An original reconstruction of how the debates over peoplehood defined Indian anticolonial thought, and a bold new framework for theorizing the global career of democracy.

Indians, their former British rulers asserted, were unfit to rule themselves. Behind this assertion lay a foundational claim about the absence of peoplehood in India. The purported “backwardness” of Indians as a people led to a democratic legitimation of empire, justifying self-government at home and imperial rule in the colonies.

In response, Indian anticolonial thinkers launched a searching critique of the modern ideal of peoplehood. Waiting for the People is the first account of Indian answers to the question of peoplehood in political theory. From Surendranath Banerjea and Radhakamal Mukerjee to Mohandas Gandhi and Jawaharlal Nehru, Indian political thinkers passionately explored the fraught theoretical space between sovereignty and government. In different ways, Indian anticolonial thinkers worked to address the developmental assumptions built into the modern problem of peoplehood, scrutinizing contemporary European definitions of “the people” and the assumption that a unified peoplehood was a prerequisite for self-government. Nazmul Sultan demonstrates how the anticolonial reckoning with the ideal of popular sovereignty fostered novel insights into the globalization of democracy and ultimately drove India’s twentieth-century political transformation.

Waiting for the People excavates, at once, the alternative forms and trajectories proposed for India’s path to popular sovereignty and the intellectual choices that laid the foundation for postcolonial democracy. In so doing, it uncovers largely unheralded Indian contributions to democratic theory at large. India’s effort to reconfigure the relationship between popular sovereignty and self-government proves a key event in the global history of political thought, one from which a great deal remains to be learned.

Rocco C. Siciliano broke new ground as the first Italian-American to serve in the White House as an assistant to the president, Dwight D. Eisenhower. At 31, "Ike’s Youngest" attained a prominence not suggested in his humble beginnings in Salt Lake City, Utah. But his upbringing in the Mormon-dominated community, where he balanced the heritage of his striving immigrant parents with his own aspirations for success, prepared him for a wide variety of service. Invited to speak on whatever subject he considered appropriate, Benjamin talked to the children of Frankfurt and Berlin about the destruction of Pompeii, an earthquake in Lisbon, and a railroad disaster at the Firth of Tay. He spoke about bootlegging and swindling, cataclysm and suicide, Faust and Cagliostro. In this first sustained analysis of the thirty surviving scripts, Jeffrey Mehlman demonstrates how Benjamin used the unlikely forum of children's radio to pursue some of his central philosophical and theological concerns.

Particularly alive to that circumstance, Mehlman explores the themes of the radio broadcasts and brilliantly illuminates their hidden connections to Benjamin's life and work.

"Every line we succeed in publishing today...is a victory wrested from the powers of darkness." So wrote Walter Benjamin in January 1940. Not long afterward, he himself would fall prey to those powers, a victim of suicide following a failed attempt to flee the Nazis. However insistently the idea of catastrophe hangs over Benjamin's writings in the final years of his life, the "victories wrested" in this period nonetheless constitute some of the most remarkable twentieth-century analyses of the emergence of modern society. The essays on Charles Baudelaire are the distillation of a lifetime of thinking about the nature of modernity. They record the crisis of meaning experienced by a civilization sliding into the abyss, even as they testify to Benjamin's own faith in the written word.

This volume ranges from studies of Baudelaire, Brecht, and the historian Carl Jochmann to appraisals of photography, film, and poetry. At their core is the question of how art can survive and thrive in a tumultuous time. Here we see Benjamin laying out an ethic for the critic and artist--a subdued but resilient heroism. At the same time, he was setting forth a sociohistorical account of how art adapts in an age of violence and repression.

Working at the height of his powers to the very end, Benjamin refined his theory of the mass media that culminated in the final version of his essay "The Work of Art in the Age of Its Technological Reproducibility." Harvard University Press has now undertaken to publish a significant portion of his work in definitive translation, under the general editorship of Michael W. Jennings. This volume, the first of three, will at last give readers of English a true sense of the man and the many facets of his thought. (The magnum opus of Benjamin’s Paris years, The Arcades Project, has been published in a separate volume.)Walter Benjamin emerged from the head-on collision of an idealistic youth movement and the First World War, which Benjamin and his close friends thought immoral. He walked away from the wreck scarred yet determined “to be considered as the principal critic of German literature.” But the scene, as he found it, was dominated by “talented fakes,” so—to use his words—“only a terrorist campaign would I suffice” to effect radical change. This book offers the record of the first phase of that campaign, culminating with “One Way Street,” one of the most significant products of the German avant-garde of the Twenties. Against conformism, homogeneity, and gentrification of all life into a new world order, Benjamin made the word his sword.Volume I of the Selected Writings brings together essays long and short, academic treatises, reviews, fragments, and privately circulated pronouncements. Fully five-sixths of this material has never before been translated into English. From Sojourner Truth's spiritual and physical roaming to the rambling protagonist of Gayl Jones's novel Mosquito, Cervenak highlights modes of wandering that subvert Enlightenment-based protocols of rationality, composure, and upstanding comportment. Turning to the artists Pope.L (William Pope.L), Adrian Piper, and Carrie Mae Weems, Cervenak argues that their work produces an otherworldly movement, an errant kinesis that exceeds locomotive constraints, resisting the straightening-out processes of post-Enlightenment, white-supremacist, capitalist, sexist, and heteronormative modernity. Their roaming animates another terrain, one where free, black movement is not necessarily connected to that which can be seen, touched, known, and materially valued.

Coincidentally, she illuminates the nature of Wang’s intimate, thirty-year personal and professional association with the well-known Chinese scholar Lo Chen-yü (1866–1940) and provides a most comprehensive and compelling account of her biographee’s posthumously controversial career in the years following the 1911 Revolution.

Warping Time shows how narratives of the past influence what people believe about the present and future state of the world. In Benjamin Ginsberg and Jennifer Bachner’s simple experiments, in which the authors measured the impact of different stories their subjects heard about the past, these “history lessons” moved contemporary policy preferences by an average of 16 percentage points; forecasts of the future moved contemporary policy preferences by an average of 12 percentage points; the two together moved preferences an average of 21 percentage points. And, in an Orwellian twist, the authors estimate that the “history lessons” had an average “erasure effect” of 8.5 percentage points—the difference between those with long-held preferences and those who did not recall that they previously held other opinions before participating in the experiment. The fact that the past, present, and future are subject to human manipulation suggests that history is not simply the product of impersonal forces, material conditions, or past choices. Humans are the architects of history, not its captives. Political reality is tenuous. Changes in our understanding of the past or future can substantially alter perceptions of and action in the present. Finally, the manipulation of time, especially the relationship between past and future, is a powerful political tool.

This leads him to discuss topics such as the nature of vulnerability, the difference—as sketched by Heidegger—between ordinary fear and metaphysical dread, the ordinary avoidance of suffering, and the heroic willingness to embrace it exemplified by Nietzsche's Thus Spake Zarathustra.

But this is a philosophical essay, not a historical monograph, and Miller's goal is to lead the reader ever deeper in to the heart of crisis where all our illusions about control are stripped away and we forced to face, like Oedipus, the harshest reality of all: that even our existence is not something we can claim as our own. Wayward Reproductions breaks apart and transfigures prevailing understandings of the interconnection among ideologies of racism, nationalism, and imperialism. Alys Eve Weinbaum demonstrates how these ideologies were founded in large part on what she calls “the race/reproduction bind”––the notion that race is something that is biologically reproduced. In revealing the centrality of ideas about women’s reproductive capacity to modernity’s intellectual foundations, Weinbaum highlights the role that these ideas have played in naturalizing oppression. She argues that attention to how the race/reproduction bind is perpetuated across national and disciplinary boundaries is a necessary part of efforts to combat racism.

Gracefully traversing a wide range of discourses––including literature, evolutionary theory, early anthropology, Marxism, feminism, and psychoanalysis––Weinbaum traces a genealogy of the race/reproduction bind within key intellectual formations of the late nineteenth and twentieth centuries. She examines two major theorists of genealogical thinking—Friedrich Nietzsche and Michel Foucault—and unearths the unacknowledged ways their formulations link race and reproduction. She explores notions of kinship and the replication of racial difference that run through Charlotte Perkins Gilman’s work; Marxist thinking based on Friedrich Engel’s The Origin of the Family; Charles Darwin’s theory of sexual selection; and Sigmund Freud’s early studies on hysteria. She also describes W. E. B. Du Bois’s efforts to transcend ideas about the reproduction of race that underwrite citizenship and belonging within the United States. In a coda, Weinbaum brings the foregoing analysis to bear on recent genomic and biotechnological innovations.

The election of Donald Trump has exposed American society’s profound crisis of hope. By 2016 a generation of shrinking employment, rising inequality, the attack on public education, and the shredding of the social safety net, had set the stage for stunning insurgencies at opposite ends of the political spectrum. Against this dire background, Ronald Aronson offers an answer. He argues for a unique conception of social hope, one with the power for understanding and acting upon the present situation. Hope, he argues, is far more than a mood or feeling—it is the very basis of social will and political action. It is this kind of hope that Aronson sees brewing in the supporters of Bernie Sanders, who advocated the tough-minded and inspired disposition to act collectively to make the world more equal, more democratic, more peaceful, and more just.  And it was directly contrasted by Trump’s supporters who showed a cynical and nostalgic faith in an authoritarian strongman replete with bigotry and misogyny. 
         
Beneath today’s crisis Aronson examines our heartbreaking story: a century of catastrophic violence and the bewildering ambiguity of progress—all of which have contributed to the evaporation of social hope. As he shows, we are now in a time when hope is increasingly privatized, when—despite all the ways we are connected to each other—we are desperately alone, struggling to weather the maelstrom around us, demoralized by the cynicism that permeates our culture and politics, and burdened with finding personal solutions to social problems.
 
Yet, Aronson argues, even at a time when false hopes are rife, social hope still persists. Carefully exploring what we mean when we say we “hope” and teasing hope apart from its dangerously misconstrued sibling, “progress,” he locates seeds of real change. He argues that always underlying our experience—even if we completely ignore it—is the fact of our social belonging, and that this can be reactivated into a powerful collective force, an active we. He looks to various political movements, from the massive collective force of environmentalists to the movements around Sanders and Jeremy Corbyn, as powerful examples of socially energized, politically determined, and actionably engaged forms of hope. Even in this age of Donald Trump, the result is an illuminating and inspiring call that anyone can clearly hear: we can still create a better future for everyone, but only if we resist false hopes and act together.

In Wealth, Virtue, and Moral Luck, Kate Ward addresses the issue of inequality from the perspective of Christian virtue ethics, arguing that moral luck—our individual life circumstances—affects our ability to pursue virtue. Economic status functions as moral luck and impedes the ability of both the wealthy and the poor to pursue virtues such as prudence, justice, and temperance, and extreme inequality exacerbates the impact of wealth and poverty on virtue.

With these realities in mind, Ward shows how Christians and Christian communities should respond to the challenges inequality poses to virtue. Through working to change the structures that perpetuate extreme inequality—and through spiritual practices, including contentment, conversion, encountering others, and reminding ourselves of our ultimate dependence on God—Ward believes that we can create a world where all people can pursue and achieve virtue.

In What Animals Teach Us about Politics, Brian Massumi takes up the question of "the animal." By treating the human as animal, he develops a concept of an animal politics. His is not a human politics of the animal, but an integrally animal politics, freed from connotations of the "primitive" state of nature and the accompanying presuppositions about instinct permeating modern thought. Massumi integrates notions marginalized by the dominant currents in evolutionary biology, animal behavior, and philosophy—notions such as play, sympathy, and creativity—into the concept of nature. As he does so, his inquiry necessarily expands, encompassing not only animal behavior but also animal thought and its distance from, or proximity to, those capacities over which human animals claim a monopoly: language and reflexive consciousness. For Massumi, humans and animals exist on a continuum. Understanding that continuum, while accounting for difference, requires a new logic of "mutual inclusion." Massumi finds the conceptual resources for this logic in the work of thinkers including Gregory Bateson, Henri Bergson, Gilbert Simondon, and Raymond Ruyer. This concise book intervenes in Deleuze studies, posthumanism, and animal studies, as well as areas of study as wide-ranging as affect theory, aesthetics, embodied cognition, political theory, process philosophy, the theory of play, and the thought of Alfred North Whitehead.

We generally suppose that it is our right to freedom which allows us to make the choices that shape our lives. The right to have an abortion is called "freedom of choice" because, it is said, a woman should be free to choose between giving birth and not doing so. Freedom of speech protects us whether we want to salute the flag or burn it. There is a correlative principle: one choice is as good as another. Freedom is not a right that makes moral judgments. It lets us do what we want.

John Garvey disputes both propositions. We should understand freedom, he maintains, as a right to act, not a right to choose; and furthermore, we should view freedom as a right to engage in actions that are good and valuable. This may seem obvious, but it inverts a central principle of liberalism--the idea that the right is prior to the good. Thus friendship is a good thing; and one reason the Constitution protects freedom of association is that it gives us the space to form friendships.

This book casts doubt on the idea that freedoms are bilateral rights that allow us to make contradictory choices: to speak or remain silent, to believe in God or to disbelieve, to abort or to give birth to a child. Garvey argues that the goodness of childbearing does not entail the goodness of abortion; and if freedom follows from the good, then freedom to do the first does not entail the freedom to do the second. Each action must have its own justification. Garvey holds that if the law is to protect freedoms, it is permissible--indeed it is necessary--to make judgments about the goodness and badness of actions.

The author's keen insights into important rights issues, communicated with verve and a variety of both real and hypothetical cases, will be of interest to all who care about the meaning of freedoms.

Scrapping all such chatter, Miguel Tamen’s aphoristic lark with aesthetic questions proceeds by taking its technical vocabulary only from Lewis Carroll’s Alice’s Adventures in Wonderland and Through the Looking-Glass.

According to Tamen, it would be ridiculous to think of poems or paintings or films or any variety of artistic production as distinct from other things in the world, including people. Talking about art should be contiguous with talking about many other relevant and important matters. Tamen offers a series of analogies and similes to help us imagine these connected experiences. One, taken from the analytical table of contents where the book is writ small, suggests that “understanding a poem is like understanding a cat; neither ever says anything back and you can’t keep a conversation with them. All art is like this, but not only art is like this; nature, the past, numbers are also like this.”

Tamen takes up many central issues in aesthetics and the philosophy of art, including the connection between art and having fuzzy ideas about art, the mistake of imagining that art-decisions are put forth by art-courts where you are both judge and jury, and the notion that what happens with art also happens to you.

Lehoux draws upon a wide range of sources from what is unquestionably the most prolific period of ancient science, from the first century BC to the second century AD. He begins with Cicero’s theologico-philosophical trilogy On the Nature of the Gods, On Divination, and On Fate, illustrating how Cicero’s engagement with nature is closely related to his concerns in politics, religion, and law. Lehoux then guides readers through highly technical works by Galen and Ptolemy, as well as the more philosophically oriented physics and cosmologies of Lucretius, Plutarch, and Seneca, all the while exploring the complex interrelationships between the objects of scientific inquiry and the norms, processes, and structures of that inquiry. This includes not only the tools and methods the Romans used to investigate nature, but also the Romans’ cultural, intellectual, political, and religious perspectives. Lehoux concludes by sketching a methodology that uses the historical material he has carefully explained to directly engage the philosophical questions of incommensurability, realism, and relativism.
 
By situating Roman arguments about the natural world in their larger philosophical, political, and rhetorical contexts, What Did the Romans Know? demonstrates that the Romans had sophisticated and novel approaches to nature, approaches that were empirically rigorous, philosophically rich, and epistemologically complex.

A few years ago Harpham met a Cuban immigrant on a college campus, who told of arriving, penniless and undocumented, in the 1960s and eventually earning a GED and making his way to a community college. In a literature course one day, the professor asked him, “Mr. Ramirez, what do you think?” The question, said Ramirez, changed his life because “it was the first time anyone had asked me that.” Realizing that his opinion had value set him on a course that led to his becoming a distinguished professor.
            That, says Harpham, was the midcentury promise of American education, the deep current of commitment and aspiration that undergirded the educational system that was built in the postwar years, and is under extended assault today. The United States was founded, he argues, on the idea that interpreting its foundational documents was the highest calling of opinion, and for a brief moment at midcentury, the country turned to English teachers as the people best positioned to train students to thrive as interpreters—which is to say as citizens of a democracy. Tracing the roots of that belief in the humanities through American history, Harpham builds a strong case that, even in very different contemporary circumstances, the emphasis on social and cultural knowledge that animated the midcentury university is a resource that we can, and should, draw on today.

Observing that we can sensibly talk about what is good for plants and animals no less than what is good for people, Kraut advocates a general principle that applies to the entire world of living things: what is good for complex organisms consists in the maturation and exercise of their natural powers.

Drawing on the insights of ancient Greek philosophy, Kraut develops this thought into a good-centered moral philosophy, an "ethics of well-being" that requires all of our efforts to do some good. Even what is good of a kind--good poems no less than good people--must be good for someone. Pleasure plays a key role in this idea of flourishing life, but Kraut opposes the current philosophical orthodoxy of well-being, which views a person's welfare as a construct of rational desires or plans, actual or ideal.

The practical upshot of Kraut's theory is that many common human pursuits--for riches, fame, domination--are in themselves worthless, while some of the familiar virtues--justice, honesty, and autonomy--are good for every human being.

The First Amendment to the United States Constitution begins: “Congress shall make no law respecting an establishment of religion or prohibiting the free exercise thereof.” Taken as a whole, this statement has the aim of separating church and state, but tensions can emerge between its two elements—the so-called Nonestablishment Clause and the Free Exercise Clause—and the values that lie beneath them.

If the government controls (or is controlled by) a single church and suppresses other religions, the dominant church’s “establishment” interferes with free exercise. In this respect, the First Amendment’s clauses coalesce to protect freedom of religion. But Kent Greenawalt sets out a variety of situations in which the clauses seem to point in opposite directions. Are ceremonial prayers in government offices a matter of free exercise or a form of establishment? Should the state provide assistance to religious private schools? Should parole boards take prisoners’ religious convictions into account? Should officials act on public reason alone, leaving religious beliefs out of political decisions? In circumstances like these, what counts as appropriate treatment of religion, and what is misguided?

Map making and, ultimately, map thinking is ubiquitous across literature, cosmology, mathematics, psychology, and genetics. We partition, summarize, organize, and clarify our world via spatialized representations. Our maps and, more generally, our representations seduce and persuade; they build and destroy. They are the ultimate record of empires and of our evolving comprehension of our world.
 
This book is about the promises and perils of map thinking. Maps are purpose-driven abstractions, discarding detail to highlight only particular features of a territory. By preserving certain features at the expense of others, they can be used to reinforce a privileged position.

When Maps Become the World shows us how the scientific theories, models, and concepts we use to intervene in the world function as maps, and explores the consequences of this, both good and bad. We increasingly understand the world around us in terms of models, to the extent that we often take the models for reality. Winther explains how in time, our historical representations in science, in cartography, and in our stories about ourselves replace individual memories and become dominant social narratives—they become reality, and they can remake the world.

Too often dismissed as soulless operators, these workers wield a significant margin of discretion and make decisions that profoundly affect people’s lives. Combining insights from political theory with his own ethnographic fieldwork as a receptionist in an urban antipoverty agency, Bernardo Zacka shows us firsthand the predicament in which these public servants are entangled.

Public policy consists of rules and regulations, but its implementation depends on how street-level bureaucrats interpret them and exercise discretionary judgment. These workers are expected to act as sensible moral agents in a working environment that is notoriously challenging and that conspires against them. Confronted by the pressures of everyday work, they often and unknowingly settle for one of several reductive conceptions of their responsibilities, each by itself pathological in the face of a complex, messy reality. Zacka examines the factors that contribute to this erosion of moral sensibility and what it takes to remain a balanced moral agent in such difficult conditions.

Zacka’s revisionary portrait reveals bureaucratic life as more fluid and ethically fraught than most citizens realize. It invites us to approach the political theory of the democratic state from the bottom-up, thinking not just about what policies the state should adopt but also about how it ought to interact with citizens when implementing these policies.

Christianity brought a new understanding of sacrifice, giving rise not only to modern rationality and science but also to a fragile system that is, in Girard’s words, “always teetering between a new golden age and a destructive apocalypse.” Treguer, a skeptic of mimetic theory, wonders: “Is what he’s telling me true...or is it just a nice story, a way of looking at things?” In response, Girard makes a compelling case for his theory.

A new form of philosophizing known as ordinary language philosophy took root in England after the Second World War, promising a fresh start and a way out of long-standing dead-end philosophical debates. Pioneered by Wittgenstein, Austin, and others, OLP is now widely rumored, within mainstream analytic philosophy, to have been seriously discredited, and consequently its perspective is ignored.

Avner Baz begs to differ. In When Words Are Called For, he shows how the prevailing arguments against OLP collapse under close scrutiny. All of them, he claims, presuppose one version or another of the very conception of word-meaning that OLP calls into question and takes to be responsible for many traditional philosophical difficulties. Worse, analytic philosophy itself has suffered as a result of its failure to take OLP’s perspective seriously. Baz blames a neglect of OLP’s insights for seemingly irresolvable disputes over the methodological relevance of “intuitions” in philosophy and for misunderstandings between contextualists and anti-contextualists (or “invariantists”) in epistemology. Baz goes on to explore the deep affinities between Kant’s work and OLP and suggests ways that OLP could be applied to other philosophically troublesome concepts.

When Words Are Called For defends OLP not as a doctrine but as a form of practice that might provide a viable alternative to work currently carried out within mainstream analytic philosophy. Accordingly, Baz does not merely argue for OLP but, all the more convincingly, practices it in this eye-opening book.

The emergence of rhetorical new materialisms and computational rhetorics has provoked something of an existential crisis within rhetorical studies. In Where’s the Rhetoric?, S. Scott Graham tackles this titular question by arguing first that scholarly efforts in rhetorical new materialisms and computational rhetoric be understood as coextensive with longstanding disciplinary commitments in rhetoric. In making this argument, Graham excavates the shared intellectual history of traditional rhetorical inquiry, rhetorical new materialisms, and computational rhetoric with particular emphasis on the works of Carolyn Miller, Kenneth Burke, and Henri Bergson.
 
Building on this foundation, Graham then argues for a more unified approach to contemporary rhetorical inquiry—one that eschews disciplinary demarcations between rhetoric’s various subareas. Specifically, Graham uses his unified field theory to explore 1) the rise of the “tweetorial” as a parascientific genre, 2) inventional practices in new media design, 3) statistical approaches to understanding biomedical discourse, and 4) American electioneering rhetorics. The book overall demonstrates how seemingly disparate intellectual approaches within rhetoric can be made to speak productively to one another in the pursuit of shared scholarly goals around questions of genre, media, and political discourse—thereby providing a foundation for imagining a more unified field.

Kenny interviewed the men and women who reported unethical and illegal conduct at major corporations in the run up to the 2008 financial crisis. Many were compliance officers working in influential organizations that claimed to follow the rules. Using the concept of affective recognition to explain how the norms at work powerfully influence our understandings of right and wrong, she reframes whistleblowing as a collective phenomenon, not just a personal choice but a vital public service.
