The terrorist attacks against U.S. targets on September 11, 2001, and the subsequent wars in Afghanistan and Iraq, sparked an intense debate about "human rights." According to contributors to this provocative book, the discussion of human rights to date has been far too narrow. They argue that any conversation about human rights in the United States must include equal rights for all residents.
Essays examine the historical and intellectual context for the modern debate about human rights, the racial implications of the war on terrorism, the intersection of racial oppression, and the national security state. Others look at the Pinkerton detective agency as a forerunner of the Federal Bureau of Investigation, the role of Africa in post–World War II American attempts at empire-building, and the role of immigration as a human rights issue.

Did affirmative action programs solve the problem of race on American college campuses, as several recent books would have us believe? If so, why does talking about race in anything more than a superficial way make so many students uncomfortable? Written by college instructors from many disciplines, this volume of essays takes a bold first step toward a nationwide conversation. Each of the twenty-nine contributors addresses one central question: what are the challenges facing a college professor who believes that teaching responsibly requires an honest and searching examination of race?
Professors from the humanities, social sciences, sciences, and education consider topics such as how the classroom environment is structured by race; the temptation to retreat from challenging students when faced with possible reprisals in the form of complaints or negative evaluations; the implications of using standardized evaluations in faculty tenure and promotion when the course subject is intimately connected with race; and the varying ways in which white faculty and faculty of color are impacted by teaching about race.
At the close of the twentieth century American society is more diverse and tolerant than ever, yet haunted by the threat of ethnic fragmentation. Race Pride and the American Identity describes the rise of multiculturalism in America, identifying the political forces which in the last thirty years have created a country that is both pluralistic and factionalized.
In the wake of the Civil Rights movement, minority activists challenged universities, museums, and other institutions to expand their representation of minority heritage. Joseph Tilden Rhea argues that such struggles for cultural representation constitute a distinct social movement, which he terms the Race Pride movement. While the earlier Civil Rights movement focused on obtaining legal inclusion, the Race Pride movement aimed at achieving cultural inclusion.
After thirty years of Race Pride activism, multiculturalism is now the mainstream. However, Rhea suggests that multiculturalism's emphasis on diversity is not sufficient to solve America's racial problems. He concludes that Americans must now move beyond the celebration of difference by also affirming what is shared in the American experience.
In the 1960s and 1970s, minority and women students at colleges and universities across the United States organized protest movements to end racial and gender inequality on campus. African American, Chicano, Asia American, American Indian, women, and queer activists demanded the creation of departments that reflected their histories and experiences, resulting in the formation of interdisciplinary studies programs that hoped to transform both the university and the wider society beyond the campus.
In The Reorder of Things, however, Roderick A. Ferguson traces and assesses the ways in which the rise of interdisciplines—departments of race, gender, and ethnicity; fields such as queer studies—were not simply a challenge to contemporary power as manifest in academia, the state, and global capitalism but were, rather, constitutive of it. Ferguson delineates precisely how minority culture and difference as affirmed by legacies of the student movements were appropriated and institutionalized by established networks of power.
Critically examining liberationist social movements and the cultural products that have been informed by them, including works by Adrian Piper, Toni Cade Bambara, Jhumpa Lahiri, and Zadie Smith, The Reorder of Things argues for the need to recognize the vulnerabilities of cultural studies to co-option by state power and to develop modes of debate and analysis that may be in the institution but are, unequivocally, not of it.
What did it mean for people of color in nineteenth-century America to speak or write "white"? More specifically, how many and what kinds of meaning could such "white" writing carry? In ReWriting White, Todd Vogel looks at how America has racialized language and aesthetic achievement. To make his point, he showcases the surprisingly complex interactions between four nineteenth-century writers of color and the "standard white English" they adapted for their own moral, political, and social ends. The African American, Native American, and Chinese American writers Vogel discusses delivered their messages in a manner that simultaneously demonstrated their command of the dominant discourse of their times-using styles and addressing forums considered above their station-and fashioned a subversive meaning in the very act of that demonstration.
The close readings and meticulous archival research in ReWriting White upend our conventional expectations, enrich our understanding of the dynamics of hegemony and cultural struggle, and contribute to the efforts of other cutting-edge contemporary scholars to chip away at the walls of racial segregation that have for too long defined and defaced the landscape of American literary and cultural studies.
Long-ignored within rhetoric and composition studies, listening has returned to the disciplinary radar. Rhetorical Listening: Identification, Gender, Whiteness argues that rhetorical listening facilitates conscious identifications needed for cross-cultural communication.
Krista Ratcliffe establishes eavesdropping, listening metonymically, and listening pedagogically as approaches to rhetorical listening. She defines and models rhetorical listening, addressing identifications with gender and whiteness within public debates, scholarship, and pedagogy. Offering an approach grounded in classical rhetorical theory, Heideggerian theory, feminist theory, and critical race theory, Ratcliffe presents rhetorical listening as an invention tactic that engages spoken and written texts and supplements reading, writing, speaking, and silence as a rhetorical art.
Theorizing intersections of gender and whiteness, Rhetorical Listening examines how whiteness functions as an "invisible" racial category and provides disciplinary and cultural reasons for the displacement of listening and for the use of rhetorical listening as a code of cross-cultural conduct. Ratcliffe presents rhetorical listening in terms of cultural logics, stances, and dominant interpretive tropes. She highlights the modern identification theory of Kenneth Burke and the postmodern identification and disidentification theory of Diana Fuss and presents nonidentification as a more productive site for rhetorical listening.
In the United States miscegenation is not merely a subject of literature and popular culture. It is in many ways the foundation of contemporary imaginary community. The Romance of Race examines the role of minority women writers and reformers in the creation of our modern American multiculturalism.
The national identity of the United States was transformed between 1880 and 1930 due to mass immigration, imperial expansion, the rise of Jim Crow, and the beginning of the suffrage movement. A generation of women writers and reformers—particularly women of color—contributed to these debates by imagining new national narratives that put minorities at the center of American identity. Jane Addams, Pauline Hopkins, Onoto Watanna (Winnifred Eaton), María Cristina Mena, and Mourning Dove (Christine Quintasket) embraced the images of the United States—and increasingly the world—as an interracial nuclear family. They also reframed public debates through narratives depicting interracial encounters as longstanding, unacknowledged liaisons between white men and racialized women that produced an incestuous, mixed-race nation.
By mobilizing the sexual taboos of incest and miscegenation, these women writers created political allegories of kinship and community. Through their criticisms of the nation’s history of exploitation and colonization, they also imagined a more inclusive future. As Jolie A. Sheffer identifies the contemporary template for American multiculturalism in the works of turn-of-the century minority writers, she uncovers a much more radical history than has previously been considered.
Russian Citizenship is the first book to trace the Russian state’s citizenship policy throughout its history. Focusing on the period from the mid-nineteenth century to the consolidation of Stalin’s power in the 1930s, Eric Lohr considers whom the state counted among its citizens and whom it took pains to exclude. His research reveals that the Russian attitude toward citizenship was less xenophobic and isolationist and more similar to European attitudes than has been previously thought—until the drive toward autarky after 1914 eventually sealed the state off and set it apart.
Drawing on untapped sources in the Russian police and foreign affairs archives, Lohr’s research is grounded in case studies of immigration, emigration, naturalization, and loss of citizenship among individuals and groups, including Jews, Muslims, Germans, and other minority populations. Lohr explores how reform of citizenship laws in the 1860s encouraged foreigners to immigrate and conduct business in Russia. For the next half century, citizenship policy was driven by attempts to modernize Russia through intensifying its interaction with the outside world. But growing suspicion toward non-Russian minorities, particularly Jews, led to a reversal of this openness during the First World War and to a Soviet regime that deprived whole categories of inhabitants of their citizenship rights.
Lohr sees these Soviet policies as dramatically divergent from longstanding Russian traditions and suggests that in order to understand the citizenship dilemmas Russia faces today—including how to manage an influx of Chinese laborers in Siberia—we must return to pre-Stalin history.
