Efforts to reform the U.S. campaign finance system typically focus on the corrupting influence of large contributions. Yet, as Raymond J. La Raja and Brian F. Schaffner argue, reforms aimed at cutting the flow of money into politics have unintentionally favored candidates with extreme ideological agendas and, consequently, fostered political polarization.

Drawing on data from 50 states and the U.S. Congress over 20 years, La Raja and Schaffner reveal that current rules allow wealthy ideological groups and donors to dominate the financing of political campaigns. In order to attract funding, candidates take uncompromising positions on key issues and, if elected, take their partisan views into the legislature. As a remedy, the authors propose that additional campaign money be channeled through party organizations—rather than directly to candidates—because these organizations tend to be less ideological than the activists who now provide the lion’s share of money to political candidates. Shifting campaign finance to parties would ease polarization by reducing the influence of “purist” donors with their rigid policy stances.

La Raja and Schaffner conclude the book with policy recommendations for campaign finance in the United States. They are among the few non-libertarians who argue that less regulation, particularly for political parties, may in fact improve the democratic process.

College campuses have become flashpoints of the current culture war and, consequently, much ink has been spilled over the relationship between universities and the cultivation or coddling of young American minds. Philosopher Sigal R. Ben-Porath takes head-on arguments that infantilize students who speak out against violent and racist discourse on campus or rehash interpretations of the First Amendment. Ben-Porath sets out to demonstrate the role of the university in American society and, specifically, how it can model free speech in ways that promote democratic ideals.

In Cancel Wars, she argues that the escalating struggles over “cancel culture,” “safe spaces,” and free speech on campus are a manifestation of broader democratic erosion in the United States. At the same time, she takes a nuanced approach to the legitimate claims of harm put forward by those who are targeted by hate speech. Ben-Porath’s focus on the boundaries of acceptable speech (and on the disproportional impact that hate speech has on marginalized groups) sheds light on the responsibility of institutions to respond to extreme speech in ways that proactively establish conversations across difference. Establishing these conversations has profound implications for political discourse beyond the boundaries of collegiate institutions. If we can draw on the truth, expertise, and reliable sources of information that are within the work of academic institutions, we might harness the shared construction of knowledge that takes place at schools, colleges, and universities against truth decay. Of interest to teachers and school leaders, this book shows that by expanding and disseminating knowledge, universities can help rekindle the civic trust that is necessary for revitalizing democracy.

Over the last twenty years, business responses to progressive reform in Latin America have shifted dramatically.  Until the 1990s, progressive movements in Latin America suffered violent repression sanctioned by the private sector and other socio-political elites.  The powerful case studies in this volume show how business responses to reform have become more open–ended as Latin America’s democracies have deepened, with repression tempered by the economic uncertainties of globalization, the political and legal constraints of democracy, and shifting cultural understandings of poverty and race.

Enduring Reform presents five case studies from Mexico, Brazil, and Argentina in which marginalized groups have successfully forged new cultural and economic spaces and won greater autonomy and political voice.  Bringing together NGO’s, local institutions, social movements, and governments, these initiatives have developed new mechanisms to work ‘within the system,’ while also challenging the system’s logic and constraints.

 Through firsthand interviews, the contributors capture local businesspeople’s understandings of these progressive initiatives and record how they grapple with changes they may not always welcome, but must endure. Among their criteria, the contributors evaluate the degree to which businesspeople recognize and engage with reform movements and how they frame electoral counterproposals to reformist demands. The results show an uneven response to reform, dependent on cultural as much or more than economic factors, as businesses move to decipher, modify, collaborate with, outmaneuver, or limit progressive innovations.

From the rise of worker-owned factories in Buenos Aires, to the collective marketing initiatives of impoverished Mayans in San Cristóbal de las Casas, the success of democracy in Latin America depends on powerful and cooperative social actions and actors, including the private sector. As the cases in Enduring Reform show, the democratic context of Latin America today presses businesspeople to endure, accept, and at times promote progressive change in unprecedented ways, even as they act to limit and constrain it.

Most everyone, voters, political scientists, even lawmakers, think Congress is dysfunctional. Instead of solving problems, Democrats and Republicans spend their time playing politics. These days Capitol Hill seems more a place to bicker, not to pass laws. The reality is more complicated. Yes, sometimes Congress is broken. But sometimes it is productive. What explains this variation? Why do Democrats and Republicans choose to legislate or score political points? And why do some issues become so politicized they devolve into partisan warfare, while others remain safe for compromise?

Losing to Win answers these questions through a novel theory of agenda-setting. Unlike other research that studies bills that become law, Jeremy Gelman begins from the opposite perspective. He studies why majority parties knowingly take up dead-on-arrival (DOA) bills, the ideas everyone knows are going to lose. In doing so, he argues that congressional parties’ decisions to play politics instead of compromising, and the topics on which they choose to bicker, are strategic and predictable. Gelman finds that legislative dysfunction arises from a mutually beneficial relationship between a majority party in Congress, which is trying to win unified government, and its allied interest groups, which are trying to enact their policies. He also challenges the conventional wisdom that DOA legislation is political theater. By tracking bills over time, Gelman shows that some former dead-on-arrival ideas eventually become law. In this way, ideas viewed as too extreme or partisan today can produce long-lasting future policy changes.

Through his analysis, Gelman provides an original explanation for why both parties pursue the partisan bickering that voters find so frustrating. He moves beyond conventional arguments that our discordant politics are merely the result of political polarization. Instead, he closely examines the specific circumstances that give rise to legislative dysfunction. The result is a fresh, straightforward perspective on the question we have all asked at some point, “Why can’t Democrats and Republicans stop fighting and just get something done?”

For generations, experts argued that American politics needed cohesive parties to function effectively. Now many fear that strong partisan views, particularly hostility to the opposing party, are damaging democracy. Is partisanship as dangerous as we fear it is?

To provide an answer, this book offers a nuanced evaluation of when and how partisan animosity matters in today’s highly charged, dynamic political environment, drawing on panel data from some of the most tumultuous years in recent American history, 2019 through 2021. The authors show that partisanship powerfully shapes political behaviors, but its effects are conditional, not constant. Instead, it is most powerful when politicians send clear signals and when an issue is unlikely to bring direct personal consequences. In the absence of these conditions, other factors often dominate decision-making.

The authors argue that while partisan hostility has degraded US politics—for example, politicizing previously non-political issues and undermining compromise—it is not in itself an existential threat. As their research shows, the future of American democracy depends on how politicians, more than ordinary voters, behave.

O’Brian traces the origins of today’s political divide on these issues to the 1960s when Democrats and Republicans split over civil rights. It was this partisan polarization over race, he argues, that subsequently shaped partisan fault lines on other culture war issues that persist to this day.

Using public opinion data dating to the 1930s, O’Brian shows that attitudes about civil rights were already linked with a range of other culture war beliefs decades before the parties split on these issues—and much earlier than previous scholarship realized. The growing ideological gulf between Democrats and Republicans is one of the biggest issues in American politics today. Our legislatures, composed of members from two sharply disagreeing parties, are struggling to function as the founders intended them to.  If we want to reduce the ideological gulf in our legislatures, we must first understand what has caused it to widen so much over the past forty years.    

Andrew B. Hall argues that we have missed one of the most important reasons for this ideological gulf: the increasing reluctance of moderate citizens to run for office.  While political scientists, journalists, and pundits have largely focused on voters, worried that they may be too partisan, too uninformed to vote for moderate candidates, or simply too extreme in their own political views, Hall argues that our political system discourages moderate candidates from seeking office in the first place. Running for office has rarely been harder than it is in America today, and the costs dissuade moderates more than extremists. Candidates have to wage ceaseless campaigns, dialing for dollars for most of their waking hours while enduring relentless news and social media coverage. When moderate candidates are unwilling to run, voters do not even have the opportunity to send them to office. To understand what is wrong with our legislatures, then, we need to ask ourselves the question: who wants to run?  If we want more moderate legislators, we need to make them a better job offer.

Polarization is at an all-time high in the United States. But contrary to popular belief, Americans are polarized not so much in their policy preferences as in their feelings toward their political opponents: To an unprecedented degree, Republicans and Democrats simply do not like one another. No surprise that these deeply held negative feelings are central to the recent (also unprecedented) plunge in congressional productivity. The past three Congresses have gotten less done than any since scholars began measuring congressional productivity.
           
In Why Washington Won’t Work, Marc J. Hetherington and Thomas J. Rudolph argue that a contemporary crisis of trust—people whose party is out of power have almost no trust in a government run by the other side—has deadlocked Congress. On most issues, party leaders can convince their own party to support their positions. In order to pass legislation, however, they must also create consensus by persuading some portion of the opposing party to trust in their vision for the future. Without trust, consensus fails to develop and compromise does not occur. Up until recently, such trust could still usually be found among the opposition, but not anymore. Political trust, the authors show, is far from a stable characteristic. It’s actually highly variable and contingent on a variety of factors, including whether one’s party is in control, which part of the government one is dealing with, and which policies or events are most salient at the moment.

Political trust increases, for example, when the public is concerned with foreign policy—as in times of war—and it decreases in periods of weak economic performance. Hetherington and Rudolph do offer some suggestions about steps politicians and the public might take to increase political trust. Ultimately, however, they conclude that it is unlikely levels of political trust will significantly increase unless foreign concerns come to dominate and the economy is consistently strong.
