Created in 1974, the U.S. Congressional Budget Office (CBO) has become one of the most influential forces in national policymaking. A critical component of our system of checks and balances, the CBO has given Congress the analytical capacity to challenge the president on budget issues while it protects the public interest, providing honest numbers about Congress's own budget proposals. The book discusses the CBO’s role in larger budget policy and the more narrow "scoring" of individual legislation, such as its role in the 2009–2010 Obama health care reform. It also describes how the first director, Alice Rivlin, and seven successors managed to create and sustain a nonpartisan, highly credible agency in the middle of one of the most partisan institutions imaginable.

A new perspective on policy responsiveness in American government.
 
Scholars of American politics have long been skeptical of ordinary citizens’ capacity to influence, let alone control, their governments. Drawing on over eight decades of state-level evidence on public opinion, elections, and policymaking, Devin Caughey and Christopher Warshaw pose a powerful challenge to this pessimistic view. Their research reveals that although American democracy cannot be taken for granted, state policymaking is far more responsive to citizens’ demands than skeptics claim.
 
Although governments respond sluggishly in the short term, over the long term, electoral incentives induce state parties and politicians—and ultimately policymaking—to adapt to voters’ preferences. The authors take an empirical and theoretical approach that allows them to assess democracy as a dynamic process. Their evidence across states and over time gives them new leverage to assess relevant outcomes and trends, including the evolution of mass partisanship, mass ideology, and the relationship between partisanship and ideology since the mid-twentieth century; the nationalization of state-level politics; the mechanisms through which voters hold incumbents accountable; the performance of moderate candidates relative to extreme candidates; and the quality of state-level democracy today relative to state-level democracy in other periods.

In this book, Steven R. Reed argues that studying only central administrations and national-level politics yields a picture of greater rigidity than actually exists in modern governments. There is not a simple dichotomy between centralization and local autonomy: many different relationships between levels of government are possible. Reed illustrates his point in nine detailed case studies in which he analyzes the governments of three of Japan's forty-seven prefectures. Reed interviews over one-hundred officials to reveal the innovative policymaking that exists at the local level.

Reed compares how each prefecture addresses pollution control, public housing, and access to the best high school education, and concludes that despite some inefficiency in the system, the results are usually very good. Japan's prefectures are important sources of governmental flexibility and responsiveness.

Supply-side economics, emphasizing tax cuts over government spending, has been much maligned and little understood. It first leaped to national attention during the budget policy debates of 1977–78, when the new ideas captured the imagination of Congress and challenged conventional Keynesian models. After Ronald Reagan was elected, the fight was on in 1981 for what was called “the largest tax cut in history.” A year later, the same administration presided over the “largest tax increase in history.” Nine months after that, President Reagan reemerged as a supply-side leader.

This book tells what happened, and how. It is the story of a revolution in economic theory from its origin in Congressman Jack Kemp's office in the summer of 1975 through the first thirty months of the Reagan Administration. It details the struggles of key figures such as Donald Regan, James Baker, David Stockman, and Alice Rivlin.

It is also the first presentation by a professional economist of the hard case for supply-side economics. Paul Craig Roberts played a major role in managing the issue of supply-side economics both in the congressional staff and the executive branch. He has written an astonishingly candid study of the policy process—how individual ego tends to prevail over common cause, how power plays by politicians are more likely to determine policy than is the ideology of an administration, how skill at manipulating the media prevails over solid economic data. It is a stunning analysis, and a sobering one, from an expert supply-sider who continues to believe that history is on his side, and that supply-side thinking must prevail in a healthy, democratic society.
