In 1923, America paid close attention, via special radio broadcasts, newspaper headlines, and cover stories in popular magazines, as a government party descended the Colorado to survey Grand Canyon. Fifty years after John Wesley Powell's journey, the canyon still had an aura of mystery and extreme danger. At one point, the party was thought lost in a flood.
Something important besides adventure was going on. Led by Claude Birdseye and including colorful characters such as early river-runner Emery Kolb, popular writer Lewis Freeman, and hydraulic engineer Eugene La Rue, the expedition not only made the first accurate survey of the river gorge but sought to decide the canyon's fate. The primary goal was to determine the best places to dam the Grand. With Boulder Dam not yet built, the USGS, especially La Rue, contested with the Bureau of Reclamation over how best to develop the Colorado River. The survey party played a major role in what was known and thought about Grand Canyon.
The authors weave a narrative from the party's firsthand accounts and frame it with a thorough history of water politics and development and the Colorado River. The recommended dams were not built, but the survey both provided base data that stood the test of time and helped define Grand Canyon in the popular imagination.

Dean Worcester’s Fantasy Islands brings to life one of the most significant (but under examined) figures in the history of U.S. colonialism in the Philippines. Upon the outbreak of the Spanish-American War, Worcester, a scientist who had traveled twice to the Philippines on zoological expeditions, established himself as one of America’s leading experts on the Philippines. Over a fourteen-year career as a member of the U.S. colonial regime, Worcester devoted much of his time and energy to traveling among and photographing non-Christian minority groups in the Philippines. He amassed an archive of several thousand photographs taken by him or by government photographers. Worcester deployed those photographs in books, magazine articles, and lectures to promote his belief that the United States should maintain control of the Philippines for decades to come. While many historians have examined American colonial photography in the Philippines, this book is the first lengthy treatment of Worcester’s role in shaping American perceptions of the Philippines in the early twentieth century.
Death beyond Disavowal utilizes “difference” as theorized by women of color feminists to analyze works of cultural production by people of color as expressing a powerful antidote to the erasures of contemporary neoliberalism.
According to Grace Kyungwon Hong, neoliberalism is first and foremost a structure of disavowal enacted as a reaction to the successes of the movements for decolonization, desegregation, and liberation of the post–World War II era. It emphasizes the selective and uneven affirmation and incorporation of subjects and ideas that were formerly categorically marginalized, particularly through invitation into reproductive respectability. It does so in order to suggest that racial, gendered, and sexualized violence and inequity are conditions of the past, rather than the foundations of contemporary neoliberalism’s exacerbation of premature death. Neoliberal ideologies hold out the promise of protection from premature death in exchange for complicity with this pretense.

Bargains—grand and prosaic—are a central fact of political life. The distribution of bargaining power affects the design of constitutions, the construction of party coalitions, legislative outcomes, judicial opinions, and much more. But can political bargaining be justified in theory? If it inevitably involves asymmetric power, is it anything more than the exercise of sublimated force, emerging from and reifying inequalities?
In Democratic Deals, Melissa Schwartzberg and Jack Knight defend bargaining against those who champion deliberation or compromise, showing that, under the right conditions and constraints, it can secure political equality and protect fundamental interests. The challenge, then, is to ensure that these conditions prevail. Drawing a sustained analogy to the private law of contracts—in particular, its concepts of duress and unconscionability—the authors articulate a set of procedural and substantive constraints on the bargaining process and analyze the circumstances under which unequal bargaining power might be justified in a democratic context. Institutions, Schwartzberg and Knight argue, can facilitate gains from exchange while placing meaningful limits on the exercise of unequal power.
Democratic Deals examines frameworks of just bargaining in a range of contexts—constitution-making and legislative politics, among judges and administrative agencies, across branches of government, and between the state and private actors in the course of plea deals. Bargaining is an ineradicable fact of political life. Schwartzberg and Knight show that it can also be essential for democracy.
Cvetkovich draws on an unusual archive, including accounts of early Christian acedia and spiritual despair, texts connecting the histories of slavery and colonialism with their violent present-day legacies, and utopian spaces created from lesbian feminist practices of crafting. She herself seeks to craft a queer cultural analysis that accounts for depression as a historical category, a felt experience, and a point of entry into discussions about theory, contemporary culture, and everyday life. Depression: A Public Feeling suggests that utopian visions can reside in daily habits and practices, such as writing and yoga, and it highlights the centrality of somatic and felt experience to political activism and social transformation.
Following a vast expansion in the twentieth century, government is beginning to creak at the joints under its enormous weight. The signs are clear: a bloated civil service, low approval ratings for Congress and the President, increasing federal-state conflict, rampant distrust of politicians and government officials, record state deficits, and major unrest among public employees.
In this compact, clearly written book, the noted legal scholar Richard Epstein advocates a much smaller federal government, arguing that our over-regulated state allows too much discretion on the part of regulators, which results in arbitrary, unfair decisions, rent-seeking, and other abuses. Epstein bases his classical liberalism on the twin pillars of the rule of law and of private contracts and property rights—an overarching structure that allows private property to keep its form regardless of changes in population, tastes, technology, and wealth. This structure also makes possible a restrained public administration to implement limited objectives. Government continues to play a key role as night-watchman, but with the added flexibility in revenues and expenditures to attend to national defense and infrastructure formation.
Although no legal system can eliminate the need for discretion in the management of both private and public affairs, predictable laws can cabin the zone of discretion and permit arbitrary decisions to be challenged. Joining a set of strong property rights with sound but limited public administration could strengthen the rule of law, with its virtues of neutrality, generality, clarity, consistency, and forward-lookingness, and reverse the contempt and cynicism that have overcome us.
Public protests are a vital tool for asserting grievances and creating temporary, yet tangible, communities as the world becomes more democratic and urban in the twenty-first century. While the political and social aspects of protest have been extensively studied, little attention has been paid to the physical spaces in which protests happen. Yet place is a crucial aspect of protests, influencing the dynamics and engagement patterns among participants. In The Design of Protest, Tali Hatuka offers the first extensive discussion of the act of protest as a design: that is, a planned event in a space whose physical geometry and symbolic meaning are used and appropriated by its organizers, who aim to challenge socio-spatial distance between political institutions and the people they should serve.
Presenting case studies from around the world, including Tiananmen Square in Beijing; the National Mall in Washington, DC; Rabin Square in Tel Aviv; and the Plaza de Mayo in Buenos Aires, Hatuka identifies three major dimensions of public protests: the process of planning the protest in a particular place; the choice of spatial choreography of the event, including the value and meaning of specific tactics; and the challenges of performing contemporary protests in public space in a fragmented, complex, and conflicted world. Coinciding with the centennial of the Pan American Union (now the Organization of American States), González explores how nineteenth- and twentieth-century U.S. architects and their clients built a visionary Pan-America to promote commerce and cultural exchange between United States and Latin America.
Late in the nineteenth century, U.S. commercial and political interests began eyeing the countries of Latin America as plantations, farms, and mines to be accessed by new shipping lines and railroads. As their desire to dominate commerce and trade in the Western Hemisphere grew, these U.S. interests promoted the concept of "Pan-Americanism" to link the United States and Latin America and called on U.S. architects to help set the stage for Pan-Americanism's development. Through international expositions, monuments, and institution building, U.S. architects translated the concept of a united Pan-American sensibility into architectural or built form. In the process, they also constructed an artificial ideological identity—a fictional Pan-America peopled with imaginary Pan-American citizens, the hemispheric loyalists who would support these projects and who were the presumed benefactors of this presumed architecture of unification.
Designing Pan-America presents the first examination of the architectural expressions of Pan-Americanism. Concentrating on U.S. architects and their clients, Robert Alexander González demonstrates how they proposed designs reflecting U.S. presumptions and projections about the relationship between the United States and Latin America. This forgotten chapter of American architecture unfolds over the course of a number of international expositions, ranging from the North, Central, and South American Exposition of 1885–1886 in New Orleans to Miami's unrealized Interama fair and San Antonio's HemisFair '68 and encompassing the Pan American Union headquarters building in Washington, D.C. and the creation of the Columbus Memorial Lighthouse in the Dominican Republic.

He looks at the participatory democracy that governs global social movements and the ways democracy and decentralization have come into tension, and how "the switchboard of struggle" conducts stories from the hyper-local and disperses them worldwide. As he shows, understanding the intersection of Indymedia and the Global Social Justice Movement illuminates their foundational role in the Occupy struggle and other emergent movements that have re-energized radical politics.

Such declarations make stricken areas eligible for federal emergency relief funds that greatly reduce their costs. But is federalizing the costs of disasters helping to lighten the overall burden of disasters or is it making matters worse? Does it remove incentives for individuals and local communities to take measures to protect themselves? Are people more likely to invest in property in hazardous locations in the belief that, if worse comes to worst, the federal government will bail them out?
Disasters and Democracy addresses the political response to natural disasters, focusing specifically on the changing role of the federal government from distant observer to immediate responder and principal financier of disaster costs.
Disciplining the Poor explains the transformation of poverty governance over the past forty years—why it happened, how it works today, and how it affects people. In the process, it clarifies the central role of race in this transformation and develops a more precise account of how race shapes poverty governance in the post–civil rights era. Connecting welfare reform to other policy developments, the authors analyze diverse forms of data to explicate the racialized origins, operations, and consequences of a new mode of poverty governance that is simultaneously neoliberal—grounded in market principles—and paternalist—focused on telling the poor what is best for them. The study traces the process of rolling out the new regime from the federal level, to the state and county level, down to the differences in ways frontline case workers take disciplinary actions in individual cases. The result is a compelling account of how a neoliberal paternalist regime of poverty governance is disciplining the poor today.
In Discursive Ideologies, C. H. Knoblauch argues that European rhetorical theory comprises several distinct and fundamentally opposed traditions of discourse. Writing accessibly for the upper division student, Knoblauch resists the conventional narrative of a unified Western rhetorical tradition. He identifies deep ideological and epistemological differences that exist among strands of Western thought and that are based in divergent "grounds of meaningfulness.” These conflicts underlie and influence current discourse about vital public issues.
Knoblauch considers six "stories” about the meaning of meaning in an attempt to answer the question, what encourages us to believe that language acts are meaningful? Six distinctive ideologies of Western rhetoric emerge: magical rhetoric, ontological rhetoric, objectivist rhetoric, expressivist rhetoric, sociological rhetoric, and deconstructive rhetoric. He explores the nature of language and the important role these rhetorics play in the discourses that matter most to people, such as religion, education, public policy, science, law, and history.
A renowned scholar of Arab cultures, cooke spent six months in Syria during the mid-1990s familiarizing herself with the country’s literary scene, particularly its women writers. The New Deal introduced sweeping social, political, and cultural change across the United States, which Hollywood embraced enthusiastically. Then, when the heady idealism of the 1930s was replaced by the paranoia of the postwar years, Hollywood became an easy target for the anticommunists. A Divided World examines some of the important programs of the New Deal and the subsequent response of the film community—especially in relation to social welfare, women’s rights, and international affairs. The book also provides an analysis of the major works of three European directors—Billy Wilder, Ernst Lubitsch, and Fritz Lang—compared and contrasted with the products of mainstream Hollywood. This is a new interpretation of an influential period in American film history and it is sure to generate further debate and scholarship.
States are inherently and fundamentally geographical. Sovereignty is based on control of territory. This book uses Song China to explain how a pre-industrial regime organized itself spatially in order to exercise authority. On more than a thousand occasions, the Song court founded, abolished, promoted, demoted, and reordered jurisdictions in an attempt to maximize the effectiveness of limited resources in a climate of shifting priorities, to placate competing constituencies, and to address military and economic crises. Spatial transformations in the Song field administration changed the geography of commerce, taxation, revenue accumulation, warfare, foreign relations, and social organization, and even determined the terms of debates about imperial power.
The chronology of tenth-century imperial consolidation, eleventh-century political reform, and twelfth-century localism traced in this book is a familiar one. But by detailing the relationship between the court and local administration, this book complicates the received paradigm of Song centralization and decentralization. Song frontier policies formed a coherent imperial approach to administering peripheral regions with inaccessible resources and limited infrastructure. And the well-known events of the Song—wars and reforms—were often responses to long-term spatial and demographic change.
