Only 3% of all Americans believe they live in bad neighborhoods. But 30% to 45% of those who live in places with crime and illegal drug sales, rats and stray dogs, hazardous waste sites, factory pollution, and abandoned and blighted buildings rate their neighborhood as poor quality. Even when these neighborhoods have good schools, parks, and other amenities, their resident's ratings do not go up. This holds true no matter who is asked - young, old, men or women, middle class, working class, or on welfare. Local health and planning officials corroborate resident perceptions. It is particularly noticeable that stress from living near a toxic waste site - the hazard that gets the biggest attention in terms of dollars spent - is low on the resident's list of fears about their neighborhoods. They'd much prefer to see the money put to fixing the immediate dangers on their block. But because federal and state government policies for protecting public health, lowering crime, and saving the environment are divided into separate bureaucratic cubby-holes, effective planning to improve these stressed neighborhoods is difficult. Beginning with the call for a definition of "environment" that fits the realities of these places, the authors argue for and propose policy initiatives that address all the desperate needs of these beleaguered neighborhoods. This book is essential reading for students, academics, and professionals in environmental studies, public health, urban studies and planning, as well as grassroots community organizers.

How do people decide which country came out ahead in a war or a crisis? Why, for instance, was the Mayaguez Incident in May 1975--where 41 U.S. soldiers were killed and dozens more wounded in a botched hostage rescue mission--perceived as a triumph and the 1992-94 U.S. humanitarian intervention in Somalia, which saved thousands of lives, viewed as a disaster? In Failing to Win, Dominic Johnson and Dominic Tierney dissect the psychological factors that predispose leaders, media, and the public to perceive outcomes as victories or defeats--often creating wide gaps between perceptions and reality.

To make their case, Johnson and Tierney employ two frameworks: "Scorekeeping," which focuses on actual material gains and losses; and "Match-fixing," where evaluations become skewed by mindsets, symbolic events, and media and elite spin. In case studies ranging from the 1962 Cuban Missile Crisis and the current War on Terror, the authors show that much of what we accept about international politics and world history is not what it seems--and why, in a time when citizens offer or withdraw support based on an imagined view of the outcome rather than the result on the ground, perceptions of success or failure can shape the results of wars, the fate of leaders, and the "lessons" we draw from history.

Michael Salamone’s Perceptions of a Polarized Court offers the first comprehensive, empirical analysis of how divisiveness affects the legitimacy of the Court’s decisions.

Salamone looks specifically at the Roberts Court years—which are characterized by unprecedented ideological and partisan polarization among the justices—to evaluate the public consequences of divided Supreme Court rulings. He also analyzes both the media’s treatment of Supreme Court decisions and public opinion toward the Court’s rulings to show how public acceptance is (or is not) affected. 

Salmone contends that judicial polarization has had an impact on the manner in which journalists report on the Supreme Court. However, contrary to expectation, Court dissent may help secure public support by tapping into core democratic values.

The election of Ronald Reagan in 1980 was said to herald a new mood of opposition to government regulation. But at the same time, large and vocal segments of the population have been demanding that corporations and regulatory agencies address public concerns about technological safety. What do we really know about people's perceptions of technological risk and their judgments about appropriate levels of technological regulation? Perceptions of Technological Risks and Benefits analyzes the results of a unique body of survey data—the only large-scale, representative survey of public attitudes about risk management in such technologies as nuclear power, handguns, auto travel, and industrial chemicals. The findings demonstrate that public judgments are not simply anti-technological or irrational, but rather the product of a complex set of factors that includes an awareness of benefits as well as a sensitivity to the "qualitative" aspects of risk (how catastrophic, dreaded, or poorly understood a hazard seems to be). This volume offers striking evidence that whatever Americans may think about government regulation in general, they are remarkably consistent in desiring stricter regulation of technological safety. These conclusions suggest that the current trend away from regulation of technology reflects a less than perfect reading of public sentiment.

Chicago has long struggled with racial residential segregation, high rates of poverty, and deepening class stratification, and it can be a challenging place for adolescents to grow up. Unequal City examines the ways in which Chicago’s most vulnerable residents navigate their neighborhoods, life opportunities, and encounters with the law. In this pioneering analysis of the intersection of race, place, and opportunity, sociologist and criminal justice expert Carla Shedd illuminates how schools either reinforce or ameliorate the social inequalities that shape the worlds of these adolescents.

Shedd draws from an array of data and in-depth interviews with Chicago youth to offer new insight into this understudied group. Focusing on four public high schools with differing student bodies, Shedd reveals how the predominantly low-income African American students at one school encounter obstacles their more affluent, white counterparts on the other side of the city do not face. Teens often travel long distances to attend school which, due to Chicago’s segregated and highly unequal neighborhoods, can involve crossing class, race, and gang lines. As Shedd explains, the disadvantaged teens who traverse these boundaries daily develop a keen “perception of injustice,” or the recognition that their economic and educational opportunities are restricted by their place in the social hierarchy.

Adolescents’ worldviews are also influenced by encounters with law enforcement while traveling to school and during school hours. Shedd tracks the rise of metal detectors, surveillance cameras, and pat-downs at certain Chicago schools. Along with police procedures like stop-and-frisk, these prison-like practices lead to distrust of authority and feelings of powerlessness among the adolescents who experience mistreatment either firsthand or vicariously. Shedd finds that the racial composition of the student body profoundly shapes students’ perceptions of injustice. The more diverse a school is, the more likely its students of color will recognize whether they are subject to discriminatory treatment. By contrast, African American and Hispanic youth whose schools and neighborhoods are both highly segregated and highly policed are less likely to understand their individual and group disadvantage due to their lack of exposure to youth of differing backgrounds.

Historians know a great deal about how English thinkers of the sixteenth and seventeenth centuries saw the "documentable" past, but relatively little about how they perceived times stretching back beyond history. Arthur B. Ferguson shows in this elegant essay that prehistory had great meaning in Renaissance England. Commentators of various sorts—from poets to antiquaries—looked to the most distant past for the vanishing point that would perfect their historical perspective and orient them in an age of increasing change. In this pursuit they had often to let imagination serve the purposes of interpretation. Though largely speculative, their efforts reveal much about the intellectual life of Renaissance England.
Since the Bible left little room for speculation on prehistory—in fact no room at all for the concept itself—Utter Antiquity concentrates on myth and legend outside of the biblical context and on those who conjured prehistory out of these sources. A subtle conflict between belief and skepticism emerges from these pages, as Ferguson reveals how some Renaissance writers struggled with ancient explanations that flouted reason and experience, while others sidestepped such doubts by relating prehistory to man's social evolution. By isolating and analyzing topics such as skepticism, rationalism, and poetic history, Ferguson illuminates the development of historical consciousness in early modern England. His accessible and eloquent study contributes significantly to an understanding of the Renaissance mind and intellectual history in general.
