was played out in innumerable hearings before the National Labor Relations Board, in the streets of Cambridge, and on the walks of historic Harvard Yard, where union members marched and sang and employed new tactics like "ballooning," designed to communicate a message of joy and liberation rather than the traditional "hate-the-boss" hostility.

John Hoerr tells this story from the perspective of both Harvard administrators and union organizers. With unusual access to its meetings, leaders, and files, he examines the unique culture of a female-led union from the inside. Photographs add to the impact of this dramatic narrative.

The past two decades have witnessed rapid social, economic, and demographic change in East and South-East Asia. The older populations in these regions have been increasing faster than in the West, and the proportions of people over sixty will more than double over the next thirty years. Increased urbanization and educational levels and a strong shift to professional, technical, manufacturing, and service occupations are changing the social and economic landscape, leading to concern for the well-being of the elderly, who traditionally have relied on the family for support. Governments are attempting to preserve these traditions while taking into account widespread family change and new expectations for pension, health insurance, and other public programs.
The contributors to this volume use survey and other data collected over ten years to examine the well-being of the current older population in four Asian countries: The Philippines, Singapore, Taiwan, and Thailand. Each major analytic chapter looks at a key dimension of well-being--economic, physical and mental health, work and leisure--and how these are affected by the familial and social support arrangements, as well as age, gender, education, and urban-rural residence. Where possible, changes over time are traced.
Explicit attention is given to the policies and programs in place and under development in each country and to the cultural accommodations underway. The contributors also look ahead to the implications of the large numbers of elderly with very different characteristics who will predominate in the coming years and to the policy implications of this coming transformation. The book will be important for scholars and policymakers whose work involves population in Asia, including demographers, sociologists, and economists.

What Employers Want is the first book to replace conjecture about today's job market with first-hand information gleaned from employers about who gets hired. Drawn from asurvey of over 3,000 employers in four major metropolitan areas—Los Angeles, Boston, Atlanta, and Detroit—this volume provides a wealth of data on what jobs are available to the less-educated, in what industries, what skills they require, where they are located, what they pay, and how they are filled. The evidence points to a dramatic surge in suburban, white-collar jobs. The manufacturing industry—once a steady employer of blue-collar workers—has been eclipsed by the expanding retail trade and service industries, where the vast majority of jobs are in clerical, managerial, or sales positions. Since manufacturing establishments have been the most likely employers to move from the central cities to the suburbs, the shortage of jobs for low-skill urban workers is particularly acute. In the central cities, the problem is compounded and available jobs remain vacant because employers increasingly require greater cognitive and social skills as well as specific job-related experience. Holzer reveals the extent to which minorities are routinely excluded by employer recruitment and screening practices that rely heavily on testing, informal referrals, and stable work histories. The inaccessible location and discriminatory hiring patterns of suburban employers further limit the hiring of black males in particular, while earnings, especially for minority females, remain low. Proponents of welfare reform often assume that stricter work requirements and shorter eligibility periods will effectively channel welfare recipients toward steady employment and off federal subsidies. What Employers Want directly challenges this premise and demonstrates that only concerted efforts to close the gap between urban employers and inner city residents can produce healthy levels of employment in the nation's cities. Professor Holzer outlines the measures that will benecessary—targeted education and training programs, improved transportation and job placement, heightened enforcement of antidiscrimination laws, and aggressive job creation strategies. Though many policies to assist low-wage workers have been proposed, there is little agreement across the political spectrum about which policies actually reduce poverty and raise income among the working poor. What Works for Workers provides a comprehensive analysis of policy measures designed to address the widening income gap in the United States. Featuring contributions from an eminent group of social scientists, What Works for Workers evaluates the most high-profile strategies for poverty reduction, including innovative “living wage” ordinances, education programs for African American youth, and better regulation of labor laws pertaining to immigrants. The contributors delve into an extensive body of scholarship on low-wage work to reveal a number of surprising findings. Richard Freeman suggests that labor unions, long assumed to be moribund, have a fighting chance to reclaim their historic redistributive role if they move beyond traditional collective bargaining and establish new ties with other community actors. John Schmitt predicts that the Affordable Care Act will substantially increase insurance coverage for low-wage workers, 38 percent of whom currently lack any kind of health insurance. Ruth Milkman and Eileen Appelbaum conclude with an analysis of California’s paid family leave program, a policy designed to benefit the working poor, who have few resources that allow them to take time off work to care for children or ill family members. Despite initial opposition, the paid leave program proved more acceptable than expected among employers and provided a much-needed system of wage replacement for low-income workers. In the wake of its success, the initiative has emerged as a useful blueprint for paid leave programs in other states. Alleviating the low-wage crisis will require a comprehensive set of programs rather than piecemeal interventions. With its rigorous analysis of what works and what doesn’t, What Works for Workers points the way toward effective reform. For social scientists, policymakers, and activists grappling with the practical realities of low-wage work, this book provides a valuable guide for narrowing the gap separating rich and poor.

From Chinese factories making cheap toys for export, to sweatshops in Bangladesh where name-brand garments are sewn—studies on the impact of globalization on workers have tended to focus on the worst jobs and the worst conditions. But in When Good Jobs Go Bad, Jeffrey Rothstein looks at the impact of globalization on a major industry—the North American auto industry—to reveal that globalization has had a deleterious effect on even the most valued of blue-collar jobs.
 
Rothstein argues that the consolidation of the Mexican and U.S.-Canadian auto industries, the expanding number of foreign automakers in North America, and the spread of lean production have all undermined organized labor and harmed workers. Focusing on three General Motors plants assembling SUVs—an older plant in Janesville, Wisconsin; a newer and more viable plant in Arlington, Texas; and a “greenfield site” (a brand-new, state-of-the-art facility) in Silao, Mexico—When Good Jobs Go Bad shows how global competition has made nonstop, monotonous, standardized routines crucial for the survival of a plant, and it explains why workers and their local unions struggle to resist. For instance, in the United States, General Motors forced workers to accept intensified labor by threatening to close plants, which led local unions to adopt “keep the plant open” as their main goal. At its new factory in Silao, GM had hand-picked the union—one opposed to strikes and committed to labor-management cooperation—before it hired the first worker. 
 
Rothstein’s engaging comparative analysis, which incorporates the viewpoints of workers, union officials, and management, sheds new light on labor’s loss of bargaining power in recent decades, and highlights the negative impact of globalization on all jobs, both good and bad, from the sweatshop to the assembly line.

In When the Air Became Important, medical historian Janet Greenlees examines the working environments of the heartlands of the British and American cotton textile industries from the nineteenth to the late twentieth centuries. Greenlees contends that the air quality within these pioneering workplaces was a key contributor to the health of the wider communities of which they were a part. Such enclosed environments, where large numbers of people labored in close quarters, were ideal settings for the rapid spread of diseases including tuberculosis, bronchitis and pneumonia. When workers left the factories for home, these diseases were transmitted throughout the local population, yet operatives also brought diseases into the factory. Other aerial hazards common to both the community and workplace included poor ventilation and noise. Emphasizing the importance of the peculiarities of place as well as employers’ balance of workers’ health against manufacturing needs, Greenlees’s pioneering book sheds light on the roots of contemporary environmentalism and occupational health reform. Retail is now the largest employer in the United States. For the most part, retail jobs are “bad jobs” characterized by low wages, unpredictable work schedules, and few opportunities for advancement. However, labor experts Françoise Carré and Chris Tilly show that these conditions are not inevitable. In Where Bad Jobs Are Better, they investigate retail work across different industries and seven countries to demonstrate that better retail jobs are not just possible, but already exist. By carefully analyzing the factors that lead to more desirable retail jobs, Where Bad Jobs Are Better charts a path to improving job quality for all low-wage jobs.
 
In surveying retail work across the United States, Carré and Tilly find that the majority of retail workers receive low pay and nearly half work part-time, which contributes to high turnover and low productivity. Jobs staffed predominantly by women, such as grocery store cashiers, pay even less than retail jobs in male-dominated fields, such as consumer electronics. Yet, when comparing these jobs to similar positions in Western Europe, Carré and Tilly find surprising differences. In France, though supermarket cashiers perform essentially the same work as cashiers in the United States, they receive higher pay, are mostly full-time, and experience lower turnover and higher productivity. And unlike the United States, where many retail employees are subject to unpredictable schedules, in Germany, retailers are required by law to provide their employees notice of work schedules six months in advance.
 
The authors show that disparities in job quality are largely the result of differing social norms and national institutions. For instance, weak labor regulations and the decline of unions in the United States have enabled retailers to cut labor costs aggressively in ways that depress wages and discourage full-time work. On the other hand, higher minimum wages, greater government regulation of work schedules, and stronger collective bargaining through unions and works councils have improved the quality of retail jobs in Europe.
 
As retail and service work continue to expand, American employers and policymakers will have to decide the extent to which these jobs will be good or bad. Where Bad Jobs Are Better shows how stronger rules and regulations can improve the lives of retail workers and boost the quality of low-wage jobs across the board.

Author Allison Mickel describes the nature of the knowledge that locally hired archaeological laborers exclusively possess about artifacts, excavation methods, and archaeological interpretation, showing that archaeological workers are experts about a wide range of topics in archaeology. At the same time, Mickel reveals a financial incentive for site workers to pretend to be less knowledgeable than they actually are, as they risk losing their jobs or demotion if they reveal their expertise.
 
Despite a recent proliferation of critical research examining the history and politics of archaeology, the topic of archaeological labor has not yet been substantially examined. Why Those Who Shovel Are Silent employs a range of advanced qualitative, quantitative, and visual approaches and offers recommendations for archaeologists to include more diverse expert perspectives and produce more nuanced knowledge about the past. Many workers today feel that the longstanding social contract between government, business, and labor has been broken. This book examines legal and philosophical problems that must be addressed if there is to be a new social contract that is fair to workers. Drawing on a wide variety of sources, from the popular press to technical philosophy, Edmund F. Byrne brings into focus ethical issues involved in corporate decisions to reorganize, relocate, or automate. In assessing the human costs of these decisions, he shows why, to a worker, "corporations are not reducible to their assets and liabilities any more than a government is merely its annual budget. That they are organizations, that these organizations do things, and that they are socially responsible for what they do."

In support of this assignment of responsibility, Byrne seeks to demythologize corporate hegemony by confronting a variety of intellectual "dragons" that guard the gates of the status quo. These include legal assumptions about corporate personhood and commodification, private property and eminent domain; management ideas about the autonomous employee and profit without payrolls; technocratic dreams of a dehumanized workplace: ideological belief in progress and competition; and philosophical arguments for libertarian freedom, liberal welfare, and global justice.

Because of these and other mainstream perspectives, workers today are widely perceived, in law and in common parlance, to be isolated atoms. But, Byrne emphasizes, work. including work done for a transnational corporation, is done in a community. Since corporate leaders make decisions that have an impact on people’s lives and on communities, involvement in such decisions must be not only corporate or governmental but community-based as well.

Most businesses are constantly caught in the battle over whether to use the firm's profits to pay labor or to increase capital. Worker cooperatives provide an appealing case study because the interests of labor and capital are aligned. If individuals have a role in setting goals, they should have an added incentive to help meet those goals, and productivity should benefit. On the other hand, observers have long argued that, since any single employee in a co-op reaps only a small benefit from working hard, workers may shirk work, and productivity can flag. Furthermore, co-ops often have difficulty raising capital, since they are constrained by how much money the workers have, and banks are often reluctant to lend them money. Using some fifteen years of data on forty mills in Washington State, Pencavel examines how worker co-ops really function. He assesses the practical problems of running a workplace where every employee is a boss. He looks at worker productivity, on-the-job injuries and financial risks facing owner-workers. He considers whether co-ops are inherently unstable and if they are plagued by infighting among the many worker-owners. Although many of the co-ops he studied have closed or been replaced by conventional businesses, Pencavel judges them to have been a success. Despite the risks inherent in such operations, allowing workers to make the decisions that profoundly affect them produces many benefits, including workplace efficiency and increased job security. However, Pencavel concludes, if more Americans are to enjoy such a working arrangement, labor laws will have to be changed, participation encouraged, and a more vigorous public debate about worker participation must take place. This book provides an excellent place to start the discussion.

In The Workers’ State, Mark Pittaway presents a groundbreaking study of the complexities of the Hungarian working class, its relationship to the Communist Party, and its major political role during the foundational period of socialism (1944–1958). Through case studies of three industrial centers—Újpest, Tatabánya, and Zala County—Pittaway analyzes the dynamics of gender, class, generation, skill level, and rural versus urban location, to reveal the embedded hierarchies within Hungarian labor. He further demonstrates how industries themselves, from oil and mining to armaments and textiles, possessed their own unique labor subcultures.

From the outset, the socialist state won favor with many workers, as they had grown weary of the disparity and oppression of class systems under fascism. By the early 1950s, however, a gap between the aspirations of labor and the goals of the state began to widen. In the Stalinist drive toward industrialization, stepped up production measures, shortages of goods and housing, wage and benefit cuts, and suppression became widespread.

Many histories of this period have focused on Communist terror tactics and the brutal suppression of a pliant population. In contrast, Pittaway’s social chronicle sheds new light on working-class structures and the determination of labor to pursue its own interests and affect change in the face of oppression. It also offers new understandings of the role of labor and the importance of local histories in Eastern Europe under communism.

Between 1979 and 2003, labor force participation rose rapidly for these women, along with more modest increases in wages, while among the men both employment and wages fell. David Card and John DiNardo review the evidence on how technological changes have affected less-skilled workers and conclude that the effect has been smaller than many observers claim. Philip Levine examines the effectiveness of the Unemployment Insurance program during recessions. He finds that the program's eligibility rules, which deny benefits to workers who have not met minimum earnings requirements, exclude the very people who require help most and should be adjusted to provide for those with the highest need.  On the other hand, Therese J. McGuire and David F. Merriman show that government help remains a valuable source of support during economic downturns.  They find that during the most recent recession in 2001, when state budgets were stretched thin, legislatures resisted political pressure to cut spending for the poor. Working and Poor provides a valuable analysis of the role that public policy changes can play in improving the plight of the working poor. Presser shows that the consequences of working nonstandard schedules often differ for men and women since housework and child-rearing remain assigned primarily to women even when both spouses are employed. As with many other social problems, the burden of these schedules disproportionately affects the working poor, reflecting their lack of options in the workplace and adding to their disadvantage. Presser also documents how such work arrangements have created a new rhythm of daily life within many American families, including those with two earners and absent fathers. With spouses often not at home together in the evenings or nights, and parents often not at home with their children at such times, the relatively new concept of "home-time" has emerged as primary concern for families across the nation. Employing a wealth of empirical data, Working in a 24/7 Economy shows that nonstandard work schedules are both highly prevalent among American families and generate a level of complexity in family functioning that demands greater public attention. Presser makes a convincing case for expanded research and meaningful policy initiatives to address this growing social phenomenon.

American unions championed free enterprise and high labor standards, and American businesses dominated the world market. But, as editor Richard B. Freeman cautions in Working Under Different Rules, despite our relatively high standard of living we have fallen behind our major trading partners and competitors in providing good jobs at good pay—what was once considered "the American dream." Working Under Different Rules assesses the decline in the well-being of American workers—evidenced by spiraling income inequality and stagnant real earnings—and compares our employment and labor conditions with those of Western Europe, Canada, Japan, and Australia. As these original essays demonstrate, the modern U.S. labor market is characterized by a high degree of flexibility, with rapid employee turnover, ongoing creation of new jobs, and decentralized wage setting practices. But closer inspection reveals a troubling flip side to this adaptability in the form of inadequate job training, more frequent layoffs, and increased numbers of workers pushed to the very bottom of the income scale, into the low wage occupations where much of the recent job growth has occurred. While the variety of works councils prevalent throughout the developed world have done much to foster democratic rights and economic protection for employees, the virtually union-free environment emerging in many areas of the private U.S. economy has stripped workers of a strong collective voice. German apprenticeship programs and the Japanese system of "job rotation" represent more effective approaches to preparing workers for the changing demands of lifetime employment. In addition, workers in European advanced economies and in Canada have greater social protection than Americans. But while this has some cost in unemployment and higher taxes, carefully designed social safety nets do not seriously jeopardize economic efficiency. Working Under Different Rules is an illuminating analysis of the often complex interaction of market institutions, social policy, and economic results. The authors' up-to-date international assessment of unions, wage setting, apprenticeship programs, welfare support, and works councils suggests alternate ways of training, paying, and empowering workers that, if effectively adapted, could facilitate the growth of a healthier American economy and better prospects for American workers.

The city's collar laundresses were largely Irish immigrants. Their union was officially the nation's first women's labor organization, and one of the best organized. Turbin provides a new perspective on gender and shows that women's family ties are not necessarily a conservative influence but may encourage women's and men's collective action.

At its peak in the 1950s and 1960s, automobile manufacturing was the largest, most profitable industry in the United States and residents of industry hubs like Detroit and Flint, Michigan had some of the highest incomes in the country. Over the last half-century, the industry has declined, and American automakers now struggle to stay profitable. How did the most prosperous industry in the richest country in the world crash and burn? In Wrecked, sociologists Joshua Murray and Michael Schwartz offer an unprecedented historical-sociological analysis of the downfall of the auto industry. Through an in-depth examination of labor relations and the production processes of automakers in the U.S. and Japan both before and after World War II, they demonstrate that the decline of the American manufacturers was the unintended consequence of their attempts to weaken the bargaining power of their unions.
 
Today Japanese and many European automakers produce higher quality cars at lower cost than their American counterparts thanks to a flexible form of production characterized by long-term sole suppliers, assembly and supply plants located near each other, and just-in-time delivery of raw materials. While this style of production was, in fact, pioneered in the U.S. prior to World War II, in the years after the war, American automakers deliberately dismantled this system. As Murray and Schwartz show, flexible production accelerated innovation but also facilitated workers’ efforts to unionize plants and carry out work stoppages. To reduce the efficacy of strikes and combat the labor militancy that flourished between the Depression and the postwar period, the industry dispersed production across the nation, began maintaining large stockpiles of inventory, and eliminated single sourcing. While this restructuring of production did ultimately reduce workers’ leverage, it also decreased production efficiency and innovation. The U.S. auto industry has struggled ever since to compete with foreign automakers, and formerly thriving motor cities have suffered the consequences of mass deindustrialization.
 
Murray and Schwartz argue that new business models that reinstate flexible production and prioritize innovation rather than cheap labor could stem the outsourcing of jobs and help revive the auto industry. By clarifying the historical relationships between production processes, organized labor, and industrial innovation, Wrecked provides new insights into the inner workings and decline of the U.S. auto industry.
