When middle-class residents fled American cities in the 1960s and 1970s, government services and investment capital left too. Countless urban neighborhoods thus entered phases of precipitous decline, prompting the creation of community-based organizations that sought to bring direly needed resources back to the inner city. Today there are tens of thousands of these CBOs—private nonprofit groups that work diligently within tight budgets to give assistance and opportunity to our most vulnerable citizens by providing services such as housing, child care, and legal aid.

Through ethnographic fieldwork at eight CBOs in the Brooklyn neighborhoods of Williamsburg and Bushwick, Nicole P. Marwell discovered that the complex and contentious relationships these groups form with larger economic and political institutions outside the neighborhood have a huge and unexamined impact on the lives of the poor. Most studies of urban poverty focus on individuals or families, but Bargaining for Brooklyn widens the lens, examining the organizations whose actions and decisions collectively drive urban life.

Half a century after the launch of the War on Poverty, its complex origins remain obscure. Battle for Bed-Stuy reinterprets President Lyndon Johnson’s much-debated crusade from the perspective of its foot soldiers in New York City, showing how 1960s antipoverty programs were rooted in a rich local tradition of grassroots activism and policy experiments.

Bedford-Stuyvesant, a Brooklyn neighborhood housing 400,000 mostly black, mostly poor residents, was often labeled “America’s largest ghetto.” But in its elegant brownstones lived a coterie of home-owning professionals who campaigned to stem disorder and unify the community. Acting as brokers between politicians and the street, Bed-Stuy’s black middle class worked with city officials in the 1950s and 1960s to craft innovative responses to youth crime, physical decay, and capital flight. These partnerships laid the groundwork for the federal Community Action Program, the controversial centerpiece of the War on Poverty. Later, Bed-Stuy activists teamed with Senator Robert Kennedy to create America’s first Community Development Corporation, which pursued housing renewal and business investment.

Bed-Stuy’s antipoverty initiatives brought hope amid dark days, reinforced the social safety net, and democratized urban politics by fostering citizen participation in government. They also empowered women like Elsie Richardson and Shirley Chisholm, who translated their experience as community organizers into leadership positions. Yet, as Michael Woodsworth reveals, these new forms of black political power, though exercised in the name of poor people, often did more to benefit middle-class homeowners. Bed-Stuy today, shaped by gentrification and displacement, reflects the paradoxical legacies of midcentury reform.

More than half of New Yorkers under the age of eighteen are the children of immigrants. This second generation shares with previous waves of immigrant youth the experience of attempting to reconcile their cultural heritage with American society. Analyzing civic life, Amy Forester profiles how the high-ranking members of a predominantly black labor union, who came of age fighting for civil rights in the 1960s, adjust to an increasingly large Caribbean membership that sees the leaders not as pioneers but as the old-guard establishment. In a revealing look at how the second-generation views itself, Sherry Ann Butterfield and Aviva Zeltzer-Zubida point out that black West Indian and Russian Jewish immigrants often must choose whether to identify themselves alongside those with similar skin color or to differentiate themselves from both native blacks and whites based on their unique heritage. Like many other groups studied here, these two groups experience race as a fluid, situational category that matters in some contexts but is irrelevant in others. As immigrants move out of gateway cities and into the rest of the country, America will increasingly look like the multicultural society vividly described in Becoming New Yorkers. This insightful work paints a vibrant picture of the experience of second generation Americans as they adjust to American society and help to shape its future.

Douglas Crimp is the rare art critic whose work profoundly influenced a generation of artists. He is best known for his work with the “Pictures Generation”—the very name of which Crimp coined to define the work of artists like Robert Longo and Cindy Sherman who appropriated images from mass culture to carry out a subversive critique. But while his influence is widely recognized, we know little about Crimp’s own formative experiences before “Pictures.”

Before Pictures tells the story of Crimp’s life as a young gay man and art critic in New York City during the late 1960s through the turbulent 1970s. Crimp participated in all of what made the city so stimulating in that vibrant decade. The details of his professional and personal life are interwoven with this the particularly rich history of New York City at that time, producing a vivid portrait of both the critic and his adopted city. The book begins with his escape from his hometown in Idaho, and we quickly find Crimp writing criticism for ArtNews while working at the Guggenheim—where, as a young curatorial assistant, he was one of the few to see Daniel Buren’s Peinture-Sculpture before it was removed amid cries of institutional censorship. We also travel to the Chelsea Hotel (where Crimp helped the down-on-his-luck couturier Charles James organize his papers) through to his days as a cinephile and balletomane to the founding of the art journal October, where he remained a central figure for many years. As he was developing his reputation as a critic, he was also partaking of the New York night life, from drugs and late nights alongside the Warhol crowd at the Max’s Kansas City to discos, roller-skating, and casual sex with famous (and not-so-famous) men. As AIDS began to ravage the closely linked art and gay communities, Crimp eventually turned his attention to activism dedicated to rethinking AIDS.

Part biography and part cultural history, Before Pictures is a courageous account of an exceptional period in both Crimp’s life and the life of New York City. At the same time, it offers a deeply personal and engaging point of entry into important issues in contemporary art.

Few issues in contemporary U.S> politics have remained on the public agenda so long and so divisively as abortion policy. The landmark Supreme Court decision of Roe v. Waade, which held that laws prohibiting first trimester abortions were illegal because they violated a woman's right to privacy, still generates heated controversy today, a quarter of a century after it was made. The seeds of that controversy were sown in the seven years immediately preceding Roe, when state legislatures tried to reconcile religious opposition to abortion and individuals' civil liberties.

In this groundbreaking book, Rosemary Nossiff examines the force that shaped abortion policy during those years, and the ways in which states responded to them. To provide in-depth analysis while still looking broadly at the picture, she studies New York, which passed the  most permissive abortion bill in the country, and Pennsylvania, which passed one of the most restrictive. That these two states, which share similar demographic, political, and  economic characteristics, should reach two such different outcomes provides a perfect case study for observing political dynamics at the state level.

Nossiff examines the medical, religious, and legal discourses employed on both sides of the debate, as well as the role played by feminist discourse. She looks at the role of the political parties in the campaigns, as well as such interest groups as the National Council of Catholic Bishops, the Clergy Consultation Service, the National Organization for Women, and the National Association for the Repeal of Abortion Laws. In addition, she analyzes the strategies used by both sides, as well as partisan and institutionalized developments that facilitated success or failure. Finally, in the Epilogue, she assesses the Roe decision and its aftermath, including an analysis of the pro-life movement in Pennsylvania.

As the author remarks, "Without question people's positions on abortion are shaped by a myriad of social, moral, and economic factors. But ultimately abortion policy is shaped in the political arena. This book examines how one of the most intimate decisions a woman makes, whether to continue or terminate a pregnancy, has become one of the most politicized issues in contemporary American politics.

In the decades preceding the Stonewall riots—in the wake of the 1948 publication of Alfred Kinsey’s controversial report on male sexuality and in the midst of a cold war culture of suspicion and paranoia—discussions of homosexuality within the New York art world necessarily circulated via gossip and rumor. Between You and Me explores this informal, everyday talk and how it shaped artists’ lives, their work, and its reception. Revealing the “trivial” and “unserious” aspects of the postwar art scene as key to understanding queer subjectivity, Gavin Butt argues for a richer, more expansive concept of historical evidence, one that supplements the verifiable facts of traditional historical narrative with the gossipy fictions of sexual curiosity.

Focusing on the period from 1948 to 1963, Butt draws on the accusations and denials of homosexuality that appeared in the popular press, on early homophile publications such as One and the Mattachine Review, and on biographies, autobiographies, and interviews. In a stunning exposition of Larry Rivers’s work, he shows how Rivers incorporated gossip into his paintings, just as his friend and lover Frank O’Hara worked it into his poetry. He describes how the stories about Andy Warhol being too “swish” to be taken seriously as an artist changed following his breakthrough success, reconstructing him as an asexual dandy. Butt also speculates on the meanings surrounding a MoMA curator’s refusal in 1958 to buy Jasper Johns’s Target with Plaster Casts on the grounds that it was too scandalous for the museum to acquire. Between You and Me sheds new light on a pivotal moment in American cultural production as it signals new directions for art history.

Today the idea of traveling within the United States for leisure purposes is so commonplace it is hard to imagine a time when tourism was not a staple of our cultural life. Yet as Richard H. Gassan persuasively demonstrates, at the beginning of the nineteenth century travel for leisure was strictly an aristocratic luxury beyond the means of ordinary Americans. It wasn't until the second decade of the century that the first middle-class tourists began to follow the lead of the well-to-do, making trips up the Hudson River valley north of New York City, and in a few cases beyond. At first just a trickle, by 1830 the tide of tourism had become a flood, a cultural change that signaled a profound societal shift as the United States stepped onto the road that would eventually lead to a modern consumer society.

According to Gassan, the origins of American tourism in the Hudson Valley can be traced to a confluence of historical accidents, including the proximity of the region to the most rapidly growing financial and population center in the country, with its expanding middle class, and the remarkable beauty of the valley itself. But other developments also played a role, from the proliferation of hotels to accommodate tourists, to the construction of an efficient transportation network to get them to their destinations, to the creation of a set of cultural attractions that invested their experience with meaning. In the works of Washington Irving and James Fenimore Cooper and the paintings of Thomas Cole and others of the Hudson River School, travelers in the region encountered the nation's first literary and artistic movements. Tourism thus did more than provide an escape from the routines of everyday urban life; it also helped Americans of the early republic shape a sense of national identity.

Black Silent Majority uncovers the role African Americans played in creating today’s system of mass incarceration.

Current anti-drug policies are based on a set of controversial laws first adopted in New York in the early 1970s and championed by the state’s Republican governor, Nelson Rockefeller. Fortner traces how many blacks in New York came to believe that the rehabilitation-focused liberal policies of the 1960s had failed. Faced with economic malaise and rising rates of addiction and crime, they blamed addicts and pushers. By 1973, the outcry from grassroots activists and civic leaders in Harlem calling for drastic measures presented Rockefeller with a welcome opportunity to crack down on crime and boost his political career. New York became the first state to mandate long prison sentences for selling or possessing narcotics.

Black Silent Majority
lays bare the tangled roots of a pernicious system. America’s drug policies, while in part a manifestation of the conservative movement, are also a product of black America’s confrontation with crime and chaos in its own neighborhoods.

Sociologist Hannah Wohl draws on more than one hundred interviews and two years of ethnographic research in the New York contemporary art market to develop a rich sociological perspective of creativity. From inside the studio, we see how artists experiment with new ideas and decide which works to abandon, destroy, put into storage, or exhibit. In Breaks in the Air John Klaess tells the story of rap’s emergence on New York City’s airwaves by examining how artists and broadcasters adapted hip hop’s performance culture to radio. Initially, artists and DJs brought their live practice to radio by buying time on low-bandwidth community stations and building new communities around their shows. Later, stations owned by New York’s African American elite, such as WBLS, reluctantly began airing rap even as they pursued a sound rooted in respectability, urban sophistication, and polish. At the same time, large commercial stations like WRKS programmed rap once it became clear that the music attracted a demographic that was valuable to advertisers. Moving between intimate portraits of single radio shows and broader examinations of the legal, financial, cultural, and political forces that indelibly shaped the sound of rap radio, Klaess shows how early rap radio provides a lens through which to better understand the development of rap music as well as the intertwined histories of sounds, institutions, communities, and legal formations that converged in the post-Civil Rights era.

In 1991, frustrated by the failure of lawmakers to produce meaningful progress on environmental issues, Allen Hershkowitz, a scientist with the Natural Resources Defense Council (NRDC) opted for an innovative approach. Resolving to put market forces to work for the environment, Hershkowitz devised a plan to develop a world-scale recycled-paper mill on the site of an abandoned rail yard in the South Bronx.

Created in collaboration with colleagues at NRDC, the private sector, government, unions, and community groups, and with a building designed by renowned architect and designer Maya Lin, the Bronx Community Paper Company (BCPC) was intended to put the ideas of industrial ecology to work in a project that not only avoided exacerbating environmental problems but actually remediated them. One of the primary goals of the project was to show that environmental protection, job production, social assistance, economic development, and private-sector profitability can work together in a mutually supportive fashion.

Unfortunately, it didn't quite turn out like that.

In Bronx Ecology, Hershkowitz tells the story of the BCPC from its earliest inception to its final demise nearly ten years later. He describes the technical, economic, and competitive barriers that arose throughout the project as well as the decisive political and legal blows that doomed their efforts to secure financing, ultimately killing the project.

Interwoven with the BCPC tale is Hershkowitz's vision for a new, engaged environmentalism, complete with principles for a new era of industrial development that combines social and environmental responsibility with a firm commitment to profit-making. As Hershkowitz explains, while the project was never built, its groundbreaking collaboration can hardly be considered a failure. Rather the BCPC, in the words of veteran environmental journalis.

Philip Shabecoff, "can be seen as the beginning of a learning process for entrepreneurial environmentalism, a pathway to a new approach in the 21st century." Bronx Ecology offers a compelling vision of that exciting new pathway.

Over the course of 130 years, Italian American Catholics in New York City have developed a varied repertoire of devotional art and architecture to create community-based sacred spaces in their homes and neighborhoods. These spaces exist outside of but in relationship to the consecrated halls of local parishes and are sites of worship in conventionally secular locations. Such ethnic building traditions and urban ethnic landscapes have long been neglected by all but a few scholars. Joseph Sciorra’s Built with Faith offers a place-centric, ethnographic study of the religious material culture of New York City’s Italian American Catholics.
            Sciorra spent thirty-five years researching these community art forms and interviewing Italian immigrant and U.S.-born Catholics. By documenting the folklife of this group, Sciorra reveals how Italian Americans in the city use expressive culture and religious practices to transform everyday urban space into unique, communal sites of ethnically infused religiosity. Bulldaggers, Pansies, and Chocolate Babies shines the spotlight on historically neglected plays and performances that challenged early twentieth-century notions of the stratification of race, gender, class, and sexual orientation. On Broadway stages, in Harlem nightclubs and dance halls, and within private homes sponsoring rent parties, African American performers of the 1920s and early 1930s teased the limits of white middle-class morality. Blues-singing lesbians, popularly known as "bulldaggers," performed bawdy songs; cross-dressing men vied for the top prizes in lavish drag balls; and black and white women flaunted their sexuality in scandalous melodramas and musical revues. Race leaders, preachers, and theater critics spoke out against these performances that threatened to undermine social and political progress, but to no avail: mainstream audiences could not get enough of the riotous entertainment.

Many of the plays and performances explored here, central to the cultural debates of their time, had been previously overlooked by theater historians. Among the performances discussed are David Belasco's controversial production of Edward Sheldon and Charles MacArthur's Lulu Belle (1926), with its raucous, libidinous view of Harlem. The title character, as performed by a white woman in blackface, became a symbol of defiance for the gay subculture and was simultaneously held up as a symbol of supposedly immoral black women. African Americans Florence Mills and Ethel Waters, two of the most famous performers of the 1920s, countered the Lulu Belle stereotype in written statements and through parody, thereby reflecting the powerful effect this fictional character had on the popular imagination.

Bulldaggers, Pansies, and Chocolate Babies is based on historical archival research including readings of eyewitness accounts, newspaper reports, songs, and playscripts. Employing a cultural studies framework that incorporates queer and critical race theory, it argues against the widely held belief that the stereotypical forms of black, lesbian, and gay show business of the 1920s prohibited the emergence of distinctive new voices. Specialists in American studies, performance studies, African American studies, and gay and lesbian studies will find the book appealing, as will general readers interested in the vivid personalities and performances of the singers and actors introduced in the book.
