In the last three decades, the dictatorship of Ferdinand Marcos has commanded the close scrutiny of scholars. These studies have focused on the political repression, human rights abuses, debt-driven growth model, and crony capitalism that defined Marcos’ so-called Democratic Revolution in the Philippines. But the relationship between the media and the regime’s public culture remains underexplored.

In Passionate Revolutions, Talitha Espiritu evaluates the role of political emotions in the rise and fall of the Marcos government. Focusing on the sentimental narratives and melodramatic cultural politics of the press and the cinema from 1965 to 1986, she examines how aesthetics and messaging based on heightened feeling helped secure the dictator’s control while also galvanizing the popular struggles that culminated in “people power” and government overthrow in 1986.

In analyzing news articles, feature films, cultural policy documents, and propaganda films as national allegories imbued with revolutionary power, Espiritu expands the critical discussion of dictatorships in general and Marcos’s in particular by placing Filipino popular media and the regime’s public culture in dialogue. Espiritu’s interdisciplinary approach in this illuminating case study of how melodrama and sentimentality shape political action breaks new ground in media studies, affect studies, and Southeast Asian studies.

Recent debates surrounding human security have focused on the satisfaction of human needs as the vital goal for global development. Peter Wilkin highlights the limitations of this view and argues that unless we incorporate an account of human autonomy into human security then the concept is flawed. He reveals how human security is a concern with social relations that connect people in local, national and global networks of power, structured through capitalism and hierarchical inter-state systems. Autonomy, as an aspect of human security, depends upon the ability of citizens to gain information about the processes that shape their lives. In this respect autonomy and communication are inherently linked and are prerequisites for the establishment of meaningful democratic systems.

To what extent do developments in global communication enhance or undermine autonomy? As the world's media companies continue to merge, we are moving towards an ever more commercially driven system of global information. Wilkin argues that private ownership provides an increasingly powerful obstacle to human autonomy, and that the neo-liberal institutional and policy framework – now a global tendency – raises major problems for the attainment of human security. At the same time it has provided the ideological justification for the extension of private power into ever wider areas of public life. Changes in global communication reflect wider tendencies to enhance the power of global elites at the expense of working people and the author illustrates how and why these changes have taken place and the forms of opposition that have arisen in response to them.

In The Politics of Herding Cats, John Lovett looks at the relationship between media, Congress, and public policy, showing that leaders in Congress under normal circumstances control public policy on issue areas due to their status both within Congress and in the media by and large. When issue coverage on topics increases in media, however, other members seize on the opportunities to engage in the issue and shift public policy away from leader desires. As more members engage and more groups become involved, leaders lose the ability to control the process and are more likely to have problems actually getting public policy enacted. Lovett look at this phenomenon using newspaper coverage in the Washington Post over a 40-year period, both in terms of general analysis as well as individual case studies exploring agricultural subsidies (a low coverage topic), immigration (a changing coverage topic), and health care (a high coverage topic). As coverage increases, the amount leaders can control in the process decreases. Only under extreme circumstances, as seen in the Affordable Care Act, can leaders get anything done at all. The Politics of Herding Cats would be useful for those who wish to better understand the relationship between the media and Congress. It will also be useful to those who want to understand the relationship between actors in government and how the media has influenced American politics, as well as how individual members of Congress can go against party leaders on major issues.

Contemporary scholarship illustrates the law’s increasingly powerful role in American life; legal education, in turn, has focused on the problems and techniques of communication. This book addresses these interests through critical study of eight popular trials: the 17th-century trial of Dr. Henry Sacheverell, and the 20th-century trials of Scopes, the Rosenbergs, the Chicago Seven, the Catonsville Nine, John Hinckley, Claus von Bulow, and San Diego Mayor Larry Hedgecock. Such trials spark major public debates, become symbols of public life, and legitimize particular beliefs and institutions. Despite high visibility and drama, however, the popular trial has not received sufficient study as persuasive event. Lying at the intersection of the institutional practices of law and the mass media, the popular trial has confounded study according to the conventional assumptions of scholarship in both law and communication studies.

            This volume defines popular trials as a genre of public communication, a genre that includes trials unusually prominent within public discourse. Further, popular trials are often characterize by special media presentations through televised coverage of the trial itself and news analysis, intense audience identification with the principal actors, and political and social consequences independent of the legal action. The essays in this volume stress the rhetorical functions of popular trials. Contributors in addition to the editor include Lawrance M. Turn on the television or sign in to social media during election season and chances are you’ll see plenty of negative campaigning. For decades, conventional wisdom has held that Americans hate negativity in political advertising, and some have even argued that its pervasiveness in recent seasons has helped to drive down voter turnout. Arguing against this commonly held view, Kyle Mattes and David P. Redlawsk show not only that some negativity is accepted by voters as part of the political process, but that negative advertising is necessary to convey valuable information that would not otherwise be revealed.

The most comprehensive treatment of negative campaigning to date, The Positive Case for Negative Campaigning uses models, surveys, and experiments to show that much of the seeming dislike of negative campaigning can be explained by the way survey questions have been worded. By failing to distinguish between baseless and credible attacks, surveys fail to capture differences in voters’ receptivity. Voters’ responses, the authors argue, vary greatly and can be better explained by the content and believability of the ads than by whether the ads are negative. Mattes and Redlawsk continue on to establish how voters make use of negative information and why it is necessary. Many voters are politically naïve and unlikely to make inferences about candidates’ positions or traits, so the ability of candidates to go on the attack and focus explicitly on information that would not otherwise be available is crucial to voter education.

            A democracy works when individuals have access to reliable information upon which to base decisions—information that in our day comes from the mass media.  But what if journalists do not have the wherewithal to question their sources and evaluate the information they provide?  This, Karla K. Gower explains, is precisely what happens when economic and competitive pressures shift power from the journalist to the source—and the source, not the journalist, controls the flow of information to the public.  Gowers describes a situation in which people, “informed” by practitioners of public relations, do not have sufficient information to make valid decisions.  At stake is the core credibility of the press itself, and therefore the essential claim of journalism to a privileged role in a democratic social order.
