It is no accident that the Southern Association for Women Historians enjoys the founding date of 1970. After extended and often bitter engagement with entrenched sexism in the decades following World War II, women historians found their voices and crafted a means by which to be heard. The years between 1970 and 1980 represented a decade of optimism for women who sought equality in the workplace. Professional women, professors of history most especially, found hope in organizations such as the SAWH, created to address issues of visibility, legitimacy, and equality in historical associations and in employment.
In Clio’s Southern Sisters, Constance B. Schulz and Elizabeth Hayes Turner collect the stories of the women who helped to found and lead the organization during its first twenty years. These women give evidence, in strong and effective language, of the experiences that shaped their entrée into the profession. They vividly describe the point at which they experienced the shift in their lives and in the lives of those around them that led toward a new day for women in the history profession.
Some found that discrimination followed them like a shadow, and the pain of those days still remains with them. Others sought their graduate education in institutions where women were welcomed and where professors valued their work and encouraged their success. Yet when they entered the job market, they found that some employers flatly refused to consider them because they were women. Lost job opportunities for women were linked in tangled ways to the prevailing image of women as less desirable as colleagues, or as intellectually weaker than their male counterparts.
Through the SAWH, these women were able to make changes from within the profession. They felt an obligation to help the next generation of women scholars. In the midst of a national movement to end sex discrimination through legislation, to increase women’s consciousness-raising efforts, and to acknowledge the economic realities of women in the workforce, these women came together to form an organization that could enable them to have the careers they deserved. This timely volume will be appreciated by all those who reaped the benefits for which these “southern sisters” fought so hard.

This study may be the most sophisticated statistical study of legislative voting now in print. The author asks why legislators, especially U.S. senators, vote as they do. Are they influenced by their constituencies, party, committee leaders, the President? By taking a relatively short time span, the years 1961 to 1963, the author is able to give us answers far beyond any we have had before, and some rather surprising ones at that.

Constituencies played a different, but more important role in senators' voting than earlier studies have shown. Senators appeared to be responding both to the opinion held by their constituents on different issues and to the intensity with which these opinions were held. On the interrelation of constituencies and party, Mr. Jackson finds that Republicans and southern Democrats were particularly influenced by their voters.

The clearest cases of leadership influence were among the non-southern members of the Democratic Party. Western Republicans, on the other hand, rejected the leadership of party members for that of committee leaders. Finally, on Presidential leadership, Mr. Jackson shows that John F. Kennedy influenced senators only during the first two years of his administration. All of these findings challenge conventional wisdom and are bound to influence future work in legislative behavior.

Secondary level female education played a foundational role in reshaping women's identity in the New South. Sarah H. Case examines the transformative processes involved at two Georgia schools--one in Atlanta for African-American girls and young women, the other in Athens and attended by young white women with elite backgrounds. Focusing on the period between 1880 and 1925, Case's analysis shows how race, gender, sexuality, and region worked within these institutions to shape education. Her comparative approach shines a particular light on how female education embodied the complex ways racial and gender identity functioned at the time. As she shows, the schools cultivated modesty and self-restraint to protect the students. Indeed, concerns about female sexuality and respectability united the schools despite their different student populations. Poggio Bracciolini was a prominent scholar-official of the early Renaissance and a leading representative of Florentine humanism. He was employed as a secretary to seven popes and ended his career as Chancellor of the Republic of Florence. On Leaders and Tyrants contains texts, the majority by Poggio, relating to a controversy on the relative merits of the lives and deeds of Scipio Africanus and Julius Caesar. The debate addressed the nature of tyranny and military glory, as well as the qualities necessary for republican leaders, such as Stoic virtue, lawfulness, and good citizenship. Poggio’s primary opponent was the educator Guarino of Verona, a humanist in the service of the duke of Ferrara. The psychology of power, the demands placed on public servants, and the dividing line between leadership and tyranny are as topical today as they were when Poggio wrote. This volume contains a fresh edition of the Latin texts and the first complete translation of the controversy into English.

Since the Second World War, congressional parties have been characterized as declining in strength and influence. Research has generally attributed this decline to policy conflicts within parties, to growing electoral independence of members, and to the impact of the congressional reforms of the 1970s. Yet the 1980s witnessed a strong resurgence of parties and party leadership—especially in the House of Representatives.

Offering a concise and compelling explanation of the causes of this resurgence, David W. Rohde argues that a realignment of electoral forces led to a reduction of sectional divisions within the parties—particularly between the northern and southern Democrats—and to increased divergence between the parties on many important issues. He challenges previous findings by asserting that congressional reform contributed to, rather than restrained, the increase of partisanship. Among the Democrats, reforms siphoned power away from conservative and autocratic committee chairs and put control of those committees in the hands of Democratic committee caucuses, strengthening party leaders and making both party and committee leaders responsible to rank-and-file Democrats. Electoral changes increased the homogeneity of House Democrats while institutional reforms reduced the influence of dissident members on a consensus in the majority party. Rohde's accessible analysis provides a detailed discussion of the goals of the congressional reformers, the increased consensus among Democrats and its reinforcement by their caucus, the Democratic leadership's use of expanded powers to shape the legislative agenda, and the responses of House Republicans. He also addresses the changes in the relationship between the House majority and the president during the Carter and Reagan administrations and analyzes the legislative consequences of the partisan resurgence.

A readable, systematic synthesis of the many complex factors that fueled the recent resurgence of partisanship, Parties and Leaders in the Postreform House is ideal for course use.
